  2. I think Rosetti and Ceferin are on bad terms, she is trying to gain benefits by bringing Vincic to every match, there is no other explanation for this.

  3. If there was a reason for no appointments of Spanish referees, then now there should be another reason for Vincic use. Because this is by far more than one could have expected, even in terms of human management. What about the other Elite referees? It's simply incredible that he got this one as well... one can only stay speechless. Maybe a day we will know!
    Nyberg back, Lambrechts gets a very good one in London, the rest all regular appointments,
    Kabakov maybe with less sonorous game than his previous appearances.

    1. Part of the reason why there is lack of alternatives is also the fact that at least 3 experienced names are a bit shielded and kept away from risky assignments. And Vincic is obviously doing a decent job, always avoiding controversies…

    3. That's interesting, we know that in recent years this policy of "farewell games" has been totally abolished by committee, because they want always officials with motivations on the pitch and the end of a career is seen in a different way than the past.
      However, here we must insert into the context the games for Dankert and Dingert, they get them for the long service also because they are trusted VAR and they will remain in the UEFA big circle, in addition we are talking about Nations League and that's surely more possible than other competitions (not sure in a different case). The particular thing is that we will have indeed so many German assignments, as Philipp said, and Siebert will work as VAR in UEFA, very rare, after his performance in Greece.
      About the rest, it seems not an outstanding appointment for Lindhout in Bulgaria, let's say that, after some progress, this seems to be rather a return back.
      On the contrary, Zwayer with a better game than his previous appearances, Serbia - Denmark, a middle one with "upper trend", still not a clash in which an Elite is expected, but absolutely decent one.
      The sensation is that committee is keeping him far away from controversy, like other refeees at moment. And indeed with them, he can be surely considered in the pool of names that can think about a possible final assignment in this season. But we will have time to discuss about that...
      Pairetto with a game after his work as VAR is rather unexpected, but this is the only context in which he can get national teams at a certain level, so OK, at least an assignment for him. With Massa in Croatia, Guida still out.
      It's clear that the situation was assessed as mistake, so indeed UEFA has nothing to explain about.
      Maybe Europa League or even Conference League for Guida on next matchday,

    4. Is it already confirmed that Dankert and Dingert will leave the international panel ? I guess that a farewell match is always deserved, I appreciate it very much if it is applied now. What is strange to me is De Bleckeere as observer with Dingert because generally the belgian is an important one observing new talents. @Chefren Is pairetto's appointment a farewell match too ? I heard that he could leave the FIFA list end of this year

    1. The VAR decision to intervene was controversial (to be honest, not clearly wrong as the push was blatant) but to apologize anyone for that is faaar too much.

    2. There was quite a bit of commotion and misunderstanding in the media. The argument that was often used is that the player was already back in the box to defend and that VAR was not invented for this. Or: “if VAR is used like this, then you can disallow every goal scored as well after a corner kick because of the pushing” etc

      I think that the Dutch philosophy prefers a reserved VAR. It’s probably not the same in other countries. In Italy there may be mass protests after such a goal is scored. But that was not the case here. Having said that, I didn’t expect an apology.

    1. The rumors are all about Di Bello who should leave now, being the second after Orsato to do that. For Pairetto, it's possible he will leave on next year at the end of 2025.

  11. Alen Borosak was often AVAR with Kajtazovic the main man. We should understand that now he is considered for a "promotion"? How much trust will he receive? We saw that Vincic had foreign VAR in his top UCL clashes after his VAR got suspended and I think this will continue to happen for some time before Borosak will step in, maybe from the next season. In Nations League it is clear that the appointments are very flexible, UCL is something else.

  14. Definite pen not given in england. Should have been a pen to ireland. Apparently you can now grab players' shirts and haul them to the ground in the box with no penalty given these days. Good to know

    1. Lambrechts is nowhere near (imo) the standard of a CL level referee. Always shaky foul recognition and unconvincing leadership of the game. It was easy to predict that he would manage to hot up this easy game today. I don’t understand at all why he is rated as the best Belgian referee!

    3. Well who should be Belgium #1? Definitely can't be Visser, he had more than enough chances and never convinced, very far from the Elite level. I've never been a fan of Visser tbh, I know, he is still young but I just don't see him in Elite. There are lacks in many areas. A few years ago there was a big focus on him but it ended and rightfully so. He received a couple of good games this season so far but I don't think this will last long.Van Driessche and Verboomen are barely appointed after the qualifiers rounds. Perhaos the next gen of D'hondt and Vergoote will reach more. Maybe one will find this short analysis a little bit harsh but this is my opinion.

    3. In the PSG vs PSV game, Nyberg was much stricter, issuing 6 yellow cards, 5 of which were for the Dutch team. Today he left a lot to be desired in these plays that resulted in clear tactical fouls. I really like his management style during the games, but rules are rules and need to be followed. I hope he improves in the next appointments, especially in the Champions League.

    This one should be a very good spot, but replay was missing. The referee punished a reckless challenge by Israeli player, once Belgian attacker had crossed ball inside the box.     I must say, very particular style of the Austrian referee. Extremely composed, statuesque I would dare to say. If compared to many referees watched, the slowness in his gestures is absolutely evident, this certainly can indicate coolness, but nowadays in modern refereeing seems to be very rare. He seems to rely a lot on the infallibility of his actions. Difficult to explain in other words.
    However, coming to the match, performance at an expected level of a match not difficult to officiate. Above all, the evaluation of the possible red for DOGSO where he let play on. His decision can be supported, but a red wouldn't have been denied by VAR: a decision where the match could have turned, then it was won in a relatively unexpected way by the Israeli team.
    In terms of disciplinary management, in my opinion we could appreciate an orientation tending more towards severity than leniency, but still within the standard, and further observation is needed to say more.

    1. The German referee, VAR expert, had a quite good performance. Game was not really challenging and player in a rather very fair manner by both teams, but it was challenging regarding penalty area incidents, with three crucial decisions. All correct or at least supportable calls, and we must indeed admit that today in modern refereeing it's very rare to whistle more than two penalties without needing VAR. So a praise only for that. However, the situations looked to be very clear. About disciplinary control he tried to stay in the background, had he decided for a different approach in the game, it would have been different, but at the end no significant issues and that's what committee wants. He applied the very common unwritten rule of avoiding a card if this was not 100% mandatory.

It is unfortunate to note that this was not the best performance for the German referee team, but that not so much due to a bad performance in itself, but rather to obvious incidents that affected the outcome. A penalty that we could even define as "objective" for a handball, VAR responsible, obviously Zwayer should have seen it too, but the error from the VAR is impossible to accept. The sending off is wrong, AR2 who probably perceives something more in reality and makes a mistake, calling Zwayer. Not the best game for AR2, including missed offside in first half. And then the mistakes on assigning corner kicks, something I don't give too much importance in a refereeing report, but in this case the error in the first half is obvious, as the following one after missed offside by AR2. Zwayer surely unlucky when he meets Serbia, taking away these situations he wouldn't have done so badly, in my opinion, and the match wasn't that difficult if compared to what it could have been, but certainly, obvious errors remain on the table.

    Not the best evening for Glenn Nyberg.     1. For me, very difficult to spot the handball before Austrian goal, you can't blame too much referee and I wouldn't directly connect this miss to the goal scored, as Slovenia played the ball in the middle.
      Agree with some of NO CARD decisions in first half, but about 44', I think he didn't perceive the real nature of the foul, due to his positioning. Didn't want to book for SPA, and as you said, one can gree, but it was very reckless action. The possible punishable handball in 45'+1, you can find some arguments to play on, a direct touch on the arm would have made the assessment for VAR very different, while in this case he had more reasons to stay silent. Penalty call by Nyberg, in case, wouldn't have been questioned as well, but such situations are definitely not clearly codified for us, let alone for the fans. As for 47', one must of course accept the assessment of Nyberg in this game and deem as wrong what Olvier did in Slovenia. You can't whistle a penalty for that, must be considered as normal collision. 62' is a correct NO PENALTY decision with good positioning by referee to see it,
      90'+1 and 90'+3 should be yellow cards as expected, given by all referees in UEFA games, I must say, so the Swedish deliberately ignoring here...
      We know that very often in such situations, to answer to your last remark, committee is inclined to ignore as well and support referee. As long as we talk about single missed cards, definitely no big issues, the most controversial incident of this game could be the missed handball before the goal, but indeed it wasn't easy to see and VAR couldn't intervene.
      What I should say to Nyberg after all, is to be more a referee and less a manager, in some circumstances, OK to manage players and to have a very good ascendant on them, but when it's about very clear yellow cards... they must be given. Otherwise you are not a complete referee.

    2. Difficult match, almost very difficult for the Dutchman. This could have been guessed, given the two teams involved, prone to a very physical and unspectacular style of play. This was confirmed during the full progress of the game in Sofia.
      Overall, one can agree with his disciplinary management, where in my opinion a line can be found. He tried to allow a certain physical game in the first half as long as possible, then he started with the cards. The moment in which he showed less accuracy was the end, but I believe that we can't speak about any crucial situation judged in a wrong way, only the last incident of the match could have (should have?) been a free kick from the edge. Of course, you can't call this one an excellent performance, but facing such tough match, we can't accuse the Dutch of having failed in something. Somebody may disagree with some technical and disciplinary choices (56' for example) but basically almost all decisions were correct or at least understandable, and this was important. Nevertheless, I didn't like the delay of the two whistles in 53' and 64', but in the end OK.
      Obviously a very serious mistake by AR2 in 7' minute, things that should not be seen at an international level, but that once again this makes us reflect on the difficulty of the role and what football was before VAR (goal would have been allowed).
      I think that an observer, unless terribly harsh, can consider himself fairly satisfied, but he will certainly remain very harsh with AR2 for the terrible ONSIDE evaluation in the 7th minute.

    François Letexier won the sixth edition of the "Giulio Campanati" award at San Siro on Sunday and was elected best referee of last summer's European Championship in Germany. He collected the award which is named after the "Presidentissimo", head of the AIA, Italian Refeeres Association, from 1972 to 1990. We met him before the ceremony, in a hotel, and he told us about his emotions. The result was a chat in which the French referee explained what refereeing means to him, how he started and what he feels when the VAR comes into play. Fear of being corrected? The contrary... For him, technology is a parachute and allows him to avoid the sleepless nights you can spent thinking about the mistakes you made.
    Letexier, what was your first feeling when you were told you had won the Campanati award?
    "It was a great honor for three reasons: because it was a consequence of what I had done at the European Championship together with my team, for the importance of the award and because in the past this award has been given to great referees".
    From Collina to Rizzoli, passing through Rosetti, Rocchi and Orsato: Italy is a land of great referees. Have any of our referees inspired you during your career?
    "I'll be honest, there is no particular referee who inspired me. We, as referees, watch matches with special eyes, not like fans: we focus on the referee, on his position, on how close he is to the action and on his language. My source of inspiration when I was little were all the great referees I saw in the Champions League".
    Was the young Letexier also a football player?
    "Yes, I played for 4-5 years, then...".
    Then what happened?
    "At 14 I had the opportunity to start refereeing. It was something I immediately liked."
    What was the first reaction of your parents?
    "They encouraged me. When I explained to them that I had the opportunity to try refereeing, they told me to try and supported me by inviting me to give my best. I thought that I would change again after a year and instead, after twenty, here I am... still with the whistle."
    Have there ever been difficult moments in which you thought about stopping refereeing?
    "The first year I was close to quit because I was naturally shy and not very extroverted. The first year was difficult and the decision I was about to make was not the result of the behavior of others, but of my character: I was fighting against myself and it was difficult. But then I found the strength to continue facing difficult moments: that's how you become stronger. Refereeing made me grow as a man".
    In what sense?
    "A referee on the field must make, in a few moments, difficult decisions. For everyday life this is an... important training, which makes you grow. In addition, refereeing helped me in the relations with adults: when I was 14, 15 or 16 years old I was obliged to have relations with coaches, not be influenced by the public and, above all, to enforce the rules. All this gives you strength, courage and self-confidence, because in life only thank to refereeing at that age you have the possibility to make decisions regarding adults".
    What was your goal when you started refereeing?
    "First of all, when you are a referee, you are a sportsman because a referee runs 12-13 kilometers during a match. You have to be in shape to do that. My goal was to improve match after match and try to get as high as possible. I had dreams and I did everything to achieve them".
    Being awarded at San Siro, the Scala of football, is it a further satisfaction?
    "I had already been here last Champions League for Inter-Salzburg: it is a very beautiful stadium".

    1. In Italy, but not only, the VAR is always under big criticism. As a referee, what do you think about it?
      "For us it is a useful tool. Philosophically it has not changed our way of refereeing because even before the introduction of the VAR we always did our best to manage a match well and to make the right decisions, but if we made a mistake on the pitch, that remained. Do you know how many bad nights I spent thinking about the wrong decisions I had made? Now the entire category of referees knows they have behind them a golden parachute that can correct incidents not evaluated in the right way. It's all different than before".
      So being corrected by video is not a problem?
      "I prefer that the final score is not negatively influenced by my mistake rather than making a mistake without VAR intervention".
      But not even VAR is perfect: in Italy the controversy is spreading and on the last day Udinese protested for a penalty not awarded in Bergamo and Napoli for a penalty against them.
      "Statistics say that the VAR corrects 75-80% of errors, that is, 8 out of 10 decisions are transformed from wrong to correct. Without the VAR, errors were more frequent. Paradoxically, however, people's tolerance was higher before than now. In fact, now the tolerance is too low, almost zero, because people think that the VAR can eliminate errors completely. Unfortunately, it is not possible".
      Why?
      "Football is not a 'black or white' sport and there will always be room for interpretation because there is a grey area in the rules that is left to the interpretation of the referee who is on the pitch. A penalty for contact in the area is not considered the same by everyone and if there is contact, it is up to the referee to evaluate the intensity. The VAR can't decide: the protocol says this. Football is not an exact science: it is a sport played and refereed by human beings who react to situations and have emotions. Otherwise it is right to think of football played by robots, refereed by robots and watched by robots in the stands. If that is what people want, ok. But I don't think so".
      In Italy at the end of each matchday Rocchi or one of his trusted men explains the most controversial incidents of the day live on Dazn (PAY TV). Is it a good way to "educate" people?
      "I have never seen the broadcast and I can't comment on it. However, in France the mentality is open and the input is to communicate with people as much as possible to explain and ensure that the rules are understood. Teaching the rules is the best way to make our decisions accepted".
      Are you in favour of post-match press conferences for referees?
      "It is difficult to give a common line to all European countries because each has its own culture and it is impossible to say whether it is right for referees to speak or not. In France, for example, we referees can go after the end of the match to explain our decisions. There must be a request from the journalists to the referees' committee and then I, as the match referee, can say yes or no to the meeting with the press".
      Have you done it?
      "Of course. I went before the media and explained the facts, why I made that decision. The considerations are only technical. Of course when I was called it was because my whistle was considered wrong. When I had the chance to speak at the end of the match, I always did it to explain the facts, not to convince someone that I was right".

      "There is a grey area in the protocol that leaves the interpretation of the incidents to the referee, but the protocol is the same throughout Europe and is applied in the same way. The VAR can intervene in the event of a clear and obvious mistake: that is what the protocol says and we referees respect it. In situations where VAR doesn't consider the decision taken by the referee to be a clear and obvious error, the decision on the pitch is confirmed. Applying the protocol is the only way to have the same way of refereeing in all countries, without being influenced by the league, the name of the teams, the players, how many people are in a stadium...".

      "I read articles reporting that the tests on VAR on demand in the lower category matches would be increased. I believe that the 'challenge' is not a substitute for VAR and, even if I have never seen this option of the challenge going into practice, I think all the innovations that help to eliminate errors on the pitch are right".

      A mixed bag performance by Kazakh referee in a difficult start-stop game involving two roughly playing teams. After quite good beginning (YCs for mobbing and cynical charging in the chest were really great!), it seems the referee lost his ammunition and after further challenges a bit more was needed/expected from him - public warning or even cards - to set the tone and communicate what kind of behaviour won't be tolerated (34', 45+2', 69'). At the end, the referee allowed too much by not cautioning players for unsporting behaviours: dissent in 71' and delaying the restart in 72' and 76'.

      To not be overly critical: such games are almost impossible to succeed in. Many cynical bad challenges, unsporting behaviours and overall attitude from BOTH teams. One can see the potential in Kazakh referee - strong presence, well sold warnings, firm and cool. The points for improvement would be: not be afraid of consistently punishing same kind of fouls through the whole game, more alertness regarding potentially 'inflammatory' challenges and less tolerance for dissent and delaying the restart.

  40. Not an easy game for the Swiss referee Schnyder in Montenegro.
    The pitch was in catastrophic condition, and there was some highly unsporting behavior from both teams, which made things far from straightforward.
    Throughout the game, Schnyder was unfortunately a bit too passive. Perhaps he could have taken more control of the match with a more active approach. Especially in games like this, I think it’s crucial for the players to feel the referee’s presence constantly, and staying too much in the background isn’t ideal.

      Saying that there where three moments like this one in the game suggests us that this was enough to talk about the referee, in the sense that he should have definitely shown more presence. In this third confrontation he gave the most passive impression, you can see, waiting for the end of the confrontation withiout doing anything, it could have continued for a while. He wasn't strong. Also, this management of calling players before booking them, he did that in almost all three circumstances, strictly observing the UEFA guidelines, but never coming out from them. This gave definitely the impression of a "protocol" referee. At a certain point I think you should also sacrifice yourself on the pitch, being more quick in showing cards, having more communication in terms of prevention with players and not working only to take decisions when all is already happened.

    2. So, a very challenging game for the Swiss referee, but how much challenging for itself and not for the missed intervention by the Swiss, especially in second half? We can indeed say that until a certain minute of second half, things were still OK, but then in the last part of the game, when it heated, the referee was not always ready to face the players. I think this style can't work in a game like this when you have to jump in for being accepted. Acting in a very formal way and booking only afterwards is not enough. Especially in the second major incident (78'), he had the best moment in which he could have made things clear, he didn't want, stayed in the background. I think this was the result. We are talking about a referee in development and maybe such words can be harsh, but for sure in this game a very different approach (this one used by him in the Swiss league) and some hot international games, was very visible. He should give more in my opinion and he should also get his hands dirty, if needed. Of course I'm not saying he should join the confrontation, but finding a good way to say... "I'm the referee here", not only acting like a lawyer afterwards...

    3. Not speaking to the overall performance, but specifically to 1' and 2' and the analysis here. I think this is a classic case of how we get tunnel vision and don't analyze things in the bigger picture. Refereeing is not a quiz where there is always a right answer for every individual incident.

      Take the situation here. At 1', everyone knows that Turkey has got away with a borderline reckless challenge. Schnyder has opted to manage it and put in work with both teams to explain his decision, what he saw, and why he wasn't booking yet.

      So less than a minute later at 2', Montenegro has what has to be described as an accidental SPA--it's not a deliberate/cynical SPA, but it's an SPA foul that is the result of the player unexpectedly being dispossessed. In a vacuum, you can look at it and say "well that has to be a yellow" if you are watching in a seminar or whatnot. But on the field, 60 seconds after Schnyder let Turkey get away with a borderline reckless challenge, one must understand the ramifications for overall match control if he immediately opts NOT to let Montenegro get away with one, too.

      Management is something all of us (should) understand. Balance, to the extent possible, is an integral part of management. And 2' demanded balance. If 1' is not a card, 2' cannot be a card.

    1. Agree that 22' is a missed VAR intervention as well, apart from referee miss from the field. Not a mutual action, Ireland player doing nothing to justify a PLAY ON. Holding very long and continuative, evident effects. It's always difficult to talk about VAR about holding, but not in this case. Important mistake for the moment of the game as well, and this goes against IRL.

      About 36', in such situation a call is more expected than play on, if seen by referee, but not clear and obvious mistake, agree again with your assessment. If we add to previous situation, well...

      51' a genuine DOGSO, very good assessment with second YC. Player with a goal scoring opportunity withou foul, surely happening before the possible intervention of the other defender.

      The Belgian referee was very particular in what we could describe as minor things (but still, such things can be important, of course), like the ball positioning at corner kick and ordering to repeat again a goal kick for ball in movement, but he missed some focus on crucial incidents. Not the best performance, but in second half I think he didn't made it worse, at least.

  47. Strukan's game was rather challenging due to the physicality by the teams. At some parts of the game, he needed to give free kicks at a high frequency.
    I think, he dealt quite well with that and found a consistent line.
    The last minute penalty (with VAR help) should probably be assessed as clearly correct on UEFA level.

    1. Strange game in Cardiff.
      As long as it was open to any score, throughout the first half and at the start of the second half, with the result being at first 0-1 then 2-1, absolutely fair match. Some nerves started after the 3-1 goal with the Icelandic protests for a possible foul. Impossible to judge unfortunately.
      Then the game escalated a bit more, but in a limited way, for the foul that could have led to a red card.
      Here the two key decisions of the match, Iceland player could have been sent off for the bad tackle from behind, but for me the VAR was not wrong in confirming the referee's decision. Then, the possible foul before the 3-1 goal.
      More agitation before the final whistle but nothing too sensational.
      The performance of the Portuguese was not bad, very strict on the protests, warning on occasions in which it is impossible to imagine that in other UEFA matches (Wales coach, absolutely fair game until that moment) and he asked for big respect from the players. Some minor situations remain difficult to judge due to the lack of replays.
      In Nobre we find the typical gestures of the referees from certain nations, absolutely the contrary if compared to the Nordic ones and more attitude inside to try to calm down players, putting himself in the middle.
      I don't think he is particularly to blame for the nature of the match, because in most of the cases it was due to exclusive game situations and not a constant nervousness.
      If the observer supports the yellow (I think that even the observer can't say anything about the possible foul before the goal), the performance will be positive, with a certain good attitude to communicate to the players.
      A better Nobre than some recent outings, for sure.

    Not a challenging game for the Azeri referee, accurate decisions by assistant referees in three crucial situations.     Massa didn't impress in this game. He chose a laidback approach, similar to Vinčič in ITAFRA. Two KMIs well solved by AR1, PAI in 56' stays as nothing clear and obvious, rather missed RC for SFP in 90+5' but we can rarely see VAR intervening in illegal use of arm incidents. In 53', the Italian referee clearly lost the plot, wrongly assessing blatant SPA holding as not enough for YC and some seconds later ignoring another SPA holding by Croatian player...

    1. Thanks for this report. This has been always Massa in the years, and that's the reason why I never liked him that much. Differently to Guida, he never gave me the idea of being engaged while officiating a game. Rather, he looked to be in the middle just because he had to do that, and nothing more. He changed this style only for some very short periods in recent years, but never for a long time, and in such circumstances his, performances were really strong. For me it's a pity. I think he is more technically accurate than Guida, but lacking in other aspects.
      About this game, I agree with you that penalty was not clear and obvious mistake, only to be supported if whistled by referee, then for Italian standards you will never see a VAR intervention for the situation in 90'+5, nevertheless I canm fully understand your point. Classic attitude to rather ignore dissent if not very, very evident and I think very important mistake in 53' with that missed foul, holding and YC. For me the other incident is less serious mistake, but still, you are right because it would have been easy pass to teammate and SPA, so card to be issed.
