DeleteNo, it is very clear that Kovacs, Martinez, Ortega, N'Diaye, and Ning are here as support officials only. They've all only gotten fourth official appointments so far. And they've also gotten the vast majority of the 4th official appointments so far (Kovacs 5, Martinez 6, Ortega 7, N'Diaye 4, Ning 5). The only others to have gotten 4ths are the three female referees (Mukansanga 1, Frappart 2, Yamashita 4), and one each for Al-Jassim and Matonte.

DeleteTo be honest, we can expect from a WC AR to detect such an offside position, especially if the ball comes from a free kick. That is what VAR is for, but it was not the most difficult situation IMO.

DeleteThat was pretty obvious right from the beginning where Rudiger clumsily runs and puts himself into a clear offside position before the ball was kicked. AR relied on VAR to rescue him.
DeleteOverall, there's a more lenient approach to foul recognition obvious in this match, however everything is so far absolutely under control, every decision is within the set line and I like Mr. Makkelie's approach so far. The offside call, difficult to spot live, quickest intervention of the tournament, no disruption to the game flow. This game is a huge pleasure to watch so far.

DeleteAgreed, Makkelie lets the game flow, allows physical play, which suits quite well. It is a fair match. Both YCs were correct. Good performance so far. However, AR2 should have detected the offside position.
DeleteAbsolutely agreed regarding that offside decision, especially because it was a FK situation, however, yeah... Good that we have the benefit of VAR nowadays... Let's see what the 2nd half will be like :)

In my opinion he always signals with a little delay, not very clear and your face scare expression seems that he is not sure about their decisions. Instead exposed the players by ball dispute, he prefer accumulate little fouls for then stop the game when the situation is near the collapse. In the same way I think that the rule considering that offsides have must signal only at conclusion sometimes past a lot of time that a signaling doesnt make sense.

I absolutely don't care where the referee comes from, as long as the other guys show at least 80% of Makkelie's much control, foul recognition, tactical awareness, we're gonna have a great WC here :)
DeleteMakkelie isn't the pinnacle or the standard for any of these referees to have to follow to achieve anything. Other referees have been just as good if not better than him in more demanding Inter-Confederational matches. Which I believe are harder to officiate.

DeleteI know that he is #1, and I agree that he has an exceptional performance, but in the Netherlands School of good referees, I'd choose the Kuipers style.

I think he ended the 2nd half when he did (a few seconds early) because there was also a foul by attacker against the goalkeeper he could've given, and if he gives the foul, the restart would've taken more time well beyond the 6 minutes added. I'd prefer he give the full stoppage time and make the foul call, but it didn't change the result, so I guess it's fine.
DeleteThe 2 minutes of stoppage time he gave in the 1st half was not enough, and it was inconsistent with how much stoppage time FIFA wants given in this WC; FIFA emphasized to referees that they should give more stoppage time, and give all the necessary stoppage time, even in first halves where the score is 0-0; this referee failed at that in this first half, which is usually okay, but we need to have consistency in all matches; he's the first referee to forget he's supposed to actually give all of the necessary stoppage time, and you can't just forget to give the full stoppage time at the end of the first half because the score is 0-0.

AGREE 100% ... put your yc and rc and different pockets; don't pull your book out each time; the players react to which pocket the referee reaches from, and even though the end result (which color card) is most important, that process really matters, too and seriously impacts players psychologically. I'm very surprised to see a WC referee giving out cards this way.

As a lawyer, I dare say this is often the beginning of a self fulfilling prophecy. Makkelie is, generally speaking and based on the sum of all his previous international performances, one of the best refs indeed. But even you cannot be blind for the (many) mistakes he made in this game. I absolutely have nothing against Makkelie, but do not treat him as the obvious superman, because he - happily - remains a human being and I already saw poor games of the man (quite inevitably : happens with everybody)

IMO there is no restart. He started the half. The restart is a players problem. A kind of a foul from the player from spain

DeleteNo danger of big dissent at all. A hard, but fair game with the players absolutely respecting the ref AND eachother. You could see that after the final whistle, much friendly talk with the colleagues from the other side wishing the opponents all the best. Thats what we want to see.

It helps greatly that both teams are football focused and fairly disciplined.
This match could very well have been like playing a Nations League match.
Higher caliber teams, but no different than what Oliver had this morning with Japan-Costa Rica.
Ironically, most of us are happy but not surprised all, since we're very well aware of the qualities of Danny Makkelie :)

To be honest, I'm more disappointed in the "snooze-fest" these two "top" European teams played out.

DeleteI agree, Arbiter, but there is a big difference to all the other times these players face each other: this is a world cup and failure here is historical and many players don't have too much games at this level, so there is much more at stake for the teams and the referees.
DeleteUnpopular opinion: Makellie will always be a good to very good referee. But never become an excellent referee. Why? His games are never flawless, his foul detection always a little unclean (hardly visible to the normal spectator). But the most serious reason: his arrogant and overconfident appearance.

Good decision to reject this penalty appeal IMO, there are several arguments going in favor on this call: natural position, no body enlargment, short distance.
Balance:
Makkelie chose to set a rather generous line with duels, which worked well for him in the whole game, (especially in the charging area); the two teams played a very "European-like" football, focusing on playmaking: they responded well to this approach.
He has done a good job in disciplinary control, showing four YCs in 37', 44', 58' and 60' (reckless tackle, SPA-tripping, SPA-impeding, reckless tackle). Another offense in 39' was very borderline SPA, but the FK only decision was ultimately supportable.
Absolutely no problems in MtG, his rather distanced presentation suited well in the match, the Dutch was accepted by the players without problems.
AR2 unfortunalety had a crucial mistake in 41', missing the 0-1 offside and being quickly corrected by VAR. AR1 performed at expected level.
Quite surely the trio from the Netherlands will be appointed again, perhaps direclty in KO stage.

Another unpopular opinion:
ReplyDeleteWhile the match was obviously under full control and no major errors happened, I think, there were too many mistakes (or at least situations, where I preferred a different outcome) in his decisions. For example:
- YC for Goretzka (attacker was holding first)
- no YCs for Rüdiger (reckless strike, when ball was already out) and Gnabry (reckless sliding tackle)
- wrong free kick for Füllkrug near the penalty area
Plus the missed offside, some doubtful "out of boundaries" decisions and some strangely late whistles.
Yes, a lot of this is quite subjective, but for me many small things even spoilt the big picture. As also the difficulty was not higher than e.g. in Siebert's or Marciniak's games, it was a below average (for the level at the tournament) performance in my opinion, maybe the weakest among the UEFA referees.

DeleteI'm in Philipp's camp as I wasn't fully convinced by Makkelie's technical accuracy in this particular game. Four mandatory YCs missed (DtR vs UB kick without any reaction in 34', reckless tackle by 10GER in 64' and reckless use of arm by 2GER in 86') is never good and there were too many play-on calls as well. I don't buy the "football understanding" and "creating acceptance" arguments as top referees should be able to avoid troubles "in spite of" applying consistent disciplinary control. Btw, what do you expect from media if the only thing they care about is whether there is a big controversy (and if the referee is "invisible" for them, they don't care if it's his merit or he totally lost the plot but call him "good because unnoticed").

DeleteProbably a lot of people interested in refereeing read this blog. I cannot get rid of the feeling that some referees are well aware that public opinion is created by the media, i.e. this blog also. Many times local "journalists" use whatever is written here to attack the referees even though it's obvious that some referee-fan is just thrash-talking to discredit someone.
I really appreciate some deep (and fair!) analysis from admins but would much prefer to write them in twitter (as Arbitro Internacional does). Being an admin of this blog is a very responsible role that can affect many.
Let me take a middle position between the two "camps" (I know I'm acting like a diplomat, but still):
DeleteLike Mikael, I absolutely agree with the final marks in this report and think that, generally and looking at the big picture, this was a good performance by Makkelie, with a foul and disciplinary line which was exactly optimal for this match specifically.
However, Philipp and ESR are also right: for me, definitely 2 missed YCs (reckless tackle in 64' and reckless use of arm in 86'. Now, taking the management aspect into consideration, their importance probably fades a bit, but they should be noted as mistakes on a technical level.
Lastly, I cannot say it was the weakest performance among UEFA referees so far (that would be Vinčić for me, but now I'm out of Mikael's "camp", so I become "stateless"), but it was definitely not the best either.
Clearly opinions on yesterday’s performance diverge to a considerable extent, the pure “law enforcers” being on the one end and the pure “managers” being on the other. Also among known pundits some disagreement, Polish Rafal Rostkowski being rather critical and English Keith Hackett and Spanish Eduardo Iturralde González with words of praise for Makkelie’s way of handling this (high level) game of football. I’m on the positive side for what it’s worth.

For me the interpretation of the rules is def. depending on the character of the match. Even a hard match needs a more lenient style, as long as the players of both sides respect eachother and the ref and fouls always hapoen in the struggle to get the ball. Thats exactly what we saw yesterday and so the approach and line of Makkelie was exactly, what the match needed. Only few minor mistakes and the missed offside, so I fully agree with the report... Compliments to Makkelie, he is a safe bet for even heated matches in the knockout-phase, cause he is ready to change his approach to the match immediately, if the players act in a war-mide, I would call that the Brych-line who adapted his line to the character of the matches, too.
