It's quite unique. There are rarely much protests when he has talked the decision through with the AR first. As an example Kalmar-Hammarby last year, where his performance was not 100% as a whole, he showed a red card to the goalkeeper after talking with the AR. Before showing the red card he talked to both captains to explain what he was going to do and why. After the red card there were no complaints. You can even see the captain thoroughly explaining the decision to the goalkeeper before he leaves the field. On a positive note this season we have seen more of the 'bigger' games given to younger refs like Tierney, Attwell, Kavanagh rather than Moss, Marriner and Friend who are all older. This did not happen last season.<br /><br />However, looking at refs who are more newly promoted, it seems that PGMOL fails to give them enough opportunities to develop. Hooper was promoted to SG1 last season and didn't have a good season, and has only done 11 PL games this season. You could say he is suffering because of last season, but surely giving him even unimportant games will help his experience. The same with Bankes and Madley, both promoted this season yet given very limited opportunities because they favour older referees.<br /><br />In terms of SG2 referees, there have been 4 debuts this season, England, Jones, Robinson and an unplanned debut for Langford. I'm surprised Gillett hasn't been given at least one game. It seems clear that England, Jones and Robinson (possibly Gillett and others) are the front runners for promotion, so why not use them in some games now? There are no fans in grounds, and there are many games where neither team is desperate to win. It would make perfect sense to use them and allow them to gain more experience ahead of promotion.<br /><br />What makes it even more disappointing is that referees are being given the same teams in short spaces of time - Taylor has Everton in consecutive games this last week, no referee should have that.<br /><br />There will be problems when Dean, Atkinson, Moss, Marriner, Mason, Scott, and Friend retire because this could all happen over just 2 seasons and PGMOL may be left short of experienced referees to take charge of games. PGMOL have had the chance to address this by developing younger talent but have not done so.<br /><br />Finally, congratulations to Taylor for his 2nd FA Cup final, something that hasn't happened since 1901(!), what a season he has had in terms of appointments, both in England and Europe. If an offence involves contact, it is penalised by a direct free kick.</i> What's the purpose of the last sentence? So, if it doesn't involve contact, should it be an indirect free kick? But why is it then listed in direct free kick offences list? And why is that not stated? (If not, this sentence should be removed as it can be misleading.)<br /><br />2) The bullet point <i>when a player falls and the hand/arm is between the body and the ground to support the body, but not extended laterally or vertically away from the body</i> has no meaning because the preceding sentence part <i>Except for the above offences, it is not an offence if the ball touches a player’s hand/arm:</i> says 'except for the above offences', and one o the above offences is <i>touches the ball with their hand/arm when: the hand/arm has made their body unnaturally bigger</i>. When the arm is between the body and ground, it makes the body unnaturally bigger, so, with the current fatally inaccurate wording such offences should be punished if we enforce the LotG strictly (again - we should enforce them strictly but such flaws stand in our way because, of course, IFAB wants us to not punish such offences but the non-competent (maybe not refereeing-wise but English writing-wise (at least for such an important document)) person wrote this part of the LotG in a way that makes not punishing such an offence a mistake.<br /><br />Such flaws, in the worst case, could end with serious trouble for FIFA. For example, imagine a World Cup final. It's 0-0 and in the last minute of extra time the referee awards a penalty kick for hadball to Team A. It's a clear case of the ball hitting an arm supporting the body of a player down, the player didn't see the ball and didn't move the hand. The VAR recommends an OFR because, in accordance with the practice in refereeing, FIFA recommendations and everything it's, of course, a clear no-penalty. The referee in the RRA quickly decides to cancel the penalty. Extra time ends 0-0; Team B become the champions after the penalty shoot-out. After the match, of course, huge discussions about the penalty situation all over the world, many opionions... Most people with knowledge in refereeing obviously will say that no penalty is the correct decision - it's the correct decision according to the LotG (but it's not...). Fast forward, Collina gives a tournament's refereeing briefing, and, a bit unexpectedly, goes into details regarding the penalty call, saying what's written in the LotG, and saying that the decison is 100% correct. But then some high-rank staff from Team A spots something in the LotG... it factually sholdn't have been a penalty! (Due to the reason that I explained in the 2nd example.) You can imagine what happnes next - a big scandal, possibly goes to the Court of Arbitration for Sport (usually isn't involved in such disputes but this could be an exception because of the unique nature) and goes into the history as the biggest mistake ('stolen victory') ever. That is NOT the case.
