31th UEFA Advanced Course for Top Referees - List of Participants

This year the 31th UEFA Advanced Course for Top Referees will be held in Italy. Similarly,  new FIFA referees will attend their introductory course.

  1. Out from the Elite list: Russian officials, Kovacs, Taylor, Hategan and Oliver. While for Kovacs and Taylor the reason is known (Club World Cup) and about Hategan one can explain it with the health issues, I really don't know about Oliver, but maybe just a mistake in reporting the names.

    1. Surprised about Oliver missing don't think it would br injury. Would also explain why he and Attwell didn't get FA Cup games this weekend seeing as they would be in Italy from Sunday

    2. But saying that Pawson (Cat1) has a game in Southampton while Jones and Brooks are part of the team on Fridays game 4th and VAR.

    3. Another possibility is that Oliver will attend the CONMEBOL course as guest, so for this reason he will not be there, but I don't know when the South American course will be held, just speculation.

  2. OT: The Czech handball referees Vaclav Horacek and Jiri Novotny have been appointed to the second semifinal at every World Championship since 2011 (and it happens every second year) - with the only exception when they did the final in 2015.
    So kind of similar to Urs Meier's record in CL SFs...
    And let's be happy that UEFA and FIFA "appointers" are a bit more creative in their work. ;)

    1. Correction: Frappart is attending as female Elite referee. Also, Brisard is absent due to being VAR at CWC.

    2. The big suprises are the absences of Ricardo de Burgos (he was at WC after all) and Joao Pinheiro (it looked like there was big focus on him so far this season)

    3. João Pinheiro was planned for attending CONMEBOL Copa América Under 20 (19/01 - 20/02) so maybe for this reason he was not added on this list. It would be strange to see him out, he seems to be Portuguese nr. 2 at moment after Soares Dias.   7. Bad job for Said Martinez (HON) in the international friendly USA-COL...
    3 penalties not sanctioned by hand, 2 for USA and one for COL.
    His judgment with "hands inside the box" is very bad and poor.

    Also, when he approaches the players he looks arrogant, he doesn't speak to them, he just stares into their eyes without any words.

    You can see why he didn't whistle in Qatar.

    1. Based on the AR raising his flag, I think they called a GK encroachment and that's why the PK was retaken (though I'm not sure if it has to be called if the PK is missed without GK stopping it)

      If there's no encroachment, then the second touch by FEN13 should result in IFK.

      "if the ball misses the goal or rebounds from the crossbar or goalpost(s), the kick is only retaken if the goalkeeper’s offence clearly impacted on the kicker "

    3. By the ref authorities in Turkey, it has been mentioned as gk's stepping forward is reducing the angle of kicker and impacts the kicker.

  13. Sabri Çelik has resigned from Chairman of the Referees Arbitration Board of the Turkish Footbal Federation and replaced by Lale Orta, who was the first female referee officiated in Turkish Super League in 1999. She is the first female chairman also.

  15. I'm very surprised to see Pinheiro and Walsh out for the Winter top class referees course. Probably the absence of Pinheiro is related to his attendance (or not) at U20 Comnebol in south America, while I was feeling a special attention to Walsh as well.
    A question for all of you ? In the coming weeks considering both Europe and Conference League as well we will have many matches, so do you expect that somebody out of this list will be in any case appointed ? Like for example Pinheiro, Walsh, Stavrev or maybe some new talents of second group like as Saggi, Xhaja, LIndhout, Delajod ?

    It was a tough match for referee Jeroen Manschot. First misjudgment not given the penalty is serious. The second misjudgment in which a penalty was given is difficult to understand without seeing the video, somewhat defendable for me. (Did the keeper touch the opponent before touching the ball?)

    By the way, I don't know what Manschot's gesture after retracting the penalty means.
    On social media, there were many voices: offside?. Please someone tell me.

    The first one is pretty prevalent on social media, so I think it's a scene that many people have already seen. Obvious unsporting behavior in obstructing a throw-in by Feyenoord's keeper (Justin Bijlow). The disturbed Twente player's reaction (hitting the ball hard) was also eye-catching, but he was not punished.

    And still somewhat lucky for Manschot, the more high-profile top match had already been talking about a serious wrong dicision by Allard Lindhout. Not punish a Twente's player for an obvious handball offence, punish the very small pushing of the dueling Feyenoord's player. The most disgusting thing for me, the reason that Lindhout allowed many more violent pushers in this match, is he betrayed his own standards at the end of the match.


    In the Netherlands, arbitrage will be a big focus Feyenoord - PSV at next sunday. One weeks ago at Feyenoord - Ajax, Serdar Gözübüyük surpassed, in a good way, many people's expectations. This time perhaps Makkelie will appear ...

  21. The UEFA courses in Rome have started some days ago with a meeting for top assistant referees. Looking at some pictures, I think that they are mostly all the assistant referees for Elite and some Category 1 referees who will officiate in the major club competitions KO stage.

  23. Confirmed that Ovidiu Hategan indeed skipped the Winter Course. I wonder the reasons, the latest news are that he want to come return to the highest level. He attended at the Pre-Season Preparatory Course last summer in Frankfurt ...
