      I thought about an Elite referee because Tottenham big team in hot atmosphere like Istanbul, but UEFA has decided for Visser, experienced Category 1 who failed the big jump to Elite in recent times, but he can still get quite good games (and maybe some chances for trying again in future about the possible promotion).

  6. The big news is that there isn't any single Spanish referee in the full matchday, for sure including also video assistant referees and the ones from Nyon, this never happened before. There can be something more.

    4. That does not make any sense. Spain floods affected to a very specific area of Valencia, and other small areas of Albacete and Cuenca. The only FIFA ref (and team) that could be affected is Martinez Munuera (and he was born in Benidorm, so if he continues living there, ALC airport is not affected). Remaining FIFA referees are located in regiones not affected by the floods.
      These weekdays are scheduled some domestic matches (Queen´s Cup, etc), and LaLiga continues playing this weekend (except matches in affected locations).
      In addition, Spanish trams are playing UEFA cometitions this MD, so no sense to not send ES referees out.

  7. Is Rosetti really interested to Berka's development or is t just a coincidence that he is in Amsterdam for other reasons ? I didn't see Berka so launched to high levels. Very big match for Visser; I guess it's a strong fight between him and Lambrecht (appointed in Cl but with a less sonorous match).
    Watching at Brisard's appointment and to the absence of any spanish, I feel that Italy, Spain, French and England have at the moment a big gap below their elite referees. I mean France has Letexier and Turpin and it's very good, but who after them ? England has Oliver and Taylor with the second in a declining phase but who after them ? Italy has even lack of top referees in the Elite, Spain only Gil Manzano and Sanchez, if they recover from bad moment, but who after them ? I think that bog association are facing a difficult period in term of future referee generation. The future is mainly in the hand of Sweden (Nyberg), Norway (Eksas), Turkey (Meler), Switzerland (Sharer). What do you think about that ?

    1. I think Rosetti is interested in Berka, but "only" because committee needs to find a strong name from the Czech country. A long time has passed since Kralovec left, not the best leaving of the scene for him, and they didn't manage to raise another referee. I think Czech Republic should be considered a rather important country in terms of refereeing (and clearly more important than other countries that have at least a referee on focus by committee), and you know, there is also a committee member (for women) coming from here. So I think it's an attempt to work with new names by Rosetti.
      Maybe with the current management of Kruzliak, coming from the borders, committee felt the obligation to start there.
      I would like to watch this game in Amsterdam, if possible.

  9. This is thé moment for Visser to try a second time to become UEFA Elite. Do not forget that he only gets 35 years next month, so : a future in Elite (he only got two so far) is still not impossible, IF : he does wel in Istanbul. If not, I fear it will be finished for Visser (34) and he will remain cat. 1, possible for the next ten years. Do not forget neither that most of the previous season, he was injured (and only got in Belgium a role as VAR, in mostly importanet national games) so that he could not get UEFA assignments as from October last year onwards. With Lambrechts (40 years old) in UCL and Visser (34) with the most important UEL assignment, finally Belgian referees can show they are not to be treated by Rosetti as their colleagues from let's say Malta or San Marino (be it that these are two beautiful countries, nothing against them)

    1. Yes, the Belgian should have whistled the previous foul. The player was frustrated and he committed a YC offence.
      Let's say this was not a clever refereeing, it was not difficult to prevent this sending off, but of course, once happened the foul, correct to show second YC.

    4. I looked at the so-called "foul" before the second YC given by Visser. We were 3 (1 Belgian, myself and 2 Dutch people) and 2 of us were technically convinced that there was no clear "previous foul ". Moreover, in Belgium and in EUFA rooms, the fluidity of the game is seen as important. Visser has been criticised before on the very website that he whistled too much, every very little possible foul. In that respect, I can understand that he didn't have to whistle for the so called "previous foul" and therefore, I dear doubt the wordings of Chefren. 100 procent objectivity is not possible, but I really try to be not a "supporter" of Belgian referees ; I only look at : is Visser (and possibly other referees) judged more severely than the refs of the 5 Big countries and the Netherlands ? I see on this site various times that (mostly Elite) referees having made big mistakes in a game, are appointed the next matchday again. I know however that is not always true, see for example the case of Letexier at this moment.

From my perspective the play on call is correct as well: the young Tottenham player, with the ball not really under his spell, generates a collision with his opponent in order only try winning a freekick. I don't see a 'real' foul committed, just two players tussling for the ball. Then the home team player perfectly reads what is about to happen, and as the 'Spurs' player to make a point tries forcefully kicking the ball hard out for a throw in (not attempting to make a foul per se), Galatasaray's no.20 put his leg across where the ball is. Given the ultimate force of this kick, Visser was also correct to rule this a reckless challenge and thus award a SYC.

  15. Having seen some of the penalties awarded in UEFA competitions this past two evenings plus the discussions around some that were not whistled how is that challenge on Amad in the PA in Man Utd v PAOK not adjudged a pen or even worthy of an OFR from Chiffi?

    1. I agree with ref Petrescu and Var to not award a penalty to ManU. A too minuscule contact with too little inpact to award a penalty. I’m in much more trouble with the overly soft penalties whistled the last few days.

    3. I don’t think he was poor, foul detection was fine-ish and he chose a strict line which can be a good approach. Berka looks calm, collected and I liked his stoic manner. However, to reach the top I agree that Berka is isolating himself too much. When we watch Champions League matches, we see that top refs can maintain a good dialogue with players throughout the match and I haven’t seen that skill. Indeed, the incident with Taylor’s YC I think many refs would solve that with management.

      Compliments to the VAR for the quick intervention when the Israeli side scored 1-1 in a punishable offside position (interfering with play)

  18. It was quite pleasant to see Mourinho (and his reputation to damage referees) lose to some sort of U-23 team, with lots of teenagers who won the Youth League. Who did he blame this time? :)
    Mourinho was obviously suspended after Turpin’s RC and therefore sitting in the stands. After each goal that Fenerbahce conceded, the TV-director instantly showed a close-up of his face. :P

    I didn't follow the game very focused, but from what I saw the Scottish ref did a decent job in what was an intense and rough game in which he needed lots of cards. And he whistled a good penalty to Fenerbahce.

    Next matchday there will be a clash between Bayern vs PSG — with one team currently leaning-in (play-offs) and team currently leaning out, I’d definitely expect an experienced name in the middle. Both teams should play for a win and won’t be satisfied with a draw. Although both clubs will face 2-3 smaller clubs in the last rounds, so it’s definitely not a “crucial” tie for qualification. But still delicate based on the current standings and can easily generate media attention.

    Having said that, the referee options are very limited. We can rule out the French, Germans, Marciniak (just refereed PSG) and possibly Nyberg as well after the overruled PK by VAR. The most safe (or “boring”, call it how you want :)) choice would be Vincic. But it would be his 4th consecutive game. I can also think of Kovacs or Oliver, or perhaps even a Spanish.

    1. As Vincic has already had PSG v Arsenal I'd suggest that excludes his probably (as well as 4th straight MD game).
      Obviously, the observer hasn't been announced yet so, a Spanish referee certainly works there. Kovacs & Oliver are options too however, I feel the performance of Kovacs in the Inter v Arsenal game wasn't his best and he could do with a rest!
      Plenty of other options that weren't involved in MD4
      Gozubuyuk, Shrarer & Meler as REFCOM seem to be favouring the younger talent with this current strategy.

  21. Here some clips from Ondřej Berka game in Amsterdam.

    14' Goal by Ajax, clear punishable handball by home-team player to regain ball possession at the very early start of the attack. Incredible miss by French VAR Millot. First thing to control is how the team regains ball possession. A mistake that can be maybe explained by the fact that it wasn't immediate and the Dutch side kept the ball possession for a while before scoring, but still, big mistake. Always difficult for referee on the field.     1. Well, it was a normal difficulty game for referee, more easy than difficult, but surely not a very easy one, because something happened, despite of the final score. The profile of the Czech referee is the one described above, he didn't communicate at all, one could say, with players, just taking decisions and showing himself harsh and strict while doing that (see the card procedure for the foul in 43'). Maybe with more interaction he would have been accepted by player and some situations would have been prevented.
      AR1 was not perfect, we have the OFR in first half involving him, could he have spotted the active offside by himself? Possible. And in second half another correction for him, extremely tight offside missed.
      Nevertheless, the big miss in this game must be assigned to VAR, following the punishable handball (very open arm) thank to that, Ajax gained the ball and scored. I really can't believe this was missed by a very experienced VAR like the French. Surely Rosetti not happy because this was easy for the VAR, while difficult as we know, for referee.
      The missed foul in 86' leading to frustration and YC to Maccabi player is another very weak point of the performance, missing fouls can happen, but this was too evident and it has definitely more weight in the final assessment of the referee.
      All in all, one can't say it was a clean expected level by Czech, and I think he has also to change a bit his style to start in a good way with UEFA officiating. Rather negative than positive impressions after having watched this game, but as said, not really challenged in terms of game control / management and maybe for other aspects, one must wait for the next games.

    I agree with VAR assessment of staying silent, a penalty that should be whistled by referee to be confirmed.
    Technical explanation, at least for my point of view and knowing how Italian referees work with VAR: defender put leg there, but it wasn't a direct contact with opponent's body. Then of course you have attacker falling for the action, but you can't say how much this was because defender's leg created that, instead of a "used contact" by attacker. Hope it's clear what I'm saying. Italian referees are very particular with penalty in all situations in which defender is late trying to kick the ball, but he kicks opponent, this was not the case. Only Romanian referee should have decided for a whistle here.
    But I can agree that there are many aspects and considerations about VAR use, if for many people and maybe some VAR, that's a clear call, for others it's not. Everything should be OK according to protocol. You must have the evidence that the action of defender is 100% leading to a consequence in this case, not possible to say.

    We have soft contacts of studs on knee, and then full step on foot. A very mandatory booking but clearly referee could have issued red card. The fouled player suffered a big pain. Would you assess YC as enough?

    Veeeeery boring and absolutely easy game to handle for the Albanian referee, until the 90' minute, when he issued three cards in a row during added time. The game switched for the final minutes in a rather challenging one because both teams decided to try to win, once score was 1-1. In my opinion YC in 14' was a mistake but you can understand why he committed it. Luckily the goal / no goal incident happened before the coming of the fog, otherwise it would have been a trouble. :)
    I think a regular performance by the Albanian in a not challenging game.

    Normal difficulty game for the Romanian referee, surely more easy than difficult, however there were some "honest" fouls in the middle and I can accept that referee treated them without issuing cards. There were many contacts, but never very clear and mandatory bookings missed by the referee. One can describe this performance as OK, where the referee adapted his style to the game.

  27. OT. Testing game for the ref so far in Liverpool v Villa. Plenty of incidents. Did well though to allow play to develop after a DOGSO on Salah and Nunez scored. On second thoughts another replay has shown Coote signal no offence which is remarkable. Either way Bailey wasn’t shown a YC after the incident and he definitely should have received one.

With Tierney you never know) Also Villa had a big shout for a penalty but with Coote allowing all sorts of holding unpunished in other areas of the field, for ex multiple times Digne on Salah, perhaps play on was understandable. But in Italy it would have been 100% penalty)

      Clear offside, yes, but Coote (among other things, VAR expert in England) was absolutely right to play on, because this was a flag absolutely against the protocol, raising it, when the attack was in the middle of penalty area! Coote couldn't know that it was very clear offside, but AR2 should have waited before calling it! That's how it should work. Also, I didn't like the assistant referee who continued to stand still without understanding the choice by referee. This shouldn't absolutely happen. On the contrary, if the heads of refereeing, in this case Webb, can accept "sure flags" by assistant referees, even raised early without giving a chance then to VAR to correct, well, then this must be discussed in the briefing before the game, and referee must know that if an AR signals, then the offside is evident, but clearly this didn't happen. To me, these are the basics of the VAR officiating, and it's always particular to notice that in some cases missed cooperation is still in act.

    3. Does it matter when the flag is raised? AR2 flagged immediately whenever the Liverpool player in the offside position received the ball. Had AR2 waited until the attack finished (goal or not) he was always going to raise the flag. Should only be of relevance if the player in the offside position does NOT receive the ball nor interfere with play/opponent. The optics of a raised flag and the referee deliberately ignoring it were not good.

    4. Yes, THE TIMING when assistant referee raises the flag is extremely important and crucial for VAR purposes. I think you don't know about that, but in modern football with VAR, all assistant referees are asked to delay their offside calls, even in case of clear and direct punishable offsides (like this one from LIV - AST). That's because if the assistant referee makes a mistake and the player is in regular position, and then a goal is scored, VAR can't intervene to correct it. So they allow the play to go and then the assistant referee reports what he has seen before.
      Not respecting this guideline has led to incredible mistakes, especially in the era when VAR had been just introduced. Now all assistant referees are very careful, and they wait even if situation is clear. But, as said, there is a chance that sombody inside the commitees can accept early flags, with the risk of a mistake, nevertheless very rare, and it must be clear before the game between referee and his assistant referees. That' how it works. Of course totally different from old football.
      In this particular case I see that AR2, Craig Taylor, is a relatively new name to Premier League (only 11 games so far), indeed, not that much experienced, otherwise this scene wouldn't have happened with an experienced or regular PL AR. But still, I think shouldn't have happened in all cases... also, assistant refereees with wrong timing are very often penalized like offside mistakes.

  30. What do you think about Inter penalty against Napoli? For me it was extremely soft even plainly wrong. But of course there was a slight contact so with current protocol you can understand why VAR didn't intervene.

    1. Extremely soft and wrong. Player already falling, the contact that Mariani punished didn't cause any effect to attacker.
      Still, it should be correct by VAR to support, given the touch, but yesterday Conte, Napoli coach, was more than angry with referees in an interview and he didn't allow the experts to explain him why VAR stayed silent. He said that this was enough to intervene and he didn't want to hear any reason.
      In addition to the wrong penalty, Mariani missed two cards at the beginning and was rather very lenient. Once again, he didn't convince in a big match. Years and years, I never saw a faultless performance by him...

      Here the VAR clip from Inter - Napoli and the penalty.
      Then the assessment by committee member Antonio Damato.
      VAR confirmed the call by Mariani, main reason: defender didn't play ball and he hit opponent. These words were enough to suppor the call, Damato expained that it is impossible to remove such penalties but they must be considered as too soft, below the standard of what committee expects to be whistled, so for sure this one will be assessed as field mistake by Mariani while VAR no intervention correct.
      In reality in my opinion the contact by defender who hit only attacker, and that's true, as I said was simply not enough to think that it had effects on the fall. He was already falling for own reasons, the touch can only justify the NO VAR Intervention, but it must be considered as mistake. Nevertheless, Damato said "Not an invented penalty". If not contact or simulation, it would have been removed.
      The perfect positioning by referee was praised, but it seems as, despite of that, Mariani failed to understand that this was nothing serious for a whistle.
