  3. OT

    This incident from Stuttgart-Freiburg yesterday has been controversially discussed in Germany: Tobias Stieler decides to give a RC for DOGSO (deliberate handball) to the Freiburg defender after receiving a signal by VAR (Felix Zwayer) and reviewing the incident himself. I have another question in mind here: is Stieler allowed to stop play in order to check an incident or does he have to wait until the ball is out of play?

    1. Probably according to the regulations, but if VAR is 100% sure (like Zwayer in this case),in a black-white situation like this, it is according to common sense to whistle quickly. Freiburg weren't accepting of the decision anyway, but imagine if they had scored for 0-1...

    2. I also think it is good and correct to stop the game, once the VAR is sure, there needs to be an intervention.

      What do you think about the situation in general? What would have been the best decision? Was it correct, that the VAR intervened?

      Stieler himself said, he was sure (about RC) after the on-field review but having it seen after the match, YC might have been the better solution. The player was only banned for 1 match (normal are 2 for DOGSO).

    3. Well, difficult. I've watched a lot of replays and I'm still unsure, so it is according to my opinion clearly no situation for a VAR intervention ("clear mistake").

      Finally, if he intervents, I can accept the decision. Probably a YC would be indeed the better solution, but at least a RC isn't completely wrong according to my opinion. If he would decide to FK+YC only, everybody would ask why Zwayer even intervented (FK+YC normally isn't enough to invervent).

    4. To be honest, the handball is deliberate and the whole situation can be read as an obvious goal-scoring opportunity. I think the call was absolutely justified, definitely difficult to sell the decision, but it's a correct call in my view. I just thought the referee had to wait until the ball goes out of play.

    5. There was a similar situation in Poland. Tomasz Musiał missed the foul and VAR called him to review the incident. Was it a 100% dogso?

      It's difficult to decide for a yellow card if the incident is outside the box (should only a yellow card be issued or a free kick too? - why VAR then?). In such cases, where no clear dogso occured outside the penalty area, the VAR should not intervene!

    6. I think that Musial's decision can be backed, it's not wrong. But I would also raise the same question whether this is 100% DOGSO or not. Just looking at the direction of the ball, it is not going straight to goal. Giving a YC here though would be difficult to sell, I think assigning a RC in that case (certainly not wrong as already pointed out) might be the easier option, also in terms of management.

    7. The IFAB VAR protocol states "The referee can stop play for a review if no team has a good attacking possibility" so he was right to go for the review before Freiburg moved up the pitch.

    3. Let's wait. Matches on 13 and 14 November are still possible for him.
      However, in case he wont get a game, reason could be the fact that among the "big names" he is the least experienced one.
      Without the Polish, still 9 names are my candidates for play off games: Rocchi, Mateu Lahoz, Mazic, Skomina, Kuipers, Eriksson, Cakir, Brych and maybe Kassai.

    7. Four years ago, Mazic was a rising star and he was appointed to return match of Romania - Greece (first leg was a polemic performance by Proenca), and IIRC didn't have his best evening.
      So a good decision to not risk Marciniak in these high stakes matches IMO; on the contrary I have no doubt he has the skill to whistle a playoff.

    8. I also think this is a way of protecting him from risky situations. I think he already had many opportunities to show his potential and still will have in CL or EL this year. I personally think he will be at WC, considering the potential and the last appointments it would make no sense to bring a 44 y.o. Eriksson and leave him home. Btw good luck to Eriksson for Roma-Chelsea, very good appointment!

    9. On one of the best informed football news portals in Poland it was announced, that Paweł Raczkowski will replace Marciniak in England - Germany. Probable reason is that Marciniak will get one of the play-off games.

  11. Strong performance by Del Cerro Grande, not as challenging as Stefanski's match, but still full control of this politically hot match. The Spanish was more distant and less co-operative than the Polish, but still maintained a strong feeling for the match and showed preventative refereeing. Cards fitted well and made a balanced tactical approach, no crucial decisions to take for the Spanish team.

  13. In Vitória SC - Olympique de Marseille, Patrice Evra was sent off before the kick off of the game, because he had a discussion against some fans and he even kicked one of them! Incredible scenes, but I must say very good decision by the Hungarian crew.

  15. Incredible deliberate handball on the line missed by Özkahya and his AAR2 in Bucharest, such mistakes are very rare to happen at this level! Minute was 51' or 52'... you wont believe that.

      In the previous match it was Blom with missed handball, and now Özkahya...

    2. The ref couldn't see the handling of the ball, as from his angle the player's body covered his arm. Thus, from the ref's point of view, any part of the defender's body could have blocked the ball. Unfortunately, aar2, Ugurlu (no FIFA badge, a young guy, probably deemed to have a bright future), though alert to the situation, missed the hand-ball from a perfect angle (could be, ar2, the veteran Kan, could have helped, as he too had a clear view of the incident).

    Stavrev with some crucial black/white-decisions, should be rewatched, some problems in his general foul detection too, but all in all a solid performance by him as well.

    5. Thank you. To be honest, the one in 44' is a clear case of DOGSO for me. Should be a RC why it is a crucial mistake according to my opinion. Furthermore, I fear the one in 66' is a missing penalty but as the replays are not so good, he could be backed by the observer, even with some doubts.

      The YCs in 53' and 59' are very (!) harsh, especially compared with the ones in 44' and 61'. At least, I agree in 61' by judging it as reckless+SPA only.

      Honestly, I'm not very pleased by his whole approach, body language and communication as well.

    6. 4' YC is supportable, not a central position, in this situation many referees prefere to issue YC, because the OGSO is not 100% sure

      53': Indeed, harsh YC, I agree. However not totally wrong.

      59': surely not a penalty, one can discuss about the opportunity to issue YC for simulation, but the decision by Stavrev has some reasons

      61': RC would have been supportable, but I don't see YC as mistake, borderline situation.

      66': Interesting situation, actually it should be a more than clear penalty, with the defender hitting in face the opponent. However, my "problem" is that defender was already trying to kick the ball, he didn't raise too much his leg to kick, it was the attacker, who, trying to hit the ball by head, lowered it and caused the contact. Under this point of view, one could back Stavrev's decision.

      34': good management, referee showed his authority there
      35': I would back the referee, I don't see a clear foul
      38': YC is supportable, or even correct, I don't see a SFP there, it was just a late attempt
      65': This can be definitely more RC than the previous one, but looking at the hitting point I think YC is still supportable.
      86': It looks like a mutual holding, at least at the beginning, I think supportable by referee because not a clear foul from defender's side.
      90'+1: This time in my opinion clearly correct decision, no foul at all. It would have been a more than soft whistle.

  22. O.T. Coming to end of the year and looking at your comments after this Cl and EL MD, I would like to share my idea and get your feedbacks concerning the UEFA categories. I really think that it has been a mistake the deleting of the old category labeled "Elite Development Referee". Now within first class we have a huge number of officials with totally different rate and performance. IN some cases Elite referee category seems too much populated associating referees with different standards.
    Personally I would include in the Elite Category a very restricted list of real top referees and I would split first class into two different classes, one including promising referees in the road to reach elite and the second with reliable referees or demoted from elite.
    In this case and looking at recent performances, my population for categories would be:
    ELITE: MATEU LAHOZ, UNDIANO MALLENCO, TURPIN, COLLUM, OLIVER, TAYLOR, KUIPERS, MAKKELIE, ERIKSSON, BRYCH, ZWAYER, ROCCHI, TAGLIAVENTO, ORSATO, SKOMINA, MAZIC, CAKIR, KASSAI, HATEGAN, MARICINIAK, KARASEV, SIDIROPOLUS

    1. In general, I can follow your thoughts and I agree with some of them. Especially, I also think the number of Elite group referees should be reduced. But what about all the other current first group referees you didn't mention? Why are current second group referees like Siebert suddenly in the "prospective elite" group? Why is Lechner the only U21-EURO-referee not being there? etc.
