You cannot review a missed DOGSO-yellow.<br /><br />The OFR was because technically the penalty was never called in the first place. Offside was the decision. So when the VAR told Zitouni that the offside was clearly wrong, he CANNOT then award a penalty without conducting an OFR because he never technically awarded a penalty. This has happened in MLS recently. The protocols are pretty clear on this point. They are badly written, but clear. <br /><br />So Zitouni had to go look at the monitor to call the penalty that he had already seen (but not called). Bad procedure, but it's the way it has to be done right now. The Norway v Honduras game was completely different...<br /><br />Although the Norwegians who had to win with a big goal difference in order to keep the minimal chance for advance, scored twelve(!) goals, that was a very difficult game for bin Jahari. One can count even thirteen key match incidents he had to assess. Such running behind an opponent is not an 'attempt to play the ball', so at least a YC for SPA should be issued. There is another Honduran defender who could be assessed as denying DOGSO scenario in this scene. All in all, a card should have been issued before bin Jahari has been invited for an on-field review with regard to handball of Norwegian's attacker who helped himself in controlling the ball before being fouled. That was a great spot by VAR what led to penalty being cancelled.
