    As for the rest, interesting to see Minaković in Italy for Bologna game, I'm sure Rosetti will be at stadium here, and not in Rome if he has planned to watch a game live.

    2. @Chefren: I already noticed it. ;-) Nevertheless, I find the appointments of the Austrian officials so far rather disappointing: Julian Weinberger gets regular appearances in the Europa League, but they are comparatively unremarkable. When I browsed through the UEFA page and expected Gishamer/Weinberger, I already thought that Ludogorets with a 9,000-spectator-stadium could become "his" game. Christian-Petru Ciochirca seems to be no longer in the spotlight. Above all, I had hoped that Stefan Ebner would also get a match in the Conference League: He debuted there last season and I had assumed that UEFA might place more focus on young referees with rising career paths.

    3. In my opinion Ebner is the one with biggest potential. Ironically,(because he is obviously Austrian number 1 in the eyes of the Committee) I don't like Gishamer's style of refereeing but if he is the chosen one as the candidate for the Elite group... Not great but not terrible. On the other hand if a some FA doesn't currently have a referee with quality for the elite group, I don't see why it should be forced at all costs

    4. I don't think that Sebastian Gishamer would immediately become an elite referee if he were to debut in the Champions League. For example, he could officiate Kairat - Pafos on the third matchday and, subsequently, a few other games of that caliber. Behind him, there doesn't seem to be rapid progress currently: the next candidate would probably be Stefan Ebner, followed by Jakob Semler. Walter Altmann, who enjoys a good reputation in Austria and officiated the Vienna derby last weekend, was never in the UEFA spotlight. Alan Kijas is apparently injured and has been active only as a VAR for almost a year. It is possible that he may even need to be replaced internationally as a referee—in that case, I would bet on Arnes Talic.

    3. Gillett should be no where near a VAR appointment ,a number of poor decision in the PL and FA cup last season ,when a VAR official including failing to act on Dean Henderson intentional handball in the FA Cup Final.

  5. Looks like Hernandez Hernandez was negatively assessed after his previous performance on CL Play Off, he has skipped the full MD1 and MD2 list of assignments. Th analysis on the blog was correct. And even more, without Sanchez Martinez, committee tried with Martinez Munuera but he got injured. So only Gil Manzano and De Burgos were assigned to games. The overall poor moment of Spanish refereeing continues.

    2. Alberola has not had a single appointment since he went back from the Euro U19. I don´t know if the refcom have a plan for him or not, but its indeed a very rare situation, that not shows a delevopment plan for him. We´ll see about Mateo.

      There are two extremes: either the committee didn't see his potential or they're protecting him tightly.

The Belgian referee is surely following a path for a possible promotion, but in my opinion differently from other referees, we were unable to make very detailed assessments about his performances and I think he got less games than other referees, if planned for something important. This could mean, but I can be wrong of course, that committee wants still to wait, otherwise they would have pushed him more.
      Said that, for me the assignment is rather good, but not a big one. We should wait for saying more.

  7. Stieler with a largely straightforward first half in Glasgow. Correct caution on 13' for a pull and generally positioning has been very alert and proactive (unfortunately struck by the ball once but nothing he could have done). Two possible cautions one for a SPA and one for delaying restart but opted for a quiet word, personally i would have supported cautions for both but can also support the approach Stieler took.

  9. Bizarre incident in Glasgow. I assume that Stiller actually disallowed the goal on field and that has gone unnoticed by most people as there was no VAR signal made on confirmation of the handball.

    There is definitely no clear evidence of a hamdball and it could only be VAR supporting an on field decision through lack of evidence

My best stab at it with the dreadful TV replays and commentary is that if Stieler has disallowed the goal then I agree with Ecosse that VAR have not overturned it due to lack of clear evidence but personally I do not see a handball in any of the replays and at worst the touch is at the top of the shoulder but I do not see it like that.
    If Stieler has given the goal then it's an error by Dingert to overturn the decision due to lack of clear evidence as previously mentioned.

    P.S what is it with Dingert, Scotland or Scottish teams and debatable VAR calls ;)

  15. The penalty in Rome was taken three times and always missed by AS Roma players. That's incredibile. However, in my opinion such situations shouldn't happen, Belgian referee with more communication should have informed the players about the infringments. It was not clear whether the first repetition was for the keeper or the defender who had then played ball after the save by keeper. I think being more proactive here was possible. Nevertheless, it was meant to happen, nothing to do...

  16. No comment on Lambrechts. What a shame here. PK after OFR ok but two times retaken and second time for nothing. Impossible to a candidate to Élite to act like that. No words. You have strict rules and after mindset from high referee. This Belgian is not.

    3. Always extreme opinions here, as it often happens. :)
      I believe the Belgian could definitely have done better in terms of clarity, because the way everything happened was unpleasant to watch, even though technically there was no mistake, and I'm the first to say that referees shouldn't worry too much about instructing the players. But in this instance, a bit more clarity would have helped; how Belgian worked, it gave me the impression of acting in an overly standardized manner without caring the human side and just explaining more.

  17. I assume the first PK was retaken because the defender who cleared the ball after the GK saved encroached. If the Lille GK had encroached twice he would have been booked.

    I'm not Lambrechts' fan but can't see where is he at fault here.

    1. Agree for the first time. But never on the last one. Ridiculous VAR here. It’s clearly not obvious and blatant. Stop to ref with a book under your eyes. Here, top referee had to stop VAR. Lambrechts has no charisma. Completely robotic. Not at level for ELITE.

  18. Good performance from Stieler (not mentioning the VAR incident as it's still unclear and therefore unfair to comment effectively). Handled the game well, correct use of cautions especially in the second half and great proactive positioning to be right ok top of most incidents.

  20. Very brave decision by Obrenovic after OFR for possible DOGSO. I think he was right not to follow the VARs advice considering it wasn’t 100% clear if Aston Villa striker would have the likelihood to control the ball.

    I think YC was not clear and obvious mistake, but you can expect more RC in this situation. Once again I will repeat, when grey areas, it's not that useful to have VAR.... referee and VAR can even have different opinions.

    3. Honestly, IMO it’s unbelievable that Obrenovic confirmed his YC. For me it’s a clear DOGSO and I even think Borosak‘s intervention was correct and mandatory. I mean, what is the argument against DOGSO? I can’t find any.

    4. For me, this is clear YC, and RC is almost clear error.
      The ball was already played by a Villa player before Ahmedhodzic committed a foul. Even if the Villa player could still get to the ball, it's highly likely that he would no longer be in a scoring position.

    5. This can never be a DOGSO. The attacker overruns the ball with a heavy touch and the contact occurs afterwards. The ball is not heading directly towards goal and the goalkeeper would most likely have reached it first. A very poor VAR intervention.

  23. I observe Serbian referees tonight. For Jovanovic only one comment-back on track. About Minakovic, very good performance with one OFR, even it is clear handball, hard to spot. His development continue on right way. For me, definetely ready for Cl debut.

    1. I think VAR was in big doubt here: from a replay, it looked like a fair action on the ball, maybe this one was confirmed just because contrary evidence was missing, but possible it wasn't a full penalty...

  25. Feyenoord-Aston Villa
    In the first half, Feyenoord scored from a corner, but the goal was disallowed due to a minor foul. I only realized the very small possibility of a foul after watching the replay several times.
    Eventually supportable, but it's noteworthy that VAR completed its check in a very short time.

    The referee then pointed to the goal (foul) and then to the other side of the field (freekick for Villa), which many initially thought had changed the decision to allow the goal.
    It's difficult to know the best way to gesture in this situation.

    Obrenović delivered a very good performance overall. I am very satisfied.

  30. Sorry, but Borošak as VAR just doesn’t work. There’s always controversy, and on top of that he was immediately assigned to big matches (with Vincic), while VARs from other countries have to build their reputation first.

      It was clearly disallowed live by referee, you can hear a whistle at 51:08 but broadcaster misses the scene.
      VAR supported because no contrary evidence, in case of touch, very very soft (but we know, this doesn't matter).
      Dingert couldn't be sure about the contrary, and I agree.

  33. A lot of OFR's in last nights matches - I can't imagine the committee are satisfied in general with this level of on-field refereeing.
    Maybe I am missing some but OFR in Roma, 2 x in Plzeň, Feyenoord, Bologna plus in Conference League (Poznan, Aberdeen, Czestochowa, 2 x Białystok).

    1. It isn't appropriate to go into that much detail, but they are two very different people (we are back to Stalin and Lenin analogy) and haven't really got on for a long time.

      It is correct to say that the level of refereeing in the Premier League is very bad but the angle of Clattenburg's criticism is different to mine - for example, he ('Clatts') disagreed with the intervention in Fulham-Brentford but in my opinion it was an extremely clear reckless striking offence. The level of refereeing in the Premier League, by definition, will always be quite bad but the appointment strategy has improved in a vast way since Riley's time and should be praised, in addition to more transparency by Webb too.

      So, in conclusion, perhaps we can say 'Howard is probably doing as good a job as is possible in that role'.

    The biggest noise in the last round was caused by the home game of one of the contenders for the title. They won, but there remained a great controversy over the first goal. In particular, the position of goal assistant was questionable. The biggest problem is that it is not shown in the broadcast. Only the scorer position is shown, where everything is clean, there is no backlash. After a few days (the match was played on Saturday, the report of the Ref Commission comes out on Tuesday), the commission announced that everything is clean, even though many people doubt it.

    For the situation, I approach this from the second game. Nothing was decided, but after OFR - a penalty was awarded for the home team. Correct or not?

    1. I think it is a clear penalty.

      Defender holds the attacker with both hands, has no intention whatsoever of playing the ball (his back is to the ball!)

      I agree with the OFR and decision.

    The referee observers are Murray (SCO) and Fandel (GER), respectively.

    Particularly for the Israel match (and also Norway-Israel), the options might be limited due to geopolitical tensions.

  39. What a pathetic handball call by Video Assistant Referee Christian Dingert (GER) and Assistant VAR Pol van Boekel (NED).

    Very inconvenient. Let me start by asking, why on earth are you trying to find a handball that nobody saw, including the referee Tobias Stieler, who had a great game except for that incident?

    If it’s not a clear and obvious error, then why interrupt the flow of the game? When did handball decisions become Factual check decisions? Factual check from VAR is supposed to deal with offsides, penalty box incidents inside or outside, and identical mistake in misconducts.

    It also seemed that referee Tobias Stieler and VAR Christian Dingert had a miscommunication about the restart of the game. I don’t understand how that can happen, since they are both German and speak the same language. Unless they had clear evidence that it was truly a handball from the Celtic attacker, which we still waiting to see.

    In conclusion, this is the second week in a row where we are seeing problems with controversial handball interpretations in European competitions.

    1. It was disallowed on-field (see Chefren's comment above), the whistle was quite late so he must have checked with his AR first but this wasn't a VAR overturn.
