  1. Again, a very big thank to Árbitro Internacional.
Now the predictions about the roles can start :) Have fun!

  2. So I start with some speculations:

    AFC
    Mohammed Abdulla MOHAMED (UAE) VAR
    Fahad AL MIRDASI (KSA) FO

    CAF
    Malang DIEDHIOU (SEN) VAR
    Mehdi ABID CHAREF (ALG) VAR
    Weyesa Bamlak TESSEMA (ETH) FO

    CONCACAF
    Jair MARRUFO (USA) VAR
    Ricardo MONTERO (CRC) VAR
    John PITTI (PAN) FO

    OFC
    Norbert HAUATA (TAH) FO

    UEFA
    Clement TURPIN (FRA) VAR
    Sergey KARASEV (RUS) FO

But of course everything is possible there.
First consideration: UEFA "only" 10 referees including also FO and VAR? Absolutely less than the expected.

    1. I know I said this on the other thread. But I suspect the officials from UEFA and CONMEBOL who will ONLY do VARs are missing. So I imagine Karasev is a referee and Turpin is a 4O who could also do VAR duties.

Everything else I agree with here.

  3. I'm a bit confused as to how they know but the referees don't know themselves?

    ReplyDelete
  4. Ok, now it seems clear: these names have been selected without considering VAR duties. Since the process of VAR at WC needs still some approvals before a final confirmation, these names are to be considered only main referees and / or reserves.
And I must say, that's a big news for some of them.

    ReplyDelete
  5. So some of the listed referees will be in trios and some will just be duos. Do we know when ARs will be announced?

    ReplyDelete
  6. Reading Turpin's name there I would say that maybe play off appointment was a possible exam for both him and Hațegan. One name had to be selected, then you all know what happened... but that's of course only my speculation. I think that the French and the Romanian were more or less on the same level for a spot at least as Fourth Official...

    1. I have heard that Turpin will most likely be a support official.

      Delete
    2. Clement Turpin is still young as he is only 35, so has got maybe the 2022 World cup as well

      Delete
    3. Highly possible as he has developed really well.

      Delete
    4. Any other young referees like him, who've got the potential?

      Delete
    5. UEFA : 10
      AFC : 4
      CAF : 3
      CONCACAF : 3
      COMNEBOL : 4
      OFC : 1
So 25 referees without VAR and FO
Do you think it is possible?

      Delete
    6. As VARs are going to be centrally based I would expect a second list containing specialists. The likes of Makkellie for example. Will only need to be a smaller list as they could do a game a day as not travelling

      Delete
  7. Congratulations to all appointed officials! Great achievement for all of them!
Most of the names were expected, there isn't a really big surprise. I feel sorry for Eriksson missing out, he is a really great referee, it was always a pleasure for me watching him. But performances weren't satisfying in recent times, so that's the logical consequence.

    ReplyDelete
  8. The UEFA squad seems really weak.

    ReplyDelete
  9. These referees are the Refs and the FO. I expect that the FIFA will announce the VARs later.

    ReplyDelete
  10. I'm a bit confused. Just today I red on this blog in the previous post that wc referees will ve announced in febraury. Now it seems that these 36 referees will be in Russia. Are you sure that this is the final and official list ?
Probably they 36 will be in Abu Dhabi for the training and after that the will be reduced and fine tuned adding VAR specialists.
Sorry but I cannot believe that Mohammed, Abid Cherif, Tessema, Montero and Pitti have been recognized with the highest competition even as 4 official in spite of Garcia, Eriksson, Kassai and Hategan.
I cannot understand only 10 uefa.
Anyway my best congratulation to the selected ones

    ReplyDelete
  11. In 2014 WC, including also Fourth Officials (support referees), we had 32 referees. Now 36. So the number has increased, however I still find strange that this list must be considered without VAR. I think that some VAR are already among them. Very likely the only missing names are the ones without an assistant referee paired, and they, once announced, will act for sure only as VAR.
While for the ones we can read now, there will be the chance to get games at least as Fourth Official. And I want to repeat again, it looks like an excellent achievement for some of them.
For example, CAF: 6 officials without considering VAR duties seems for sure a big success...

    ReplyDelete
  12. We have 20 referees from Asia, Africa, North America and Oceania. I suppose all of them are better than Eriksson (who whistled last year the Europa League final and a semifinal in EURO 2016), Kassai, Hategan or Collum. Honestly, when I saw the mistake of Hategan in NIR-SUI I was sure that Eriksson has the ticket for Russia in his pocket...
It seems obvious that Karasev was protected (like Skomina). Otherwise I don't understand why he didn't whistle a play-off game.
Mateu Lahoz is also there despite his terrible performance in play-off. In his case 5 mistakes means nothing, for Hategan one mistake was fatal...

Unfortunately the geopolitical criterion prevailed once again. I hope everything will be ok and FIFA won't regret these choices. A sure bet for me: Irmatov will get the final !

    ReplyDelete

    1. Çakir, Kuipers and Pitana are my prime contenders for the Final... Others are nowhere upto the level or not enough experienced for a WC Final :)

      Delete
    2. Irmatov must be added as candidate as well. The third World Cup in a row: first one in 2010 was excellent, the second appearance in 2014 was definitely worse and quite poor, now I hope he can recover the form he had in South Africa. In case, of course it is not mandatory, but he could be the first referee from Asia to make it.
FIFA could think about that, but we all hope that everything will be assessed and decided based on performance after performance...

      Delete
    3. The kind of technical mistake we saw in Brazil v Italy from him after that I wouldn't count him for a final from the personal point of view... Moreover his best days are long gone and if he was from UEFA or CONMEBOL he probably wouldn't have been called for a World Cup... He's on a similar level to Eriksson I would say and I don't want to see him in the Final by any stretch of imagination!!

      Delete
    4. Or another case of handling UEFA CL final and WC final. The name is one at the moment - Skomina...

      Delete
    5. I also would like to see Kuipers, Cakir or Skomina handling the final. But I think that this time a non-UEFA official will be assigned, because three of the last four finals were refereed by UEFA. This time it will be Irmatov, Pitana, Ricci,...
We all know FIFA and its politics. A UEFA referee for the final would be a big big surprise for me.

      Delete
    6. I agree with Soham here. I wouldn't like to see Irmatov on the final.

In case of CONMEBOL - UEFA final, I would prefer a CONCACAF one (Aguilar or Geiger).

      Delete
    7. Mark Geiger in great form 😎

      Delete
  13. I must say I am a bit disappointed by the absence of Roberto Garcia, he has a lot of experience, also in CONMEBOL with three Copa America tournaments and some hot clashes in the palmares. He would have been useful for a heated QF or SF. However, that was more or less expected, Ramos will make useful experience for the future, and maybe a round of 16 is not impossible for him.

About UEFA, Eriksson and Kassai are the big names missing, but we were somehow expecting that especially for the latter.

    ReplyDelete
  14. 1 question for uoi guys experts: in your opinion who had more influence in the choice Collina or Busacca ? Who finally "has signed" the list?

    ReplyDelete
  15. No United Kingdom referees in WC 18

    ReplyDelete
  16. If Irmatov not be world cup final referee, I think Millorad Mazic will refrees final both with UCL Final.

    1. Very much possible... I like Milorad Mazic... Even if not the final, he will surely go far in the World Cup!!

  19. IMO: All but one (in each confederation) of the referees on the list are being central referees and the other one will be the Support Referee, as in Brazil 2014. I think that UEFA could propose VAR specialists like Zwayer and Makkelie, and so will do the other confederations.

    ReplyDelete
  20. It’s possible that some refrees on the list is going as VAR’s and some VAR’s is missing along with some main refrees also missing. That could explain names like Marruffo and Turpin. Otherwise the list feels strange with Marrufo on it but not the VAR specialists from Uefa. Maybe Fifa aren’t secure on who should go to Russia

    ReplyDelete
  21. All VAR refs will be imo refs who are on the list as Ref For the Tournament. So brych could be VAR example by match of Cakir or Kuipers. I don’t think that other referees will come to help who are not on the list

VAR in Germany again in controversy after Mainz vs. Cologne today.

42' - Penalty for Mainz (decision confirmed by VAR after communication, no review!)
    https://streamable.com/odza2

71' - RC Donati for violent conduct
    https://streamable.com/rz5ix

Concerning scene 1: this is in my view NEVER a penalty kick. Especially in the last replay of the video, I cannot spot any contact, this is IMO a simulation. Brych consulted VAR Welz, who confirmed the decision and this is what Brych said to media after the match: "From Cologne I was confirmed: 'Contact on the knee', the player De Blasis confirmed me: 'There was a contact'. Now I have just seen the images. I cannot spot a contact there."

Concerning scene 2: the RC is very very soft for my taste, but not really wrong. The intention is there, of course the reaction by Bittencourt is theatralic and exaggerated.

    What are your thoughts?

    1. Watched and rewatched, I can't see any contact in occasion of the penalty incident, so I agree with you.
RC is correct, given the attempt to hit the opponent, but many referees wouldn't have issued it...

Hugh mistake in Valencia-Barcelona. The ball has clearly entered the goal at minute 28’. Everyone in the world saw it, but the referee and AR2.
Such a shame that GLT is not used in Spain

    ReplyDelete
  25. Any referee would now that neither the AR or referee can catch up to see that the ball was 7 cm inside the goal. Impossible situation to be sure on as an assistant referee. Not their fault at all.

    1. I don’t agree. The ball clearly entered the goal and it wasn’t even that fast. The AR had free view.
It was clear from TV at real speed, from the stand. I think that this error is unacceptable at this level

  26. Another strange situation in Valencia: VLC’s Garay was forced by the referee to exit the pitch because of a cut sock. Nowadays many players use to cut the socks. Is it permitted by the LOTG?

  28. A couple of big decisions from today's Scottish League Cup final involving Craig Thomson:

https://streamable.com/neqet - not even a free kick awarded - surely minimum YC, if not RC for the tackle especially if you take DOGSO into account?

https://streamable.com/lelhw - after Celtic score in the 2nd half, they are awarded an extremely soft penalty (and thus a RC for DOGSO), which effectively ends the game as a contest. Thoughts?

    ReplyDelete
    Replies
    1. On video 1: clear foul, not a DOGSO, given the direction of the ball. But a RC should be given here anyway. Studs-up tackle, contact is made above the foot: clear case of SFP here!

On video 2: Penalty is soft, but not wrong. On the second spot, you can see the holding. RC is also acceptable here, player could score from there, this can definitely be seen as DOGSO in my view.

      Delete
    2. Correction on video 2: I actually meant "replay", not "spot", somehow mixed things up there. ;)

      Delete
    3. Clear SFP in the first situation.

      Delete
    4. 1) Clear SFP, but only thank to replay, almost impossible to catch live, in any case Thomson could have whistled at least foul.
      2) There isn't any foul there. A more than small touch was surely nothing relevant. Crucial mistake by Thomson, phantom foul.

      Delete
  29. Why wasn't Rodrigo(Valencia player) booked for his celebration?
I ask this because later in match he received YC which would have been RC if he received one for celebration.

  30. Two interesting situations (again hectically discussed in Germany by media) involving VAR in Augsburg-Wolfsburg (referee: Tobias Stieler, VAR: Tobias Welz).

8' - Foul by Arnold: SPA or DOGSO? (incident reviewed by Stieler)
    https://streamable.com/bb5so

60' - Penalty taken back after VAR intervention (no review by Stieler)
    https://streamable.com/rxzld

    What are your thoughts?

    ReplyDelete
    Replies
    1. More DOGSO than SPA, I agree with Stieler's decision upon review.

Clear penalty. The VAR had to be in the other world...

      Delete
    2. 60' For me it isn't a foul- first kick the ball (look at the last replay). Opponent is touched with the same leg.

8' Yes, it's definitely more DOGSO than SPA.

      Delete
    3. 8': For me rather SPA, but I can accept the RC card here. But could that be in any way a clear mistake, where the VAR should get involved?

60': No penalty for me, but also doubts, whether it was an obvious mistake to award it.

      Delete
    4. 8': SPA is the better choice, however RC for DOGSO wouldn't be wrong. Absolutely supportable decision by Stieler.

60': In my opinion, according to VAR guidelines, penalty should have been confirmed, because not a clear mistake. A small contact existed, maybe the player started to fall down before it, but surely a grey area in which the decision taken by referee on the pitch should be confirmed by VAR. Not enough elements to change decision, even more if made without inviting referee to rewatch it.

      Delete
    5. Do you then think VAR intervention was correct in 8'?
Once Stieler is at the screen, it is indeed supportable, but was it right, that he watched?

      Delete
    6. Oh, I missed that in the first incident there was VAR intervention. Absolutely not needed, indeed, if you ask me.
YC was a more than supportable choice there, why then the review?

      Delete
    7. Regarding penalty. It's difficult to say the GK played the ball. Yeah, there was a contact but it wasn't a clearance. Attacker would have had a control of the ball anyway.

      Delete
    8. 8' YC
      60' No penalty for me.

  31. Another VAR review yesterday in Cologne vs. Hertha, after a penalty appeal for handball. Bibiana Steinhaus watched the scene again in the review area, but rejected the penalty appeal in the end. Thoughts?

    1. For me correct decission by Steinhaus

      Delete
    2. Correct decision to play on, however Bibiana Steinhaus forgot to make the VAR gesture before and after the review.
In my opinion, also in this case, there wasn't a real need to rewatch the incident, as VAR could have directly backed referee's decision.

      Delete
    3. I agree with the decision, but not a black/white scene. So you are right, that the VAR did not need to intervene. However here I can somehow understand, that the review was used, because the handball rule (unfortunately) includes interpretation by the referee.

At least in Germany it is quite rare, that a decision is not changed after a review. Is it the same e.g. Italy and Poland?
It also should not happen too often, because it means that the VAR thinks it is a mistake and the referee disagrees.

      Delete
    4. In Poland we have problems with balance between unnecessary reviews like that one

      https://streamable.com/o5s5c

and no reviews when they are needed (both situations from today's game)

      https://streamable.com/6hjjk
      https://streamable.com/on7q6

But I have to be honest that from what I see, the Polish VAR works much better than the German one (no offence, just an observation). However, the last matchday was really problematic here.

      Delete
    5. Also here in Italy it is very rare that a decision is confirmed by referee after having rewatched the incident.
I can remember for now only two cases: Cagliari - Inter on last matchday, you can look for the third goal scored by Inter (the last of the game), it was analyzed for a possible previous foul on keeper, then Pairetto confirmed his decision. Very likely VAR official here thought that it was a clear foul while referee on the pitch had a different opinion. Then, another situation in which the decision on the pitch was confirmed occurred in Atalanta - Juventus some weeks ago, Damato whistled a penalty for an alleged deliberate handball on the wall, he was invited to rewatch the incident, but he didn' change idea because there weren't clear proofs against his decision.
This situation was discussed for a long time.
Then, apart from that, I don't remember at moment other situations in which decision has been confirmed after having watched the monitor. In almost all cases, referees invited to watch whistled penalties. However, let me say that it is not so bad if a referee wants to confirm his decision taken on the pitch, this would mean that he confirms his idea despite of a different opinion by VAR.
I would like to add more about VAR in serie A, I will do that on next days.

    Norwegian PL assistants:
Up: Erik Hegstad (Oslo), Ivar Askeland (Hordaland), Kristoffer Gullhav (Agder)
Down/out: Ole Johan Lillebuen (Hålogaland), Sven Erik Midthjell (Hordaland)

Down/out: Anders Gjermshus (Indre Østland), Omar Rafiq (Oslo)

    1. division assistants:
Up: Erik Westrøm (Oslo), Kevin Hjelmseth (Troms), Kristian S. Johannessen (Vestfold), Steffen Abrahamsen (Agder), Sondre Dahle (Trøndelag)
Down/out: Mads Hagerup-Lyngvær (Trøndelag), Morten Ophuus (Hordaland)

Sigurd Kringstad is born 1987, and has already refereed 3 premier league games. He is just one year younger than Hobber Nilsen, and will still need some time to mature, though he should be the number 1 choice as the next FIFA referee. I don't have the highest of hopes for him, but time will show.

Edvartsen and Lundby leave the list for various reasons that have been talked about in the past. Edvartsen was pretty much thrown out, while the Lundby case has to do with him prioritizing his business career, and probably a little to do with that he hasn't shown too much progression in his career.

As for the promotions to the 1. division, none of these referees have had any games at the level in the past. Daniel Higraff (1992) and perhaps even more so Eivind Bodding (1994) are probably the biggest talents. Very mature and clear leaders who I expect to have a good future. Higraff has a very high fitness level, competing in triathlon, while Bodding is maybe better technically. Magnus Koløy (1993) is another name to watch out for, but he should be slightly behind these two. Marius Lien (1994) used to be a very very big talent, but when I've seen him this year he often seemed very insecure with poor movement, so I am surprised to see him being promoted ahead of others. Another surprise is Svein Tore Sinnes (1990), who I can not really see a future for. However, he's from the home county of referee boss Terje Hauge, something that has been rumoured to be a factor in such decisions here in Norway.

2-1 goal. Ball is shot on a defenders chest and goes to a real Madrid attacker who is in at least 2 meters offside. Refs see it as deliberate play by the defender and I think it clearly didn’t look deliberate. It was a deflection. Video please.

    3. The referee was badly positioned, he had no perception of the incident and due to his fault in positioning, he should be blamed. AR2 had to be focused on the offside line and most likely didn't know what EXACTLY happened. Fourth official? Far away but had the best visual angle. Sometimes such things happen...

      Delete
    4. Only explanation is that the touch by defender was assessed as deliberate play by assistant referee, otherwise impossible to miss that offside.
However, it was clearly a deflection, even though when the player touches the ball makes a movement like a deliberate act to hit it.

The Referee Committee also wishes to record its particular thanks to Craig Thomson for his fantastic contribution as a FIFA referee over the last 15 years.

Morag Pirie chose to retire from the International List in August. The Referee Committee extends its thanks to Morag for the 13 years’ service she has given as a FIFA official – 4 as an assistant referee and the last 9 as a referee. Morag has undoubtedly led the way for Scottish women referees in domestic and international football over her career.

  40. What are the top 5 referees in their different leagues at the moment in terms of performance and who's higher up?

    For example:
Premier League, La Liga, Bundesliga, Serie A, Ligue 1 etc?

If anyone watches any other leagues regularly who are your top 5 referees at the moment in order?

      1. Szymon Marciniak
      2. Daniel Stefański
      -----
      3. Łukasz Szczech (second group because only professional referees are in the first group, tried in Ekstraklasa in several games last times)
      4. Paweł Raczkowski - underperforming this season
      5. Paweł Gil / Krzysztof Jakubik / Jarosław Przybył - not top class, but still solid performers

    2. For Bundesliga I would say
      1. Aytekin
      2. Gräfe
      3. Siebert
      4. Brych
      5. Dankert
Dingert and Hartmann also have a quite good season so far.
The newcomers Jablonski, Steinhaus and Storks had a good start into their new league.

    3. Thanks for the reply. In the list you gave are there any young promising ones for the future?

      Delete
    4. The other two CL referees, Stieler and Zwayer both had a good start into the season, but showed weaker performances during the last month or so including one bad cup match each.

      Delete
    5. This is probably not correct of me but in Germany I always thought Felix Brych would be top or number 2.

Bibiana Steinhaus seems to have had a good start to season.

      Delete
    6. Siebert is 33 and had already an EL match, so he is surely promising. For the long term, it should be Jablonski (27) and Storks (29).

      Delete
    7. Yes, Brych is considered the number 1 in Germany, also because of his international status.
In my list I was thinking of performances during this season and his last match (Mainz-Köln) ruined that a bit...

    8. Raczkowski was planned for Elite but with his current form, especially in UEFA competitions, it will be really difficult. He could stuck in First Group for years if he won't improve quickly.

Future FIFA referees from Poland can be:
      - Zbigniew Dobrynin (was a participant of UEFA CORE in the past, pushed much by Polish FA),
      - Łukasz Szczech (33yo, I'm a fan of him, short men but good soft skills, positioning),
      - Kornel Paszkiewicz (32yo, good positioning, athletic, but poor decisions-making),
      - Wojciech Myć (28yo, former body-builder and fitness coach, incredible results in fitness tests, hence he's been incredibly pushed from lower divisions to the second tier, however lack of experience makes him tooooo error-prone at the moment).

      Delete
    9. Phillip have you got any clips of Felix Brychs game at Mainz?

I like getting an insight into the various leagues across the world, especially the refereeing side of it.

Thanks RayHD. The former bodybuilders fitness must be right up there for FIFA standard!

    10. Premier League, although of course very many people watch this already

      1) Michael Oliver, most reliable week-to-week I think, pretty good soft skills, fits the typical PL style well, medially easily the most popular referee, arouses respect from players- he seems on a level with him
      2) Craig Pawson, I really like his style, he is calm, very good soft skills for his age that he can develop even more, easily the most challenging so far this season at Chelsea-Burnley he did well but showed important chances for improvement, the next very top English after Webb, Clattenburg IMO
      3) Anthony Taylor, slightly missing either a really firm or personable style, pretty decent manager, nice performance recently at Chelsea - Manchester United showing his top level, a little too many crucial mistakes, but a good name for big matches, I think he is more suited to PL than UEFA
      4) Martin Atkinson, thanks to an injury not so regular, not on a top level like last season I think, always a little but inconsistent week-to-week (like all English Elite, tbf), in case of the hypothetical bigger ever PL match next week I still think he'd be the appointed man, winding down a great career
      5) Mike Dean, as always quite a particular style, good match-manager who manages to keep a strict distance from players, very (too?) brave, to be honest for quite few seasons previous he is the best PL referee, but never in UEFA (even after PSV-Hamburg...), now younger referees have progressed and he is quite old now even for PL

Next category down, I would say Marriner (very solid, solid in every aspect, pretty reliable), Moss (very 'English', great development, even under-rated IMO), Madley (too many crucial mistakes especially considering his style, but I like his brave decision taker approach that is a good development)

Then names like Friend, Swarbrick, Attwell (FA will request him for FIFA again after rejection last year).

What do people think of PL compared to other European leagues?
I see a good level of management, a quite particular 'English' style, but too many crucial mistakes.

      6) Amauray Delerue
      7) Karim Abed

Chapron, Gautier, Thual- much overrated IMO.
Also some solid non-FIFA, Hamel, Miguelgorry, Lesage. Rainville I don't think has fulfilled his talent. Brisard looks quite good.

      Anyone else watch Ligue 1?

    13. In LaLiga it is really difficult to say which is the top 5. The designation rules mean that top clashes are handled by many different referees. For instance, El Clásico was refereed by Clos Gómez in the first leg, Hernández Hernández in the second leg last season, in the Supercopa by Sánchez Martínez and De Burgos Bengoetxea.

It is therefore very difficult to know who has the most trust by the CTA.

I have to say, however, that I disagree with the referees that are clearly being pushed in UEFA level. IMO, although Gil Manzano is younger, del Cerro Grande has much more quality than him at the moment to become Elite. Also, I prefer Martínez Munuera over Hernández Hernández at the moment. Also I don't really understand which have been the merits of de Burgos Bengoetxea (apart from his age) to join the FIFA list.

    16. Thanks for the replies! Enjoyed reading the replies. For England I would say that Michael Oliver is the next top referee after Webb and Clattenburg. I wonder whether we will see an English referee in Qatar for 2022 World Cup?

He has been getting top games for a while now and has been pushed since a young age. He was 25 in 2010 when he did his first premier league match.

I watch a bit of Ligue 1, I watched Benoit Millot referee Nantes v Monaco. He had a good game with no issues.

I find it unusual that certain leagues have designation rules, it's different to the appointing system in England.

    17. @f I answered with a long post about Italy, you can read it. I agree that Rocchi must be considered as number 1 at moment given his long experience in serie A and as FIFA referee, but in recent years I think Orsato took the scene in our country...

Mazic seems to be getting good UCL appointments of late too.

    2. Ye, he is the youngest one, joined last year in FSL with 23y. So far he is having excellent season, top 2 in FSL.
Very good fitness, calm, good skills, didnt watched him that much..

    3. Srdjan Jovanovic shoved very good performance last night in Red Star - Radnik match. Not too demanding game, but he was very consistent, full control of the match, with strong personality and always accepted, with correct PK awarded (the foul occur right on the line). I believe he is Mazic's legitimate successor.
But Lazar Lukic... Please! We all know who he is! The man of the biggest trust of president od FA Kokeza. The man with the mission. Last year he decided two titles! First, he was the man in the middle in youth derby match between Brodarac and Crvena zvezda (Red Star). He whistled penalty in favor of Brodarac in 96. minute which later decided the title (you should know that president Kokeza iz registred as a player in FK Brodarac, senior team of course (!?)). Couple of months later he whistled the derby match between Vozdovac and Red Star in Super league, and he wasn't eve elite ref - he was still in 1st group! He "missed" clear penalty for Red Star (classical knockout on the attacker from goalkeeper, who missed the ball, but didn't miss the head), they lost the game and lost the title. Those are the facts - I don't want to speculate why ex vice president of Red Star, and now president of FA Serbia Mr Kokeza did that (bear in mind that he has direct influence on referee nominations).
Also, you have to know that lazar Lukic is not the only "man with the mission" among Serbian refs.

  47. Very interesting speech about refereeing in national leagues, thank to all contributors.
About Italy, it is quite difficult to say who is the best referee, because, as George said for Spain, big matches are officiated by different referees and they have very often a good game. We could say that for a certain period a name is better than other ones and so on. But really challenging to make only one name there.
I woll try to write a short analysis. In recent years, before this season, in my opinion, taking everything into account, Orsato has been been always the number one there. He always got most of the top clashes, showing excellent performances. At the same time, in Europe at UEFA level he was not still the number 1, given the presence of Rizzoli and Rocchi ahead of him. But I think in terms of reputation by serie A committee, until last season, Orsato was number 1. Then of course we have Rocchi, after Rizzoli's retirement, for experience at high level he is surely the best referee, that's why he will go to Russia on next year while Orsato will have still to wait, despite of his excellent performances in domestic league.
At the beginning of this season, with Rizzoli new serie A referees head, surely Luca Banti was among the best referees in the first matchdays, he got Milan - Roma and Napoli - Inter in a row. A very good moment also for Tagliavento, although he is close to retire at the end of the season (I think he wont get a derogation).
Irrati, as new FIFA referee from 2017 had a quite good progress as well in recent times. As you can see, more than difficult to say who is the best referee there. We have a long league and all the referees get a chance.
Among other things, today we expect the appointment of Orsato for tomorrow's top clash Napoli - Juventus, he officiated this game very often in recent season, and it was always a top clash for the title.
About the young and promising referees: Di Bello at moment is the first name there. He will join FIFA list replacing Rizzoli from 01/01/2018. Then, as already said Doveri will be promoted as well, but this choice is more a reward for his domestic performances in recent years, given that he is already 40 years old.
The names on which Rizzoli is working at moment are: Fabbri (1983), Mariani (1982) and Abisso (1985). Surely some of them will get the badge on next seasons, when names like Rocchi (1973), Mazzoleni (1974), Banti (1974) and Orsato (1975) will have to go.
At moment I'm a bit worried for WC 2022, for this date all the Elite referees we have at moment wont be available, and the choice should be made among the current Category 1 / 2 referees: Massa is the first option, given for sure his promotion in Category 1 in a few days, he should then get to manage in these 4 or 5 upcoming years to become a solid Elite referee. Irrati is behind of him.
Aprt from that, I don't see other suitable name for Qatar... this was because the process of trainining new talents behind the current Elite referees has been a bit problematic in recent times.
Rizzoli will try to solve this problem.

As expected, Orsato gets the top clash Napoli - Juventus, very likely the most important game so far since the beginning of this season in serie A. In case of win by Napoli, Juventus would lose significant contact. Very challenging game also considering the rivalry between the teams. Di Fiore and Manganelli will accompany him.
Rocchi has been ruled out from appointments, to take a rest, given that he attended the FIFA course until yesterday in Abu Dhabi and then on Tuesday or Wednesday he will get the third Champions League game. He is a candidate for another top clash on next week in serie A: Juventus - Inter.

  54. @Mikael: I also follow Ligue 1 quite a lot, given that I also attend some matches live in the stadium.

Turpin is definitely number one on paper, but he's not very popular among players and coaches, his performances are okay(ish), though not totally convincing.
Ruddy Buquet is probably the most respected referee in France, highly appreciated. Players and coaches have voted him as the Best Referee in Ligue 1 4 times now in a row (2013, 2014, 2015, 2016). Though he has some struggles in his last matches (Marseille-Paris: missing handball penalty, controversial 2nd YC on Neymar - Nantes-Rennes: two irregular goals allowed), he's always a reliable name for hot matches in Ligue 1.
Benoît Bastien is also quite well-respected, overall also with a good season, though he has also some struggles.
Letexier is probably the biggest talent among young FIFA referees, but he's making still too many mistakes unfortunately and he's thrown far too early into big matches (similarly like Turpin at UEFA level in 2015). Fortunately things went well in Monaco-Paris on Sunday.
Schneider has become a safe pair of hands from last season on (refereed the League Cup Final last season), solid referee, but nothing more.
Rainville has a good season so far overall, but his career will be marked by the controversial Lens-PSG from 2014, where he sent off 3 players within 5 minutes (including the famous RC for Cavani at the time). Rainville has also had struggles with injuries in the past.
Chapron also has so far a solid season (I saw him live in the stadium yesterday, good performance in an easy game), same goes for Gautier (who had an average performance on Saturday though). Both leave FIFA list at the end of the year.

Jérôme Brisard is a solid referee, which I like very much, looks calm and firm on the pitch, he receives good appointments. He enters the FIFA list, even though he made his L1 debut only in January 2017.
Karim Abed is a more complicated case. In 2014, he still refereed in the 4th division, in 2016 he made his Ligue 1 debut. Though I consider him as a talent, he has been in the centre of quite some polemics in the past months, recently in a crucial L2 match (Nîmes-Brest) with aggressive refereeing and a completely wrong RC.

What I miss a lot in French refereeing are personalities. The last French referee with a (very) strong personality on the pitch might have been Fredy Fautrel, who retired last year.

    1. Thanks for your insight into that, I found it interesting to read!

    2. I would like to do some comments on the quite exhaustive comment which appear above.

To begin with, I cannot fully agree with the comments about Turpin. I think that this season he's undoubtedly number 1: he definitely improved on the pitch, showing a much better attitude and regularity. Buquet and Bastien (his real "competitors") do not seem to be in the best shape curently. However, what Stake mentioned is quite true: the latest are more appreciated by players and coaches.
I would say that for Buquet it's too late (and also quite unfair regarding his last three years) but for Bastien a promotion in Elite is almost sure. When will that occur? Probably on January, but we'll see.
I fully agree with the analysis on Schneider and Letexier. It seems like the French committee hasn't learnt from the past, exposing way too much his young and big talent François Letexier. He should have more time to grow in the shadow (and the end of the past season was quite difficult for him).
Delerue and Rainville are solid referees, but physically weak and quite often injured. It's a pity - Rainville is having an excellent season so far. But they totally lost UEFA's trust.
Chapron is retiring at the end of the season. I think that the older he got, the better he was. He's a solid referee for almost each game.
Gautier is probably one of the most regular referee Ligue 1 has had over the last 10 years. Unique style (very hardliner ref) but accepted by players.
Millot has improved a lot, I have some doubt about the fact he can claim to a higher international level though.

      Future FIFA ref:
I agree about Brisard and Abed, even if I would be even harsher on Abed than Stake's been. I'm not even sure he's a talent - he's been making lots of mistakes since his Ligue 1 debut. What I'm worried about is that his mistakes aren't the result of a bad foul detection or of a lack of experience. Sometimes, he seems to be (at least at the moment) unable to understand players' reactions and feelings. Lots of ridiculous red cards issued (Nîmes Brest, Caen Lille last year...), and a quite impulsive behaviour on the pitch. I would say he currently is one of the weakest referees in Ligue 1.

Non-FIFA ref who need to be mentioned:
      - Jérôme Miguelgorry is perhaps the best referee among the non-FIFA ref. He's very appreciated by players and made an incredibly good first season in 2015/2016.
      - Mikaël Lesage improved a lot and is now a solid referee, evenif he's been in a centre of a small controversy in Lyon this season.
      - Sébastien Desiage is the underrated Ligue 1 referee IMO. Given his appointments, he doesn't seem to benefit from a high trust. But his understanding of the game, his empathy and his personality (I partially agree with Stake's last point) are excellent.
      - Sébastien Moreira is injured, but will probably have to fight to avoid demotion.
      - Johan Hamel is quite irregular. He can be very good, but sometimes one has the impression he totally loses his nerve.

Referees who will probably fight against demotion: Sébastien Moreira (already mentioned), Olivier Thual, Stéphane Jochem and Hakim Salem Ben el Hadj.
Based on a pure performance principle, Karim Abed would logically be on the list - but, despite his lack of acceptance among players, coaches and even own colleagues, he's highly protected by Eric Borghini (head of the Commission Fédérale de l'Arbitrage). Both of them come from the Méditerranée league.

In a nutshell, if I had to establish a top 5 based on performances, current shape and regularity (rather than on potential) it would be something like:
      1) TURPIN Clément
      2) BASTIEN Benoît
      3) BUQUET Ruddy
      4) GAUTIER Antony
      5) DESIAGE Sébastien

  55. - TURPIN is definitely this season the number 1. We can have some doubts between TURPIN and BUQUET in the last two or three seasons but this season he is clearly number 1.
    - BUQUET : an excellent referee, he give a lot of big clash since many years. I hope a promotion in Elite Group but with this age ( 41 years old in January ) I doubt and too with the possible promotion of BASTIEN this summer ( this winter seams to be short ).
BASTIEN : he wins in regularity this season but I don't think he could concurrenced TURPIN for the laedership but he could be an excellent second referee with a lot of CL matches and a FIFA-UEFA long career.
LETEXIER : he is the biggest talent but I don't think he is too early designed for big matches because his two better matches was PSG-Bordeaux and Monaco-PSG. Two games where he was excellent.
CHAPRON : agree with nat, older he got, the better he was. This situation was the same for FAUTREL and JAFFREDO but they are retired. He's solid referee and could be designed with trust for all matches in Ligue 1.
SCHNEIDER : Before the League Final Cup he was excellent with some big clash ( PSG-ASM, OGCN-OM ) but after he was poor with ASSE-Bordeaux and TFC-OGCN. This start of season was correct ( despite Guingamp - Rennes ), he was excellent the lask week with Nice - Lyon. A solid referee.
GAUTIER : regular since 10 years, an unique style, maybe too harsh. He could be appointed for matches like Guingamp-Paris, Nantes-Lyon, Bordeaux-Monaco but not for big clash like OM-OL, PSG-OM, ASSE-OL.
DELERUE/RAINVILLE : good referees, often injured. Could be appointed for games like Gautier but not with the same trust.
MILLOT : good referee, but since the last season ( his worst in Ligue 1 ), I have the impression of a no-progression.
ABED : despite his age, I don't think he was in the same category like TURPIN/BASTIEN/LETEXIER, I don't see the profile of a next future talent referee. Maybe I'm wrong, I hope for him. But today, I have more trust in BRISARD than in ABED.
BRISARD : in opposite of ABED, I see a biggest talent. He was very good this season and personnally I like this style. I trust in him for the future.
MIGUELGORRY : Revelation of referees in 2015 when he started in Ligue 1, since he got often games with big teams, very appreciated by players. Of course, he could never be appointed forbig clash but not concerned for a demotion.
LESAGE : Since 2 seasons, I think he was the best non-FIFA referees. At the end of the last season, he refered a lot of games with big teams, symbol of trust. Not concerned for a demotion.
HAMEL : irregular referee, excellent this week for TFC-OGCN but bad in RCSA-LOSC and FCN-FCM. Can be excellent a day and the next match don't whistle the most evident penalty. But I think he is not concerned for a demotion.
THUAL : When he started in Ligue 1, he was considered like LETEXIER today but he never refered big clashs or cup final. Demoted in Ligue 2 in 2015 but promoted in 2016 in Ligue 1. Could be concerned for a demotion but thanks to his experience ( 10 years and more 200 games ), he could be in Ligue 1 the next season.
MOREIRA : injured during one year, back in Ligue this month, when was programmed hisback in Ligue 1 ( or not )? I don't know.
DESIAGE : appreciate dby players but he didn't have the trust of the direction ( he refereed 5 games in Ligue 2 ). I think he was concerned for an eventual demotion.
BEN EL HADJ/JOCHEM : The two most concerned for a demotion. BEN EL HADJ refereed 6 games in Ligue 2 and personnally I don't like his style ( he gives a lot of cards and whistles a lot but no catastrophical games ). JOCHEM have an average start of season with no catastrophical games.
LEONARD : promoted this season, an encouraging start of season, Young, have a potential but not like BRISARD or LETEXIER. Some errors but for a Young referee a good start.

    1- TURPIN
    2/3- BUQUET or BASTIEN
    4- CHAPRON
    5- LETEXIER/GAUTIER/SCHNEIDER/MILLOT : I don't know

    Demotion : BEN EL HADJ/JOCHEM/THUAL/DESIAGE

  59. We have a very big game in World Cup MD1 and that is in Group B Portugal v Spain... I think it will definitely be one of Cüneyt Çakir, Björn Kuipers or Felix Brych in-charge of that game!!

    1. I don't think so. I think it will be referee from South America. Most likely Pitana or Ricci. Because i think that in group stage referees in all matches will be from diferrent confederations then teams.

    3. 2014 World Cup :

Spain v Netherlands - Nicola Rizzoli
England v Italy - Björn Kuipers
Germany v Portugal - Milorad Mazic
Switzerland v France - Björn Kuipers

@Filip All these were UEFA v UEFA group stage matches and UEFA refs were appointed... And for games like Portugal v Spain, England v Belgium, Denmark v France I can say or rather nearly confirm that UEFA referees are the absolute favourites... At least that's my idea of how FIFA works!!

      Delete
    4. Of course. It is very possible that UEFA referees will be in charge of those matches. i just think this time it won't happen. But i caould be completely mistaken. It is just my opinion.

      Delete
    5. I would prefer Çakir or Kuipers for this match overall... Brych is also a very much possible name... Same for games like Belgium v England, Germany v Sweden and Denmark v France :) Maybe Croatia v Iceland or Serbia v Switzerland can go to refs from other confederations!!

      Delete
    6. In 2010 Baldassi from Argentina was appointed for Spain-Portugal, so I think some CONMEBOL referees (Pitana or Ricci, I'd rather go for the former) might have their chance for this game.

  61. Russia - Saudi Arabia, the opener.
    Referee: Mark Geiger (USA)

    ReplyDelete

    1. He was my first thought also. But i suspect, because of political reasons, that an American will be a referee for Russia matches

      Delete
    2. To be honest I think that a Latinoamericano style is best suited to Russia - Saudi Arabia, like Bascuñan Cácares Roldan Ramos, but I wonder if it is too much for them.
Geiger, I could see that, politics though.
I'm not sure Pitana, Ricci is the best choice, but anyway much much time for the committee.

I expect Pitana after good GER-FRA WC2014 to Spain - Portugal, or maybe Irmatov.

      Delete
    3. For Spain v Portugal, FIFA simply doesn't need to go to any other Confederation... That is very much for a UEFA referee IMO... Pitana for the opener would be a safe choice

      Delete
    4. Alireza Faghani is a strong candidate for the Iberian derby...

      Delete
    5. My choice for the opener would be Pitana, as well.

      Delete
    6. Also for me Pitana and Ricci are most suitable choice for the opening match. What do you think about Aguilar ?

      Delete
    7. Geiger should be a favorite for the Opener but I fear he will not (and, for his sake, should not) do Russia.

Pitana or Ricci makes the most sense to me.

I like Geiger for Brazil v Switzerland.

Spain v Portugal should be Kuipers or Cakir, no?

  66. About Germany...
In this season clearly nr1 is
Denis Aytekin. Brilliant in challenging matches. He has improved himself and his matchcontrol/communication could not be better now. A very Good development after the Barca-PSG-discussions.
Nr.2 Manuel Gräfe - still concerning with all the pressure on him after his DFB-critizising Interview.
Nr.3 Felix Brych - good but with some more problems than usual
Nr.4 Daniel Siebert. Big hope for the future with his 33 years on FIFA-list.
Nr.5 Robert Hartmann. Good and often underestimated. But not at all a talent with 38 years.
Thx biggest Talents... for me definitely Benjamin Brand, 28, Now in his 3rd year in Bundesliga and a real big talent who has to win just more selfconfidence and charisma and Harm Osmers - son of a former Bundesliga-referee. (32)
