    OK, based on this first set, and according to the info we had collected:

    All seems confirmed about most of the known names, but we have the Lithuanian, maybe he replaced somebody in the list. We must wait, in addition Macedonian Stojchevski should be there as fourth official.
    Now let's wait for the CONMEBOL guest, but it's very strange the information was not published, if not UEFA, CONMEBOL could have reported something about....
    And we have immediately two committee members for the early games at 18:00 CET. Tournament taken very seriously and maybe this time really crucial for the next movements about categories (one can guess this will be made close to the end of the competition...). We'll see.

      With Swiss assistant referees. Maybe Sandro Schärer was planned but refused to leave Stéphane de Almeida out for the third time because Portugal was playing again, meaning observer Rosie has to referee the game himself ...

    OT:

    Argentina-Colombia

    Benitez from Paraguay was in charge.

    All bookings were correct,he had match under control as much as you can have until RC given to Fernandez,dangerous foul.
    He showed 5 YC's,all of them correct and that 1 RC.

    Then after RC,he kinda had mentality I will not be the main guy and not show any card,especially to Argentina,who had license to do anything.

    From 80th min to 90+5 he had Doveri's mindset.

    Clear YC's missed to Simeone(86'),Romero(88') and Paredes after that for his hand gesture,would have been his 2nd YC.
    Also Rios for his agressive running and card demanding towards ref.

    And about goal for Argentina.

    Lack of fair play shown by Argentina players to continue playing while Colombian player was injured,maybe ref could have stopped the play cause ball was also out of bounds?

    Plenty of reasons for protests from COL players,of course no bookings were shown.

    But then again,that's why CONMEBOL and other federations are far behind UEFA refs.
    This complicated game and other games from there just shows that.

      I agree. He was handling things well, and then from 80’ on he was overwhelmed and just started to let stuff happen. It needed a strong referee with a strong personality in those moments and Benitez conscientious and deliberate style wasn’t effective when things got wild and hectic. I’m less convinced about the notion that UEFA refs in general are far ahead, though.

      Well maybe I went too far there but I dont think so that someone like Marciniak or Turpin,or even Oliver,Kovacs would let things slide like Benitez did from 80th min to 90+5.

      Really sorry there aren't many comments about the first game, it's clear that such youth tournaments nowadays don't have the same media impact of the past, here only a few games will be aired, I triedo to watch but not in the best position. Having said that, for what I could see, I would say a challenging game for the Polish referee, one could have expected a rather easy win by Spanish side, surely the strongest European national team at this level for years, but it happened only in the very last minute with a goal scored in 90', after a Slovakian comeback from 0-2 to 2-2.
      Correct penalty whistled, I liked among others the YC in 86', a strong challenge one could have assessed on the ball, but after replay I agreed it was clearly reckless. Not accepted by player because rarely whistled, but it's absolutely OK to call it. In another circumstance he didn't notice a head injury and reacted too late for calling the medical staff, this is surely a point for improvement. I don't think his game was bad, but, unless a very detailed report I can't manage, I can't say more.

    OFR in Italy - Romania a few seconds before half time. Fotias called by his countryman for assigning a penalty to Romania. Classic situation in which defender is already trying to kick ball when attacker invades his space and gets hit. One could say a classic "Italian" penalty, and there could be discussions whether these situations must be deemed as clear fouls, because the question is always the same: "What should defender do to avoid?". Nothing, it's just a call won by attacker. Should be supported and considered OK in modern football, though.

    Overall, a rather inauspicious level of refereeing by the Swiss ref in the first half. It seems to me unlikely that he will be one of the officials taken forward by UEFA for the knockout stages.

      I don't think you can call 83' a CLEAR missed (S)YC without knowing the full guidelines given to the referees. Geo no9 seemed to kick the ball at the advertising hoardings so that it would bounce back into the general area of the freekick - that is different from volley kicking it away (like Kuipers vs. Taremi or Oliver vs. Odegaard) or furiously booting the ball into the stands. Dudic got the penalty spot on and had a good communication channel with Geo captain but: a) there were too many surprising-wrong play on calls, b) a too aggravatory manner shown by the Swiss referee throughout the firsthalf, c) lack of alertness in the confrontation and d) no clear plan for dealing with troublemakers like Pol no9. I don't see a (clear) foul before the winning goal though. '8,15' could be the mark by Hauge.

      Don’t think the Georgian player did enough to warrant a 2ndYC. Think the Polish player (on a YC) can count himself fortunate. I thought waving the imaginary card was a mandatory YC offence.

    As for key match incidents:
    1) I would say a very controversial penalty as the attacker deliberately puts his leg in front of the running defender who can do nothing to avoid the contact (52'), most likely not for VAR intervention but play-on wouldn't be wrong, imo
    2) Most likely it was missed by everyone live (the incident was deemed as head collision) but there are arguments to award a penalty for illegal use of arm by ESP #3. However, one can say it was quite natural movement and SVK #5 approached him and not the contrary.
    3) Rather not enough to award a penalty in the last scene.

    Sylwestrzak handled the game well, I would say. Let's go through most significant moments:
    01' - very good warning in play after a late challenge
    10', 11' - play-on after holding vs illegal use of arm incident and play-on after missed off-the-ball charging caused protests from Slovak players
    34' - several good play-on calls and eventually a FK for handball is awarded, possible YC for simulation to SVK #5
    35', 36', 37' - SVK #7 after committing a cynical push in 28' is provoked by three cynical challenges from behind and retaliates with a step on foot; Sylwestrzak opted for YC for retaliation only but I would prefer to caution also the Spanish player
    47' - wrong defensive FK
    54' - correct YC SVK #6 for reckless challenge against head
    68' - possible YC ESP #6 for SPA
    71' - YC ESP #8 for SPA holding after an attempt to play an advantage; very good
    86' - YC SVK #21 for reckless tackle; very good spot!
    88' - interesting case for offside interpretation in case of an offside position
    90' - correct play-on (collision) prior to the corner kick from which the decisive goal was scored

      Great work!
      I can rewatch some situations better.
      On the penalty, I'm always in doubt if a spot a movement by attacker looking for the call, but here I must say that Spain #22 makes that movement with leg, hitting opponent, that should rule out the doubts about the call. More in particular, I think you alwaus whistle something like that live. In my opinion attacker can't know that defender will put leg exactly there and I don't see a very significant change of path, nevertheless, it's true it's not a "straight" penalty, but we definitely saw easier calls in past.
      In 61' I share your last sentence, for me a normal action and I wouldn't call a penalty here. Would be controversial.
      82': Too soft action for a penalty, but surely wouldn't have been questioned by VAR.
      86' was indeed a very good spot. Very rare to be whistled.
      88' not a punishable offside, I agree with AR.

    I’m curious to see how Sander van der Eijk will be managed by Björn Kuipers. Dutch referees were poor at the last EURO U-21 tournaments. In 2023, Lindhout was thrown in at the deep end with the famous France–Italy clash (without VAR). His form and confidence have suffered since — it marked a clear turning point in his career (and the same could be said for Higler in 2021).
    Van der Eijk didn’t have a strong domestic season either; both Kooij and Nagtegaal were more consistent and stronger personalities imo.
    There’s a fair bit of talk suggesting Kuipers may have backed the wrong man. It will be interesting to see whether he tries to prove the opposite.

    Btw, the U-21 is attracting considerable media attention in my country, more than CWC for sure.

    Tried to take a look at Kikacheishvili game while posting other appointments. First thing to say not accurate assistant referees, but they respected VAR so no problems.
    Important mistake AR2 in 6', clear onside, while VAR intervention for the very decisive goal in the end by Denmark (tight but I think could have been correctly assessed). I found OK the cards he issued, moreover he correctly rejected a penalty appeal, but really sorry I don't remember the minute.

      I noted two penalty appeals rejected actually, one in 36' (tripping) and another one in 93' (holding), the former being worth discuss imo. I liked the overall body of work of the Georgian, who carded when necessary and showed quite interesting MtG skills.

      I watched only the first half and his performance was good in a normal difficulty match.

      I was very impressed by his physical condition even though he was too close to the action sometimes.

      The 1-0 is an interesting scene and there was a check by VAR for about 2'. There is an UKR attacker in offside position and VAR checked if he touched the ball before going to a team-mate who scored. Replay was inconclusive so VAR stayed silent.

      penalty was correct. i watched the entire match, sadly sundberg left only a below average performance. foul detection was nor good neither consistent and also some yellow cards were missed...should not be more than 8.1 in uefa marks... he seemed to be a bit reluctant in leading the "bundesliga stars" whereas he totally overreacted towards the slovenians, who probably don't have such a prestige... many learning points for sundberg...

    I am a fan of Lithuanian's stone-cold mimics and body language. He looks like he won't be impressed by anything. On the one hand he reminds me Orsato both with his presence and facial expression but on the other hand he's far less expressive than the famous Italian. Perhaps RefCom prefer more communicative referees, however Lukjančukas' distant, serious and rather lenient style could work really well in football-focused duels and PORFRA was one of them even though you could have expected something different.

    As for key match incidents:
    1) Debatable defensive FK based on footage presented by broadcaster but we can't see the initial phase of the duel; rather nothing for VAR (5')
    2) Rightly rejected handball penalty appeal - the ball is played against a naturally positioned teammate's arm (13')
    3) Good VAR intervention for changing a penalty to a free kick as the offence took place slightly outside the penalty area, I wouldn't blame the referee too much on this one (29')
    4) Accidental step on foot committed by a defending player turned back to his opponent, penalty would be technically correct but surely too harsh (41')
    5) Correct YC for simulation although the little push was performed by the defending player.

    The Lithuanian was lenient regarding disciplinary, he decided to issue cards only when being 100% sure. This worked in this particular game but could be risky in hot clashes; I'm not a fan of such approach:
    06' - possible YC FRA #2 for step on foot, close to AR1
    20' - good warning to FRA #2 after DtR attempt

      5' Penalty would have been soft, maybe better play on than defensive free kick.
      13' Arm in natural position, very good assessment.
      29' With referee in that position, simply impossible for him to spot that it was outside, not an affair for AR2 as well, from that angle. So I think observer could only say that referee maybe should have tried to keep a different positioning trying to have a small control also on that, but it wasn't easy. Nevertheless, the foul was clearly outside, but still...
      41' Kind of penalty that wouldn't be accepted in reality, you can give it by book, it can remember a very particular story happened here in serie A involving Roma, when Rocchi explained the difference between a clear step on foot and this kind of incident, that shouldn't be considered punishable, I can agree on that. Would be very, very hardh to whistle (but still, not a 100% mistake in case, for me).
      81' Very good with the simulation.
      By watching the clips, I noticed the style you described, especially in the early incidents, being cool is a very important skill in modern refereeing, if you appear like a person that can't be influenced and/or surprised by an incident, you can present yourself in a very good way. Then, of course, a correct decision must follow, but as for now the Lithuanian is doing very well in his path, I must admit... maybe even a bit better than Rumsas?

      Yes but this can lead to misinterpretations and flawed conclusions if not critically examined.
      That was most difficult and specific match to referee ant to control so far between home team with last chance to qualify and always temperament Italians... while I was watching the game live, I didn't get the impression that there were this many fouls. Simply, this is the type of match where no matter what the referee does, he cannot reduce the number of fouls. On the other hand, he did have control over the match, there were several situations when he was on the test of whether he would keep it but at the end the conclusion was that he succeeded in that.

      During this season, I attended only one match in my local league that recorded such a high number of fouls — a figure that turned out to be a new record. The condition of the pitch played a significant role in that.

      From my perspective, there are three plausible explanations for excessive whistling:
      1. The pitch was in poor condition.
      2. The referee adopted an overly cautious approach
      3. The players showed little intention of engaging in proper football.

      Ultimately, it is up to the Referee Committee to evaluate the performance and context. However, it is important to acknowledge that excessive whistling can lead to growing frustration among players, too. Furthermore, in an era where the entertainment value of football is gaining importance, the impact on spectators cannot be ignored. People pay for a ticket expecting to watch a flowing, competitive match — not 90 minutes of constant interruptions and start-stop sequences. That too deserves consideration.

    During the Spain–Slovakia match, I observed Sander Vd Eijk. He possesses solid athleticism and stamina, and he’s not afraid to make unpopular decisions. However, I sometimes feel that he’s “playing” the role of an authority figure rather than being one. His leadership doesn’t come naturally, which he often compensates with cards domestically. In my view, he still needs to build his personality; he has potential, but needs more time to grow into a natural leadership role.

    In contrast, Marc Nagtegaal (Category 2) is a completely different type of referee. Authority and player acceptance come naturally to him. He’s also a police officer by profession, and that calm, composed mentality clearly translates onto the field. He doesn’t get fazed by a charged atmosphere. I see him more as a manager than a pure decision-maker — communicative, preventive, and focused on game control through interaction. He’s also a very clean and elegant referee in terms of signalling and movement. In my opinion, he’s a major talent with high potential.

    Then there’s Joey Kooij (also Category 2). From what I’ve observed, his fitness and movement are slightly below the level of Nagtegaal and Van der Eijk. However, he carries a natural authority, which makes him a good choice for “hot” games. He’s not afraid to make tough calls, though he can come across as slightly theatrical. That said, his game management and match reading have improved significantly in recent seasons, and he’s clearly evolving in a good way.

    All in all, these three referees each bring a unique style and set of tools to the pitch. Personally, I believe Marc Nagtegaal shows the highest potential to reach Elite level.

      I'm a supporter of the fact that the second yellow card must come out of the pocket.
      In that sense, this is not a 100% clean second yellow card but I fully understand and support the referee's logic: Open space in front of the attacker (can be considered as a SPA), plus a defender who already has a yellow card as if he doesn't want to play the ball at all...
      So, it's easier (smarter) to show second YC.

      My idea was to keep Sozza available for ENG/GER games in the KO stage - while for van der Eijk, it could easily be the last game of the tournament. Furthermore one of ENG/GER probably plays against ITA in the next round.
      And regarding the group table, ENG-GER is similarly unimportant as SVN-CZE.

      To me, it seemed somewhat illogical to assign Sozza to the ‘death rubber’ of Matchday 3. It’s also possible that the appointments were more or less predetermined in advance. England vs. Germany still stands out as an appealing fixture for the top spot in the group, but I have a feeling it may eventually dissolve into a kind of gentleman’s agreement.

    I watched most of Sozza game, missing some minutes at the beginning of first half and then at the end of second half, but absolutely an easy and very boring match to officiate. One could say almot nothing to report about referee.

    In my opinion NO YC lowered the bar for an intervention, important mistake to miss a card here (early minutes, not expected / not focused).

    First impression - very good match for Minakovic and his team. A lot of job for them.

    Crucial decisions:

    52' Dissalowed goal (POL) - offside -
    Onfield decision by AR1 was goal. It was impossible to see in live. Millimetres. That's why we need VAR (computer).

    75' Foul for FRA (outside or inside penalty area) + YC for SPA - great decision by Minakovic!

    82' Franch fourth goal - No offside (potential obstructing the goalkeeper's line of vision) - IMO great decision by AR2

    This evening I'm watching Walsh in Spain - Italy.
    It wasn’t a difficult match to referee, with essentially low rhythms, which is not typical for this game at senior level but we are talking about Under-21. The Scottish referee had two small penalty claims, and it was absolutely reasonable to let play continue, 11' and 39'; in the second case, it was a hand on the shoulder and the player fell down. No protests, VAR checks from Dallas were very quick. Around 17' minute, he could have started cautioning for reckless play but kept going, which was understandable given the very fair nature of the match so far. In 40' the only yellow card of the game was shown to Italy for a Spanish player who was stopped while starting a counterattack from his own area. Overall, the first half was normal and not particularly challenging, although there were these penalty area small situations that must be positively noted. We’ll see about the second half. I’ll try to watch until the end. So far nothing to complain.

      Second half more challenging so far.
      A Spanish player could possibly have been booked for SPA in 52'. It was a similar counterattack situation to the pervious YC in first half, although less fast-paced, with the Italian player receiving the ball. In my opinion, not showing a yellow card was acceptable, but from the perspective of balancing the bookings, he could also have chosen to caution him. Not a mistake, though.
      Then, in the 57', the Scottish referee showed a stricter approach, whistling what seemed to be a non-existent foul in midfield against Italy (handball?) and then booking the player for kicking ball away. Before play resumed, he issued an additional warning to maintain control over the players. The Italian bench was visibly agitated.
      In 67', a correct YC, then a teammate from Italy tried a quick execution of free kick but ball was in movement, I think and the position was not accurate. So OK to stop the play, but maybe the referee could have set his mind to accept a possible quick execution, as I saud very often this introduction is very hard to apply for referee (letting a free kick and then booking at next stoppage), because with the idea of having to issue a YC, a referee never expects to show it later, once he has stopped the game.
      We will see now last part of second half.
      So far still OK, but some points for improvement for sure, trying to be smart in some situations could help him.

      In 80', a penalty area incident, I agree no penalty, I watched many times, for me rather a normal collision between attacker and defender, without a clear foul from one side, but no penalty. Walsh opted for free kick to defender and YC to attacker, decision was accepted and so OK. There was also an injury.

      Ok on the major incidents, but not a 100% flawless performance regarding the details from the Scottish referee, who nonetheless did a decent job and can certainly come away with a rather positive overall assessment of this match. He could fine-tune a few details to optimize the minimal distance still visible at times between himself and the players, without sacrificing the firmness and strictness that are always appreciated. We’ll see what his next appointment will be.

      Kikacheishvili's refereeing is also very good, he was given great confidence in the second round, which he justified. He may be named a candidate for the final.

      Well, being a fan of the Georgian referee, I must say that it is hard to see him with the final, due to "external" reasons.
      The referee to officiate U21 final two editions ago was exactly his countryman and it's honestly impossible to believe two Georgian so close. Nevertheless, this can become a secondary aspect, once you develop and you do that under the eyes of committee, you can build your career.

      Very good with RC decision, also good to wait for VAR in the first incident, but for me not a clear and obvious mistake. Agree with VAR supporting this call, but maybe rewatching, the Greek wouldn't have whistled.

      The weakest of all.

      Herrera gets a QF, nothing more because its a uefa tournement.

      Lukjancukas is a substitute, i dont think he gets more then a QF.

      I can agre with first and second predictions, but the fact that Lithuanian was called as "reserve" shouldn't influence a possible KO stage assignment, even a final in case. He was also observed by Velasco Carballo.

      Concerning commitee and RvT comment I think that Kuipers is the boss but strong observers are present: Velasco, Vassaras, Nuno Castro. Do you know if Rosetti is in the US for FIFA Club WC ?

      Strange that the referee from Venezuela hasn't been assigned to a game. Hard to guess him directly in a semifinal.
      While one should also mention the Polish as candidate for something big if he performed well.
      Vassaras observer of the Georgian, Hauge for the Dutch, Irvine to the Lithuanian, Čeferin with Sozza.
