    2. The average Level of Italian Referees is the best in the world. A CAN PRO Referee (third Italian Level) could be an International referee in many other countries.

    1. Please keep in mind that Lewandowski plays for Bayern, and both Lewandowski and Marciniak are celebrities in Poland, sometimes featuring in the same programs and/or shows, as well as Lewandowski's wife. As a Pole, I think it is not a good idea for Marciniak to referee Lewandowski's games.

  4. So, after having known all referees appointed in CL Round of 16, and assuming that we wont see "new names" in Quarterfinals, I think we can draw the following conclusions.
    Referees allowed to handle in CL KO stage: Brych (GER), Çakır (TUR), del Cerro Grande (ESP), Kuipers (NED), Makkelie (NED), Marciniak (POL), Mateu Lahoz (ESP), Orsato (ITA), Rocchi (ITA), Skomina (SVN), Turpin (FRA), Zwayer (GER). 12 referees for 16 matches, with 4 of them officiating 2 games.

    The missing ones
    Aytekin: technical choice, he has in any case Brych and Zwayer ahead.
    Bastien: not appointed at all, maybe performance principle, however I think it would have been difficult to see him even in "normal conditions" after GS.
    Collum: missing experience with VAR.
    Gil Manzano: technical choice, not a very positive GS.
    Hațegan: missing experience with VAR, the most difficult choice for committee, I would say.
    Karasev: injured, however, in case, I think it would have been unlikely to see him in CL KO stage.
    Kassai: basically, performance principle, but differently from Bastien he got EL.
    Královec: technical choice, on paper maybe he could have had a chance given that VAR has been introducted in Czech Republic, but he needs to convince the committee more.
    Mažić: personal choice, maybe he was even appointed for a game after Zurich - Napoli in EL and then UEFA removed him.
    Oliver: missing experience with VAR.
    Sidiropoulos: missing expeience with VAR, but even with it, I think quite difficult for the Greek due to his performances.
    Soares Dias: technical choice, he is VAR expert, but he had not a good GS, he got low profile games starting from MD1.
    Taylor: missing experience with VAR.
    Undiano Mallenco: technical choice, not a good GS, not the best performances shown.

    1. Very good analysis Chefren, as usual. Do you really think that in QF, SF and final we will se the same 16 names appointed for this KO stage ?
      Well I think it is very unfair, especially for a couple of officials who are in a very good shape. 1st of all hategan, who did an outstanding GS and has shown great perfomances since last summer.
      Then Collum, always reliable when he has been called in the pitch
      Undiano mallenco deserve very much a farewell match in Cl and finally Kralovec could used as well.
      In case of a QF match already decided after the first leg, do you think will be possible to appoint one of the 4 above mentioned in the return match?
      Anybody knows when Karasev will come back ?

    2. I think that we will see the same officials in Quarterfinals, no new names. Even in case of a certain score in first leg, UEFA wont take any risk, it is now 100% clear. So no room for other referees in my opinion.

  5. Chefren what is your opinion? Italianisation of UEFA Refereeing goes on, or not?

    FIFA and UEFA are completely in the hand of one refereeing philosophy (which is not shared everywhere in the continent). I think this is a problem. I understand Rosetti wants to go sure with good and experienced VARs. Maybe I would do the same. But we can't always have everything decided by Rocchi/Orsato/Irrati, sorry.

    1. I understand your point of view, however there are many reasons for that. At first, the referees from other countries who can't use VAR, then the fact that VAR has made a big development in Italy. This is the same for Netherlands and indeed you have now alerady three Dutch appointments. The same would be for Spain but in that case there are too many Spanish teams. One year ago, at a certain point, we saw Brych for almost all the CL KO games, so one could have said the same things for Germany :)
      I just hope that starting from the next Group Stage there will be more VAR experts from different countries.
      But basically, I have to admit, and this was almost the same with Collina, there is a certain tendency in having more trust in Italian referees. This is something for which I can be proud, and indeed I am, but at the same time I would like to see something different as well. Hopefully in future this will change with a great development of referees from other countries.
      I could even add two words about England, the "home" of football: they didn't introduce VAR in due time and at moment Oliver and Taylor are penalized. But also, the situation of refereeing is not so brilliant... so there are many reasons for which Italian refeeres are prefered over officials from other countries. The panel of Elite needs to increase, also in terms of experience.

    2. Italy always had great referees. I can remeber Casarin, Agnolin, Lanese, Pairetto, Collina, Braschi, Rossetti, Rizzoli etc. Italian refereeing school was great during history, it's somehow obviously that italian referees are promoted.
      It will be a problem next years, when Rocchi (46) and Orsato (44) will retire, because their new generation of referees is not a top one. Anyway, I think Orsato will be heavily pushed forward in next months. Next year will be EURO 2020, where a QF (or even SF) for him is possible

    Luca Marelli, former serie A referee, reports that Mazic was originally appointed for Bayern - Liverpool, so Orsato is a replacement for the Serbian. The latter has definitely left UEFA, but he had been appointed for this game before taking the final decision.
    This also explains why we have two referees frome the same country for the same game in both first and second leg: very rare.

  10. Appointments for QF's will be interesting. The referees who are still unspoken (clean sheet) after this round of 16 are Brych and Makkelie. Furthermore Kuipers, Rocchi and Turpin will certainly get a match too. We have to wait for the performances of Marciniak and Orsato tonight. Skomina and Cakir has been highly criticized in the media and will be a doubt. Let's see what the committee will decide after the draws.

  11. If UEFA is clever they could assign Rocchi-Irrati to the final and give Rocchi no further game in Champions League not to risk medial slander.
    The more risky option would be Skomina-Irrati. After more than 50 games in the competition and 2 good OFRs in which Skomina and his AR can't be really blamed (difficult offside, impossible to see handball due to fast shot) it is time for the Slovenian.

  12. Completely off-topic, but two interesting situations from Dijon-Reims in L1 last weekend, officiated by Florent Batta.

    1) The decision itself, free-kick and red card are absolutely correct, however I'd like to point out something else: it seems as if Batta doesn't whistle the foul (which would explain the protests of the players). VAR is looking at the decision (as it involves a potential red card situation and also a potential penalty situation) and then suddenly Batta dishes out RC. To me it looks as if this decision was taken by VAR himself as Batta does not initiate an OFR and he makes at no moment the VAR signal. Strange situation if you ask me.

    2) I'm having big doubts about the handball. The ball comes from a deviation from a Reims player's foot and then accidentally hits the hand. The initial shot would not have gone into the same direction, to be honest, I don't think that this is a deliberate handball. Due to the deviation, the ball is unexpected. Personally, I think that VAR was wrong to intervene here and to recommend an OFR.

    Would like to hear your thoughts about this.

    1. 1) I agree, strange handling of the situation and I don't have a good explanation. He should have at least whistled and made clear, that he saw the foul, in the first place. Maybe he wanted to know, whether it is inside or not before issuing a RC. But was it really ball-orientated and only a YC in case of a PK? Anyway, he should indicate, if he was helped by the VAR.

      2) As often with handballs, you can give it but you don't have to. VAR intervention is OK, if the referee completely missed the contact.

  13. Off-topic question here. Why is Jose Maria Sanchez Martínez appointed for UEFA Youth league game between Midtjylland and Manchester United? He was appointed for El Clasico several times and he is doing really well compared with other referees in Spain. I do not understand why he is not handling any game in EL knockout stage for example. Anyone?

    1. He only made his EL debut in December and is still listed as a Category 2 referee. In order to handle EL knockout stage matches, you have to be in Category 1.

    1. This is the second MD in a row in which we have 2 foreign referees. Last time it was Welz for AEK - Panathinaikos and Aghayev for PAOK - Atromitos.

      Greek referees were appointed to the other 6 matches. This time the only FIFA referees with a match are Diamantopoulos (UEFA 3rd) Sidiropoulos (UEFA Elite) and Kominis (UEFA 2nd)

    3. The referee program and development must be truly terrible if your league always has to bring in hired mercenaries to do what your local referee's seem not able to do. Why even have any referee's with FIFA badges in Greece if they're not FIFA level and capable?

    Ball on shoulder equals ball in hand?
    Is fouls in the goal area different from faults in the rest of the field?

    1. Because regardless of all the tech you give any referee, in the end if the person behind the monitor is simply a poor referee or the type of referee who doesn't want to go against his colleague. Any and all tech like VAR will never reach it's full potential.

  22. In my opinion the foul whistled by Marciniak as penalty for Barça, is a foul by Suarez. Gil had to invite Marciniak to rewatch the incident because FOR SURE Marciniak had not perception of the challenge once defender tried the tackle. He clearly thought that it was a classic foul. I think I can dare to say that this is an evident VAR mistake in confirming the call.

  27. One can understand Marciniak on the pitch calling this penalty, almost no faults for him, "natural decision", but once whistled here VAR must intervene and invite referee. Really disappointed by the Polish crew in VAR room, this was something too evident, and I'm sorry for Marciniak as well.

  28. I have seen 4 replays on the Suarez penalty. On 3 of these replays it looks like a penalty and on one as Chefren says it looks like a foul by Suarez. Is this enough to overturn an on-field decision? I'll let you decide.

    7. Sorry Stake but when it’s so obvious and profesionnal foul is commited by high level refus, we have to notice this with strong words. This case isn’t acceptable at all for ref as Marciniak. Benoit Bastien european season is over because of a supposed bad performance in Athens by a « great » danish low profile observer. Marciniak and his VAR must be suspended. Clearly.

    3. I am surprised that Gil, who has huge world cup experience as a VAR, did not press Raczkowski to call Marciniak for OFR. Whatever will UEFA publish tomorrow, I think we wont see Marciniak in CL anymore. It is interesting, just like last season, solid group stage and then not so good knockout faze by Marciniak.

  37. I'm sorry for Marciniak but after an excellent first period as Elite referee, in recent seasons he has been always involved in controversial decisions. The talent we knew seems to be lost. I hope not forever, but I'm really in trouble to recognize again the old Marciniak. I'm really sorry for that. He had everything to become a very, very TOP... and another question can be: how much fair is to get always trust by committee based on past good achievements?
    He is "still" 38. He should show more, if you ask me, having a potentially quite long career to spend.

  38. That's correct Chefren. I feel very sorry for Marciniak. His first year as elite was outstanding. Then after it was more avarage and not consequent in performances. Many controversial decisions and also his matches at the World Cup weren't good. Perhaps he was praised to quickly. Let's hope he will recover from this in the next seasons.

  41. The blog starts to become difficult like this. I put out a point for discussion, not even an opinion, and its shot down also immediately. As fellow referees we should be trying to determine why a decision is made. Why did the VAR not intervene? Not simply saying that it is wrong 100% and there is no more discussion.
    And yes I don't think its a penalty. But by peoples response you'd think I'd just told that this was a penalty. It's not about making excuses but trying to see what the officiating team saw and thought about the incident. I remember an interview with Collina a few years ago where he said his job was basically to determine why mistakes were made.

    1. Trying to explain what happened in VAR room, I would say that they didn't pay the needed attention to decisive replay, because, once watched, only thing to do was to call Marciniak for an OFR.
      Maybe they checked only other replays without the decisive one?
      This would be a terrible explanation... however, UEFA should write something and there they should explain why penalty was confirmed.

    The PK needed to be reviewed and the Lyon’s goal needed to be called off due to offside (not sure tho) but for a fault at least.

  47. For me, clear foul before Lyon's goal. It had to be reviewed. Indeed, Marciniak was rising star, I was thrilled about his performances few years ago. But, then he started to make mistakes, Ray HD wrote here that he had many problems in Polish league, he was nearly disastrous at WC. Then, last week he was VAR in Porto and was involved in some very doubtful situations, tonight he is far from expected level... This has to be the end of his road this year. He is going from bad to worse.

    1. Agreed, very good performance by the Italian, much much better than his previous appearance in ManU-PSG. I had the impression that he was more relaxed than usual tonight, he had not this "dictatorial" way of officiating that we've known him for. Only minus point was the missing caution for Mané at the beginning of the second half, but in the global picture, this is really just a minor factor. Congratulations, Mr Orsato!

    3. Definitely, I also meant my quick verdict without going into small details. The full picture was great. Modern refereeing, great self-presentation, good reactions, very good application of wait-and-see in advantage situation. I had the impression we see a very confident and reliable (real) elite referee.

    4. Now I am almost sure he will get an UCL semifinal. However the progess of Juventus can effect Rocchi's and Orsato's appointments a lot. I can even imagine to see that the same happen as in this round, two Italians crew for the same games in the semifinals.

    5. Absolutely agree with everything said. Two top clashes in round of 16, both done very well. Orsato is a strong candidate for CL semi-finals, even for CL/EL final, he is obviously in great form, why not to reword him with one of the finals. Although, I would be happier to see Skomina in CL finals and Orsato in EL finals.

    6. Regarding finals, I think, Rocchi has previously earned the "right" to be considered before Orsato, if he doesn't mess it up in his next matches. Everything else very possible for Orsato, I agree with that.

    1. Small number of reliable referees for UEFA, I'm afraid. Except Kuipers, almost all "safe" are error prone and most of them are not "big" names. By loosing Klatenburg, Mazic and Rizzoli 2 years ago, UEFA can be in trouble with referee announcements in most important matches.

    2. A QF for del Cerro Grande in his first CL season would be too much IMO. No issues with Skomina and Cakir, their general quality should weigh more than individual mistakes.
      I would put Zwayer in the "doubt" category, because we don't know yet, how UEFA considers mistakes, that were corrected by VAR.
      And some of the referees in the "safe" category could also get a direct SF.

    3. Cakir a doubt? Haha no way. I expect another 2 appointments for him. Skomina a doubt? Laughable as well. I expect either a QF first leg then direct for final or no QF and direct final.

  53. Suarez admits in a post game interview that he stepped on the Lyon players foot which caused him to lose his balance. But he follows it up by saying that it is the referee who has to decide and that is why VAR is there.

  54. About the possible technical problems with VAR, this would be the second situation in a really short time. As they managed to report the penalty in del Cerro game, they could have found a way to communicate with Marciniak, in case, yesterday. This time we must wait for an official statement by UEFA, this source is not reliable in my opinion.

    3. So VAR was normally used to confirm Marciniak’s PK decision. Statement is now clear : Raczkowski is uncompetent or biaised. I hope for him this is the first way. Unacceptable at this level. Unvelievable statement by uefa.
