    1. Who would be your alternative? I don't see many alternatives for the 5 'big' games.

      Makkelie is one of the most calm and confident refs. Natural authority, always well respected by players. That's a good sign IMO.

    1. Logical appointment. Makkelie is indeed strong, calm and confident. He is one of the few big personalities we have in UEFA refereeing. Like others he’s not faultless, but for sure one of the most accurate referees today. He makes few mistakes and rarely stands in front of the VAR monitor. And he is only 38 years old.

    On the other hand, it is significant and worrying that apparantly no other refs are fully trusted. The successor(s) are not ready yet?

  4. So I was wrong: we have Brych in a crucial game. I didn't expect him, he will be very likely the only referee not attending WC, but getting such a match. Lechner fourth official is very likely another replacement inside the German team, there has been a replacement in under 21 for Foltyn as well. Maybe something related to COVID issues happened in a German domestic game, involving several people.
    Orsato was expected in Portugal: particular to see different assistant referees, and not the classic choice with Giallatini and Preti. I think that the selection for them is still open. For such a big game, a directy play off, I would have expected the classic trio, but as we pointed out on the blog some days ago, very often Italian assistant referees are appointed differently from other countries. There are many names who are very good, Carbone and Peretti surely two of them, they would deserve WC, as well as Meli.
    Then, I think we will see Guida on next days in a game, otherwise he would have worked as VAR in Massa game. Very good game for the latter in North Macedonia, now the home-team can qualify for play-offs with a win, after having reached second place yesterday.
    Not really important game in Armenia but an opportunity of development for Letexier, with different results, Armenia could have been in contention for second place, so we can read this appointment as quite good for the French.
    Kulbakov: Greece - Kosovo, not a game for an Elite referee... but at least he gets something, there are names in a by far worse situation!

    1. Regarding Orsato, in my opinion, his designation could have been expected, otherwise a feasible alternative would have been Sweden-Spain.
      On the other hand, I am surprised that the assistants will be Carbone and Peretti. I’m not disputing their value, absolutely not! Of course Chefren, you know the “Italian referees world” better than us, but at this point, in a very important match like that, it doesn’t make any sense to change the path in this way. To me, one year before the World Cup, this can probably mean that one of Giallatini and Preti won’t be part of the WC group.
      If I had to make a prediction, in light of previous designations, I would say Giallatini and one of Carbone or Peretti.
      In addition, let me tell ya, if Orsato is often changing his assistants, maybe it means he doesn’t trust Giallatini and Preti at all. What you reckon?

Like Chefren, I also follow Italy and above all I follow Orsato (I like him as a referee), I don't think it is a question of him not trusting Giallatini and Preti, but I think more that FIFA is making '' selection ''. Orsato was assisted by Giallatini and Preti also in Italy last season in important matches.

    I can't believe that Tobar had zero reaction on that. Unbelievable how much some referees tolerate for Neymar. I know it's only the 9th minute, but perfectly undermining Tobar's reputation. At least a YC for dissent should have been given with strong presence, but I would prefer a RC for such a confrontation and deliberate act by Neymar. (I know probably 1 out 10 referees would do it, because they want to avoid spotlight what I can understand on international stage, but this is just way too much tolerance. No sanction is simply unacceptable.)

    1. I think, the ref's behavior was the right choice as he showed a strong presence and a strong behave. A red card would be simply wrong imo. A YC would be extreme in this minute. It’s a question of charisma. And with this clear gesture, a ref simply has every legitimacy to sanction every later conduct.

    2. I may be in the minority, but I agree it should be a RC. It’s great to ‘manage’ situations, where possible, but a line has to be drawn. Here the player walks from distance, aggressively and publicly arguing and deliberately makes contact with the official. Clearly trying to intimidate. For me this has to be a RC and the sooner the authorities insist on it (and support refs who do it) the better.

    1. NED - NOR was already revealed for Turpin.
      Poland - Hungary is a chance for Mateu Lahoz, indeed, but I think MD10 in Group D with France as well. In any case, the Spanish, as well as Cakir, didn't get a very crucial game.
      Cakir got a quite important Germany - Romania some matchdays ago, but nothing else.
      Just to point out an observation: both were in charge of the very discussed WC play off Italy - Sweden four years ago.
      I don't know if this can be a reason at least for Mateu in order to be kept away from a very big game, but it is likely in my opinion. One could have indeed expected him. About Cakir, we know things are a bit different than four years ago, so the same reasoning can't be made.

    2. Poland vs. Hungary will be a dead rubber - unless England don't beat Albania and Poland don't win in Andorra, which seems unlikely to me.

      And to be honest - my feeling is that UEFA (and FIFA) are now ready to, as they have for Çakır, 'phase out' Mateu :/... I hope I'm wrong though!

      11' Reckless challenge with open studs contact, YC to be given
      24' Theoretically, this is a penalty for me. The defender wants to bring the ball out of the dangerous area, loses position a bit and simply grabs the opponent's shirt. However, the referee took the 'safer' opportunity I think. Taking into consideration the whole appearance of the scene (position, little actual contact) whistling a spotkick would probably arouse more controversies.
      34' The player is really 'looking for the contact' and the falling seems exaggerated for me. But I can't deny the unclever action by the defender with no realistic chance to reach the ball properly; I would support Ma Ning.
      79' Difficult to assess the role of the ball here. The defender goes in that duel quite hazardously - he touches the ball with the right foot but with the left trailing leg he also hits the attacker I think; I would go for the penalty based on that assumption.

  12. OFR in SVN-CYP around 25' and a goal disallowed. Offside was clear, who had passed the ball not so much on live television coverage. Can you find some better replays?

    2. In my opinion still not clear who touched ball as last, but in case it was opponent, so it is backpass and therefore no offside. I don't understand based on what they surely assessed that the last touch was by teammate, in doubt they should have left pitch decision. Also, last touch is factual decision, in my opinion the OFR is not needed, if you can't understand who touched last you should only support.

Another explanation for the OFR could be that - with higher resolution images - it was clear for VAR that it was the attacker who touched the ball last —> offside, but the firm two-leg tackle was deemed an offence. The OFR being executed to let the referee decide for defensive IFK for offside or attacking DFK for the tackle (as after a check the final decision should be correct)? A bit far-fetched, but could it be like this?

    2. Dissent is the main problem here. Opening card in 5' was given for dissent after a Maltese penalty appeal was turned down. Slovakia scored the next minute.

      First SYC came 45 seconds after the break, reckless challenge. Not with any ill intentions, but high and late.

      Second SYC was for clear SPA holding followed by verbal dissent and kicking the ball away slightly twice. Rare you see two bookings for this and if this were a bigger game, many would be furious for sure.

Just now watched a short video "The weather conditions in the game between Croatia and Russia" and I really understand the difficulty of keeping this under control, then add that is crucial for qualification to WC. A day that Makkelie will not forget! These are surely the epic games, very dirty. Hope he is doing well, I can't watch.

    1. IMO penalty is the 'better' outcome: the defender isn't really able to play the ball (maybe he touches it) and hits the attacker from behind quite clumsily.
      However, I also have some doubts about VAR activity here; you could see that Letexier was a bit indecisve (not really 'wanting' it but also in trouble not giving it because the pictures seem clear).

    3. The amount of time the entire check takes says it all I think. From the moment of the tackle (43’05) to the moment Letexier makes the VAR-signal (45’45) almost 2 minutes and 40 seconds have passed. That’s quite a long time for checking a ‘clear and obvious’ situation, when no other critical aspects in the APP need to be checked.

    5. For me, even if the defender gets a little touch on the ball, this is a clear PK. So I'm in the minority here, but i think VARint was correct. Yesterday we were talking about a somewhat similiar incident that resulted in a RC. What are the considerations for no penalty kick?

    6. I rewatched the whole sequence again and there is no doubt whatsoever for me that the attacker gets to the ball and the defender does not. In the end the right decision was made IMO, but the VAR output was really bad, especially the first angle shown. In a replay at 44:30 (the second one) it is very clear, and if Letexier would have seen that angle, he would not need 10 seconds to make a decision IMO.

    3. For sure the second YC could have been managed better, of course not a wrong decision if we isolate both calls, but after the card referee would have had the opportunity to work differently.
      Also, was the action to blatant to deserve immmediately a second YC? I'm always in favor of harsh referees, definitely, but in this case, too much.

    4. The situation should be that Portuguese player puts his leg and then touches slightly the ball. Then the defender collides with his foot while walking. A foul for this reason can be whistled, but surely not enough for VAR. Serbian defender could have been more clever, I think expected decision in this situation is calling foul, but playing on is not a mistake.

  43. This is a classic example of how one, in my opinion, wrong decision changes the nature of the match. We can't blame VAR (Chefren is absolutely right), Orsato was close and made the wrong decision. This is not an ordinary match, and in the preparation of refereeing tactics, such an experienced referee must know and feel it. An example to younger referees of how one bad decision brings many more small mistakes and poor performance, in extenso.

      But having said that, tonight, despite heavy competition, the award of ‘most laughable comment of the evening’ should go to Oliver! Makkelie is one of the best European referees at the moment and should not miss out on Qatar because of a mistake he’s not to be blamed for. Actually FIFA/UEFA more or less took the blame by introducing VAR after what happened in Portugal.

    7. Makkelie’s assistant made mistake, but Orsato gave them back! They scored goal tonight from clear foul (there are 2 angles that show that). Portugal can only blame themselves because they scored in 2 min and didn’t manage draw at least, but Serbia overperformed them in La Luz and deserved to go to Qatar. Also, that annuled goal for Ireland in 94’ few days ago hmmm (Ireland manager said that it was clear and obvious goal).

    Something similar happened in the DFB Cup earlier this fall. Is the fourth official and the crew supposed to stop an illegal sub or is it up to the team not to violate the rules of the competition?

    1. In DFB Cup, there was a sixth substitution in extra time, which was not allowed in this tournament (unlike CL, I think).
      DFB decided against the team, awarding the win to the opponents. So they made clear, it is the liability of the team.
      However they also said, that it is the duty of the referee's team to check those things. And as a result the involved officials weren't appointed for some time (without any conviction though) by the committee.
      So in short: It's a fault by the referee's team, but still the responsibility of the team.

      Other associations might decide differently, of course.

    The mentioned penalty incident in Malta - Slovakia.
    It looks like a clear penalty but in my opinion the 100% evidence that player didn't touch slightly ball before, is missing.
    Otherwise expected intervention and very clear call.
    I don't whether there were other replays later in the game.
    In case the challenge is directly on opponent, in my opinion 100% clear case of serious missed incident.

    1. I would say that the defender touched the ball, but it is hard to say for sure, based on the angles we have. Unfortunately Jović didnt show with the gesture if he saw that, so we could only guess. He looked concentrated and close to the situation.

    1. From referee's excellent position it had to be a blatant holding. When such things occur perfectly in front of you, you perceive them much 'bigger'. And also I think it's more a penalty than not. The defender's action (holding) is very stupid and he gains an advantage because of that (a teammate is able to get the ball). Far from 'corruption'.

      Very difficult scene in which if you are sure the attacker played the ball you have to give a penalty. And it's up to you to decide if the replays are conclusive...

      I wouldn't like to be in VAR position there. He doesn't intervene - he is blamed for missed CLEAR foul by those who are sure the attacker played the ball. He intervenes - he is blamed for intervention because not everyone is interested in going deep into the incident and by those who simply think the replays are not conclusive.

      I am sure he was aware of how clear penalty it is in case of attacker playing the ball and not defender. And I see it like that - the attacker was successful in playing the ball and defender being late by a fraction of second kicked him => penalty. But I'm only 90% sure :P
