Very, very nervous 1H. Valeri is extremely lenient, but only consequence of this is more and more disrespect from the players. And in the end there was a confrontation that he wasnt able to stop at all. Maybe Italian colleagues will know better, but on TV it looked like he whistled the end one minute earlier.
Now SYC for Ibrahimovic, replay showed that it is maybe a bit harsh for reckless challenge IMO, SPA maybe ? In any case a call Valeri can be backed for, but his late whistle indicates that he was either unsure or advised by AR2

Ibrahimovic's foul clearly isn't reckless IMO - just careless tripping. I also don't think, it's SPA, because there are enough defenders behind the ball - but that's not so clear and also depends on the general interpretation by the referee and in the competition.

Bad mistake by Sian Massey-Ellis in WBA v MCI. Wrong offside decision that she makes worse by putting the flag up early. Referee rightly allows play to continue and a goal is scored before blowing offside. VAR corrects and awards the goal. A bit messy because some West Brom players stopped when they saw the flag go up. Not often you see her make a mistake like that.

About Valeri, hopefully he will recover soon from this injury, but this was also the result of a very busy period for him, with many appointments for important games in recent times. I think that yesterday he was very good overall, but it happened again that he had to use VAR to assign a penalty. Unluckily he had something like 5 VAR reviews in three of his recent games (Sampdoria - Inter in serie A, Juventus - Napoli Supercoppa and yesterday) that is not a good signal. For most of the situations he can be excused because the incident, especially handballs in previous games, were difficult to spot, but for sure without VAR and the vital help from video officials, he couldn't have got all these big games in a row, because he had made various crucial mistakes. His recent form has been oustanding in all aspects, but with a minus regarding penalty area incidents. Regarding Ibrahimovic - Lukaku incident, today some news are reporting what they said (especially Ibrahimovic) each other, and one can't definitely accept that. I wouldn't like to report these words, personal insults involving parents. In my opinion both should have sent off with a straight red card, even more if Valeri heard what they were saying (and it seems so, but I can't be 100% sure) but the "modern refereeing", we know, wants to see always players on the pitch at all cost. This is something I don't like. Having said that, I'm sure that a younger different would have shown RC to both, and I would have appreciated that. However, honestly admitting that I didn't like Valeri when he issued only YCs, I have no problems in admitting he won the control of the game. It is a question of points of view. Regarding Ibrahimovic second YC I tend to agree with Philipp and I had some doubts about the reckless nature of the foul (more careless), but I must report that in Italy this decision was fully accepted... let's also say, after all the show made by the Swedish this was maybe something one could have expected (being off for second YC at the next foul in all cases). Last but not least: now with Valeri injury Rizzoli is in a big trouble for the next top games, a couple of big derbies are about to be played on next weeks, Juventus - Inter X2 in coppa Italia semifinals (first and second leg), another Milan's derby in serie A, Napoli - Juventus in serie A, Juventus - Napoli from the early matchdays to be played after an appeal, Juventus - Roma.... The situation of Italian FIFA referees is the following: Marco Di Bello in very good form but he already handled 4 or 5 top clashes, he can't do everything. Daniele Doveri got Inter - Juventus and he did well, an option for a couple of games, but he can't handle Lazio and Roma. Michael Fabbri: out from the big games by months since his extremely bad performances, it is difficult to see him again, but I must say he did finally well in the last two games he handled in A (stll not enough, though). Marco Guida: injured. Massimiliano Irrati: bad form. Fabio Maresca: bad form. Maurizio Mariani: a name that can be considered for important games, he did well recently in Milan - Atalanta, like Doveri, he can't handle Lazio and Roma. 1/2 Maurizio Mariani belongs to Aprilia's AIA department (province of Latina) but basically he is from Rome, born in Rome and maybe he also lives there (I don't know this info exactly), for this reason he can't handle both teams from Rome, like La Penna, Valeri and Doveri. Also, despite of being in a different province, the city of Aprilia is indeed very close to Rome. Mazzoleni is from AIA Bergamo, the city of Atalanta, so he could handle Inter and Milan, teams from the city of Milan. The criterion is the different province. So Mazzoleni is not allowed with Atalanta. However the committee headed by Rizzoli is working to break some rules, for example, Fabrizio Pasqua, who is referee from another small refereeing department in Lazio's region (Tivoli) couldn't handle (at least on paper, but let's remember all these are just UNWRITTEN rules) Lazio and Roma, but he was appointed once as main referee for Lazio and very likely he will officiate Roma soon as well. The problem is that Italian fans don't want to accept that, otherwise all these unwritten rules would have been already cancelled. About Chiffi, at moment he is in my opinion in a good development but he needs time before being appointed for top games, as it was for Pairetto, his early seasons in serie A had been very poor with very controversial games, but recently he has managed to convince for a quite long time and I would say yes maybe in future he will officiate a few big games, but it must be very gradual. Still, not stuff for becoming FIFA referee if you ask me, but better than Pairetto (my opinion).
2/2 He has gained a certain personality that was missing in past, but time must pass before being sure. Pasqua in my opinion can't get more than what he is reaching at moment because he has very clear technical limits. I will not write all the mistakes he made recently, but it is clear (again, just my opinion) that he is not ready for big games. He looks always to be too much "relaxed" on the pitch, and doesn't seem very "sophisticated" like I would like to see a top referee. Too late for him for FIFA badge, but he absolutely never got close to that. La Penna was about to become FIFA referee from this year but then something happened, as I already wrote on the blog. Without opening a discussion on this chapter, I think indeed at moment he is the best NO FIFA referee with a chance to get something more. 1983 born, not so much young, but still with a hope to get badge in future. He started to handle big games in recent months and he did overall very good. But then Juventus - Fiorentina came, and this game was the first serie A nightmare for him. He distinguished himself for being excellent in his first and second season in serie A. So, a hope for the future. Regarding Abisso, I must say after a long observation of him, I'm rather disappointed than satisfied. He shows very often quite good performances, but then he also makes very evident mistakes and looks to be mentally far away from the game. Maybe you remember Fiorentina - Inter in 2019, a game that was terrible for him, with a mistake in front of VAR monitor and then the committe was extremely disappointed. The subsequent years were overall good for him, but committee appointed him only in low profile games, then at the beginning of this season he disappointed again in some games with evident mistake, and, most important, lack of consistency in his decisions. Very often, that's my point of view, it seems as he whistles and takes decisions based on what he sees without having memory of the background of the game, the value of each decision must be compared to what happened before. Also, very often he is missing in easy things like injury time and so on. I hope he can improve in future but for me it is rather NO FIFA stuff, despite of the fact that he is surely the second candidate after La Penna, at moment, no doubts. To complete the analysis with the remaining no FIFA referees of former CAN A Panel, Manganiello for sure has no chances to get more than regular low-profile games in serie A, and he can be already satisfied of that. Antonio Giua on the other hand has been the biggest disappointment for AIA in recent times, considering the expectations on him...
My fault, I forgot to talk about Piccinini, your question is welcome! Well, I agree with you, he can be an interesting name for the future, regarding the age he is 1983 born (same as La Penna), but still missing in experience, this season has been quite good so far with only one negative game, or, to say it better, wrong crucial decision, a missed penalty in Inter - Parma some months ago that led to many discussions. Apart from that, he has been always regular. I think in this second part of the season we will know more about his future, to have a chance for FIFA badge he should go very quick. And yes, he seems to be a very natural referee, with a good style, I hope he will confirm that. Meanwhile, Pairetto with a very challenging Coppa Italia semifinal, with some crucial decisions taken: a RC for DOGSO, at least supportable, and a correct penalty. In addition, a quite good card management. I must say this is his best season since he joined serie A referees panel. We will see his next games.

I can't find any reason for KNVB to dismiss the RC. Absolute SFP, never a VAR intervention.
Sorry, but you can't properly ensure the players' safety on the pitch with such RC forgiven. It's just a stonewall sending-off, in any championship or tournament.
OK, if we only look at the contact, it's SFP. But the white player plays the ball in a completely normal way - which is not dangerous itself. And the danger and the contact is only caused by the blue player. Therefore I actually don't like RCs for such situations. However I agree, that it's hardly a clear mistake and therefore no VAR stuff. In the RAP, I would expect a 7 or 8 on the UEFA scale.
IMO there are arguments for both sides, taking into consideration the dangerous contact (RC), but also the presence of the Ball (YC). In both ways, nothing the VAR should intervene for, in my view. In the end, I actually like the decision, as the contact is very hard and somehow endangers the health of the opponent.
With regards to Philipp's point re. RAP - this incident seems to be carbon copy of the CHEVAL incident (ref: Çakır), which they evaluated as a 'NINE', ie. a clear red card; this surprised me as like Philipp I expected 7/8 from UEFA.
Maybe it's just me - do you not think such incidents are much more common nowadays (there was one in SVKITA WC10 eg.), compared to years past?
Astonished by the opinions I read here. This a clearly and plainly wrong decision... Luckily the Dutch FA’s disciplinary board recognized that and dismissed the sanction. It’s typical of many bloggers here to assess only the contact, and not the context. In this case there’s only one to ‘blame’ for the contact and that’s, as Philipp stated more than justified, the blue player. The white player can do NOTHING to avoid this contact (except for staying the dressing rooms). A completely normal playing of the ball, while the blue player simply is too late. So CLEAR mistake to award the RC and VAR should have intervened here (what is confirmed by Dutch FA in the meantime). Understanding football, very important for top class referees

Positively impressed by Luca Pairetto's performance in the Atalanta v Lazio game. Strong law-enforcer type of a referee.
In the first half, he issued four yellow cards for reckless challenges, no one can complain about any of those (most likely another one for reckless stamp was missed in the 32nd minute).
In the 53rd minute, Atalanta player was awarded a straight red card for DOGSO-outside the penalty area. Initially, I felt ambiguous about this call, but after looking at replay it has became clear that Pairetto (and maybe also Alberto Tegoni) was right in his evaluation. He / they made a great still frame of the incident, well done!
In the 61st minute, penalty kick for clumsy tackle was awarded in favour of Atalanta. Not much to say about it, just an ordinary careless trip.
Later on, several minor penalty appeals were rightly rejected by the ref but THE highlight of this high-class performance was the brilliantly suppressed mobbing in the 88th minute - great mimics and body language here, it reminded me a bit of Gianluca Rocchi's way of controlling the games.
To sum it up, a very good performance in a quite challenging game. Surely, the chances to become a trusted AIA and, who knows, maybe also FIFA-listed referee in the future have risen for Luca Pairetto this evening!
The story of Pairetto is quite funny. As a former Serie A Panel referee, he would be in his fifth year of top league. In the last seasons he was very controversial since his performances were often a nightmare, even in the easiest Serie A matches for which he used to be appinted. He used to make huge mistakes and had a very rough attitude towards players, that prevented him from handling top teams. For this reason, he regularly risked being demoted at the end of every season but the Committee always gave him another chance. Since last year, he started showing a completely different way of managing the players and appeared to be less nervous on the pitch. Fun fact, this instant change in his performance happened when he stopped keeping his head bald and he started growing hair. Incredibly, since then he's been showing very solid performances, and after months of clear improvement the Committee appointed him for today's big match, which is for sure Pairetto's most important appointment so far in his career. However, I don't believe he will ever get FIFA-listed, as he has obvious limitations. But if he continues like this, he will have the chance to become a trusted non-FIFA that can be appointed for any match, as it happened to experienced non-FIFA refs like Calvarese and Giacomelli in recent years.
Biggest match was played in Croatia today,beetwen Dinamo and Hajduk. Altough Dinamo won 3-1,after the match they issued a statement in which thy complained about performance of Mario Zebec and they called out entire refreeing organization and some other refs like Bebek,Strukan and others.
There are 3 decisions that are talking point here in Croatia;
1st potential penalty,he even went to VAR monitor to look at it himself:
The first penalty appeal is indeed a very tricky incident because we have both: exaggerated fall and impeding the progress of an opponent. Then, we have to assess who created the contact and what was the likelihood of reaching the ball for attacker.
The second penalty appeal is a borderline incident where either call would be equally acceptable, imo.
Finally, it's a mandatory red card for DOGSO. I can't find any argument in favour of a YC-only decision.
IMO very brave and supportable decisions. The 2nd situation looked the most suspicious to me, I think maybe a penalty would be a better call but it is not VAR material. Also anyone who watched the game could see that overall foul criteria was lifted really high, which is very important potentially for the 2nd situation.
The problem here is not Zebec, it is criteria that is too different on so-called small and big games. We discussed Pajač few days ago, who whistled for any kind of element and now we see style "I dont whistle if it is not 100% clear mistake not to whistle".

2.No VAR intervention, no penalty, slight contact with the body or by the hand, play on ...
3. Would be RC if attacker had control of the ball, but goal keeper was on the ball first and it was to fast ball for attacker, only supportable decision is YC...
So for me all three decision supportable and correct.
1 - no penalty, the slight contact isn't enough. 2 - no penalty, normal amount of physical play, however, PK wouldn't be wrong as well. 3 - for me, the most tricky one. In the moment of the foul, the GK doesn't have the ball, but actually the attacker is also not in control of the ball. Both decisions would be acceptable.
To be honest, I have problem in understanding your reasoning about the lack of control of the ball in the 3rd scene.
The law states that we should consider: - distance between the offence and the goal, - general direction of the play, - likelihood of keeping or gaining control of the ball, - location and number of defenders.
In my opinion, the above situation ticks all the boxes as the ball literally falls at attacker's feet and at the moment of foul the goalkeeper is nowhere near the scene.
New INFO Referreing committee gave their opinion about the game. 1)blatant pk, clear mistake, correct VAR intervention to call for OFR 2)no foul, the intensity is not enough, good call and correct no VAR 3) YC is the correct decision because the player doesnt have the ball under his control and it is fast so he probably wouldnt have reached it.
Personally, I struggle to see how a refereeing person can defend a YC at 87'. Sure, there are SOME arguments that exist against a RC (otherwise, a RC would have been given) but in my opinion it our job in refereeing to determine which arguments are valid and not.
In that situation, I can't see any VALID reasons to defend a no RC call, besides that the attacker's lack of control makes the scene LOOK like less of a DOGSO (to non-refereeing people).
Of course I don't wish to impose my view on everybody, but for me it's a shame that the question nowadays is "can I avoid a RC" and not "is this a YC or RC?". In the recent RAP we learnt that not all headbutts are an automatic RC...

Aside from the mistakes that have happened and will happen. In what normal organization (CROATIAN FOOTBALL ASSOCIATION- REFFERE DEPARTMENT is not) is it allowed for the OBSERVER of a match in which he has participated to publicly comment on the match and the referee's mistakes in the media? If it wasn't funny it would be sad. The first to be punished is him and the one who allowed it.
@FELIXAU: it is called "right of free speech" :-) however, I agree with you, that it was in this case very problematic. Maybe the observer himself should have waited with any interview until the statement of the referee department was published and then just refer to their statement...but as some observers, and i think this is in every country the case, tend to see themself as the "key to ultimate wisdom" they must sometimes feel the need to clarify how good they were back in the day and how much their "knowledge" is needed today. I as an active referee up to top 1% in my country always prefer the brilliant analysts rather than brilliant "veteran-showman" how still assess like back in their old top-division days in the 80s when the balls and shoes were made from leather and they played with sweepers and the assistant-referees were called "linesmen"...

OT: KNVB announced that Franca Overtoom has been appointed by FIFA as assistant VAR during the Women's World Cup in 2023. They also say in the article that FIFA has only selected women for the 2023 World Cup. That means I guess that FIFA decided on list for Woman World Cup year earlier and that only female VARs will officiate at World Cup.
It seems that last week FIFA added VAR and AVARs to the candidates list for WWC 23. According to twitter, retired Canadian ref Chenard has been added as a VAR candidate, although she is not on the her country's FIFA VMO list.
Good VAR intervention in DOSGO situation. The VC RC is fully correct, and how you must deal with it, no room for tolerance (unlike e.g Orsato in United-PSG CL MD6).
My compliments to Marco di Bello, who is in my eyes the top performer in Serie A this season.
@Mikael Di Bello was looking only at the foul, missing the position of the ball so he couldn't make the DOGSO assessment.
It was a very dificult game for Di Bello and having watched it, I must say he was not at the best like other games. Extremely challenging context, but he suffered this game. Many protests from both teams from beginning, a quite difficult acceptance for the referee. There was a possible (in my opinion clear) penalty in first half, after a save by Fiorentina's keeper, but VAR didn't intervene maybe because offside (it wasn't shown, so it is not clear). Keeper deliberately tried to stop opponent by arm. Then, a very clear foul before 1-1 by Torino was missed, but this was not in the APP, a few before that, so VAR couldn't intervene. In addition, not a very strong approach by referee. The only good thing is the RC for violent conduct, and yes Mikaeal, if you are curious about that, indeed some peple are critizicing it because they say opponent made a quite clear simulation, pretending to have been hit with more force...
For me the DOGSO is not that clear, because I don't think it's clear that the attacker would get control of the ball without the ball. I think, he would hardly reach it before it bounces on the ground. Afterwards he could try some difficult volley kick - if he waits longer, the GK will be there. So the YC is supportable for me, so I wouldn't have expected a VAR intervention.
The headbutt isn't more intense than the examples in the RAP, where UEFA supported a YC. But surely also not wrong to give a RC - especially if it's useful for the game manageement.
IMO those are 2 quite clear RCs. The DOGSO scene is exactly where I like VAR interventions, taking into consideration that the referee missed the exact position.
I agree with Phillip S about the recent RAP (headbutt), I think UEFA want rather a YC than a RC for this action, with which I disagree. If the ref gave only a yellow for it, they don't want VAR to intervene. Also, I don't quite understand this head-to-head behaviour. I have never seen it in real life, two people doing that if they have a problem. Has this been a thing for a long time or has this behaviour 'risen to popularity' in football recently?

According to Haber, a Turkish newspaper, FIFA referee Cuneyt Cakir has been approached to move to Saudi Arabia and referee there.
The Saudi Arabian Football Federation has supposedly offered 44-year-old Cakir 500,000 dollars for one season. It is equivalent to 7-8 times of Cakir’s annual earnings in Turkey. It is believed that Cakir is currently thinking about the offer.
Good intervention in my eyes, it's a quite clear DOGSO for me as the other defender around was a bit away on the right, while the attacker was running to the net in the other side.

Good performance by Michael Oliver in Arsenal-Manchester United. Nice feeling for the game and sharp line in card management(especially SPA), referee wasn't really challenged in this game.
IMO Croatian referees committe lost their credibility within refereeing community. Just like at the begining of the last season second half, some clubs made public complaints on referee decisions on their matches, and only two matchdays have been played. And again, just like last season, we have the same reaction by committee - Mario Zebec and Igor Pajac (for their mistakes as referees, penalty decisions) as well as Marko Matoc who was VAR at Pajac's game are all suspended until further notice!?!?!?! Yes, mistakes happened, but to suspend three referees until further notice, each for one mistake on one match, is shameful.
1) RC for SFP. VAR intervention required for my taste. The player sees the opponent all the time, so kicking him in the head is excessive force. 2) Penalty + RC for DOGSO. Correct VAR intervention. Surprising that initially the referee didn't even book the player. 3) RC for SFP. VAR can defend himself by saying the replay didn't show the exact moment of contact, so no proof there. On the other hand, it's easy to deduce: studs-up tackle above the ground, the ball slightly played but then a serious contact above the ankle.
1) Penalty + YC. VAR intervention required for my feeling of how refereeing should look like but we know that with regard to pushing and charging VAR is not expected to intervene (why not?). 2) RC for SFP. Missing VAR intervention for me. Strong studs contact above the ankle.

Overall: difference between this SC in difficulty and Makkelie's last year is chasmic; regardless, simply a very good performance by Orsato in this game; a pleasure to watch!
Thanks for the clips! To be honest I think Orsato should have seen by himself that it wasn't a penalty for handball, a replay shows that he had a perfect view on the incident. Maybe wrong call by AR1? Also, after the change of decision, it is interesting to see the "typical" Orsato managing the dropped ball restart of the game. He looks like one who is wondering: "What the hell I'm doing there? I'm wasting my time" A small hint of snobbery, if you allow me to say that, without a real negative meaning, he has always had that in his whole career, it was by far more visible many years ago. About the goal allowed after VAR, I think indeed VAR intervened, impossible to see for AR1, who was far from the line when ball entered, but can we sure that it was 100% goal? Let's remember that the ball must be entirely in, when ball is in the air and not on the ground it is always impossible to understand and one can be deceived. The YC for simulation is something excellent.
I really like the simulation call, very good. What I do want to point out: the positioning of Orsato at the penalty wasn't good. He started too late and wasn't in position to judge. Also, I don't like the way how he makes the 'VAR-signal.'
That chilled VAR signal is a clear example of what Chefren said about Orsato's attitude sometimes :) Like "Am I wasting time?". It is just part of his personality on the pitch but in reality he is extremely thankful for the opportunity he had to officiate such an unconventional match.
IMO 18' - Clearly correct, but he could have spotted that himself. 62' - I'm not sure if the ball was ENTIRELY in, but extremely difficult to assess. 82' - Correct decision. BONUS - Simply amazing, great management.
Terrible decision to cancel penalty in 31'. The ball has been slightly played but it seems they focused only on it, missing a clear contact caused by trailing leg... Amateurish
Careful! You'll become a target for those who hold the misguided idea that referee's are "untouchable". They falsely believe that referee's should never ever be talked about. That referee's should never be questioned. That referee's can do no wrong. That all decisions taken by referee's MUST always be viewed as "SUPPORTABLE". No matter how obviously wrong the decisions are. And suggesting that a referee be held accountable (suspended) is the ultimate form of insult you could ever suggest. Transparency and accountability are considered a curse words to them. Secrecy and confusion is the refereeing world that they chose to live in.
IMO 1) Simply wrong for me (and never a VAR intervention), the contact is with the trailing leg.
2) More difficult for me. Taking into consideration the bad camera angle, I can't come to a final conclusion, however, the decision seems okay to me.
One note: Every human can make mistakes. Maybe he was just a bit inattentive when reviewing für first scene. One cannot deny the fact that those mistakes shouldn't happen, but I don't see a reason to justify a "long suspenion", although our 'Sheriff' might has an other opinion.
I am going to post clips of better quality later on today but (I watched the game live) in the second scene it's attacker who kicks defender, not other way round.
And about suspension @Unknown speaks about, I can understand him. The referees have VAR to avoid big mistakes. And if you make a dead wrong call after watching replays it tells something about your ability to work with VAR. But if you make two dead wrong calls after watching replays, you should ask further questions that are not so nice for the referee involved.
My understanding is that Sampaio signals "goal". But then for some reason unknown to me cautions the offending player. VAR then intervenes and Sampaio is sent for an OFR. After the OFR, Sampaio disallows the goal, takes back the caution and gives a Red Card.
The worst thing for me is that Sampaio has an ideal view of the incicident. As you can clearly see in the video, Sampaio actually begins to raise his whistle. As if he was go to call what he had just seen happen. But nope, Sampaio "wusses" out and goes with the easy non problematic decision (goal). This IMO is one of the most egregious and unforgivable failures that I've ever seen. This is an unacceptable "miss" for a FIFA level referee. Imagine if VAR was not in use?
Sampaio only delays his whistle in penalising the offence for following VAR protocol correctly, to wait until the ball is the net, before penalising the Vasco da Gama player (you can see that in his gestures and mimics after blowing his whistle).
On a 'perception-expectation-recognition' level such a brutal attack like that is very rare and unexpected, so it's not surprising that he didn't really perceive how dangerous that foul was - especially given a player was in his way a bit.
It goes without saying, a correct VAR intervention to annul the caution for a dismissal; that is what it is there for! I hope the Vasco da Gama player receives a long ban for this extreme act of SFP.
Of course, it is much easier to use the 'hashtags' you did (please refrain from that in the future) than actually trying to analyse and work out WHY a referee has taken a certain decision.
With all my respect Michael but the situation was completely different - I watched the game live. The referee first signalled for a goal and pointed to the center. The players of Vasco were cellebrating for almost 1 minute. Then Sampaio saw the horrible marks on the face of the goalkeeper, got scared and disallowed the goal and showed a yellow card. After the VAR intervention he changed to red. My explanation - and it is comletely without any proofs - Sampaio saw the foul in the beginning but still decided to signal for a goal because I suppose that it is very important that a grand like Vasco does not get relegated. But when he saw the actual injury he got scared and decided that it is too much. In any case absolutely unaccetable actions by any referee not to mention the FIFA badge.
The "why" is something that Sampaio needs to reflect on during a very much deserved suspension. Because I don't care to pick apart Sampaio's brain to find out the "why". I'd prefer it, and it be easier if Sampaio did us all a favor and discussed his "why" openly and honestly.
Wisla Krakow - Piast Gliwice 2) Very interesting clip. The defender puts his leg in the way of the strike (=trip!?). A few milli-seconds later, he gets the ball. I think a PK is not wrong at all. How was the feedback from fans and media on that one?
The feedback from fans was that the referees 'robbed' Wisła Kraków which was winning 3-0 to loose this game 3-4. The opinion of majority here is that the first penalty was correct and was wrongly cancelled (trailing leg) and that the second penalty was wrong and was wrongly upheld (attacker kicks defending player). Both decisions against the home team that has many fans in Poland.
Our head of refereeing, Zbigniew Przesmycki perfectly described such type of incidents in the past:
"The methodology of making a call in cases of such type of incidents is following:
- if the ball moves in the opposite direction of a defending player who puts the leg between the ball and the leg of an attacking player, it's tripping by defending player;
- if the ball moves in the direction of a defending player who puts the leg between the ball and the leg of an attacking player, the referee should assess the incident as careless kick by the attacking player"
Here the ball clearly moves in the direction of players, so it's a careless kick by attacking player according to it.
1) YC for me, no contact that it worth to be classified as SFP. 2) Completely correct, no signifcant contact at the legs. 3) No PK for me. 4) Correct, but he could have spotted it himself. 5) In the end it's correct, but the referee should have given a penalty at first (without VAR) because this handball is quite significant.

Zbigniew Przesmycki confirmed that both Jakubik's decisions and first Stefański's intervention were wrong and should not have place in a match with VAR in use.
Pfeifer is a former 2.Bundesliga referee (18 matches 2018-2020), who specialized as VAR before the current season - or in other words was taken from the referees list. Lossius is a former 3.Liga referee (36 matches 2016-2020) and now a specialized AR in the 2.Bundesliga. Both only work as VAR/AVAR in 2.Bundesliga.
It's possible, that Rafalski will be promoted to 1.Bundesliga as AR - however her referee career in men's football has ended after last season.
I agree with David. The wording of the law supports a red card, but I don't think the spirit of the law really does. As I (subjectively) understand the spirit of the 2016 law change, it can be described as "eliminating the harsh punishment of a send-off for a defender who was *trying* to play fairly and honestly." This describes Luiz's foul, in my opinion.

Very, very nervous 1H. Valeri is extremely lenient, but only consequence of this is more and more disrespect from the players. And in the end there was a confrontation that he wasnt able to stop at all. Maybe Italian colleagues will know better, but on TV it looked like he whistled the end one minute earlier.

DeleteBad mistake by Sian Massey-Ellis in WBA v MCI. Wrong offside decision that she makes worse by putting the flag up early. Referee rightly allows play to continue and a goal is scored before blowing offside. VAR corrects and awards the goal. A bit messy because some West Brom players stopped when they saw the flag go up. Not often you see her make a mistake like that.

About Valeri, hopefully he will recover soon from this injury, but this was also the result of a very busy period for him, with many appointments for important games in recent times.
ReplyDeleteI think that yesterday he was very good overall, but it happened again that he had to use VAR to assign a penalty. Unluckily he had something like 5 VAR reviews in three of his recent games (Sampdoria - Inter in serie A, Juventus - Napoli Supercoppa and yesterday) that is not a good signal. For most of the situations he can be excused because the incident, especially handballs in previous games, were difficult to spot, but for sure without VAR and the vital help from video officials, he couldn't have got all these big games in a row, because he had made various crucial mistakes. His recent form has been oustanding in all aspects, but with a minus regarding penalty area incidents.
Regarding Ibrahimovic - Lukaku incident, today some news are reporting what they said (especially Ibrahimovic) each other, and one can't definitely accept that. I wouldn't like to report these words, personal insults involving parents.
In my opinion both should have sent off with a straight red card, even more if Valeri heard what they were saying (and it seems so, but I can't be 100% sure) but the "modern refereeing", we know, wants to see always players on the pitch at all cost. This is something I don't like.
Having said that, I'm sure that a younger different would have shown RC to both, and I would have appreciated that. However, honestly admitting that I didn't like Valeri when he issued only YCs, I have no problems in admitting he won the control of the game. It is a question of points of view.
Regarding Ibrahimovic second YC I tend to agree with Philipp and I had some doubts about the reckless nature of the foul (more careless), but I must report that in Italy this decision was fully accepted... let's also say, after all the show made by the Swedish this was maybe something one could have expected (being off for second YC at the next foul in all cases).
Last but not least: now with Valeri injury Rizzoli is in a big trouble for the next top games, a couple of big derbies are about to be played on next weeks, Juventus - Inter X2 in coppa Italia semifinals (first and second leg), another Milan's derby in serie A, Napoli - Juventus in serie A, Juventus - Napoli from the early matchdays to be played after an appeal, Juventus - Roma....
The situation of Italian FIFA referees is the following:
Marco Di Bello in very good form but he already handled 4 or 5 top clashes, he can't do everything.
Daniele Doveri got Inter - Juventus and he did well, an option for a couple of games, but he can't handle Lazio and Roma.
Michael Fabbri: out from the big games by months since his extremely bad performances, it is difficult to see him again, but I must say he did finally well in the last two games he handled in A (stll not enough, though).
Marco Guida: injured.
Massimiliano Irrati: bad form.
Fabio Maresca: bad form.
Maurizio Mariani: a name that can be considered for important games, he did well recently in Milan - Atalanta, like Doveri, he can't handle Lazio and Roma. I expect him at least in a Napoli - Juventus, let's see.
Davide Massa: bad form after Fiorentina - Inter in coppa Italia, but maybe differently from the other names he can recover for the next weeks.
Daniele Orsato: OK, he can't handle everything :) and he is still out from Internazionale's games since 2018, when he did that mistake by missing a second YC... incredibile that he didn't handle again this team in about three years.
Paolo Valeri: injured.
The experienced, NO FIFA, options: Giacomelli and Calvarese, both with a derogation in this season, but not at the top as well.
So, we will see the next choices... sorry if I was too long, maybe somebody will be interested in this read.

DeleteMaurizio Mariani belongs to Aprilia's AIA department (province of Latina) but basically he is from Rome, born in Rome and maybe he also lives there (I don't know this info exactly), for this reason he can't handle both teams from Rome, like La Penna, Valeri and Doveri. Also, despite of being in a different province, the city of Aprilia is indeed very close to Rome.
Mazzoleni is from AIA Bergamo, the city of Atalanta, so he could handle Inter and Milan, teams from the city of Milan. The criterion is the different province. So Mazzoleni is not allowed with Atalanta.
However the committee headed by Rizzoli is working to break some rules, for example, Fabrizio Pasqua, who is referee from another small refereeing department in Lazio's region (Tivoli) couldn't handle (at least on paper, but let's remember all these are just UNWRITTEN rules) Lazio and Roma, but he was appointed once as main referee for Lazio and very likely he will officiate Roma soon as well. The problem is that Italian fans don't want to accept that, otherwise all these unwritten rules would have been already cancelled.
About Chiffi, at moment he is in my opinion in a good development but he needs time before being appointed for top games, as it was for Pairetto, his early seasons in serie A had been very poor with very controversial games, but recently he has managed to convince for a quite long time and I would say yes maybe in future he will officiate a few big games, but it must be very gradual. Still, not stuff for becoming FIFA referee if you ask me, but better than Pairetto (my opinion).

DeleteHe has gained a certain personality that was missing in past, but time must pass before being sure.
Pasqua in my opinion can't get more than what he is reaching at moment because he has very clear technical limits. I will not write all the mistakes he made recently, but it is clear (again, just my opinion) that he is not ready for big games. He looks always to be too much "relaxed" on the pitch, and doesn't seem very "sophisticated" like I would like to see a top referee. Too late for him for FIFA badge, but he absolutely never got close to that.
La Penna was about to become FIFA referee from this year but then something happened, as I already wrote on the blog. Without opening a discussion on this chapter, I think indeed at moment he is the best NO FIFA referee with a chance to get something more. 1983 born, not so much young, but still with a hope to get badge in future. He started to handle big games in recent months and he did overall very good. But then Juventus - Fiorentina came, and this game was the first serie A nightmare for him. He distinguished himself for being excellent in his first and second season in serie A. So, a hope for the future.
Regarding Abisso, I must say after a long observation of him, I'm rather disappointed than satisfied. He shows very often quite good performances, but then he also makes very evident mistakes and looks to be mentally far away from the game. Maybe you remember Fiorentina - Inter in 2019, a game that was terrible for him, with a mistake in front of VAR monitor and then the committe was extremely disappointed. The subsequent years were overall good for him, but committee appointed him only in low profile games, then at the beginning of this season he disappointed again in some games with evident mistake, and, most important, lack of consistency in his decisions. Very often, that's my point of view, it seems as he whistles and takes decisions based on what he sees without having memory of the background of the game, the value of each decision must be compared to what happened before. Also, very often he is missing in easy things like injury time and so on. I hope he can improve in future but for me it is rather NO FIFA stuff, despite of the fact that he is surely the second candidate after La Penna, at moment, no doubts.
To complete the analysis with the remaining no FIFA referees of former CAN A Panel, Manganiello for sure has no chances to get more than regular low-profile games in serie A, and he can be already satisfied of that. Antonio Giua on the other hand has been the biggest disappointment for AIA in recent times, considering the expectations on him...

Well, I agree with you, he can be an interesting name for the future, regarding the age he is 1983 born (same as La Penna), but still missing in experience, this season has been quite good so far with only one negative game, or, to say it better, wrong crucial decision, a missed penalty in Inter - Parma some months ago that led to many discussions. IMO clear red card. With this kind of contact there's a huge risk of injuring the opponent.
I can't find any reason for KNVB to dismiss the RC. Absolute SFP, never a VAR intervention.

Astonished by the opinions I read here. This a clearly and plainly wrong decision... Luckily the Dutch FA’s disciplinary board recognized that and dismissed the sanction.
DeleteIt’s typical of many bloggers here to assess only the contact, and not the context. In this case there’s only one to ‘blame’ for the contact and that’s, as Philipp stated more than justified, the blue player. The white player can do NOTHING to avoid this contact (except for staying the dressing rooms). A completely normal playing of the ball, while the blue player simply is too late.
So CLEAR mistake to award the RC and VAR should have intervened here (what is confirmed by Dutch FA in the meantime).

Positively impressed by Luca Pairetto's performance in the Atalanta v Lazio game. Strong law-enforcer type of a referee.
ReplyDeleteIn the first half, he issued four yellow cards for reckless challenges, no one can complain about any of those (most likely another one for reckless stamp was missed in the 32nd minute).
In the 53rd minute, Atalanta player was awarded a straight red card for DOGSO-outside the penalty area. Initially, I felt ambiguous about this call, but after looking at replay it has became clear that Pairetto (and maybe also Alberto Tegoni) was right in his evaluation. He / they made a great still frame of the incident, well done!
In the 61st minute, penalty kick for clumsy tackle was awarded in favour of Atalanta. Not much to say about it, just an ordinary careless trip.
Later on, several minor penalty appeals were rightly rejected by the ref but THE highlight of this high-class performance was the brilliantly suppressed mobbing in the 88th minute - great mimics and body language here, it reminded me a bit of Gianluca Rocchi's way of controlling the games.
To sum it up, a very good performance in a quite challenging game. Surely, the chances to become a trusted AIA and, who knows, maybe also FIFA-listed referee in the future have risen for Luca Pairetto this evening!
The story of Pairetto is quite funny. As a former Serie A Panel referee, he would be in his fifth year of top league. In the last seasons he was very controversial since his performances were often a nightmare, even in the easiest Serie A matches for which he used to be appinted. He used to make huge mistakes and had a very rough attitude towards players, that prevented him from handling top teams. For this reason, he regularly risked being demoted at the end of every season but the Committee always gave him another chance. Since last year, he started showing a completely different way of managing the players and appeared to be less nervous on the pitch. Fun fact, this instant change in his performance happened when he stopped keeping his head bald and he started growing hair. Incredibly, since then he's been showing very solid performances, and after months of clear improvement the Committee appointed him for today's big match, which is for sure Pairetto's most important appointment so far in his career. However, I don't believe he will ever get FIFA-listed, as he has obvious limitations. But if he continues like this, he will have the chance to become a trusted non-FIFA that can be appointed for any match, as it happened to experienced non-FIFA refs like Calvarese and Giacomelli in recent years.

DeleteThe first penalty appeal is indeed a very tricky incident because we have both: exaggerated fall and impeding the progress of an opponent. Then, we have to assess who created the contact and what was the likelihood of reaching the ball for attacker.
The second penalty appeal is a borderline incident where either call would be equally acceptable, imo.
Finally, it's a mandatory red card for DOGSO. I can't find any argument in favour of a YC-only decision.

IMO very brave and supportable decisions. The 2nd situation looked the most suspicious to me, I think maybe a penalty would be a better call but it is not VAR material. Also anyone who watched the game could see that overall foul criteria was lifted really high, which is very important potentially for the 2nd situation.

To be honest, I have problem in understanding your reasoning about the lack of control of the ball in the 3rd scene.

- general direction of the play,
- likelihood of keeping or gaining control of the ball,
- location and number of defenders.
In my opinion, the above situation ticks all the boxes as the ball literally falls at attacker's feet and at the moment of foul the goalkeeper is nowhere near the scene.
So still a crystal clear RC for DOGSO for me.

DeletePersonally, I struggle to see how a refereeing person can defend a YC at 87'. Sure, there are SOME arguments that exist against a RC (otherwise, a RC would have been given) but in my opinion it our job in refereeing to determine which arguments are valid and not.
In that situation, I can't see any VALID reasons to defend a no RC call, besides that the attacker's lack of control makes the scene LOOK like less of a DOGSO (to non-refereeing people).
Of course I don't wish to impose my view on everybody, but for me it's a shame that the question nowadays is "can I avoid a RC" and not "is this a YC or RC?". In the recent RAP we learnt that not all headbutts are an automatic RC...

I think Zebec and Pajač "out" for long time.
Aside from the mistakes that have happened and will happen. In what normal organization (CROATIAN FOOTBALL ASSOCIATION- REFFERE DEPARTMENT is not) is it allowed for the OBSERVER of a match in which he has participated to publicly comment on the match and the referee's mistakes in the media? If it wasn't funny it would be sad. The first to be punished is him and the one who allowed it.

Maybe the observer himself should have waited with any interview until the statement of the referee department was published and then just refer to their statement...but as some observers, and i think this is in every country the case, tend to see themself as the "key to ultimate wisdom" they must sometimes feel the need to clarify how good they were back in the day and how much their "knowledge" is needed today. I as an active referee up to top 1% in my country always prefer the brilliant analysts rather than brilliant "veteran-showman" how still assess like back in their old top-division days in the 80s when the balls and shoes were made from leather and they played with sweepers and the assistant-referees were called "linesmen"...

OT: KNVB announced that Franca Overtoom has been appointed by FIFA as assistant VAR during the Women's World Cup in 2023. They also say in the article that FIFA has only selected women for the 2023 World Cup.

FIFA recently released the list of candidates, so she must an AVAR candidate. It cannot be a final list more than 2 years before the competition!

@Mikael Di Bello was looking only at the foul, missing the position of the ball so he couldn't make the DOGSO assessment.
DeleteIt was a very dificult game for Di Bello and having watched it, I must say he was not at the best like other games. Extremely challenging context, but he suffered this game. Many protests from both teams from beginning, a quite difficult acceptance for the referee. There was a possible (in my opinion clear) penalty in first half, after a save by Fiorentina's keeper, but VAR didn't intervene maybe because offside (it wasn't shown, so it is not clear). Keeper deliberately tried to stop opponent by arm. Then, a very clear foul before 1-1 by Torino was missed, but this was not in the APP, a few before that, so VAR couldn't intervene. In addition, not a very strong approach by referee.
The only good thing is the RC for violent conduct, and yes Mikaeal, if you are curious about that, indeed some peple are critizicing it because they say opponent made a quite clear simulation, pretending to have been hit with more force...
For me the DOGSO is not that clear, because I don't think it's clear that the attacker would get control of the ball without the ball. I think, he would hardly reach it before it bounces on the ground. Afterwards he could try some difficult volley kick - if he waits longer, the GK will be there.
DeleteSo the YC is supportable for me, so I wouldn't have expected a VAR intervention.
The headbutt isn't more intense than the examples in the RAP, where UEFA supported a YC. But surely also not wrong to give a RC - especially if it's useful for the game manageement.
IMO those are 2 quite clear RCs. The DOGSO scene is exactly where I like VAR interventions, taking into consideration that the referee missed the exact position.
DeleteI agree with Phillip S about the recent RAP (headbutt), I think UEFA want rather a YC than a RC for this action, with which I disagree. If the ref gave only a yellow for it, they don't want VAR to intervene.

ReplyDeleteIMO Croatian referees committe lost their credibility within refereeing community. Just like at the begining of the last season second half, some clubs made public complaints on referee decisions on their matches, and only two matchdays have been played. And again, just like last season, we have the same reaction by committee - Mario Zebec and Igor Pajac (for their mistakes as referees, penalty decisions) as well as Marko Matoc who was VAR at Pajac's game are all suspended until further notice!?!?!?! Yes, mistakes happened, but to suspend three referees until further notice, each for one mistake on one match, is shameful.

DeleteTo be honest I think Orsato should have seen by himself that it wasn't a penalty for handball, a replay shows that he had a perfect view on the incident. Maybe wrong call by AR1?
Also, after the change of decision, it is interesting to see the "typical" Orsato managing the dropped ball restart of the game. He looks like one who is wondering: "What the hell I'm doing there? I'm wasting my time" A small hint of snobbery, if you allow me to say that, without a real negative meaning, he has always had that in his whole career, it was by far more visible many years ago.
About the goal allowed after VAR, I think indeed VAR intervened, impossible to see for AR1, who was far from the line when ball entered, but can we sure that it was 100% goal? Let's remember that the ball must be entirely in, when ball is in the air and not on the ground it is always impossible to understand and one can be deceived.
The YC for simulation is something excellent.
I really like the simulation call, very good. What I do want to point out: the positioning of Orsato at the penalty wasn't good. He started too late and wasn't in position to judge. Also, I don't like the way how he makes the 'VAR-signal.'

DeleteCareful! You'll become a target for those who hold the misguided idea that referee's are "untouchable". They falsely believe that referee's should never ever be talked about. That referee's should never be questioned. That referee's can do no wrong. That all decisions taken by referee's MUST always be viewed as "SUPPORTABLE". No matter how obviously wrong the decisions are. And suggesting that a referee be held accountable (suspended) is the ultimate form of insult you could ever suggest. Transparency and accountability are considered a curse words to them. Secrecy and confusion is the refereeing world that they chose to live in.

2) More difficult for me. Taking into consideration the bad camera angle, I can't come to a final conclusion, however, the decision seems okay to me.
One note: Every human can make mistakes. Maybe he was just a bit inattentive when reviewing für first scene. One cannot deny the fact that those mistakes shouldn't happen, but I don't see a reason to justify a "long suspenion", although our 'Sheriff' might has an other opinion.
I am going to post clips of better quality later on today but (I watched the game live) in the second scene it's attacker who kicks defender, not other way round.
DeleteAnd about suspension @Unknown speaks about, I can understand him. The referees have VAR to avoid big mistakes. And if you make a dead wrong call after watching replays it tells something about your ability to work with VAR. But if you make two dead wrong calls after watching replays, you should ask further questions that are not so nice for the referee involved.
The contribution by "Modern < By the Book" is an example of the type of comments as a blog we should think about deleting in my opinion.

DeleteMy understanding is that Sampaio signals "goal". But then for some reason unknown to me cautions the offending player. VAR then intervenes and Sampaio is sent for an OFR. After the OFR, Sampaio disallows the goal, takes back the caution and gives a Red Card.
DeleteThe worst thing for me is that Sampaio has an ideal view of the incicident. As you can clearly see in the video, Sampaio actually begins to raise his whistle. As if he was go to call what he had just seen happen. But nope, Sampaio "wusses" out and goes with the easy non problematic decision (goal). This IMO is one of the most egregious and unforgivable failures that I've ever seen. This is an unacceptable "miss" for a FIFA level referee.
Imagine if VAR was not in use?

DeleteSampaio only delays his whistle in penalising the offence for following VAR protocol correctly, to wait until the ball is the net, before penalising the Vasco da Gama player (you can see that in his gestures and mimics after blowing his whistle).
On a 'perception-expectation-recognition' level such a brutal attack like that is very rare and unexpected, so it's not surprising that he didn't really perceive how dangerous that foul was - especially given a player was in his way a bit.
It goes without saying, a correct VAR intervention to annul the caution for a dismissal; that is what it is there for! I hope the Vasco da Gama player receives a long ban for this extreme act of SFP.
Of course, it is much easier to use the 'hashtags' you did (please refrain from that in the future) than actually trying to analyse and work out WHY a referee has taken a certain decision.
With all my respect Michael but the situation was completely different - I watched the game live. The referee first signalled for a goal and pointed to the center. The players of Vasco were cellebrating for almost 1 minute. Then Sampaio saw the horrible marks on the face of the goalkeeper, got scared and disallowed the goal and showed a yellow card. After the VAR intervention he changed to red.
DeleteMy explanation - and it is comletely without any proofs - Sampaio saw the foul in the beginning but still decided to signal for a goal because I suppose that it is very important that a grand like Vasco does not get relegated. But when he saw the actual injury he got scared and decided that it is too much. In any case absolutely unaccetable actions by any referee not to mention the FIFA badge.

DeleteThe "why" is something that Sampaio needs to reflect on during a very much deserved suspension. Because I don't care to pick apart Sampaio's brain to find out the "why". I'd prefer it, and it be easier if Sampaio did us all a favor and discussed his "why" openly and honestly.

Delete2) Very interesting clip. The defender puts his leg in the way of the strike (=trip!?). A few milli-seconds later, he gets the ball. I think a PK is not wrong at all. How was the feedback from fans and media on that one?
The feedback from fans was that the referees 'robbed' Wisła Kraków which was winning 3-0 to loose this game 3-4. The opinion of majority here is that the first penalty was correct and was wrongly cancelled (trailing leg) and that the second penalty was wrong and was wrongly upheld (attacker kicks defending player). Both decisions against the home team that has many fans in Poland.

Pfeifer is a former 2.Bundesliga referee (18 matches 2018-2020), who specialized as VAR before the current season - or in other words was taken from the referees list.
DeleteLossius is a former 3.Liga referee (36 matches 2016-2020) and now a specialized AR in the 2.Bundesliga.
Both only work as VAR/AVAR in 2.Bundesliga.
It's possible, that Rafalski will be promoted to 1.Bundesliga as AR - however her referee career in men's football has ended after last season.

I agree with David. The wording of the law supports a red card, but I don't think the spirit of the law really does. As I (subjectively) understand the spirit of the 2016 law change, it can be described as "eliminating the harsh punishment of a send-off for a defender who was *trying* to play fairly and honestly." This describes Luiz's foul, in my opinion.
