Who will officiate UEFA finals?

 Please find below a prediction about the candidates for 2022-23 UEFA CL, EL and ECL finals.


Let's start with UEFA Champions League final, to be played in Istanbul on 10 June. The most predictable name for this season, also in terms of expectations, was surely Danny Makkelie from the Netherlands. Nevertheless, the Dutch referee had a quite particular KO stage. After an appearance in the Round of 16, he skipped the whole Quarterfinals round, being back in Europa League yesterday, with a challenging semifinal. The performance was  hugely discussed due to the incident involving a possible penalty before the end of first half. The appointment for this game was a possible risk, also due to the teams involved, a very difficult game was predictable, indeed this happened. In my opinion if committee had in mind to appoint him for the final, they could have managed his games in a different way. It remains a candidate but trying to read more from committee, possible that they had a different name in mind. I think that it was absolutely unfair to leave him out from Champuons League final one year ago, because then year after year you can't know what is going to happen. But there is a future ahead and surely he will be candidate for big games.  
Then, about Anthony Taylor one can't have doubts that he was considered, but given the very expected qualification of Manchester City to the final, he is now clearly out. 
To follow, Slavko Vinčić from Slovenia has been reported as possible candidate, according to some rumors, but in my opinion he will not get this game after having been in the middle with Manchester City in a rather poor game. 
The choice of Szymon Marciniak seems now unlikely due to the appointment in semifinal. Nevertheless, one can't exclude this surprise, and of course the memory would be back at Collina in 2016 with Clattenburg management. 
Going on with the analysis, we have to discuss about Carlos Del Cerro Grande and his management by committe: very particular and one could say that referee was in a way "hidden", being appointed only in some games. Of course with Real Madrid he would have been ruled out, but now it seems he has the big chance. This appointment would even suit, as Mikael wrote as comment, with the kind of game, surely not a very demanding one, at least on paper. So this would be a compromise because in recent times the Spanish didn't do so much to justify this appointment. In my opinion this would be a final award for his career. Closing without a big game, would mark a full difference with his countryman Antonio Mateu Lahoz, who already officiated this game, and maybe this would be unfair. Still, he could get Conference League final, but here we had a Spanish referee in semifinal and why not Del Cerro appointed again? These can be the signals for him. Anything more? Having a woman in CL final, Guadalupe Porras Ayuso, would write the history for committte.  
Last name to be mentioned, but in my opinion extremey low chances, possible only on paper: Felix Zwayer. The reason would be the path he followed, absolutely new and different from the past, but still not enoug for me for this final, indeed I can predict him for another final.

Quite short analysis about Europa League and Conference League finals.

István Kovács was surely a candidate for the last act of the second European competition for clubs, but he spoiled himself in Champions League game under the eyes of Rosetti. 
I think that the argument of keeping Anthony Taylor for a hot final involving an Italian team is an extremey valid one.. but we all know how much difficult is for an English referee to officiate certain teams from nations like Italy and Spain. 
To me, after knowing that the pairing will be Sevilla - Roma, there can be huge chances to see Szymon Marciniak finally handling his first UEFA final, apart from Super Cup. The weird gap between the WC final and NO FINALS in UEFA is something extra ordinaty that can still continue to exist, but this seems a more than valid occasion to appoint a referee that perfectly suits with this extremely  hot tie. From World Cup final to Europa League final? We will see.  
Soares Dias stays as option for this final, but for me he didn't do enough to get this big credit so quick, after his appearance in Champions League top match. 
The aforementioned Felix Zwayer has also this option but for me, not suitable game for him. 

The situation about Conference League is the most difficult to read because, you know, there are by far many candidates than the other two finals and committee can surprise us (but maybe better to say, they can ALWAYS surprise us). So, I think it is not 100% strictly useful to write about everything and all names, I will just report my idea, that is indeed the German. Felix Zwayer, replaced for some reasons in semifinals, could be the referee in charge of this final. This would match with the use of him committee made in this KO stage, and, unless he couldn't appear for personal reasons, it looks still strange that his colleague Siebert had the last German act of this KO stage in Europa League semifinal. Nevertheless, here the names are really various, depending on the ideas of committe, and one can include, for example, Soares Dias.

Champions League Final: Carlos Del Cerro Grande (ESP) 
Europa League Final: Szymon Marciniak (POL)
Europa Conference League Final: Felix Zwayer (GER)

    Sánchez Martínez (who was yesterday in Switzerland handling Basel - Fiorentina) has been called for U20 WC starting tomorrow.

    Guess that an originally appointed UEFA referee dropped out because of injury (Schärer?) or maybe because they are appointed to Conference League final (Letexier?)

    1. I think, without knowing more, that the reason can be the Swiss and his injury, but I would welcome the motivation involving Letexier, believe me, I was about to write that in this published post. Another name for ECL final is Letexier, but unluckily he is now out for U20 WC.:)

  3. I find it absurd and disrespectful not to mention Gil Manzano, who has been the most regular and fit referee this season. I don't know what else he has to do for you to consider him a candidate for everything. By the way, what merits has Del Cerro Grande done to referee a Champions League final? He hasn't even refereed a semi-final. We have to be serious.

    1. I agree, Del Cerro Grande for the UCL final is crazy in my opinion. And Gil Manzano is a serious candidate for UECL final, for me nr.2 after Zwayer. Check my last comment in the UEL games post. Del Cerro UCL QF game was a good enough farewell. Some people were predicting him also for the UECL final last season and were wrong. What happened to having a UCL semifinal and/or UEL final before being maybe a candidate for the UCL final unwritten rule?

    3. I didn't mention him but you are right that I should have at least done that, because I see him without any option to officiate a final. Out from Europa League, Spanish appointment in ECL semifinal, then only Champions League final would remain, but one clearly must think to Del Cerro before him in this regad... that's of course my opinion.
      Just apologize because I didn't write his name at all, and indeed you are right about that. But no chances for me.

    1. It would have been a brave decision just to whistle, I think he assessed the action as "not enough", but... would VAR have questioned him in case of YC for SPA?

    2. This comment comes late unfortunately, but it is a pretty evident mistake for my taste. If whistled, it should have been a RC for DOGSO IMO: there is no way any other defender would have intervened on time and the attacker had control of the ball and an open and direct path to the goal.

      Coming to the foul itself: a holding/pulling offence on the arm which, for me, was enough to make the attacker lose balance and fall given the speed and inclination of the body. Maybe there is also contact between the legs, causing the attacker's right leg to kick into his left, but this could have also been caused by the loss of balance (and I actually think it was). Now, was that same kick interpreted as a signal by Vinčić that the attacker was trying to "win" a foul? It is possible, however it seems to be a wrong interpretation, at least for me. And I do hope that the reason why he didn't whistle was something like that or, as Chefren stated, it "wasn't enough" for him, because the only remaining argument is that he took the "easy", safe choice, one which would generate less problems afterwards. Unfortunately, that is exactly what my gut feeling is telling me he did (and I have a feeling Mikael thinks the same).

      Lastly, I'm not sure this situation warranted a mandatory VAR intervention per UEFA guidelines: we have a subjective assessment which should be done by the referee and in real time (or using real speed footage), so it's difficult to intervene if Vinčić was sure of his initial decision (and it seems he was). Whether that is a proper explanation or a just outcome is another question, or maybe I'm just absolutely wrong about this topic. I would definitely like to hear more opinions on this matter.

    1. More to say about second incident, but still both not clear penalties. Good early reaction by Kruzliak in the second incident, but then putting his hand to earphone ruined the previous body language (like: "I saw it, don't worry"). Maybe he couldn't hear the communication by VAR due to stadium's noise, but still to me very poor to see a referee after a crucial incident doing that... at the end one can accept play on.

  13. OT: Arbitro Internacional confirmed that Schärer will miss U20 WC in Argentina due to injury, hence the late call to Sánchez Martínez.

    It's strange, because one month after his injury in SCOESP he had two domestic games. Maybe he missed the FIFA medical/physical tests (?)

    1. It can be that UEFA and FIFA have more particular tests, indeed this wouldn't be the first time I hear that.
      Also the fact that he was maybe replaced in that UEFA game, if he was clearly OUT, all should have known that before, but maybe he was OK for Swiss league, indeed, but not for the others. And this situation probably continued in Argentina... really sorry that he made a so long trip for nothing! Hope he will recover soon!

  14. I'll say Makkelie, Taylor, and Marciniak for the three finals respectively.

    Taylor simply has to have the Europa League Final this year, otherwise there is a big risk that he will never get any of the UEFA club finals (and as a consolation prize for Man City shutting him out of the CL Final). Marciniak on the third game because, well, he deserves to get something from UEFA and can't be kept waiting forever! Maybe they will give him the Nations League Final instead and find a different name for this match, but it could be anyone.

  17. For me Makkelie still deserves the final. He has performed consistently well above standard year upon year and the refcom have treated him abysmally. Look at the appointments he gets, they are never easy games, always that little bit of added spice to them yet 99.9% of the time his overall performance is excellent. Does he make mistakes - yes of course he does, he's not perfect, his mistakes are magnified by the high focus game, imo. He's on the refcoms seemingly ever dwindling list of trusted refs for 'those' games yet they then treat him like a sacrificial lamb. When he was assaulted and given death threats, after a masterclass performance, where was the support from UEFA? They were too busy pandering to the person responsible for it, a person who has since served on the WC committee and was at the UEFA shindig a few days ago. They've been quick to pull UEFA refs from doing games in Greece - where was a similar support for Makkelie? There was none. Can't say I'd blame him if he's lost a bit of his sparkle, assaulted, death threats ignored, wheeled out for all the games where controversy is guaranteed purely because of who the teams are or where they are from, the actual performance is irrelevant. His should have been the only name for the appointment last season, instead there was a political appointment, we all know it. After the appalling way the refcom and UEFA in general have treated him the last couple of years they owe him the final this year. If he's lost some motivation, and I have no idea if he has or not, or lost some of his sparkle then that's on the refcom for not supporting him and for not rewarding him last year when he was head and shoulders above everyone else.

    3. My wish is that committee still gives him the CL final, but the management of his appointment, to reach this target, should have been different. True that it can become difficult for the future, because further time will pass and he would have deserved it already one year ago, but in my opinion everything can always happen in the life, luckily, both positive and negative way... so I think there will be new occasions, if he will not get it now. To clarify, I make these predictions, based on what committee could do, after having observed the management of KO stage, but my ideas are clearly different, indeed ;) So let's wait.

  21. Abongile in Guatemala-New Zealand: Physical condition: excellent, good displacement
    Position on the field: very good
    Foul detection: good, you can see his nervousness when blowing his whistle, and it is understandable, but he has managed to lead a (a bit boring) game in a good way. Maybe a card he didn't show but nothing serious.

    1. Good game by Abongile, a second half that was more difficult than the first but he handled it, in my opinion, well.

      He called the necessary fouls, a considerable number of yellow cards but the game never got out of hand.

      I liked that he added 10min in the second half, because the GUA goalkeeper was injured and that caused a lot of lost time.
      Other refs, I'm sure, would have added 4 or 5 min but Abongile did very well in adding the necessary time.

      Good job and I look forward to seeing him in a slightly more challenging game.

    In my opinion not a 100% clean situation, indeed a confirmation of that is the long time that VAR needed before calling referee, also, for me, extremely difficult to play on on the pitch, here you have penalty feeling. Can be discussed whether fully fair or not, but knowing the policy of FIFA OFRs, this was more than expected... in UEFA games one could have doubts about this call. You need really long time to understand which kind of tackle is that...

    1. I agree with Chefren about the situation not being 100% clear, however I actually like the final decision here. The defender does seem to touch the ball a split second before the contact with the opponent, clearing it away. It was definitely a very "refined" OFR, but a correct one per FIFA guidelines IMO. Most importantly, the final decision was correct for my taste.

      Lastly, a very concise explanation by Letexier at the end: brief but comprehensive, and also given in a nice and fluent English.

  29. Del Cerro Grande for the UCL final would be a big surprise but fully deserved IMO. Makkelie still has time to officiate it and after the big mistake in EL semi he should not be considered for the UCL final. I watched Del Cerro live at the stadium three times during Atalanta european campaigns and I have always found him simply perfect.

  32. I would like to read the arguments of those who say that the appointment of Carlos del Cerro Grande in the UCL final would be "fully deserved". Because in my opinion, it isn't. One could mention that he didn't have UCL semifinal and/or UEL final before. Just to assume that it will be an umbalanced game and nothing can go wrong is not enough and would be a big mistake imo. A final is a final, everything can happen and you have to be ready for any scenario. "Assumption is the mother of all screw ups"

    1. As Carlos DCG regularly works with a female AR, it will be another promotion of women referees. After FIFA had the scoop at the World Cup, which was at the expense of Istvan Kovacs. Now UEFA can't stay behind and wants a female official in the final. Something like that?

      In my opinion Makkelie has always been a better referee than Carlos DCG and therefore deserves it, but imo the Dutch need to consider replacing Pol van Boekel. For some reason, he always stirs up controversy. So, I'd say, Makkelie deserves the final (UEFA owes him something after last season), but van Boekel does not deserve a VAR role in the UCL final.

    Abdolute wild scenes that happened around 70th something minute when Val player kicked the ball at Vinicius when he controlled the ball.

    Then I guess fans racially abused him and that was his brewking point.

    15 minutes later big incident goes on where he gets RC.


    And lilttkr about De Burgos and his criterium.

    Too much leniency,his main goal was to let play go but instwad another effect happened,and that was that players were irritated by every decision he makes.

    I know how football fans think, everyone will blame Vini and he gets the blame absolutely.

    But De Burgos with his wild criterium is something else and I think that he is main protagonist to blame for match getting out of hand.

    1. The main protagonist to blame is the Spanish federation for not doing anything about racism. They have created an atmosphere in which basically nothing will happen if you start racist chants and it's up to the player to deal with it. Just abandon the game and continue without fans at another point (or even award the victory to the opposing team, if it would still continue). By allowing this to happen, they have created a situation that is impossible for the referee to deal with, and if the opposition then decides to target you to try to get you sent off, we really shouldn't look at the referee for the resulting mess
