    1. And in Europa League again Serbian referees for a Belarusan team (Dynamo Minsk - Lincoln). This is how UEFA wants to appoint this season. There would be definitely too much to discuss...

  4. An interesting situation from the Maccabi Tel Aviv - FC Steaua Bucharest - head collision in min 14, no card given (ref. Pignard).

Overall an acceptable performance from the Frenchman, in a not very challenging game.

  5. Frankowski and Musiał will not referee on VAR, they were arrested by the police under the influence of alcohol for stealing a road sign, they will be replaced by Kwiatkowski and Malec.

  6. Today, August 6, "Dynamo" Kyiv will host "Rangers" in the first match of the third qualifying round of the Champions League in Lublin. The match starts at 21:00 Kyiv time.

Poles Bartosz Frankowski and Tomasz Musyal were to work as the VAR referee and his assistant at the match, respectively. However, tonight they got into a loud scandal.

At approximately 1:40 a.m. local time, they were detained by the Lublin police while intoxicated. 1.7 ppm of alcohol was detected in Frankovski's blood, 1.8 ppm in Musyal's.

They, together with another drunk friend, stole a road sign and fled with it to the shopping center. Three men will be tried for the destruction of road infrastructure.

UEFA has already replaced the VAR referees for the match "Dynamo" - "Rangers". Frankovski and Musyal will be replaced by their compatriots - Tomasz Kwiatkovski and Pavel Malec

  7. UCL Q3 1st leg
    Sparta Prague-FCSB
    R: R.Saggi VAR: J.Munuera

7' OK advantage and strong public warning to SPP17 for jumping at an opponent/charging at next game stoppage
12' Good public warning for some trashtalking between FCSB33 and SPP17, well reported by AR2
28' FCSB players starts showing lack of respect to referee, some minor dissent gestures, actions and undermining authority, nothing big but if it will be tolerated, then behavior toward him will escalate
38' FCSB players starts to delay restart a lot (goalkick, throw in...) no reaction so far
40' First YC in the match (IMO too late) for SPA handball, given to FCSB2
43' Finally YC for FCSB GK for delaying restart
43' Correct YC for FCSB19 for illegal use of arms
44' Missed YC for kicking player in stopped play for FCSB27

    1. 54' Crystal clear YC for holding-showing lack of respect given to FCSB5
58' Missed YC for FCSB24, for SPA pushing
64' Correct YC for reckles kick, given to SPP41
66' Good play on call in SPP penalty area
71' Blatantly missed YC for FCSB33 for dissent by word and action (fist thrown to referee direction)
77' Poor substitution management, missed YC to FCSB 11 for delaying restart. It is absolutely ridiculous how much referee tolerate delaying of restart so far
84' Good YC given to SPP29 for SPA triping
90' Missed YC for FCSB15 for delaying restart
90+1' Missed 2YC for FCSB2 for SPA holding, also lack of respect
90+3' Goal disallowed after OFR for push in atacking phase
90+4' YC given to FCSB70, probably for dissent, but not in broadcast
90+8' Correct YC given to FCSB18 for reckless challenge
90+8' YC given to FCSB33, not sure why, but probably some dissent or delaying restart

  8. Rohit Saggi with a sub-mediocre performance tonight in Sparta Prague vs FC Steaua Bucharest.

The only positive aspects would be his good athleticism and positioning, however these cannot compensate the overall negative impression he left.

    -- zero authority, very poor player management / communication skills;
-- whistled tons of soft fouls (37 fouls in total!). The match was nowhere near as brutal as the number of fouls suggests.
-- missed blatant offensive foul (pushing) in the build-up of min 90+4 goal scored by home team, the type of fouls he punished the whole match. To note also excellent VAR intervention from Martinez Munuera.
-- Min 76 very poor management, with two away team players down injured but Saggi not stopping the game for almost a minute.

Game got very heated in the end, so a much more experienced ref can be expected in the return leg.

  9. Here the OFR in Saggi game: https://streambug.org/cv/0f6b7f
First impression: not 100% convinced about clear and obvious mistake for my standard and the good positioning of referee to spot the incident live. Yes it can be evident, but the defender was already jumping, one can't really know how much this pushing was decisive TBH.

If possible to find full game, I will post all the mentioned incidents, thank you again for the reports!

    2. My opinion based on the clips is that some situations are not so blatant like you described, but indeed he could have done better in terms of time wasting.
For me, a missed violent conduct in 44', then the controversial disallowed goal, it stays as negative point because one could have expected a foul whistled live by referee, given also his positioning (indeed, the excellent fitness is visible in the clips). But once crucial decision was taken through VAR, it gives a different impression about the final assessment.
Then, about the possible second YC, for me we are not in the area of Lack of Respect, should have been a bit more evident, but once you whistle this foul, given the action and the holding, I think you must book. Would have been less controversial to assess it as not enough to whistle, but how referee decided, he left the impression he should have shown the card. Still, I think, an observer could back him and surely it isn't the most important incident of the game.

The 12' was not just a casual trash talk between FCSB33 and SPP17 as reported above. Actually, it was an ugly foul made before that. No card showed by Saggi, most people say a YC was mandatory here. Unfortunately this incident was not surprised in the link with the game I provided previously, but I found another video with this. Not the optimal zoom or multiple angles but it is better than nothing.

  12. A very challenging game for Swiss refere Urs Schnyder in Azerbaijan, as one could have expected. Please find below the most interesting and crucial incidents of the game.

11' YC for reckless use of arm
    https://streambug.org/cv/34e919
I think supportable decision, but not a 100%. Qarabag player doesn't give the impression he puts arm there because aware of the opponent, but just as normal position. Then, there is a movement by Ludogorets player as well with face "close" to arm. Could have been assessed easily as careless.

    18' Disallowed goal AR1, offside
    https://streambug.org/cv/34e919
    Correct decision.

29' Strong warning to Ludogorets player, game starts to be heated
    https://streambug.org/cv/34e919

34' YC for SPA - Tactical foul
    https://streambug.org/cv/fa482a

37' Possible RC for deliberately and repeatedly stepping on opponent while "trying" to play ball.
    https://streambug.org/cv/473543
Surely the most interesting situation, one must just wonder whether such behavior should be allowed, when a player is aware he will not get ball, but he continues to step on opponent. VAR didn't consider this as red card offense, but impossible to escape without YC. Significant mistake by the officials.

40' YC either for reckless arm or protests
    https://streambug.org/cv/639043
Should be very likely for the foul, but issued a bit late, gave the idea that Qarabag player insisted with his behavior after the whistle.

    45'+4 YC for SPA
    https://streambug.org/cv/5398cb
First YC for the player who in second half will be sent off. SPA at the edge of penalty area. Once whistled, fully correct to give card, but one should wonder about the fou. Enough? Doubts.

50' Fair tackle on the ball, no foul?
    https://streambug.org/cv/77f289
Hard to say without replay from different angles, but given the injury of Ludogorets player, maybe both the leg of opponent and ball were kicked together.

55' Free kick leading to 0-1 goal
    https://streambug.org/cv/48b68e
Reported by AR1, no replay, not a clear decision.

58' Tackle assessed as fair, player with a serious injury, replaced before the resume of the game
    https://streambug.org/cv/25c54b
Foul should have been whistled in my opinion.

64' ONSIDE when Qarabag scored 1-1
    https://streambug.org/cv/052669
Extremely long VAR check, no SAOT. Correct decision by AR2.

    89' Second YC, reckless challenge
    https://streambug.org/cv/02e20a
Absolutely correct and mandatory decision by Swiss referee.

    90'+3 YC for time wasting
    https://streambug.org/cv/f43a5b
I think a quite poor management by referee, the player was leaving the pitch as his number, 23, had been clearly indicated by team officials, then they changed idea and he returned back. Referee thought about time wasting but honestly, unless this wasn't orchestrated before by player and team (hard to believe), one can't see any responsibility for him. Maybe card could have been even rescinded. I think that the Swiss referee was not looking at the benches, and fourth official didn't help him in understanding the situation. Very rare to see.

    3. I'd have liked more response from the referee before he gave the 2nd YC. Going there, showing he will take action. I like his calmness, but a bit more balance could be good. Same for some other moments.

  13. Here about Lindhout.
Not a very challenging game for the Dutch referee, but surely not less than a normal difficuly. Especially in first half there were some key moments.

15' Possible YC for reckless use of arms
    https://streambug.org/cv/300406
I think OK to assess it as careless.

16' Foul whistled before a possible goal
    https://streambug.org/cv/452083
Technically we can't talk about a disallow
ed goal. You can't listen to audio in the clip, but referee whistled before the goal scored. I think supportable decision, but not VAR stuff, playing on wouldn't have led to a VAR intervention in case of a goal scored. Still, unlucky situations that it would be better to avoid...

18' YC for SPA - tactical foul, reported by AR2
    https://streambug.org/cv/2aae84

    20' Management of tense moments
    https://streambug.org/cv/5d0fa6
I think a better Lindhout in terms of body language here than the referee we saw in past.

36' YC for reckless / late challenge
    https://streambug.org/cv/259e24

    57' YC for reckless challenge
    https://streambug.org/cv/c9c165

58' Offside, disallowed goal AR2, correct decision
    https://streambug.org/cv/cc6246

    67' YC for SPA
    https://streambug.org/cv/4a1870
Very clear and mandatory decision, the last replay shows that the player accepted decision, but without watching it and staying at the live sequence, it didn't look like the best card procedure showing by referee, nevertheless, not a major issue.

71' Disallowed goal for offside AR1 - VAR intervention
    https://streambug.org/cv/722022
Very borderline situation. VAR intervened to allow the goal after a long check (no SAOT). VAR frame with the offside position was not shown. I think that one can't blame too much assistant referee.

78' Penalty area incident, no replay
    https://streambug.org/cv/45d996
Many protests by APOEL side, they also invited Slovan to stop to play but then it continued and there was a tense moment. No replay by broadcaster, but according to what one can see, rather correct decision by referee to play on. Should have been a very evident reckless action by defender once attacker had kicked ball, but we don't have elements to draw this conclusion...

84' YC for both SPA and reckless
    https://streambug.org/cv/5166d6
100% Mandatory and correct. No DOGSO due to the direction of the action and the other defender ready to intervene, in case.

My final assessment is that the Dutch referee had a quite regular performance in a game that was mostly fair but not always easy to officiate. Some facial expressions and his body language presented us definitley a better referee than his previous UEFA games. Supportable to whistle foul when in first half then Slovan Bratislava scored (a situation easy to forget for fans after the final whistle due to final score). Without replay, one can't say too much about the possible penalty asked by APOEL, but as said, could be assessed as OK to play on. Now after this one, we should check whether he is ready to officiate again more challenging games...
