Additionally the ball comes unexpected (he can't know, Lewandowski will miss it) and with little reaction time.
The OFR was probably called, because Zwayer missed the hand contact, which the VAR then detected.

So, I assume, Zwayer would have been in trouble, when awarding that penalty. Probably the German interpretation of the handball rule is different here than in other countries...

That's why I think VAR should have preferably kept away from this situation. An OFR for a missed (penalty) incident is - as far as I know - only recommended when awarding the penalty would be supportable at least.

The problem is the fact that Germany (and germans) wants to have his (poor) referees at the top of european football competitions, which is not the case with their current generation of referees. The best example is Brych who has 4 final tournaments (WC and EURO), without any special performance (even his CL final was not a very good performance).
PSG-Napoli was not a topic in the wider public in Germany, but I agree, that he missed (at least) one RC there. Otherwise he has been heavily criticized in Germany in the past (e.g. after the cup final). There is by far no sanctity for German referees in Germany. E.g. there are also several people, who see Brych's early end of the World Cup as justified.

Yes, was given without VAR. And I think, it's debatable, whether the VAR should have intervened. Would not have been wrong, but Brych already had a good view.
I can't have an opinion about the Brych's penalty because the angle is not the best. It's not clear for me if that hand blocked the shot (on goal) by increasing the body surface. Anyway, when a defender wants to block a shot (by interfering with the trajectory of the shot, like in this case) he should be aware about the position of his hands. Anyway, this one seems to be less penalty than Zwayer's one (but, I repeat, the angle is not the best).

In my opinion this penalty by Brych is wrong, however if it was directly whistled on the pitch without VAR, for sure it must be supported.
