DeleteRefereeing World blog posted a fake list of seminar candidates (obviously there are more names right than wrong, but it's not 100% correct) as I was able to confirm with FIFA, it's not even correct which continents will be in the respective seminar weeks , I make this alert because everyone thinks it is a serious blog, and soon everyone will be thinking that this is official information.

I really wish FIFA/UEFA took the initiative on this increasingly common occurrence and at least developed a clear vision for interpreting these incidents! (my feeling is, that we moved to a too outcome-focused approach, as opposed to punishing real excessive uses of force)
I completely agree with Mikael as well as with the English commentator. This is a perfectly normal football action with an unfortunate outcome. Punishing this means keeping all the players in the dressing rooms to avoid any accidental contacts and consequent punishments.

Never a RC for me. What's the defender supposed to do? He played the ball and has to place his foot somewhere. There is no chance to avoid the contact; more an accident which you just can't blame the defender.
DeleteIf the defender didnt bring his foot down he would have caught the attacker much higher up. Good strong challenge, follow through nothing more than a "football incident". Never a red, to me not even a caution.
DeleteWithout commenting for now on whether or not this specific challenge itself is SFP or not, I agree with you on the big-picture Mikael, that (especially with VAR) this has been a bit too much of an "outcome focused approach" that penalizes challenges that end in an unlucky result rather than those that are intrinsically dangerous.

On the topic of this GET-CEL challenge, my gut reaction was a red card for DOGSO actually. Even though the defender kicks the ball away before making contact with a defender, my view is that this is all a part of the same (reckless, at least) challenge. The challenge is illegal. Also, the challenge denies an obvious goal scoring opportunity. Therefore my view is that the defender denied an obvious goalscoring opportunity with a reckless (or excessively forceful) challenge, and so it could totally be a red card for DOGSO. If there was a secondary motion that made it possible to consider these things two separate challenges, I would not be thinking about DOGSO here, but to me it's all one big illegal challenge. What does everyone think about that argument?

DeleteRegarding SFP, I though "clearly not" before the OFR. With the pictures and slow-motions there, I see some arguments for SFP, but mainly agree with other above, that the defender doesn't do much wrong and should not be punished too much.
First of all this is no foul bcz defender doesn't do anything wrong, he plays in proper manner the ball and he is not guilty for the outcome. About dogso argument, let's say that this is a foul. How in the world is dogso when the ball is clearly away?

AFC, CAF and CONCACAF (ramos, geiger, aguilar, marrufo + pitti and montero) were all 4+2 in 2018. AFC ended up not being in the end, due to the situation of Fahad Al-Mirdasi who was not replaced.

DeleteMy list today would be very similar. Some changes: In AFC I prefer Mohammed Mohamed over Ryuji Sato. At CAF I would trade Gassama for Janny Sikazwe. At CONMEBOL this would also be my list, but the question of Andres Cunha remains a great mystery. From CONCACAF, I still think César Ramos will be the Mexican, Elfath guaranteed too, another two between Barton, Escobar and Marrufo, I prefer the first two, but don't rule out that the politician puts Marrufo there again. OFC and UEFA same.
DeleteOn the topic of Marrufo: By all reasonable measures, he is one of CONCACAF’s top two or three refs. Due to nationality he doesn’t appear too often in big international CONCACAF matches (what with USA clubs and national team and Mexican national team all being off the table for him), but I think we should not forget about him for 2022. I get the sense that he and his crew (Rockwell and F. Anderson) have been getting ready for a more complete World Cup in 2022 (Marrufo and Rockwell only had one match, Belgium vs Tunisia, which seemed to be well-received; Anderson was part of Geiger’s crew). And really nothing has gone wrong for them that would put them out of contention for Qatar, other than, perhaps you could say, the very quick rise of Elfath.
DeleteStill, is that really an issue? Concacaf is a strange, too heavy confederation. It is anything but unusual for FIFA to take 2 refs from either Mexico or the US; in 2018 we had Marrufo there as well playing second fiddle to Geiger. I think we might see a similar situation in 2022. The bigger question is who gets the better assignments, Marrufo or Elfath.
But both are among CONCACAF’s best and I think it would be wrong to leave one out just because they share a nationality. Marrufo is simply a better referee than Barton or Martinez at the moment; it wouldn’t be “political”, Najaah, to put Marrufo there, it would be on merit. It would be more political to leave him off for nationality reasons.
Either way, the CONCACAF race for refereeing slots is very interesting at the moment. Marrufo and Montero were, in 2018, probably planned to continue get higher levels of responsibility in 2022 after the experience they got in Russia, but with the emergence of Escobar and Elfath and (to a lesser extent, in my opinion) Martinez and Barton, that hierarchy has been shaken up. Again, Martinez and Barton are talented prospects who have bright futures ahead of them, but I don’t think they’re nearly as ready for the World Cup as Marrufo, Elfath, Escobar, and either of the Mexican candidates right now.

As a French who pays a close attention to refereeing in Ligue 1, the reason of the non-remplacement of Schneider in the FIFA list is really obvious to me: there isn't any candidate.
DeleteI assumed French DTA demoted Schneider in Ligue 2 last summer for two reasons: him being defiant to them, and to have a fresh FIFA badge to give(Schneider was a 2nd cat referee who couldn't hope for more, not part of VAR programs either).
While they efficiently "get rid" of him, they didn't have a good candidate to become FIFA, and right now, no non-FIFA Ligue 1 ref can become one either.
I'll go through the list of French non FIFA:
Gautier/Delerue: former FIFAs, out also due to age.
Lesage/Ben-el-Hadj/Batta/Hamel/Stinat: out because of age or for not being good enough
Gaillouste/Dechepy/Lissorgue: not experienced and mature enough.
Wattelier: lacks skills and technique
The only man remaining is Thomas Léonard, but he is not trusted by committee: I actually think he could've been a very serious choice, but DTA preferred to give a badge to Abed, while the latter was clearly not good enough but very much pushed.
Léonard is now 40y.o, so a bit too old.
Even in Ligue 2, there is no serious contender to be promoted and FIFA listed, expect for young Marc Bollengier (29y.o), but he was promoted this season in second division, so still early to say.
So I'd say Schneider's bagde will not be given to another referee until a couple of years, and France will remain with nine FIFA listed in the men's list.

DeleteMore interesting than the situation itself IMO is the discussion which it has generated, within the wider context of modern refereeing trends.
As I see it, there are two varieties of SFP offences:
1) the classic 'leg-breaking' foul, endangering the opponent's safety
2) 'tackle as an attack', more similar to a violent conduct, say
Good examples of the second case are:
- Daniel Siebert's EURO RC
- Schärer's in FRABIH
- Brych's ejection of Šimunić in SRBCRO
- Rizzoli's ignored RC in Malaga vs. Porto (clip: streamable.com/lxro45)
- Mykland's caution in 1998's BRANOR (clip: streamable.com/yegtxl)
- Antonio Márquez Ramírez's red at WC 1986 (clip: youtu.be/IGO5hwRxvHI?t=57)
It takes real nuance and football understanding to pick out these incidents (with one famous err, Arturo Brizio Carter was the all-time master of it) and be instantly confident enough in your own perception to instantly eject the fouling player.
This is also what I meant by my comment above - "we moved to a too outcome-focused approach, as opposed to punishing real excessive uses of force". I respect and look for Flip's views/comments a lot, but in my opinion looking for an endangering contact as the most guiding principle in these moments is a bit misplaced IMO.
Because these tackles are different from the 'classic' SFP, they speak more to match control, 'politician' referees (there are two such officials involved in the above examples) can choose to avoid issuing RCs for them. If you want to see how this is done, par excellence, btw, watch the caution given for a violent kick at the end of Zwayer's Paris vs. Napoli game.
TL;DR - despite the changing nature of what SFP should look like in more recent years, RCs should still be issued for 'tackle as an attack' SFPs, and probability of serious injury being caused should not be the only factor we look at, when analysing whether a foul used "excessive force".

For me, Schärers RC in FRABIH (great intervention by Fedayi San) is more towards 1) (classic endangering opponents safety) as the ankle of Kolasinac was hit in a very dangerous manner and it was quite a genuine albeit late challenge from Kounde.

Short report:
Fernando Hernández chose a tactic of closely following play and verbally reaching players what was extremely useful in this game involving two Mexican clubs. He succeeded in gaining control over match incidents and key players. Quick reactions in potentially explosive moments were invaluable tool in Hernández' ammunition.
Of course, it's difficult to handle such hot clash without committing mistakes. Some free kicks were simply too soft but I can fully understand the tactic of slowing down such game than letting it explode.
As for disciplinary sanctions, I was positively surprised that Hernández didn't deliberately miss any 100% caution what was so frequent in CONCACAF games. He missed one in 45+1' for reckless stamp but he just missed the incident as he let the game go. Yellow cards could have been given in 1' (kick in the head), 50' (delaying the restart) and 90+5' (dissent) but it was still OK to manage it (however, I would strongly prefer a YC in 90+5'). The cards given were 100% correct: 21' reckless SPA tackle, 39' holding SPA, 58' holding SPA, 68' reckless stamp, 90+10' dissent, 90+10' unsporting behaviour.
As for the key match incidents, I am sure we wouldn't see a single OFR in UEFA. Here they were used to sell the calls as no clear and obvious mistakes were made by the referee. It was clear deliberate play by defender cancelling an offside in 9' and the handball in 90+11' was accidental - ball was blocked fairly with leg and then hit the supporting arm (we could debate if the ball hit the arm directly). In 28' we can't judge with only one poor replay and in 68' the contact is borderline but the force is normal, so no intervention is fully correct too.
In a nutshell, a very good performance by Hernández who was able to verbally reach players what was key for maintaining control, presented good disciplinary control with only one missed YC for stamp. In addition, I have to praise the EXCELLENT lost time compensation! I had in mind NINE minutes that should be added for the second half but I was expecting standard 5 minutes to be added. When the board with exactly nine minutes was raised, I said "wow! great!" :)

As for the second sequence, it's more problematic indeed! While the play-on is still not a clear and obvious mistake, I think everyone agrees here, we can surely discuss what is the optimal call. But I think it's still not punishable.
He lies down, the ball is played from a minimal distance. When he is on the ground his arm is in a natural position, unnatural position and at the crucial moment in a (imo) natural position again. He even tries to hide his arm somewhere but has no chance for it. The replays offered are also not the best and don't help the referee.

I've just watched PSG vs LOSC game and I have to say that Amaury Delerue, former FIFA referee (UEFA 2Cat) was superb! Outstanding management of problematic players and game feeling. I will post some key match incidents later but what I want to highlight is the way he managed the game and the players.
ReplyDeleteTherefore, a question for our French readers: why Delerue didn't succeed on international niveau? Today we saw management of a top UEFA elite referee, was he always so good and just lacked support of French federation / UEFA or had he some nightmare performances in the past? I guess his current form is very high as he was appointed to such game?
What about potential foul on GK just before first goal for PSG? No VAR stuff?

DeleteTo be clear, my initial comment was about the overall impression and management issues, I deliberately skipped the big incidents.
Delerue's international career reflects a deep problem for French officials to shine in UEFA competitions.
DeleteHonestly I don't think he wasn't trusted domestically, actually French committee trust him quite a lot: as a recognition he was appointed in French cup final in 2020, when he was not at his best (his form in 2018-2020 was quite disappointing/poor, but he got the call nevertheless) and is often given good games.
Simply he didn't convince in UEFA games, and like a few FIFA refs at the same period (Rainville, Millot, Schneider, Fautrel, Gautier etc.),and didn't show good enough performances to be trusted as a talent by UEFA.
I'll take two examples to illustrate my thoughts: he reminds in a way of Buquet, who is a fantastic referee in Ligue 1 - especially in the 2014-2018 era where he delivered countless excellent performances in France's top clashes (I remember for example a Monaco-Lyon game in 2016-2017 who was on a 9.0 level:he was just immense in this game), but never got a chance to be promoted in Elite.
Maybe it's just my impression, but in UEFA games he was often hesitant, even lost in some games (e.g Getafe Ajax 2 years ago) and didn't ever impress.
The other referee I'll talk about is Letexier in his 2019-2020 season: he was completely underperforming in this season (I recall a Nîmes-Nice game which was a ~6.9 performance), but on the contrary he always delivered solid and consistent performances in UEFA, gaining the trust of committee (his young age helped him as well), and now he could aim for a promotion in Elite in next years.
Former 1st cat FIFA referee Tony Chapron (who got his career ended with his infamous kick to a player in Nantes-Psg in 2018) wrote in his book "Enfin Libre" claiming that French refs didn't convince in UEFA by not showing personally, and it's actually hard to say he's wrong: when you see the refs who failed internationally, they always look the same: lack of charisma/soft skills.
To conclude, the reason why Delerue didn't make the step internationally is the same as many referees in recent years: he was simply unable to show the very good work he did in Ligue 1.
Thanks, Upstylon! I think Letexier is not a very strong personality either (I didn't see him too much, so I base on few games only) but he is much pushed by UEFA which need new elite referees 'for now'.

Very poor Tiago Martins in Derby da Invicta (Porto - Boavista). Extremely passive, just making decisions, unable to reach players and manage them and the game. Not the best fitness/running, too. Very poor image as for UEFA 1Cat referee.
ReplyDeleteThere were many penalty appeals by Porto players, many of them were just exaggerated contacts but one or two could/should have been given. Also many dubious play-on calls through the whole game. Well, I hope it was only one bad performance and not his current form.
