  2. Official from Italy: Maria Sole Ferrieri Caputi (1990) the first ever woman promoted to serie A and B.
And.. age limits have been totally abolished from 2022-23 season, radical change in Italian refereeing.

    1. as long as people are fit and can keep up with the game, why should you have an age limit? isn't it better to have an experienced "old" ref, who is fit, than an unfit young one? why would you keep somebody in your referee roster who always has fitness issues? why not then keep a 46 year old who performs well on the track and on the pitch and kick out a 34 year old who is always injured, has lack of training and never passes a fitness test adequatly? and for women: it is great to see more and more women in europe's elite leagues. but isn't this also due to the fact that uefa expects from female tournament referees that they are working professional (1st or 2nd division) matches in their countries? so a lot are "pushed" by quotas to their highest divisions...i would prefer a more natural and maybe even longer path, by climbing the ladder with experience and merit...and not to put so much pressure one your no1 female referee, who maybe is "only" compatible with the highest amateur level but not professional level due to lack of fitness, experience, management-qualities, etc...

    2. Yes, older, experienced referees are welcome, provided they do not block the spots of young referees, as it happened in England. There needs to be a balance.

    3. Removal of age limits is a completely logical and natural consequence of the 'VAR era'. PGMOL already realised this years ago: if you aren't that fussed about technical accuracy, referees become better managers on the FoP with more experience, year-after-year. Now that their erroneous (key) decisions can be corrected by the VMOs, there seems actually no reason to strike out them out for age reasons at all.

Personally, I don't see it as a positive development for 'us' (at all). It helps foster a rather 'lazy' outlook for referee managers/coaches, and limits chances for young officials. UPPING the age limit seems appropriate with: a) the changing focus of referees (moving to a more 'stage-management' idea, like PGMOL has had for some time), and, b) developments in fitness, diet and so on, which explains Aduriz, Nadal and so on, who if they played in the era 20/30yrs ago, would definitely have already been retired before their (golden!) more advanced years.

But removing any limit completely is a really poor choice, at least as I see it.

    4. I think, removal of age limits must be combined with a consistent promotion/demotion strategy (similar to e.g. Spain) with the purpose of
      a) being able to remove older referees, if their performances become weaker
      b) still opening up places for new/young referees, who then get the chance to prove that they are better than the established referees in that league.

An idea could be to make a ranking based on the last three seasons, so that one bad season doesn't automatically mean demotion. But there could also be more elaborated systems to determine the changes (e.g. involving development perspectives or fitness aspects to even out the chances for less experienced referees).

  4. Another very interesting news, Kateryna Monzul has been added to serie C referees panel, it seems she has joined (permanently?) Italy, belonging to Turin's AIA department. I will try to know more. Particular that having been referee in Europa League group stage, she must start domestically in Italy from a third category.

    1. Kinda same level as Madden in England

    2. If she joins AIA and FIGC, whe she be able to keep her FIFA badge? All other referees who changes countries had to give up their badge.

      Delete
    3. I don't know more. We will see. I just read her name on the official press document released by AIA, she is reported as new serie C referee. Things are not clear about this argument: we can also remember Faghani who managed to change country but still being kept on the list by his home-nation, we will see...

    4. Exactly chefren...and I think with war in Ukraine situation this should be treated with great sensitivity, right? Anyone remember how it was with Yugoslavia war in the 90s?

    5. So, basically a referee who belongs to the second men's category of UEFA will referee the third level of Italian football, whereas another one who belongs to the second women's category of UEFA will referee the first and second level of Italian football...Is it only me that finds that strange?

  5. Mr. Nobre had a good first half. To the players credit, they didn't heap too many problems no simulation, no bad reaction after a foul was called, etc. There was one big problem with the ref. - his positioning. Too many times he got in the way of the players. He had a very big part in the only goal scored - England were attacking, but Mr. Nobre got in in their way, blocking a good opportunity to pass the ball into an empty space. Israel intercepted, went for a quick counter-attack and scored. However, Israel deserved leading at half-time, as they were creative and ambitious while England were lethargic and slow-witted.

  6. Second half as the first one - no real problems or difficulties, lesser cases of getting into the way of players. Two late calls for a throw-in. In the second case, I am sure ar2 was quick to react but the ref was a bit late. In the first casw, I don't know who of the two Portugese reacted too slowly. All in all, a solid performance. Let's see extra-time.

  7. if i compare u17 final to u19 regarding refereeing I think the big difference is the movement of the refs. The Austrian was fast moveing from the diagonal very good away. The portugues did not move around the penalty area, did not show big abilities to read the game. I also missed some personality in the u19 final. I guess this shows also the amount of the yellow cards. The u17 final seemed to be always under control of the refs team, i did not have this impression all the time for today.

  8. Summing it up: Israel were the better side in normal time, but weren't able to clinch the game. England who were unconvincing for the first 80 minutes or so, made some very good substitunions, and the longer the game the better they were, and prevailed at the end. It was generally a quiet game for the first 118 minutes (plus added time), when a scuffle erupted for which the two initiators received a yellow card for each of them. The other eight yellows, brandished before might seem quite a lot, but to Mr. Nobre's credit, he was very consistent in showing the card for similar infringements. The whole performance augurs well for him and ar1 who is going to company him in the near future. I hope abright future awaits for the Belgian ar as well.

  9. I think the only problem for Mr. Nobre was his inconclusive position. I didn't see his match before, but today he showed terrible reading the game, several times his position blocked the view of English players to make passes at the final third zone.

  14. As ‘The Three Lions’ eliminated Italy in the semifinals, I felt obliged to carry on Chefren’s excellent work reporting on the officiating in his country’s games! So, here is a report on António Nobre’s performance in the final of the U19 EURO (Israel vs. England).

Nobre did a good job in the championship match, and should score a sound grade from Mr Kuipers. One shouldn’t read that much into the ten cautions given necessarily - almost all of these were 100% mandatory calls expected by everyone. Probably “quite challenging” describes the Portuguese’s task best.

Report follows, starting by walking through the game’s incidents.

      FIRST HALF

      xx - early disciplinary choices (7’, 13’, 14’, 15’, 17’, 33’)
      https://streamff.com/v/02f513
Nobre succeeded in this sequence of incidents, but he ‘flew by the seat of his pants’ a bit, rather than really being preventative, managing the game (-> ‘taking control of the players actions’). For sure, sanctioned Israel no13 did the Portuguese official ‘a favour’ with his foul at 17’.

      xx - further 1H cautions (39’, 43’, +46’)
      https://streamff.com/v/f7a10c
Three correct bookings for SPA holding, reckless striking and reckless tackle respectively at the end of the first period.

      40’ - positioning/movement before 1-0 goal

      As mentioned by anonymous.

xx - some misc play on calls (5’, 6’, 28’)

      SECOND HALF

52’ - potential dangerous play before 1-1 goal
      https://streamff.com/v/0825a8

56’ - yellow card for reckless tackle
      https://streamff.com/v/69f401
Could Nobre have shown a red card (tackle as an attack) here?

      57’ - missed holding offence
      https://streamff.com/v/3d8e5a
Assigning vicinities at set-pieces with non-active AR/FO? Interesting reaction by Nobre too.

63’ - freekick call denying a very promising attack
      https://streamff.com/v/603599

xx - assessment of scissor tackle incidents (64’, 83’)
      https://streamff.com/v/7a1689
Nobre gestured ‘ball was played’ when facing small protests in the first of the two scenes.

      87’ - penalty area incident
      https://streamff.com/v/8082fc
Correct play on for me (England player backing in).

+93’ - yellow card for SPA holding

      EXTRA TIME

      91’ - penalty area incident
      https://streamff.com/v/841944

96’ - onside call by AR1 Pedro Martins
      https://streamff.com/v/e67629
Tricky and potentially very crucial reverse crossover call. NB: Martins’ appointment to the final could have been controversial - Kuipers ought to have assigned him a 7,9 for his work in the WC playoff, having not reported a VC in his (extended) vicinity to Verboomen.

107’ - yellow card for SPA holding
      https://streamff.com/v/481aaf

      108’ - potential handling before 1-2 goal
      https://streamff.com/v/6c37a2
I scrutinised the replays very closely, but seems that it was chest only and a fair score.

      110’ - positioning
      https://streamff.com/v/23aa36
Correctly restarting with a dropped ball as per the laws.

      113’ - play on call
      https://streamff.com/v/b12986

115’ - yellow card for reckless tackle
      https://streamff.com/v/06e263
How close to tackle as an attack here?

116’ - play on call before 1-3 goal
      https://streamff.com/v/d167d5

120’ - yellow cards for player altercation
      https://streamff.com/v/04860b
If either Hillaert/Nobre detected the crafty reckless stamp prior (118:12), the contretemps would have been avdoided. Or whistled the holding a split second earlier. The management which followed was more coherent to common-sense (including the no additional time), than being excellent practice to be shown in seminars, etc.

      BALANCE

My mark for António Nobre, who had to show ten cautions in a relatively demanding and well-played match which went to extra time, would be 8,3 as per the UEFA scale. The officials team headed by him definitely delivered the game / fulfilled the brief - they should all be satisfied with how they handled the U19 final.

The future looks bright for both the Israel and England teams, who showed a high level of play in this final. But what can we expect of the referee in years to come? Well, I would resume Nobre’s abilities like this:

+ able to assure match control by his firm and serious exterior
      + tactically proficient calls
      - not really a charismatic leader on the FoP
      - not the best athletic/movement profile

In the end, I would say he reaches sth like a ‘Veríssimo-lite’ - Nobre’s limit would seem to be 1st Category. I like his style personally, but especially in those early disciplinary incidents, I had the feeling that he was quite ‘disarmed’, choosing (having?) to stay more in the background, and a bit ‘fortunate’ that the game didn’t go south in the 1H. One can link the 120’ confrontation to this as well. There are worse referees than him who UEFA’s current track will favour, but I sense that Nobre isn’t really the sort of official who they are looking for nowadays.

Overall though: Nobre comes out of the tournament with his standing increased in Nyon. For sure, he wasn’t the one referee of the six who was the tournament’s reffing ‘loser’. But I don’t think the Portuguese was one of the two ‘winners’ either: who would be Verboomen and Kikacheishvili, from what I saw.

    3. Thank you Mikael, a more than pleasant and interesting report to read. What I can say is that I remember his performance in the previous game I observed and I fully agree with your points for improvement, especially the first one. I think under this aspect it can be hard to improve, once you show in all your games that you are that kind of referee, nevertheless there seems to be a very solid basis in him to work on, for the future. Also, I really don't like when somebody says he is surprised by so many cards in a final, all were justified, and I really praise the Portuguese for that. The very rare event is still a red card in such games, but as long as it is about yellow cards to be issued, there shouldn't be any fear.

      Delete
    4. If I may ask you Chefren, Mikael and others.
Are there many charismatic leaders in current Elite group?

IMO not that many. I think in the past we had more charismatic and especially colorful characters on the pitch?
If you agree: what could be the reason for that, besides UEFA stimulating the background-minded approach(?) which imo sometimes can lead to a weak and too passive management tbh. I miss the old days

    5. @Chefren only ref that comes to my mind as to show red in Final is Brych to Cuadrado 2017 CL Final.

But then again,I cant think of ref that is brave as Brych was.
