  2. Very good match for Jovanovic, could have easily gone to an Elite referee.
    In HUN-AZE both legs are handled by a Dutch referee (first leg: Blom). This normally doesn't happen.

    In my opinion it is a missed YC. Good that referee waited before whistling (possible advantage for Georgia) but then when he whistled he had to book player. He was not close to foul, maybe for this reason he had not a good perception of a clearly reckless action.

    The player from Georgia was "lucky" there, or maybe we could say that he "abused" the situation, after a first possible foul indeed he made the second one for which he was booked. Referee had waited for a possible advantage before that, however I think at the end YC is okay. No arguments for two YCs in a row. Player accepted referee's decision.

    Apart from that, nothing very significant happened there. I think more or less expected level, mark can be 8.3. Good communication with players.

    1. Regarding 53', I think, no YC is correct, because the player is rather blocking the ball than attempting to score a goal. I don't think a player would deliberately try to score like that.

    2. Thanks for your answers. About the incident you mentioned, indeed I made that question merely based on the position of the foul.
      Given that it was assessed as deliberate handball and player was close to goal, one could argue reason for the touch was trying to control and score. But this remains in "abstract", because merely looking at the facts, clearly player didn't want to score by doing that. For sure an interesting topic to be discussed, when a referee should issue YC for that.

    IMO the decision is fully correct but it was an awkward management of the situation, he immediately took the YC out of the pocket and changed to RC, so it was quite delayed.

    Live sequence was not entirely shown as there were some replays before, but very likely defender and keeper took a too long time and referee assessed that it was too much.

    To be honest, this resulted in a kick against opponent. You can hear the fouled player screaming in pain. I think we can back referee for the color of the card but to be honest I was not convinced by his body language there. Too late decision to show YC, he looked not convinced at first glance, maybe the screams played a role there.

    Correct decision, however definitely the procedure of card showing must be rewatched. I praise that he was alert because other players could have had confrontation, but the player who had fouled the opponent, had to be booked in a clear way.

    A final remark: he correctly waited for the end of the attack that led to 0-3 by Romania, in the very last seconds of the game, as UEFA wants.


    Watching the game, I had the perception that Ağayev is not a referee who likes too much to be "connected" with players from beginning. He prefers to stay in the background and then to intervene when needed, just "officiating" the game. Sometimes this is not possible, because in some games there can be escalation. This game, but this is only my opinion of course, could have been managed a bit better in terms of prevention and presence by referee. It wasn't for sure a poor or bad performance - let me be clear, but at the same time one can understand that with a different approach from the beginning, players would have acted better in some situations. However, this is not a reproach, but just a suggestion for the future. Given the young age, for sure the Azeri referee has all the chances for developing. I can understand why UEFA sees a potential great referee in him. Having said that, he can also improving in becoming more "elegant" when showing cards, but that's for sure a secondary aspect. In my opinion he still needs games as "normal" Category 1 referee, before talking about something more.

    Assistant referees not so much challenged. AR1 with the only offside call of the game - 86' - correct. AR2 with some good but not difficult ONSIDE decisions when Romania scored in second half.

      @30': By my understanding, the dropped ball was not required (wrong?), because possession did not change by the referee contact.
      Maybe UEFA gave different instructions though, because there were already more examples, where referees stopped the game, although possession did not change.

      @80': The feeling says red, but it doesn't really fulfill the criteria for neither SFP nor VC.

      If referee was not sure about the color of the card, he had to wait before issuing it. This can lead to confusion, and indeed some people thought that it was red for a second yellow, as I can hear from commentary...

    1. This is very crucial in the last minute of the game. Couldn't have happened in a worse moment than this one for Higler.
      How much you all agree if I say that nowadays it is impossible to officiate without VAR? You can see here that a regular goal has been disallowed and score remained 1-0. This is very unfair and difficult to be accepted by teams, but of course we can understand the mistake (perception) by referee.
      Handballs issue will never be solved.

    2. Well, I don't think, it's a matter of "nowadays". Such wrong perception of a handball before a goal could always have happened and could always have been decisive for a match.
      The only difference is that such errors are more likely to be discovered with more cameras in the stadium.

Wales v Croatia 14' - Kuipers with a YC for Vida (#21 Croatia) for a challenge that is reckless, dealt with extremely well by Kuipers, very quick to get medical staff on and caution Vida, decision accepted well by players, waiting for a good slow-mo replay to see whether it could've been SFP.

    2. Based on his performances in the last 2 months, Sidiropoulos deserves to be in the next Euro. I think he needs to be tested in a more decisive group game in champions league soon. He has shown signs of improvement in his communication skills.

  33. Wales - Croatia (Bjorn Kuipers)

    For sure the most important incident happened in 45+3' prior to goal scored by Wales.
    Seen on TV it seems a missed foul. Kuipers was well positioned and he assessed the tackle as no foul. Anyway supportable decision and even in case of VAR no OFR would have been called.

    As for the rest very good refereeing as usual.
    Two major injuries in 14' (WAL #20) and 46' (WAL #15). Both challenges correctly assessed as reckless (YC to CRO #21 and CRO #46).
    All other cautions were correct, four in the last minutes (85' 86' 89' 90+6').

    2. I have already watched three times. Are you sure about black card? His both foot slipping on ground. So how can he stop himself? From my side, yellow is good call.

      Lets look from another side. What if this game is CL and VAR system is ON. Do you think that VAR interfere this situation? I dont think so.

    UEFA European Qualifiers, Matchday 8
    Referee: Georgi Kabakov (Bulgaria)

    Overall we can say that Georgi Kabakov presented good refereeing (partly very good even) in a match of normal difficulty. One can actually split the game in two halves, with the first half being more challenging for the referee, while the second half was pretty much a boring one from a refereeing point of view.

    => Let’s start off with the most crucial decision of the entire game, which occurred already at 14’: after a pass that failed to arrive, GER23 makes a challenge on EST7 outside the penalty area. Kabakov whistles the foul and shows a straight RC for DOGSO to the German defender: the decision is fully correct. Kabakov proved here some strong confidence in his decision, being totally unimpressed by the German players surrounding him after having made the decision. Well done!

    => I really liked Kabakov’s approach to disciplinary control, making sure that nobody on the pitch would start to have “bad ideas”. The opening YC for instance came in 30’, for the Estonian goalkeeper for time-wasting: Kabakov signalled to the keeper that it was already the third time he would waste time in the first half. Fully correct caution here, good decision! The only other YC came a couple of minutes later in 38’, for a reckless challenge by EST21. Kabakov tried at first to play the advantage, but came correctly back to the foul as he saw that German players weren’t interested in having this advantage.

    => Kabakov also correctly rejected a penalty appeal for handball for GER in 32’: Estonian defender tries to make a sliding tackle, the ball is deviated from his waist to his arm, which is on the pitch. Two reasons to confirm that this is not a punishable handball: first, because the ball comes “directly from the players own head or body” (LotG, Law 12, section “Handling the ball”) and because “the hand/arm is between the body and the ground to support the body” (ibid.)

    => We must however raise deficiencies in the work of both assistant referees: while AR2 had a good ONSIDE decision prior to the third goal scored by Germany in 71’, he missed unfortunately a clear OFFSIDE position in the build-up to Germany’s second goal in 56’. Crucial mistake by AR2. AR1 has got a two goal-kick/corner decisions wrong, decisions which Kabakov also didn’t get right, but should have.

    => Concerning the global approach of the Bulgarian referee, he chose to stay pretty much in the background and to stay invisible, but he was there when he needed to come out (DOGSO situation in 14’ for example) and also talked to players when it was necessary (70’). That approach worked well in that match.

    As already said in the opening of this report, Georgi Kabakov delivered a good, expected level performance in this tie. I can clearly see why committee have an interest in the young Bulgarian, who is confident and firm in selling his decisions. A point of improvement would definitely be the cooperation with his assistant referees, but I am confident that this will be improved in the future matches to come (hopefully in the Champions League).
