Former FIFA referee Tony Chapron suspended after Nantes - PSG incident

Former FIFA referee Tony Chapron has been officially suspended by French Referees Committee, following the incident occurred in yesterday's Ligue 1 match between Nantes and PSG.  
In the 90' minute of the game, during a counterattack, he was slightly pushed from behind by a player from Nantes, Diego Carlos. He fell down and then, he had a reaction against the player from home-team, trying to hit him with what we could call a more than clear "reckless tackle" (or even more than that...).

After that, he decided to issue a YC (it was the second one) and the consequent RC to the player.
If he was convinced that the player from Nantes had pushed him deliberately, the only decision to be taken was a straight RC for violent conduct against match officials. In any case, the decision to assign a direct free kick to PSG was a right one, according to some recent changes of LotG:

The behavior of the French referee caused big astonishment in the football community all over the world. It is indeed very rare to see a referee having a reaction and trying to hit a player.
In my opinion this is an unacceptable conduct from a referee at high level, but of course that would be unacceptable all over the world and in all the competitions, tournaments and even amateur games. 
The first lesson we can learn from this incident is surely the following: the importance of keeping always a "cool head" when we are on the pitch as referees. We must isolate ourselves from the context, we must be focused on the game itself, being mentally ready to everything, having an appropriate approach with players, but without feeling this kind of tension while managing players, as it very likely happened for Chapron.  The overall picture of a referee must inspire confidence in those who look at it.
Tony Chapron has been a FIFA referee until the last December, when he was replaced on the international list. He reached Champions League group stage, officiating 5 games in this phase of the competition, in 2010, 2011 and 2012.  He also attended a FIFA tournament: U17 World Cup in Mexico in 2011, with two group stage games. Surely, a referee with a more than big experience, and also for this reason this incident was absolutely unexpected. Very likely, we could dare to say this was the final act of his career.

  1. Big news from Italy: it seems as not only Orsato, but also other two referees from our serie A have been selected by FIFA to attend 2018 WC as VAR. With Rocchi on thepitch, we will have Orsato (1975), Irrati (1979) and Valeri (1978) behind the monitors. This was absolutely a surprise for me, and I must say we should be ready to other unexpected choices, further news could follow soon.

    1. I think FIFA might be going for VARs having that specific role and these VARs might be coming from those associations where VAR trial has already taken place and referees have the VAR experience like Italy, Germany, USA and so on!!

      But still the list of 36 referees announced look way too much for duties in the middle and as FOs with AFC, CAF and CONCACAF particularly overcrowded with lots of referees!!

      Yes, news was reported at first by SKY Sport Italy, and then also today on La Gazzetta dello Sport.
      Still about Italy, for those who are interested, yesterday there was a meeting between serie A referees with Rizzoli and serie A coaches. It was important to discuss some situations about VAR and the plans for the second half of the season. In recent matchdays, the big problem here was the assessment of deliberate (or not) handballs. Many different decisions, lack of consistency, but first of all many coaches were disappointed because in some occasions referees did not even go to monitor to rewatch the incident. The most controversial situation so far has been a handball occurred in Cagliari - Juventus (referee Calvarese). It was a clearly deliberate handball, but referee wanted to decide on the pitch by himself.
      However, here you can find a video of the meeting with some clips shown by Rizzoli: this is the communication in occasion of the annulled penalty in Inter - Lazio (referee Rocchi, VAR Damato). Reason for the change was the fact that, as I had alread reported on the blog, the ball touched at first the foot and then only after that the arm.

      There were also other videos shown and explained by Rizzoli, but difficult to find them. For example we had another situation in Crotone - Napoli (very likely, another deliberate handball, assessed as not punishable on the pitch by referee, VAR didn't want to insist).

    1. If this is the case, it is even clearer that it wasn't a deliberate action. I wrote about a push because I noticed it from a replay, but maybe I was wrong. In any case, surely this isn't the most important aspect of the whole question.

    1. You wonder if that was anywhere else on the pitch or it was a pass and not a shot at goal, whether it would be a foul.

    2. So, do you think, it is correct not to award the penalty, because the shot on goal was finished?
      The German referees often decide like that, so there seems to be a directive and DFB wants it. But there is nothing official about it and it contradicts the LotG.
      Therefore difficult to say, whether it is a mistake or not.
      And the VAR makes this discrepancy more blatant, because the decision is clearly a matter of rule interpretation and not perception.
      How are those situations evaluated internationally? Are there any official guidelines?

    3. The question about fouls to be whistled when the attackers in penalty area have already kicked the ball without any disturb has been widely discussed also here in Italy.
      I think there isn't a specific instruction about that, it's up to referee, if he thinks that the action deserves a whistle, he can punish the incident. In any case, it would be important to have more consistency about that.
      Here in serie A, most of the referees play on for such incidents. I remember that Orsato whistled something like that in a few games in past seasons, but as for the rest no big memory about other calls. The foul must in a way impede the attacker to play without any pressure. That's what I can deduce, but indeed there isn't a specific guideline.

    4. In Poland we have instruction to whistle only in case of reckless foul or SFP in situations where the ball was already cleanly played by the attacker.

    6. Yes, that's the problem: Most spectators (also with LotG knowledge) say, it is a foul, so it is a penalty. And they have good arguments.
      Then there are a few, who state, there is a similar instruction as Ray described, also in Germany. They can't proof it, because there is nothing public about it. But they seem to be right, because Zwayer has decided no penalty after seeing the review. Why would he do that without having such a instruction?

  5. If it would be a foul outside the box, it should be a foul inside the box. I think if this situation was a pass in the midfield Zwayer would surely give a foul (or advantage) so he should be consistent and give a penalty.

    3. Can't see anything unacceptable about it to be absolutely honest... There is almost no movement and Kuipers is trying to separate the two there... Plus both Kuipers and the player moving their arms at the same time... I watched it by replaying many times and nothing looks unacceptable to be plus neither is this any big issue as it is made out to be... Completely my opinion though!!

    1. Yes, I agree on both. Not sure, whether the first situation was clear enough for the VAR. DFB has emphasized again in the latest training course, that only totally clear mistakes should be corrected. Should be a penalty, but not intervening is still acceptable IMO.
      In the 2nd situation I would have expected a VAR intervention (+OFR).
      BTW, 1st was referee Dingert, VAR Drees, 2nd was referee Winkmann, VAR Hartmann

  18. Today another confirmation that VAR will be used at WC, however we have still to wait for the official announcement.
    It is reported that in these months Collina will work as VAR supervisor, while Busacca will train referees on the pitch.
    And again, for Italy, with Rocchi as main referee on the pitch, Orsato, Irrati and Valeri have been confirmed as well as VARs.

    1. Those countries who invented and tested VAR from the outset are quite rightly being rewarded with places at the World Cup. I applaud US soccer and the MLS for their forward thinking.

      Italy, Netherlands and I'm sure Germany will be awarded in similar fashion.

    2. Do you think that USSF or CSA would get VARs selected in addition to Geiger and Marrufo? I would imagine Gantar, who specialized in VAR this year, would be at the top of any list right now.

    3. That is what I'm hoping for. The more experience and recognition for US referee's the better and I hope the investment is rewarded.

    4. I would think the first two choices from MLS are Canadian, though. Gantar by far has the most and best experience (and, from what I know of him, the temperament for the job). Fischer also was heavily involved.

      Unkel and Elfath only did 3 matches as VARs (granted, they did more as referees and had training). Villarreal has not been trained as a VAR. And in USSF's infinite wisdom, they've allowed our men's list to get down to only 5 referees, when recent years show we can have the full complement of 10. So referees like Jurisevic, who trained extensively as a VAR, aren't even available for a call.

      Maybe Elfath has an outside chance. But I think it should be Gantar first.

    4. It is being hosted by Malta. I understand there was an original list of invited referee's which was then amended with at least another ten referee's being added, including some from Denmark MNE Serbia Azerbaijan and Hungary.

    1. Has to be a red card, no question. It's even likely that all contact is outside the penalty area, not that the referee team could be criticised for that.

      From what I have seen of Beaton he is a reasonable referee. His bulky physique doesn't appear to restrict him too much and still seems agile enough.

      As for the offside, a top division official should not lose concentration like that. Good that Beaton was focussed.

    1. The kit in my link is the ones that will be used in WC. I saw them in person today. Very dissapointed. The quality is terrible and they make you look very skinny. Looks better in photos than in person.
