    4. Did Velasco Carballo ever (officially) observed a UEFA referee? Or being refereeing observer in UEFA is not compatible with being CTA-RFEF president?

      Delete
    5. Ah, just noticed that refereeing presidents/technical directors of the big 5 federations (Velasco Carballo, Garibian, Fröhlich, Rizzoli and Riley) are part of the Panel :D

    6. He observed Jovanovic in CL group stage match Ajax-Lille last season.

  2. Hello Chefren. True. But do you think with past matches that Bertrand Layec could be considered as an important one for Palabiyik ? :)

    1. Yes for sure he is more experienced than other observers, it seems as he is also mentor for some referees (Alberola Rojas), according to some results I found on the web.

  3. This will sound funny but David Fernandez Borbalan is very active as observer, practicaly every competition every matchday he is appointed. Said to say but he got much better appointments now as observer then once as referee and I must say I don't understand why. He deserved at least one CL knock out match in his career as referee IMO.

    1. And since he is observing young referees mostly if I noticed well I think Borbalan will become, if already is not, important observer. Schärer is definitely a candidate for CL debut this season, expecialy taking into consideration that he was appointed in Nations League A recently.

      Delete
    2. Yeah, I like Schärer a lot, surely one of the candidates for CL GS debut this season with the likes of Dabanovic, Peljto, Letexier, Sánchez Martínez...

  4. Still not a single Russian appointment...

  5. Still no appointments for Russian referees. This is becoming worrying and unfair.

    1. I know and I fully agree that it isn't referees fault, and they are really penalized, but I think that UEFA wanted to give a very, very strong signal against the people guilty of such behavior inside federation. This was absolutely unacceptable (we are talking also about human rights!). Maybe now with Elleray's appointments better times for Russian referees will come and I strongly wish that.

  6. I would expect a better appointment for Peljto especially after his performance on the NL qualifier.

On the contrary, I think that Floriana-Flora is a very good appoitment!

You don't usually see a Maltese or Estonian team in UEL play-off round, for both teams it will be a historic match.

  7. Some interesting incidents from the Podbeskidzie Bielsko-Biała v Raków Częstochowa (Polish Ekstraklasa) game handled by Damian Sylwestrzak (his 2nd top-tier game). VAR was Paweł Raczkowski (UEFA First Category). I would like to know your thoughts! :)

    Reckless or SFP?

    1. 1st: Very borderline, I think yellow is the better choice.
2nd: Not very good angles for the referee to make a decision. I would not have given it based on the images.
3rd: Not a PK for me, arms used in a fair manner.
4th: Impossible to sell a PK, if the defender doesn't go down. If he goes down, I think I would have given a PK, but a very tricky one.
      Good clips, thank you :)

    2. edit: 4th: I mean impossible to sell, if the attacker doesn't go down.
What are your thoughts on this Anonymous?

    3. Thanks, David!

      My thoughts:

      1) I think such dangerous tackles should be kicked out from football and it should be a red card. The player had to be substituted some minutes later and this is how his leg looked like afterwards:
      https://twitter.com/Lewy_79/status/1307004703952302082/photo/1

      2) It's not fair to punish such handballs like that one, imo. A player is turning back and has his hand close to the body. Yeah, the palm is a little bit off the body but is that enough? Isn't it typical for such movement?

      3) Borderline and risky from the defender and it's at referee's discretion I think.

      4) I would really like to see a penalty and RC (DOGSO, no attempt) here! But you are right of course - nobody complained after attacker continued his action. Play-on call is safer but not the optimal choice I think.

      Delete
    4. 7' YC better decision, RC possible, however never a clear mistaker, correct by VAR to support.

17' In my opinion this isn't a very clear penalty for handball and VAR did a mistake in calling referee, you can easily support PLAY ON due to arm's position, once whistle rather no mistake, but basically better to play on. Also important to say, I think referee totally missed the incident and there weren't protests by other players, so maybe for this reason VAR thought he was more allowed to intervene.

69' Definitely not a penalty in my opinion, whistling it would have been rather mistake, but VAR should have supported it.

67' very malicious action by keeper against attacker, once he had lost the control of ball, this for sure could have been a penalty but one should ask how much his action stopped / prevented attacker from reaching the ball, given that attacker fairly continued the action, and there weren't visible consequences, it is very difficult to see a penalty there, also, VAR should support referee in this case as well, despite of the fact that he maybe didn't see this attempt by keeper to stop attacker. Very interesting situation.

      Delete
    5. @17': We had a very similar situation in Germany yesterday evening (Regensburg-Nürnberg) with the same outcome (penalty after OFR). But I agree with your evalution, that VAR shouldn't intervene.
I'll post a video, when I find one.

    Penalty to Bayern by Zwayer.
This is in my opinion DOGSO without a genuine attempt to play ball.
Why YC by Zwayer? Do you think VAR should have intervened?

    ReplyDelete
    Replies
    1. It's a classic case comparable to Marciniak's ignored RC in SWEFRA - because it doesn't 'look' like an obvious goal-scoring opportunity, referees feel that they can 'get away' with not ejecting players. In Zwayer's case the fact it's a tripping offence and in Marciniak's the fact that the attacker did get a shot away helps the impression that it doesn't 'look' like a DOGSO offence.

Let's compare to this foul, which is the 'classic' DOGSO offence (and Ubaldo Aquino, one of the best WC referees of the C.21st, still gives only a YC!):

      https://streamable.com/2thjng

      Delete
    2. IMO, this should be assessed as genuine attempt to play the ball at least in the spirit of the Laws. The idea behind that rule is to only have the "triple punishment" for cases where the fouls happens deliberately with the only goal to stop the player, but not aiming at the ball - which is true for most holding and pushing fouls.
Here however, the defender rather trips himself and falls into Lewandowski's heels. Therefore no malicious attempt and the YC is the expected decision - at least in Germany.

    3. Ubaldo Aquino in GER-KSA: clear RC, a hugh mistake. Perhaps the reason to not show a red card is the score (7-0) and the last minute of the match

  13. Interesting game for Taylor Leeds-Fulham, 2 pks, one on each side.

And now for me really unacceptable way to use VAR in Man Utd- Cr palace. There was a penalty after OFR (good call), a save by the gk, then game continued and after a while penalty repeated for GK encroachment. IMO if there is that kind of check, the game must be stopped and, if everything is ok, started with an indirect free kick or dropped ball. Because this way it is very frustrating and I dont want to know what would be if there was a goal in the meantime.

    1. Imo correct decision, no penalty

      Delete
    2. VAR didn't intervene because there was the first touch with ball, so this was enough for supporting referee, however, this is a clear foul with trailing leg. I think that Brych didn't detect that live and he thought it had been a fully clean action, or at least with minimum consequence for opponent. VAR can't intervene in this case because he sees that ball is played at first - this is very difficult assessment for the referee behind the monitor. You should ask and discuss with main referee on the pitch: "did you see the trailing leg?", but maybe this becomes too much for assessing it as clear mistake. That's all.

    3. I can not detect a Foul. It's a clean tackling as the second touch is simply accidentally as a result of the fair and clean first touch. I wouldn't see that a foul could be backed by the lotg

      Delete
    4. Come on, on every RAP UEFA shows such trailing leg tackles as textbook examples of reckless foul play. Do you assess it differently because it's Brych or because it's in the penalty zone or what?

      Delete
    5. The difference to these rapports is, the intensity and the tension in the second leg. So this situation is not comparable to those

      Delete
    6. For me it's also quite clearly no penalty. Yes, one can construct a foul there, but IMO the normal and expected assessment is, that it is a successful tackling towards the ball, which good defenders sometimes do and which belong to the football game.

  16. Interesting incident in yesterday's Bundesliga-Match Dortmund - Gladbach:
    Penalty given after OFR by
Referee Felix Brych (VAR: Tobias Reichel)

    Link to a video:
    https://m.youtube.com/watch?v=4y_WbZt-gLw&t=229s
    Minute 3:34

IMO penalty is correct but I have doubts about the VAR-intervention.

    1. No doubts because Brych clearly missed the first contact. Even while watching it on TV, I reacted only to the fair sliding at first.

    2. Penalty, good VAR intervention

      Delete
    3. IMO the penalty is not wrong, but not a a clear foul, because the contact at the foot is so little, that it's quite possible that the attacker could have continued running and went down deliberately. Therefore the VAR intervention is rather surprising for me, even in case of a "missed incident".

  17. According to the match page on UEFA website, there is a change in delegation for FC Viktoria Plzeň (CZE) - SönderjyskE (DEN). Israeli crew lead by Reinshreiber announced here have apparently been replaced by Lithuanians now:

    Referee - Donatas Rumšas (LTU)
Assistant referees - Aleksandr Radius (LTU), Dovydas Sužiedelis (LTU)
Fourth official - Donatas Šimenas (LTU)

I suspect it is due to the current covid restrictions in Israel, but have no official info about the change of the delegation.

    1. Yes but let me say with so many officials the choice by UEFA has been totally wrong in this case. Situation in Isral was already known, I remember, when this appointment was made...

      Delete
    2. I correct myself, there has been a switch between Israeli and Lithuanian odfficiating crews: now Rumšas in Czech Republic and Reinshreiber in Denmark. The original observers and delegates for both games have been confirmed.

      Delete
    3. Can't understand why they didn't think about it before.
The winner of VIK-SON will play against the winner of HBS-MTW, so the Commitee could avoid Reinshreiber's appointment/

  18. Three appointments for Play Off have been already made:

BSC Young Boys (SUI) - KF Tirana (ALB)
    Sergei Karasev (RUS)

    GNK Dinamo (CRO) - TBD
    Ali Palabiyik (TUR)

FC Dynamo Brest (BLR) - PFC Ludogorets 1945 (BUL)
    Slavko Vincic (SVN)

So, Russian referees finally back and Vincic still appointed, this is very good for him. Time will pass and what happened will be forgotten.

In my opinion DOGSO with genuine attempt to play ball.

  33. I watched only the 2nd half of Milan - Bodo/Glimt, Fran Jovic was the referee. What a dynamic game, great to watch and a fitness challenge for referees who performed well. Especially ARs had to be concentrated all the time, a couple of very close calls.

    63' tight offside
    68' offside
    70' correct YC (elbow)
    73' very tight offside
    75' tight offside
79' no goal (cleared of the line)
    83' missed offside?

2-3 non-existent fouls for home team, so there is a room for improvement in foul detection. Also I should mention it was not a hard game because there were no dirty fouls and players respected the referee. Otherwise good positioning and fitness.

Has anyone watched the first half?

  34. Kind of comedy capers or a case of “Let’s try it and see if they notice it”.

Yesterday the keepers Tottenham noticed that the crossbar was hanging at a lower height than normal. After checking it turned out that the gap was 5cm.

The Turkish referee demanded new goals with the correct height. The home team swore that it wasn’t on purpose or their fault. They normally play in a other stadium and not in the national stadium where the match against Tottenham was played.
