  1. 30(!) German officials (5 full teams) appointed this week in the play-off second legs.

Stieler comes unexpected here - especially with Gittelmann appointed on Thursday.

  2. Do referees go to the city where the match will be played the day before or do they go on the day of the match?

    1. Normally 1 day before. Sometimes even 2.

      Delete
    2. Yes, one day before is mandatory, then in some cases even two it's possible, when trips are longer and not easy.
Generally, referees have a training session at the match stadium the day before.

  3. No Letexier is also a small surprise, especially as Brisard doesn’t work with Turpin this week.

    1. He didn't attend the Summer Course for Ligue 1 referees, held in the same days of the end of Olympic tournament.
He must be definitely on (very deserved) holidays.

  4. Regarding Dutch refereeing: 6 referees did not pass the pre-season fitness test: Gozubuyuk (FIFA), Manschot, Martens, Kamphuis, van Boekel & Shukrula (FIFA)

    1. Interesting situation in the Netherlands: I already missed Gözübüyük there (and internationally), as well as Kamphuis, Martens and Van Boekel. Manschot, on the other hand, has already handled two national matches this season.

    2. It should be said that Gözübüyük, Shukrila en Van Boekel did not pass the test, due to injuries (so they didn't participate in the test). Not because of a lack of fitness.

  5. Umut Meler in Salzburg - Dynamo Kyiv:

4' Evident missed foul close to penalty area
    https://streambug.org/cv/8679f3

28' Possible YC for reckless challenge
    https://streambug.org/cv/620c94
The Turkish looked "too calm" in terms of reaction in this situation. I would have expected a yellow card, but looked like he assessed as fair the tackle then whistled for the second contact. He gave a bland warning, inviting players to be calm.

30' AR2 Offside Call, timing to be reviewed
    https://streambug.org/cv/5893c9
Even if this was very close to sideline and a raised flag can be OK, I think it looked clear AR2 was unsure about what to do until the very end. The replay can suggest us that this was not offside, for me regular position, and one could consider the stopped action as a rather promising attacker with a cross in penalty area to follow. Not the best management in this case, raising before would have "masked" the final part of the action, otherwise, for me, better to allow play to continue and then raise the flag in case at the very end.

31' - 32' YC for SPA, YC for dissenting gesture
    https://streambug.org/cv/bc259c
Two incidents in the same video: YC for SPA, nothing to say, mandatory, then YC for dissenting blatant gesture, kicking ball towards corner kick with excessive force. #32 DIN is booked. But still, not the best management by referee, with two players having a dangerous body to body approach and the referee ignoring them.

45'+1 Management, offside, VAR check, first half's final whistle
    https://streambug.org/cv/dda0e0
AR2 involved again. He raised a correct flag but not with the expected timing for VAR purposes. Referee was concentrated and he allowed play on until the end of the action in penalty area. The new assistant referee in Meler team will surely have time to refine himself on next games. VAR check before the end of first half, then the whistle by referee.

    55' Penalty Area Incident
    https://streambug.org/cv/5893c9
Fair action by keeper on the ball, correct decision to play on.

    65' YC Tactical Foul
    https://streambug.org/cv/f67175
I think in the opinion of referee, Dynamo player stopped a possible quick counterattack, once he had lost for a while the ball, but this card can be discussed.

70' YC for a reckless challenge from behind also stopping a counterattack, correct decision

    1. 71' Possible yc for reckless challenge, no replay
      https://streambug.org/cv/7e6530
The reaction by Austrian player was very clear, serious injury, I think that after having played ball before, there was a very unfair contact on opponent, worthy of YC, unluckily without a closer replay, we can't say anything.

      78' YC for reckless challenge
      https://streambug.org/cv/bb8cf2
Very mandatory decision by referee, player stepping on opponent as result of the challenge.

79' YC very likely for dissenting words
      https://streambug.org/cv/1a5638

      80' Offside AR2
      https://streambug.org/cv/fd7ff9
In this case all correct by AR2, good timing and OK decision, very tight offside.

90'+2 YC for holding, lack of respect
      https://streambug.org/cv/ab2a5b
      Correct by referee.

The game in Salzburg was challenging for sure, but never very challenging and I think referee contributed to make it a bit more difficult than it really was. Definitely not a very clean display. Nevertheless, Ukrainian side never gave the idea they could have made it, since after the 2-0 loss in first half, they needed a similar win, but it was Austrian side to score first goal of the game. No discussions about referee for sure at the end and that's among the very important things for the current committee.
In first half, Meler didn't look that much focused on the game, to be honest. You can check the incidents in 4' and in 32' before others. Also, he showed a different body language than the one we know by him. In secvond half he decided to be strict with cards, but this resulted in a lack of consistency throughout whole game. A couple of challange were missed, while at least a card he issued can be described as very soft (65').
A very important chapter is the one about the new assistant referee, joining as nr. 2 in the team, with Eyisoy retired. It was very visible that he had the debut in top level football. Two situations involving him in first half should have definitely managed better and can help us to understand how much difficult is for the men with the flag in the hand, to join the "big circle of UEFA refereeing". Given that also in a top league like the Turkish one, such efforts are expected, to me in Champions League with the very big pressure is indeed different and we saw that. In second half he did well, finding the right moment in which to raise the flag. Meler to be praised for being aware he had this situation to manage during the game, showing more attention than the regular one.
All in all, to me this one looked like a "training game" for the Turkish, as start of new UEFA season, not the best show but without any effect on the tie for sure. We'll see how he will continue.
Maybe for some aspects, you can read this report as rather very harsh one, but definitely we can expect more by him.

    2. Sorry, wrong link for the offside call in 30' involving AR2.
      Here the correct one: https://streambug.org/cv/95a056

  6. Challenging first half for Oliver in Baku, despite of first leg score, Qarabag tried, but similarly as it happened in first leg in Croatia, they were immediatley punished. Game was rather open at the beginning, now I think it can be the contrary for second half. A couple of fouls exactly at the edge of penalty area, with correct yellow carda for reckless challenge, good display I think so far by English referee.

    5. By book this is direct red card without doubts.

    6. Straight red card for DOGSO wouldn't have been questioned by VAR, but you can think about a possible intervention by the other defender, changing his path, as very last argument for SPA.

    https://streambug.org/cv/7c625e

90'+6 Missed corner, YC for dissent
    https://streambug.org/cv/d91f00

The most important incidents are definitely the last two in a rather fair game to officiate for the German referee. Incredible mistake by AR2 in 90'+6 deying a very last chance for Danish side. We know that corner kick are not that important argument in terms of mistakes for refereeing, but unless situations are so clear, this must be counted as very evident error by German crew.
About the possible violent conduct a few minutes before, it looks like indeed player from Slovan deliberately hits opponent, without a closer replay I think that the argument from VAR room was the intensity, but staying at LotG and according to what we can see, this should have indeed been a red card...
It looked a clean game for Stieler until a certain minute but the very last minutes can't allow us to say this was a good perforance, TBH, even if in a case we are just talking about a corner, this was impossible to be missed...

  13. Rebecca Welch has taken up a role in the PGMOL and will no longer referee

    1. Of course the choice must be respected, but I think if we look at the career she had so far, absolutely unexpected decision. The debut as Premier League referee could have been the beginning of something very big, but she considered this goal as the final step of her journey.

      Delete
    2. I'm also very surprised and felt that she was very capable of bigger steps in the Premier League/mens tournaments. Seems to be a theme of top referees moving on in England much younger than their peers (Webb, Clattenburg for example), when compared with most English referees staying on well into their 50s. But indeed, hope she has much success in her new role!

      Delete
    3. Welch was not "very capable" in the Premier League.
Actually more-or-less the exact opposite is true.

She was, at best, a generally competent female international referee who was hugely out of her depth at the higher levels of men's club football. Welch won points with her unobstrusive way of refereeing (the best referee is the one you don't notice etc), but she had hugely glaring deficiencies in 'managing the game' which rendered her simply unable to keep control of challenging women's games, let alone harder fixtures in the men's arena. Her style took ‘staying in the background’ to the extreme: if the players wanted to play, then it worked fine, but I felt she lacked any tools whatsoever to bring harder games back under control. She got away with that in the Women’s WC, even in big games like Portugal-USA where she issued seven cautions, but France-Italy at the Euro prior caught her out badly: to me it was very visible that she simply had no idea how to act as the referee in tougher games. Welch should have been rejected for that performance, even notwithstanding the botched SFP call, and it seemed like UEFA changed their minds during the tournament to spare her. One can only imagine how little control there was during games like the Chesterfield-West Brom she took charge of in men’s football and is perhaps better not to reflect on.

Welch — like Allison and Gill by the way — are horrendously out of their depth at an SG1 level, though today you will read from across the spectrum of Guardian to Telegraph about how excellent an official Welch was to ‘break glass ceilings’ in English football. Even in women’s international football her abilities were not commensurate to what she achieved, let alone the blatant astroturfing that took place for her to referee Premier League matches. It would be brilliant if all these promotions were deserved, and there was a pot of gold at the end of the rainbow, etc… but the reality is quite different.

Finally: to be clear, I wish Rebecca Welch very well for her new role, congratulations for what she achieved in her refereeing career.
