In Norway, we're blessed with perhaps the most interesting character in European refereeing: former FIFA referee Svein-Erik Edvartsen, disgraced from the federation in 2017, and who has been fighting to get his status back ever since, despite becoming a very vocal 'refereeing pundit', constantly criticising his former colleagues.
It doesn't help that this guy has a large network of friends in media, music, politics and other important roles, who he 'lobbies' to participate in his anti-federation and Terje Hauge agenda.
Now, he has collaborated with one of Norway's most famous musicians, Hank von Hell, to make a song titled "Kor e dommer Edvartsen" ("Where is referee Edvartsen"), a song that asks why he's not refereeing anymore and that Terje Hauge is wrong to not take him back. He himself stars in a music video as a referee...

In my opinion, this just confirms that Hauge was 100% right and brave to remove this guy. He complains about the standard of Norwegian referees constantly, not knowing that the reason why people feel insecure and under pressure is because of him and the emotions he creates in his friends and readers.

Sorry, ridiculous decision by VAR and Alberola, by the book is completely right (encroachment) but that happens in EVERY, EVERY penalty and is never called.
You cannot always ignore it and today call it, sorry, for me it has to be CONSISTENT, otherwise leads to uncertainty.
This also will be hugely controversial, as Mallorca is fighting for relegation.
I mean Quilava, the call is right 100 per 100, you cannot argue that, but I think there's a problem with consistency in that matter, I hope we can get clear instructions for next year.
- Didn’t the attacker pull the defender’s arm with quite the same intensity as the defender pulled the attacker’s arm?
- Why was Sedlar booked so very, very late, and after making the VAR-gesture? If I’m not mistaken the referee first has to make his (complete) decision, and it’s only then that VAR checks that decision...
- Why wasn’t Mallorca’s GK booked for the encroachment?
Celta Vigo - Betis to be honest another strange decision, this should be "at least" a supportable call by Gonzalez Fuertes, if not a very clear one. But VAR invited him to rewatch and he annulled penalty. Also in this case, it would be interesting to know more. That's never a clear and obvious mistake.

German Cup Final (Referee Tobias Welz, VAR Felix Zwayer): 10' Penalty appeal by Munich; correct no penalty decision (only a slight 'push'/touch) 15' Supportable DFK leading to 0-1 for Bayern Munich
Good performance by Welz and his team in a not too challenging game. Noone will talk about the referee. In 28', a RC for Wendell (SFP) would have been possible but one can understand that Welz decided to give a YC. A lot of tight and correct offside decisions by AR1 and AR2. I'm sure that they will have a great evening under these circumstance. Congratulations!
And now a penalty for handball after OFR in the very last minute of the game. Nobody will care and one cannot blame Welz. Almost impossible to see in real speed. This does not tarnish the overall impression.
About the penalty: The ball went in after the handball, so there HAD to be given advantage and goal. Definetly no offside (ball came from the defender‘s arm) and quite surely the assistant raised his flag for a (wrong) offside only after the ball had gone in. Penalty is a strange decision unless I missed somemthing. But in general very good performance by Welz and especially by both assistants!
No, he was injured for a long time and gave his FIFA spot to a younger mor promising referee ( I think it was Stegemann). So he wasn‘t removed but retired from FIFA by choice

If there was a cross when the foul happened, its 100% clear pk. But with the ball 30m far and seemingly an accident, I think it was a supportable call.

Apparently DFB thinks so, yes - although they did not give a reason. In my opinion, he had a mediocre season (like in the previous season), but not so bad, that I expected a demotion - especially as it is the first demotion since 2012.
Swedish FIFA referee Strömbergsson has been suspended for all league matches in 2020 after they found out that in 2019 he told a black goalkepper ''Stop talking. Go back to the goal and I will give you a banana''.
He claims this is something old and normal to say to goalkeepers in Sweden and has nothing to do with racism but the federation didn't accept it.
I think everyone can come to his own conclusion if he reads a comment like this one. Defender's elbow in the face of his opponent. Normal foul in the penalty area means penalty to be given.
Sorry, I forgot I have to be overly polite towards referee’s decisions here and cannot use qualifications like laughable. My deepest apologies :) Back to the issue, the Bremen defender just makes a challenge for the ball, where the Heidenheim attacker half-heartedly waits for the inevitable contact. What should the attacker do with his arms? The fact that there is a contact doesn’t automatically make it a foul. If these kinds of challenges are going to be punished we should build roofs over the stadiums and call the game futsal.

IMO the ellbow is in the opponents face, so penalty is a hard but understandable decision. Nothing for VAR - correct no intervention. Overall good performance by Brych.
No penalty in my book. This is just normal way to challenge for the ball in mid-air. The minimal contact is just acceptable consequence of a regular way to fight for the ball. What Brycj lacks in this situation is feeling for the game.
Correct penalty decision in my opinion, he carelessly strikes an attacker in the head with his elbow. Even if it's a "regular" arm position for a jumping player, he's responsible for making sure he doesn't carelessly strike an opponent. If he is unable to jump for the ball in such a manner as to avoid this contact, well, he shouldn't have jumped for it at all in that case.
How is she generally performing in the championship? I haven't seen a lot, but from what I've seen she had many on-field reviews in her matches (IIRC all of her 4 RC were issued for serious foul play after on-field review).

'Only' okayish performance of Sascha Stegemann in the first half of Nürnberg v Ingolstadt game. Although the decisions were mostly correct, he seemed unsure too many times - several late whistles and multiple cases of careless charging missed - what annoyed players and coaches a little bit. Also the only YC was issued only when he figured out that the player who suffered the foul was bleeding.
IMO the performance is okay. He seems 'unsure' quite often - also in Bundesliga and other matches. All in all his performance is okay, but far away from perfect! The decisions are mostly correct and both YC are correct.
Yes, the performance is decent/satisfactory with all big decisions being technically correct. I just wanted to highlight quite big areas for improvement if he wants to be a top-class UEFA referee (and personally I think he has a potential to reach much on international niveau). Fully agreed with 'okay, but far away from perfect!'
Stageman is solid referee, but Imo just reliable 1st cat referee. Harm Osmers have much more potential, sorry, he is the best ref in Germany in my view and he will be next top ref and elite cat referee.
- Congratulations to Florian Badstübner and all promoted referees! I watched his last game, the Regionalliga playoff first leg, and he looked a good German referee (though I would have liked him to take a firmer stance on the rough play by Lokomotive). - I watched the BL promotion-relegation playoff second leg and like Ref_1707, I thought it was handled well. Felix Brych's gestures, mimics and whistle tones in the caution scenes at 60' and 81' were simply excellent; he showed his top class there.
The penalty given is quite interesting - actually, I quite like the call. It is often the case that penalising the defender in situations like that is the 'cheaper' and actually less correct call, but this time I think Brych gets it right. Key to assesing situations like that - does the attacker or the defender judge the flight of the ball better? Here it is the attacker: the defender makes a late jump for the ball, flagrantly not only striking the attacker, but making a knee contact into his back. As a defender, sometimes you have to accept that the attacker won the position by good play and that you cannot win every duel! Penalty is the correct call IMO.
A good example of when a penalty is NOT the right call is at 88' of the WC 2010 game between Paraguay - Japan :)
- Indeed, excellent appointment for Monzul! Did I miss sth when I say that she is the first woman to handle a domestic cup final (neither Damková nor Petignat did). VAR Project in Ukraine has been a real 'kickstart' for her career at the real top level domestically; only she (from WWC) and four other referees are qualified to use the system from Ukraine, as the association lacks the finances to have Video Assistant Refereeing for every Ukraine PL game, and hence only trained a small number of referees for the system.
- Finally, some news from England. Robert Jones has been appointed for the Football League One Playoff Final, probably a final test for him to pass in order to be promoted to 'Select Group 1' (PL Referees list). Jones in addition to Darren England, Tim Robinson and Jarred Gillett are the referees who PGMOL are considering promoting at the end of the season. A talented referee, Michael Salisbury, handled the L2 Playoff Final, and having performed well, is very likely to be promoted to 'Select Group 2', who handle FL Championship matches.

Contrary to say Kim Young-joo's performance in the Brazil - Turkey, I doubt Ramos Rizo was in at the centre of medial attention, which is surely (and unfortunately) more important than the actual evaluation of Key Match Incidents.
Rather than the situations mentioned in the report, medially the failing France team and the (correct, and as I said very courageous) Red Card to Henry were the centre of attention.

The 4th official in FK Jelgava - FK Ventspils has been changed from Aleksandrs Anufrijevs to Jevgenijs Keziks. A likely explanation could be the fact that on 3rd July Anufrijevs attended the Latvian Football Federation Congress, in which a person that was later tested positive for Covid-19 took part as well (yes, anti-Covid-19 measures are taken very proactively in Latvia, and that's very good).
My only hesitation with including domestic observers in appointments generally is that the information tends to be abstract, whereas in UEFA the difference between having eg. Vladimir Šajn, Vladimir Antonov, William Young or Alfredo Trentalange (in previous years) is important for interpreting the appointment.
Maybe you could indicate particularly remarkable referee-observer designations in some way? :)

Well, this is why I think that José Luis Munuera Montero doesn't have (as for now, I think he can still develop them) the skills to be a competent UEFA referee. I also feel that when he was confirmed as the new Spanish international referee in July 2018, it was because he was lucky that there were no other logical choices back then. The rest of candidates had to be discarded back then because they were too young/unexperienced (Alberola Rojas, Medié Jiménez...), too old to become prospective FIFA referees (González González, Jaime Latre...) or a combination of relatively old age and not enough level (Iglesias Villanueva, Melero López...)
In the first situation, due to his position, he was unable to make any assessment, VAR helped him in detecting a contact. In the second case, unluckily, Fabbri didn't change decision after OFR. According to his opinion, the touch on the ball was only by defedender's body. It is a very big mistake, almost no explanations. All expected penalty there. He was under a big pressure and I think he was not in the best conditions to make a judgment.

Video assistant referees (VARs) The members were pleased to learn of the considerable increase in countries and competitions using, or planning to use, VARs following the successful implementation in competitions organised by FIFA, the confederations and in almost 40 countries worldwide. They acknowledged that there had been some inconsistency amongst highprofile competition organisers in the application of the VAR protocol as defined in the Laws of the Game. However, recent communication from these competition organisers signalled a positive shift towards the universal application of the protocol from next season. In Norway, we're blessed with perhaps the most interesting character in European refereeing: former FIFA referee Svein-Erik Edvartsen, disgraced from the federation in 2017, and who has been fighting to get his status back ever since, despite becoming a very vocal 'refereeing pundit', constantly criticising his former colleagues.
ReplyDeleteIt doesn't help that this guy has a large network of friends in media, music, politics and other important roles, who he 'lobbies' to participate in his anti-federation and Terje Hauge agenda.
Now, he has collaborated with one of Norway's most famous musicians, Hank von Hell, to make a song titled "Kor e dommer Edvartsen" ("Where is referee Edvartsen"), a song that asks why he's not refereeing anymore and that Terje Hauge is wrong to not take him back. He himself stars in a music video as a referee...

In my opinion, this just confirms that Hauge was 100% right and brave to remove this guy. He complains about the standard of Norwegian referees constantly, not knowing that the reason why people feel insecure and under pressure is because of him and the emotions he creates in his friends and readers.
So he makes pressure on referees just because he writes about refereeing?

This also will be hugely controversial, as Mallorca is fighting for relegation.
Well, the player who encroached, actually cleared the ball after Mallorca GK saved the PK. Fully justified intervention IMO.

- Why was Sedlar booked so very, very late, and after making the VAR-gesture? If I’m not mistaken the referee first has to make his (complete) decision, and it’s only then that VAR checks that decision...
- Why wasn’t Mallorca’s GK booked for the encroachment?
IIRC it wasn't a GK encroachment but multiple defenders' encroachment.

Good performance by Welz and his team in a not too challenging game. Noone will talk about the referee. In 28', a RC for Wendell (SFP) would have been possible but one can understand that Welz decided to give a YC. A lot of tight and correct offside decisions by AR1 and AR2.

And now a penalty for handball after OFR in the very last minute of the game. Nobody will care and one cannot blame Welz. Almost impossible to see in real speed. This does not tarnish the overall impression.
About the penalty: The ball went in after the handball, so there HAD to be given advantage and goal. Definetly no offside (ball came from the defender‘s arm) and quite surely the assistant raised his flag for a (wrong) offside only after the ball had gone in. Penalty is a strange decision unless I missed somemthing.

Brych is not the best performer in Bundesliga, however, he is a referee for the big and important games. Very good performance today in Heidenheim.

DeleteBack to the issue, the Bremen defender just makes a challenge for the ball, where the Heidenheim attacker half-heartedly waits for the inevitable contact. What should the attacker do with his arms? The fact that there is a contact doesn’t automatically make it a foul. If these kinds of challenges are going to be punished we should build roofs over the stadiums and call the game futsal.

IMO the ellbow is in the opponents face, so penalty is a hard but understandable decision. Nothing for VAR - correct no intervention.

DeleteNo penalty in my book. This is just normal way to challenge for the ball in mid-air. The minimal contact is just acceptable consequence of a regular way to fight for the ball.

Correct penalty decision in my opinion, he carelessly strikes an attacker in the head with his elbow. Even if it's a "regular" arm position for a jumping player, he's responsible for making sure he doesn't carelessly strike an opponent. If he is unable to jump for the ball in such a manner as to avoid this contact, well, he shouldn't have jumped for it at all in that case.

'Only' okayish performance of Sascha Stegemann in the first half of Nürnberg v Ingolstadt game. Although the decisions were mostly correct, he seemed unsure too many times - several late whistles and multiple cases of careless charging missed - what annoyed players and coaches a little bit. Also the only YC was issued only when he figured out that the player who suffered the foul was bleeding.

Yes, the performance is decent/satisfactory with all big decisions being technically correct. I just wanted to highlight quite big areas for improvement if he wants to be a top-class UEFA referee (and personally I think he has a potential to reach much on international niveau). Fully agreed with 'okay, but far away from perfect!'

I watched his last game, the Regionalliga playoff first leg, and he looked a good German referee (though I would have liked him to take a firmer stance on the rough play by Lokomotive). - I watched the BL promotion-relegation playoff second leg and like Ref_1707, I thought it was handled well. Felix Brych's gestures, mimics and whistle tones in the caution scenes at 60' and 81' were simply excellent; he showed his top class there.
The penalty given is quite interesting - actually, I quite like the call. It is often the case that penalising the defender in situations like that is the 'cheaper' and actually less correct call, but this time I think Brych gets it right. Key to assesing situations like that - does the attacker or the defender judge the flight of the ball better? Here it is the attacker: the defender makes a late jump for the ball, flagrantly not only striking the attacker, but making a knee contact into his back. As a defender, sometimes you have to accept that the attacker won the position by good play and that you cannot win every duel! Penalty is the correct call IMO.
A good example of when a penalty is NOT the right call is at 88' of the WC 2010 game between Paraguay - Japan :)
- Indeed, excellent appointment for Monzul! Did I miss sth when I say that she is the first woman to handle a domestic cup final (neither Damková nor Petignat did). VAR Project in Ukraine has been a real 'kickstart' for her career at the real top level domestically; only she (from WWC) and four other referees are qualified to use the system from Ukraine, as the association lacks the finances to have Video Assistant Refereeing for every Ukraine PL game, and hence only trained a small number of referees for the system.
- Finally, some news from England. Robert Jones has been appointed for the Football League One Playoff Final, probably a final test for him to pass in order to be promoted to 'Select Group 1' (PL Referees list). Jones in addition to Darren England, Tim Robinson and Jarred Gillett are the referees who PGMOL are considering promoting at the end of the season. A talented referee, Michael Salisbury, handled the L2 Playoff Final, and having performed well, is very likely to be promoted to 'Select Group 2', who handle FL Championship matches.

The 4th official in FK Jelgava - FK Ventspils has been changed from Aleksandrs Anufrijevs to Jevgenijs Keziks. A likely explanation could be the fact that on 3rd July Anufrijevs attended the Latvian Football Federation Congress, in which a person that was later tested positive for Covid-19 took part as well (yes, anti-Covid-19 measures are taken very proactively in Latvia, and that's very good).

DeleteMy only hesitation with including domestic observers in appointments generally is that the information tends to be abstract, whereas in UEFA the difference between having eg. Vladimir Šajn, Vladimir Antonov, William Young or Alfredo Trentalange (in previous years) is important for interpreting the appointment.
Maybe you could indicate particularly remarkable referee-observer designations in some way? :)
But of course feel free to add observers and delegates in the format you suggested!

ReplyDeleteWell, this is why I think that José Luis Munuera Montero doesn't have (as for now, I think he can still develop them) the skills to be a competent UEFA referee. I also feel that when he was confirmed as the new Spanish international referee in July 2018, it was because he was lucky that there were no other logical choices back then. The rest of candidates had to be discarded back then because they were too young/unexperienced (Alberola Rojas, Medié Jiménez...), too old to become prospective FIFA referees (González González, Jaime Latre...) or a combination of relatively old age and not enough level (Iglesias Villanueva, Melero López...)

In the first situation, due to his position, he was unable to make any assessment, VAR helped him in detecting a contact.
In the second case, unluckily, Fabbri didn't change decision after OFR. According to his opinion, the touch on the ball was only by defedender's body. It is a very big mistake, almost no explanations. All expected penalty there. He was under a big pressure and I think he was not in the best conditions to make a judgment.

in competitions organised by FIFA, the confederations and in almost 40 countries
worldwide. They acknowledged that there had been some inconsistency amongst highprofile competition organisers in the application of the VAR protocol as defined in the
Laws of the Game. However, recent communication from these competition organisers
signalled a positive shift towards the universal application of the protocol from next
season.
The members were also updated on various technological developments, including
important work being undertaken by FIFA to develop systems which will make the use
of VARs more accessible to those countries and competitions with limited financial
resources.
It was furthermore agreed that more insight into the decision-making process, for
example access to the conversation between match officials during a review, would not
be appropriate at this point, but that more effort should be made to enhance existing
communication approaches to improve understanding of the review process and the
referee’s final decision.
