  1. The reported handball in Tottenham - Manchester United:
    https://streamable.com/lzgxb9
Indeed I was curious to check the incident and it turns out a very clear and punishable handball. Of course Oliver didn't see it otherwise he would have whistled.

    1. Thanks for providing the video. What I wonder is what arguments VAR used to not invite Oliver for an Ofr?

    2. Craig Pawson working as VAR... I really don't know, believe me, the English referees are the ones most difficult to understand when they work with VAR, you will surely remember many situations in past. Differently from other countries and leagues, you can not even have a clue of what their mind decided in some cases. And UEFA realized that...

    3. England has some very interesting ideas when it comes to handball. I guess they will use the argument that the distance was very short, but to me such a guideline doesn't really make any sense considering the movement of the ball was completely expected in this situation

      Delete
    4. The general view in England, including by the pundits, was correct decision, believing it to be close proximity and a natural position, and I am not aware of the Pgmol saying it was an error. I'll let others draw their own conclusions from that

      Delete
    5. If we're going to use close proximity as an excuse, then number of penalties would not be as high as we have today.

Close proximity there is not enough,I mean the shot is going towards goal and who knows ehat could have happened.

One big problem I have is they don't call refs(Oliver in this case)to review themselves and then make the decision.
Why not ,well I dont know, maybe they want to speed things up but at the same time it's not a problem when the injury time is 9-10 minutes.

The fact that this is acceptable just proves how much PL refs are protected and how there is no learning from abother's mistakes.

Last week it was Hooper, this week it was Oliver.
Next week for sure someone else.

    6. Expectation in England on this incident is no penalty from all media and so I assume also from pgmol to suit their competition ? In Uefa clear handball

  2. But Olympiacos - Čukarički not going out for the first leg playoff is not going out a date change or for other reasons?

    1. Sorry my mistake about second YC, it was not a second YC, but straight red card, I think, and VAR annulled. Missing the full sequence in the video.

      Delete
    2. No, Eskås gave a (2)YC to the wrong player because of mistaken identity, then VAR intervened to correct it, thus the sending off was rescinded and a YC was given to the one who committed the foul.

      Delete
    3. Thanks for clarification!

      Delete
    4. Does not sound good for Eskås. IMO mistaken identity is or is considered as one of the worst refereeing mistakes. UEFA won‘t be pleased for sure.

    5. It happened to Anthony Taylor in a UEFA competition and he still got a final… ;-)

      Delete
    6. In some Croatian media I read the opinion that according to the rules Eskas had to allow only the penalty kick and nothing after because the game was over.

      Delete
    7. I think this would only apply if Eskas had ended the match already. If I read the sequence of events in the clip above correctly, he whistled an offensive freekick before being invited to an OFR. Therefore it was definitely within his rights to allow the second shot to take place. After all, the LOTG specifically allow the referee to extend the injury time as he deems fit.

    8. It looks like the player that scored the goal, had enter the penalty area before the penalty has been taken.

      Delete
    9. According to the glossary the position of a player is determined by the groundtouch (this does not apply for off side). So, in this case goal is valid.

  4. Three clips of Tobias Stieler in Genk - Olympiacos:

    25' - Penalty to Genk
    https://streamable.com/0u9v4p
Very long check by VAR I think for the possible foul before at the beginning of the APP. Penalty to be retaken.

63' - YC for SPA and RC for violent conduct as reaction
    https://streamable.com/f0w0eq
Excellent decisions taken, but I must say, very particular way of dealing with the incident by Stieler: issuing the red card to Belgian player for the "main fact" (evn if this happened later) at the very last moment looks strange to me. In Italy this would rarely happen: a player guilty of such misconduct would be isolated and immediately sent off or at least clearly informed with a RC out from pocket, then the other player would be booked for the previous foul, maybe after. When Stieler called both players to him, the feeling was about two yellow cards to be issued, even more when he showed the one to Greek player. German crew followed the original course of events.

90'+10 - Second YC for throwing ball away, wasting time
    https://streamable.com/ooasuo
So, what Penso didn't do in Women's WC final, in this case was well managed by the German referee. Nevertheless, one could talk about a more specific context, player absolutely aware of what he had done, accepting referee's decision.

From this highlights I think one can say a good Stieler.

  8. Marco Serra? I think the name is familiar.
Nice to see VMOs from Scotland and Bulgaria, they will become another alternative with Croatian, Poles, Slovenian VMOs.

    2. Is he the ref who had issues with Mourinho?

  9. OT: Matches in which we could see interesting appointments in the following EURO qualifications, based on the observers. It looks to me that focus could be on first and second category referees in order to see if they are ready for the next step - CL, EL and ECL group stages.

    SRB-HUH (Atkinson), SVK-POR (Medina Cantalejo), BIH-LIH (Cakir), NOR-GEO (Vassaras), IRL-NED (Dallas), MLT-MKD (Hauge), SUI-AND (Rosetti).

    2. Is Rizzoli still an UEFA observer and works for CONCACAF at the same time? There were rumours that he moved to USA this summer - is that true or he still lives in Italy?

      Delete
    3. I know Andorra can play very cynical at times, but still feel quite pointless to send Rosetti to Switzerland for such a one-sided affair, at least on paper

      Delete
    4. Andorra's game will be in Switzerland, so Rosetti coming maybe diretly from UEFA HQ, I guess he selected a referee he wanted to see for this game, clearly it will be a Cat. 2...

      Delete
    5. Rizzoli lives in Italy, he released a few days ago an interview to SKY Sport Italy, reporting that he is very happy with CONCACAF. They used CONCACAF Nations League to test some talents, according to his words, but there is still important ang lond work to do. He didn't add further details..

Don't know if this work outside Italy, and you should translate it.

  11. IMO we see some ‘new’ surprising names in the UCL play-off rounds, leaving bigger names out, it is possible that some of those names without a UCL play-off are used for a high profile game in the European qualifiers (potentially a game that involves Italy?).

  12. Question for a novice, is there any circumstance where a yellow card is not issued for simulation?

  13. Häcken-Aberdeen: AR1 Daniel Polacek replaced by FO Michal Ocenas after about 31 minutes played

    1. And now it seems Polacek didn't even come out for the 2nd half and the game is currently played without a FO…

    2. Also an OFR for a handball penalty (I think) in 68'. I'm at the stadium with a friend who is a Häcken fan and no replays where provided so can't really comment on it

      Delete
    3. 89' Correct 2YC to Häcken #3, clear SPA for blocking the path of the attacker

      Delete
    4. Finally home and have analised some pictures. Indeed penalty is correct with UEFA standards, good intervention from Frankowski in a situation hard for Glova to have seen live. As I said, 2YC correct as well. However I'm still not that convinced by the performance, foul detection seemed to have been a bit all over the place and also some technical mistakes when it comes to throw ins, goalkicks etc.

      Delete
    5. Is the penalty decision absolutely conclusive it hits his arm, I’m not 100% sure, I don’t believe it’s clear and obvious wrong

      Delete
    6. Personally I think you can be certain enough that it did hit the hand to warrant an OFR, when you slow it down you can see a little flick on the ball quite clearly imo
