Honestly, I feel some referees are being over appointed, not that they are not good, not at all but it will take a toll on them, for example Oliver, has been appointed in all EPL match days bar 1, also he was appointed 3 times in the nation's league and this is his 4the UCL appointment if you include the playoffs, the flying around and running every 2days, I can't imagine, for other leagues there is a little bit of respite, they are not appointed every match day but you see England, Mike Riley makes sure he uses Oliver and Taylor for certainly almost every match week. In Nigeria here, the people really do not know any other referee except Oliver, because everywhere they look Michael Oliver is officiating.

ReplyDeleteImpossible to get all six matchdays, but very likely he will get five, considering that Kovacs has been reported to have COVID (my wishes to him).
Another interesting point for discussion: Kuipers for Rennes - Chelsea afte the discussed incident in previous game with Zwayer.
Some rumors for Italy unluckily reports that Orsato has been tested positive as well, now it is definitely a too long time and I would say that this is true. He could have easily got the game in Krasnodar, now assigned to Guida (hopefully this time he will be able to handle it after the previous issues before Atlético - Salzburg).
Good appointment for Jug. He deserved this.

ReplyDeleteLol... There was no horrror show, I wonder why the fuss. The penalty incident happened identically in the Manchester United game and both where overturned after OFR, clearly that's how the PGMOL wants it, if there was first a touch on the ball and really the follow through wasn't enough for the players to go down the way they did. On a side note, yesterday the audio of the David Coote talking to his VAR was also made available as he was carrying out the OFR, so I guess you could go and hear the discussion on why the penalty was overturned. But it wasn't a second yellow card for the Brighton player that I can agree, but it wasn't as bad as you paint it to be as if he had made 5 crucial mistake 😂😂

DeleteHowever, with so many issues with COVID in making appointments, I don't know how much importance has to count the number of appointments for each referee, we can't know what there is behind.
With so many Elite referees I feel they have to be used or there is no point having them. Therefore they will get games that possibly could have gone to other referees.
DeleteEx Eng Ref, you are absolutely right if we consider all the Elite referees, but this is something going on by years, some officials are Elite only on paper and nothing more. Committee never makes unpopolar choices like demotions unless extremely awful performances in a row.

After arriving at the stadium, after organizing the technical meeting and doing the warm-up for the game, he checked his phone with 10 minutes left to the kick-off. * Missed VC at 90', VAR should intervene.
* Wrong SYC and an interesting case study of English refereeing. There are some SYC offences that would not be given as first YCs (this being one of them). The criteria essentially is 'has the player done sth 'stupid' which could result in them being sent off?'. It is both a fascinating and totally wrong approach in my view.
* The overturning of the penalty given is widely seen as correct here (unlike the situation from MUNWBA). In my view it is a penalty, unlike a comparable situation from Shakhtyor - BATE, as the contact after the ball was quite heavy (reckless), the ball was played in an uncontrolled manner and the attacker still had the best chance to reach the ball after the touch. It is easy to forget how different the optic is here to around the world!
I dont agree about the 2nd YC, it is at least supportable to give it. Late tackle.

I also feel that several things went wrong here. But in assessing if the decisions of the referee were correct, I would like to address the ‘subtext’ or ‘psychology’ of the actions in these clips.
DeleteAt 44’, Aston Villa (AV) 18 and Brighton (B) 9 both challenge for the ball at the sideline. AV18 acts as if he was slapped in the face by B9. The ref doesn’t whistle the foul, which leads to AV18 looking for ‘payback’. He then blocks B9 deliberately with his elbow sticking out. To me, that is pure retaliation and therefore a red card. In a normal challenge for the ball, one could argue that the force isn’t excessive and thus a YC, but because of the previous action, the ref should’ve sent him off in my opinion. I know, we can’t and shouldn’t try to look inside people’s heads. But to me this is textbook retaliation, which should be punished clearly. AV18 actually waits at first and only moves when he is sure he can make ‘ meaningful contact’ with B9.
At 90’, AV17 swings his elbow in the face of B34. Deliberate and to the head: red card. The captain of AV (number 10) then comes over to pull B34 from the ground as to say B34 shouldn’t make something out of nothing. The referee shows AV17 a YC and play goes on. Next, B2 challenges AV10 for the ball and AV10 goes to the ground screaming. Personally, I still find it difficult to say if there was contact, but most of the people here seem to agree that there was no or very little contact. The AV-captain who only a minute ago accused B34 of acting, now makes sure that B2 is sent off. I am having trouble with that.
B2 is sent off and the following free kick lands with AV17 who goes down and the referee points to the spot. The way I see it, AV17 was very much looking for the contact and already falls before being touched. AV17 is the player who elbowed B34 in the face just minutes before…
The way I see it, all Aston Villa players in these moments get away with their misbehavior. Actually they benefit from their actions. Maybe it’s just karma that in the end the penalty gets cancelled, because from a refereeing perspective I see no grounds. Nevertheless I feel sorry for Brighton and I hope referees on any level try to be more aware of what is actually going on and don’t let players that clearly misbehave get away with it.

This is for forlan and your response, this is Michael Oliver's first OFR this season having officiated 15 matches across that span, the most by any referee in that period in europe. Oliver has officiated more matches than some teams have played this season, this doesn't even take into account roles as Fourth official or even VAR just to put things in context for you. He might be everything you say but sure he is consistent in making the right decisions and yesterday was one of those days. I still feel the penalty being overturned as correct apart from the argument of touching the ball first, one can see how the aston villa player jumps up before even the player makes the minimal of contact with his shin... There was really no follow through. Defitely a mandatory red card and very soft yellow which I can't understand why he gave that after initially playing the advantage.

46' was a penalty IMO though I can understand some arguments against it (who was in the better position to kick / play the ball?); I can't really understand how the penalty call was determined a "clear and obvious error" though. I would prefer it if VAR intervened for (in my view) clear SFPs, VCs than grey area situations like this. :)

In the first situation, the only explanation would be, that there was "more" holding visible from another camera angle. But yes, from the pictures shown on TV, I also don't see a foul.

For me, the most interesting video is from Paraguay-Bolivia minute 90. The referee showed a red card to one player from each team and then after an OFR, he changed both cards to yellow.
So, Hategan replace Kovacs in Manchester. If Kovacs didn't have problem with the Covid 19, he was named for this game and Hategan was AVAR. Marius Avram is from Kovacs team.

Very dark days for greek refereeing in Europe. I think Sidiropoulos will be relegated soon even though his performances have not been as bad as others. I think he deserved a few more chances.

YC is sufficient, because one should be more secure about the bad intentions of the player for sending him off (that early). At least from the one perspective, I can't say, whether the arm is used as weapon or tool.

DeleteDefender plays the ball himself before and the arm is in a somewhat natural position. However the arm slightly moves towards the ball, so one could argue he actively plays it with the hand.

While the penalty by Hategan for ManU can be given as you could argue that there was something like a body check from the defender (for me play on would be the 'better' decision, but once again, not a wrong decision), I have very strong doubts about the penalty given by Makkelie. I thought de Maria was seeking a contact, striving after the penalty, and there was not anything punishable from the videos I have seen yet. In that case, one could blame both, Makkelie and Blom as the situation is not extremly complex.

DeleteVery, very soft penalty by Makkelie. The rest did was ok but I have impression that Makkelie was not 100% in this match - I don't know why but at some moments I felt like he is not interested in the match at all. I don't know why but I just had that feeling.
ReplyDeleteRegarding that penalty - IMO it is more a mistake than supportable decision.
I think he did a very good job, considering the importance and difficulty of the match. I think you predicted a sending off in the course of the game, but despite some heated moments Makkelie was able to quickly lower emotions when they were at the point of boiling over, chose the right moments to caution players. Management wise very clever refereeing.
DeleteOn the penalty, agreed, a soft one indeed, but due to the contact on the calf I think it’ll be supported by the observer.
I feel Jug missed a red card for DOGSO, if he could spot the push at the barcelona player then definitely that is a red card and not a yellow. You guys should check that out, the penalty incident

It lacks the "control / likelihood of control of the ball" consideration, for me. aHe may be able to get the shot off, but there's little time for the attacker to do so with quite a lot of control. In short, it's not as easy of a chance as most DOGSO incidents.

08'- Orange card here. I would personally tend for SFP as the stomp hits directly the ankle but I hear arguments for YC here and no-VAR intervention is fully ok. Therefore no-card is a significant mistake.

66'-Tight offside, definitely VAR stuff so I guess we have to trust them.
However I don't understand why Cunha went to the monitor to check it by himself because it is a black and white situation to detect whether it's offside or not. Furthermore I don't think this precise type of situation is defined in VAR protocol as one where the referee has to go to the monitor. But I'm not surprised, as I remember other situations systematically being watched by referees themselves in KSA.

IMO both scenes could be a penalty, however play on is supportable in both cases.
DeleteI think that in the second scenario - although the player keeps his arm close to body - it's a textbook example of what is a deliberate handling by old wording of LotG. Common sense says it's unfair and therefore an infringement but according to current version of LotG?

Delete32' definitely a very interesting situation! as Philipp wrote, there is a clear deliberate play before, so this could make handball as not punishable, but after that the movement of arm is surely at least suspect. I think one can't be 100% sure and so VAR has not full arguments for intervention considering also the previous deliberate play, so it is OK to support. However, given that referee didn't see it for sure he could have whistled penalty.
64' it's always tricky with handballs! arms behind the back but then if you make such movement with elbows out from body... well, I would say supportable to play on but penalty wouldn't have been a mistake. It seems as players are becoming very clever trying to bypass this rule. I still agree with VAR, no intervention. Penalty should have been supported as well.

Once again, it would be very helpful to know, what is the best solution in both situations according to UEFA. Then one would have a reference and more clarity for similar scenes in the future.

Delete32' - strongly prefer play on there, very good non-intervention in my eyes, handling was not fully deliberate as it may have seemed and was just a reflex action IMO.
64' - totally agree with Anonymous at 10:07! Frankowski gave a penalty in the last minutes of SVNKVX for a very similar offence. I fear it may be a loophole in the current LotG, where you can 'get away' with such (deliberate) handlings as that.
I think 32’ is not a penalty, correct play on.
DeleteRegarding 64’, my question is: the player touches the ball with the elbow or with the upper arm? I really can’t understand it properly. In my opinion, in the former case it would be better to whistle a penalty, in the second case I would prefer play on, because the amount of volume increased is totally different in these two situations.

I don’t think there is a loophole with regard to the second penalty. For me this is a clear penalty, as the first criterium mentioned in the LOTG states:
Delete“It is an offence if a player:
• deliberately touches the ball with their hand/arm, including moving the hand/arm towards the ball”.
The fact that the arms are tight to the body doesn’t play a role in this criterium, as the left arm deliberately moves towards the ball and touches the ball.
I’m not sure what UEFA’s guideline are, but I think the Law is very clear on this.
Somebody asked why VAR in Paris supported Makkelie, that's clear you never will have the evidence of a clear mistake, indeed it is possible that the contact existed and this is enopugh for a penalty. VAR would have made a mistake in case of invertention, correct also by VAR not to intervene in the situation in which PSG asked for another penalty. Could have been given by Makkelie and he would have been supported. I want to underline how much important is the concept of clear and obvious mistake, you must have in front of yourself the 100% evidnce that it was a mistake and nothing more.

I generally agree, but the question is, whether it is not enough evidence, if the VAR can't detect sufficient contact in any of the many angles he can watch.
