  1. FIFA has published a list of new instructors.

    So, when we see a UEFA appointment with an observer who is also a FIFA instructor, we can think about a special observation on the way to WC, both men and women.

    Some examples today in Women's Nations League with Spinelli, new Italian FIFA instructor going to observe the Swiss referee recently promoted to Elite, Désirée Grundbacher, as well as Swedish Jenny Palmqvist in Italy - Denmark for Olatz Rivera Olmedo.
    It is also reported there will be a FIFA seminary in the early days of March in Doha "FIFA Women Elite", with maybe the preselected referees for WC 2027. Will try to know more about that.

    Still about the instructors, interesting to see that there aren't, at least on paper, bans for Russian officials and people working in Russia (otherwise they wouldn't have been confirmed / appointed). It's about Mazic and Ivanov.

    A particular case is about Medina Cantalejo, if you ask me, definitely not a top ranked UEFA observer, rather the contrary (and very rarely appointed) but indeed a FIFA instructor. Different for Fernandez Borbalan, seen always in many games.

    There are assistant referees specialists, and it's easy to understand who, then VAR instructors as well (among them Irrati), and I didn't know, former Hungarian FIFA referee Mihály Fábián now works as VAR Project Manager for OFC.

    2. About the seminars that FIFA is holding:

      Men
      AFC, CAF and OFC in Abu Dhabi at the end of January. This week in Buenos Aires is happening for CONMEBOL and CONCACAF, and in the last week of March in Zurich there will be a seminar for UEFA.

      Women
      Last week we had a seminar for CONCACAF in Costa Rica, at the beginning of March we will have one in Doha for AFC, CAF and OFC. In the following weeks, we will have one in Rio de Janeiro for CONMEBOL and finally one in Germany for UEFA.

  7. After 11 years Slovak FA Referees commitee chairman Marian Ruzbarsky resigned from his office, as he said due personal and employment reasons. In fact there was long anti campaign towards him, mainly thru anonymous e-mails regularly sended to top tier, after some time to most of Slovak referees and lastly to Slovak sport medias.
    We, must say that some of the informations had point (f.ex. not publishing view to problematic situations from last week), but most of them were tabloid and if they were true, they should be solved inside FA.
    One of the committee members Miroslav Jaška was put as chairman ad internim. New chairman should be ellected on conferention 7th of March. Posible candidats could be nominated until midnight 1st of March.

  9. Chefren, who do you expect to be accompanied by a committee member next week?

    I would consider Pinheiro in Brugge. In the play-off round he solved all KMI’s correctly without use of VAR. I think RefCom wants to see what else he can do this season, as a new Elite.
    Another shout is of course Peljto, in good form, to see whether he is ready for a QF.

    Furthermore, the #1 race in Italy and Germany are the most open ones. Quality of German referees are close to each other. Siebert did well recently, Rosetti probably noticed that as well. I would consider Massa as another possible name in Paris.

    1. I think that Rosetti opted for the most suitable game for making this observation in CL Round of 16. Indeed as first consideration, I think the game between Club Brugge and Aston Villa can be described as the least "problematic" one of the set. Belgian side coming from an excellent qualification (I also think unexpected) and the English team enjoying the tournament as well. The names you mentioned are possible, in my opinion more the Bosnian than the Portuguese. The latter got a too easy task in Munich a few weeks ago and I think committee could have been a different choice, but having him in this game is possible as well. I would add Schaerer as further option, being maybe in a particular moment and with committee interested to understand more about him. I agree that it should be an observation for this reason and not for a potential final referee.

    2. Thanks; I’m leaning towards Pinheiro in Brugge - he had a decent Groupstage hadn’t he? Based on form Peljto could be ready for something ‘bigger’. This is indeed the least exciting pairing on paper, in terms of clubs and status. Perfect for a referee new at this stage.

      Worth mentioning that there will be a German delegate in Paris next week, with Velasco Carballo as observer. Normally the referee team and delegate are not from the same country. If we eliminate the Spanish, Germans and Peljto & Oliver (just had PSG) — I predict it will be either Massa or Schärer in Paris.

      Kuipers is observer in Barca-Benfica (return). That one is more difficult to predict.

      But in general, it is also possible, that the committee observers will be there for final candidates.
      Especially in Paris, this seems more likely than a young, less experienced referee, I think. E.g. Kovacs could be observed by Velasco under that aspect.

      About your remark on #1 in Italy and Germany:
      I think, Massa and Zwayer quite clearly have this position at the moment.
      Massa already had 3 important CL appointments this year, so he is clearly ahead of the injured Guida and the newly promoted Mariani.
      And Zwayer - coming from a EURO SF - was a bit hidden in the GS, but the last PO appointments seem to confirm, he still is ahead of Siebert.
      IMO in both cases, it is rather clear, who is considered for an European final and for WC26 (and maybe CWC25) from Germany and Italy.

    4. Siebert has two EUROs and one World Cup in his palmares though.

      If Daniel Siebert can approach his old form again, I’m not sure there is a clear #1 in Germany, in terms of quality. The gap isn’t that big, is it?

    5. With all the respect the fact that most people forgot/didn't even know the information
      Siebert has 2 EUROs and WC says a lot...Of course, it is a great great achievement and it deserves great respect but the fact that he did not play a significant role in any of the three mentioned championships shows that Germany currently doesn't have a "big referee name" as it had in the past. And my personal opinion is that #1 in Germany is Zwayer in terms of quality and Siebert in terms of achievements (CV).
      I hope no one gets mad/offended, I'm just stating my opinion. If I used some inappropriate language, I apologize in advance

    Still no white smoke in Rome… ;-)

    The delay in Inter-Feyenoord is baffling. On paper one of the easier games — the Dutch side almost has no players available; to be precise 11 injuries and 1 suspension. Among them a lot key papers. They are already satisfied making it to R16. This game is by no means more difficult or more sensitive than the Madrid derby or PSG.

    1. With Italian team involved, they go carefully, but yes, you can't compare Inter game with Roma's one, and I also think that Inter is at moment the least problematic Italian team for committee, but still, as you can see, they seems to be a bit concerned.

  12. Very risky appointment in Italy as Doveri is appointed for the big Napoli-Inter clash knowing his refereeing style.
    Even though he is having a solid year so far.
    Also wanted to mention that Chiffi is having a good year as well ( But I don't think we will see any of them in European competitions).
    Thoughts?

    1. Why do you think his appointment is risky? If I remember correctly, he has already refereed this match in Italy's Serie A three times and has not had any problems in any of these appearances.

    2. With Guida out, would have predicted more of Massa/Mariani, maybe also Colombo. And Doveri is a very particular referee.
      But maybe it's just my opinion

    3. I think that Nerazzurri means Doveri's classic ultra lenient style, often reported here. In reality a non-refereeing. Playing on every situation, just relying on his own name and not booking anybody unless strictly required.
      There is a reason why Doveri was an international referee but not a top one, in Italy he is seen as a phenomenon, but he referees according to his standards. Unfortunately, the domestic committees accept all this and they only think about closing big matches without controversy, hence you have this situation where a referee feels allowed to do so.
      I hope that on Saturday he can at least try to referee the match, otherwise everyone is good like this to just walk on the pitch.

    4. Nerazzuri ,it's not just your opinion,it's also mine.

      Ultra lenient style where he just behaves like a ghost when needed to show cards,sometimes not watchable cause he is so stubborn with his style..

      I'm not saying he should show cards cause I like it,but allowing everything on the pitch is ridiculous behaviour from ref's stand point.

      Here are his last 10 matches and number of bookings:
      0,1,4 ,2,0,2,2,2,4,2.

      No reason for this low numbers other than his leniency.

      We know how players in Serie A can behave with lot of protests,timewasting and rough fouls and to have 2 cards as your constant number is beyond me.

      One of these matches were he miracolously showed 4 cards was Napoli-Atalanta were he was direct reason for players being in fighting mode at the end cause for the whole match he frutrated players cause of his no calls.

      Title decider that 47 year old lenient ref gets.

      That just shows in what state is Italian refereeing and that Rochhi would rather give biggest match of the season to ref with most experience in Serie A who has style that basically says players do what you want,than to appoint some CL or some other refs with international experience this season.
      So 2 or 3 cards is prediction.

      Hopefully we will enjoy the match cause I lost faith in Doveri long time ago.

      I really also hope he does well, for the sake of the game and how important it is .. But very questionable from Rocchi who has some other referees that he could appoint ... Although he wasn't lucky losing Guida to injury, Maresca just came back from injury after a great season last year, Colombo going to Venezuela to referee.

  13. Big controversy in yesterday's top clash in Polish Cup QF Legia Warszawa - Jagiellonia Białystok. The referee was Piotr Lasyk, non-FIFA, very often used for biggest games, while VAR was Szymon Marciniak. In the past I wrote here that Marciniak is very keen to call his colleagues to the monitor.

    Two situations:

    Marciniak used the opportunity that Tomasz Mikulski doesn't strictly forbid his referees to make public statements and gave the interview explaining his non-intervention in 57' (he believes there is a handball but no replay from seven available cameras gives a real proof - I can agree with him here) and intervention in 74' (he thinks that the attacking player played the ball to the left and then created a contact with the defending player, recalling the YC for simulation from the WC final, but at the same time states that the best option would be to cancel the penalty for a foul initiating an APP; as for the arguments that he intervened although no clear and obvious mistake was made, he answered that "it wasn't a league game where such decision would have had effects on many matchdays, it was a one-legged quarter-final and it's better if the referee watch the situation that could be very controversial or wrong")

    1. I agree with Marciniak on both incidents. I don't think there is any conclusive evidence to say there was a handball in 57', I do believe that the incident in 74' should be judged as a c&o error, and I also certainly prefer maybe one OFR too much over one OFR too little considering the referee has the full option to stick with his decision if he doesn't agree with VAR.

    2. Elliot, but once you are called by Marciniak at monitor, can you stay with your own call? It's hard, or maybe, impossible.
      I see indeed that Lasyk (sometimes also seen as VAR in UEFA games) had a full trust in Marciniak in this case and it was rather the VAR making a decision here. Regardless of the nature of the decision, this shouldn't happen. While one must praise the Polish for his analysis, one can agree, but the problem is that here all other VARs would have supported the referee's decision, because no clear and obvious mistake.
      So as long as VAR is used in this way for me, it's a full nonsense. This is said, I want to repeat once again, regardless of the techical decisions. We can't have a different outcome based on who is VAR, this is not the reason why VAR was introduced in football.
      I have always criticized UEFA for a similar reason. They have a pool of very trusted VAR, as we know, operating from Nyon, and they have deep knowledge, then you have other games in which VARs from all countries are assigned and it's a mess.
      I think that VAR (and football) should appear more equal to all games.

The concept of a "challenge" has also been trialed. From these two developments, it is apparent that VAR has undergone rapid evolution, shifting from a tool designed to aid referees into a point of contention regarding who is in charge behind the monitor. Should the VMO be classified in the same way as the on-field referee? A key challenge here is the difficulty in establishing a global standard of clear and obvious error for VAR intervention—whether it be a 80:20 or 70:30 clear and obvious error (as referenced in Kwiatkowski’s interview), or other variables that could involved in the standard of intervention, such as the varying interpretations of handball across different associations. Thus, the pressing question becomes: What is your stance on the necessity for a transparent categorization of VMO?

    5. it was a similar phase in romanian classic Fcsb-Dinamo, with Kovacs referee and Costreie at VAR. Given that in my opinion Roldan time should be over by years, and I really don't understand how one can consider him a big referee, one must admit it's easy that players make you lose patience. It's a small reaction you can understand why he had, but of course, at the same time it can't be accepted by a referee.

      Only Italian, Spanish and Portuguese referees are allowed to travel to CONMEBOL for the exchanges.
      And I think after so long time, we can say that we see by far more UEFA referees going in South America, than the contrary...

    Surprised and it's interesting to know.
    I expected a full ban for him, while UEFA has been very lenient here, only one year and half. I think this reflects modern times in which all people must be forgiven and allowed again. In past, it would have been a full ban without appeal and nobody would have discussed.
    However, this temporary ban will stay just on paper, because he has been excluded by PGMOL, so impossible to think he keeps the position only in UEFA (he has been removed by English federation).
    Even though I understand his personal problems, if I were UEFA, honestly I would have banned him for life, because we are talking about something that can't be accepted and one must take responsibility, especially in a so important role. But modern society has started to think differently...

  18. IFAB have announced the LOTG changes for next season.

    Goalkeepers' (theoretical, but largely unenforced) 6-second margin to not incur in violation for keeping the ball in their hand is extended to 8 seconds, and the punishment is changed from IFK to corner kick. Referees are bound to do a visual 5-seconds countdown before whistling the infraction, similar to basketball referees.

    1. The assistant referee's position in penalty changes in the match with VAR. For me, it's a really big surprise. It's the first time in football that different law is applied on the field when there is technology.
      Should we be happy that IFAB has become more lenient?

    2. Also it is first time, when an offence is not punished by the FK.

      For me absurd change, do you have someone some experience with this, I´m not sure but there was some trial in lower English competitions.

    3. It’s a ridiculous change from IFAB. First of all, 8 seconds is still not enough. And a corner kick is ridiculous. Should be strictly 15 seconds and still an indirect free kick.

      It would be very surprising if this actually gets enforced. Will we see referees consistenly calling this after 8 seconds have passed? Doubt it strongly.
