UEFA 27th Advanced Course for Top Referees Portugal 2019 - List of participants (UPDATED)

Knockout stages of European  competitions are coming, and UEFA referees must be ready. A very important innovation in UEFA competitions will be the use of VAR in CL KO games. This year the courses for both top UEFA referees and new FIFA referees will take place in Portugal, from 27/01 to 31/01. Referees who are missing on this list shouldn't be appointed for a game in KO stages. As already reported, during the same days the new FIFA referees will attend their Introductory Course, having also the chance to work together with the Top referees.     1. The referees from Elite and Category 1 are expected to be in Portugal in the evening of Sunday 27/01.
      Differently, the new FIFA referees, list here:

      are expected in the morning before 12:00 pm.
      So, on paper, some officials could referee on Sunday and then they should leave in the evening for Portugal.
      Not possible for the new FIFA referees, who could get games only on the previous day, Saturday 26/01.

  2. Some notes: among the referees who made their CL debut this season, the only name missing there is Kehlet from Denmark. All the other Category 1 who got CL group stage for the first time are there.
    Some officials have been called clearly to work as VAR, among them there are some Category 2 never tested on the pitch (Irrati, Rainville, Dankert and so on). Then, there are other Category 2 who got at least their debuts in Europa League and they can be perspective choices (Guida, Millot, Ardeleanu and so on...).
    Göçek and Gil are there as Category 1, but since they were not called for the last Winter Course and they are VAR experts, I assume they are there mainly as VAR.
    Another missing referee is Bezborodov, who very likely finally reached his age limit.
    For women, two Elite are missing from the list of called officials: Zadinova (CZE) and Clark (SCO). It seems as they are inactive in this season for some reasons.
    I would say, a good mix of old and experienced officials, young talents and VAR experts.

    2. Yes, he belongs to this particular category. The list of Category 1 without CL debuts, but always in focus by committee is the following: Aghayev (AZE), Gözübüyük (NED), Jovanović (SRB).

    3. Estrada Fernández has neither been called for Portugal stage nor been ever appointed as main referee in UCL Group Stage.

    4. With del Cerro Grande promotion, no room for Estrada Fernández to get big games as Category 1. However, the very particular situation for Spain is that at moment there are 4 Elite referees, but only one Category 1 who indeed is out from UEFA appointments.

    5. The name missing from Spain is actually Martínez Munuera. He made his debut in UEL this season, but is not on the list, while Sánchez Martínez (who also had his debut) and Alejandro Hernández Hernández (who has not) are.

    6. I think, all category 2 referees could be there to be used as VAR (or AVAR) as they all have more or less experience with VAR from their domestic competitions. Appointing them as main referee would be very surprising.

      I am surprised about the relatively low number of Category 1 referees. I thought, e.g. Boyko, Reinshreiber, Özkahya, Lechner, Schörgenhofer, Bebek, Stavrev might have chances for a EL R32 match. Now we probably will need a lot of Elite referees already in that stage.

      Furthermore Martinez Munuera and Valeri are missing among the potential VARs.

  4. VAR in England especially Fulham vs Oldham were Anthony Taylor was the referee was kind of a disaster... I do not have videos but any who does should share with the blog. There is a long way to go with VAR in England. They are causing the problems for themselves tho why will there not be OFR for referred Taylor was really lost today imho

    2. I think there wasn't any contact but for sure the foot is very close to opponent's leg. This maybe was the reason for confirming the penalty, but generally it looks like indeed they don't want to make any OFR... I don't know how long they can go on in this way. In Champions League I think that this incident will be rewatched and then the penalty annulled. Having said that, no faults for Taylor on the pitch, from his position, this looks always like a penalty to be whistled. No doubts.

  5. For me as a Swiss it‘s very sad not to find a Swiss male referee in the list. Especially Schärer could have made the next step with a knockout game in EL. He‘s quite young although and I hope he will get some good matches in the future...

  6. Thanks for this post; it's very interesting. I'm a little bit surprise to see a so high number of referees invited; I remember that some years ago only Elite ones have attended Winter course, and it was called indeed "Winter Seminar for ELITE and NEWCOMERS referees " :-)
    Concerning missing ones, I'm surprised/regretted about the following absences;
    - Da Silva (Por): probably he pays his long injury
    - Estrada Fernandez (Sp): impressive how much he lost trust after a good Euro U21 some years ago
    - Schorghenofer (Aut): ????
    - Vad (Hun): at certain time, it seemed it would replaced Kassai in the Hungary ranking
    - Zelinka (Cze) : ??
    - Bebek (Cro): biggest surprise. I thought that he had recovered a full trust afte rhis EL group stage matches.

    On the other hand it is confirmed, unfortunately, the crisis of some countries in term of high level refereeing: Belgium, Switzerland, Austria, which gave outstanding names in the past (De Bleckeeere, Ponnet, Meier, Roethlingsberger, Galler, Kohl, Plautz).
    Also in my opinion, the invited second category will cat only as VAR

I red on http://refereeingworld.blogspot.com/ about the next FIFA perspective seminar for 2022 WC, which will be held in Qatar in two runs: The first group which will consist of CAF, CONCACAF and CONMEBOL, will attend the seminar from 14 to 17 February 2019, while AFC, OFC and UEFA referees’ seminar will take place from 25 February to 1 March 2019.
    From CAF the following referees will attend: Victor Gomes (South Africa), Mustapha Ghorbal (Algeria), Redouane Jiyed (Morocco), Maguette Ndiaye (Senegal), Ndala Ngambo (DR Congo) and Sadok Selmi (Tunisia).
    I'm astonished to see that names like Gassama, Tessema, Alioum Grisha and Camille are not included. Probably they ARE in any case in the perspective list but now FIFA want to test new people, less known.

    2. I have seen the CONCACAF list but been asked not to publish yet. It, like the CAF list, only includes more "unknown" referees. The veteran referees likely to go to 2022 are not attending this seminar.

      Also, the CONCACAF VAR list is very interesting and includes some non- and former-FIFAs.

    4. Re-examining the list I was provided, all officials without a 2019 badge are at least FORMER FIFA officials. Not sure if that's an important distinction or not.

      CONCACAF is in an interesting position. It's the only confederation (other than OFC) that hasn't used VAR in one of its competitions. Yet the American and Canadian VARs have more practice than almost any in the world (a lot of our MLS VARs were involved in the experiments in the second division starting in 2015-16). So the region has perhaps more experienced top-level VARs than any confederation except UEFA, but it has a very tiny pool of active FIFAs who qualify.

      It seems like someone--maybe Geiger--has made the successful argument that former FIFAs need to at least be considered for the 2022 World Cup. We'll see how far this experiment goes.

    1. Edward, we have attacks to referees at youth and amateur level every week, that's nothing new. Sites do not even report all the incidents... it is so shocking that it seems to be the "normality" now, and I'm speechless.

  12. I just got the info that in addition to the official list of participants, there will be some extra-names attending the course in Lisbon, mainly from Category 2 and 3, essentially due to VAR reasons, also for making practice before the next group stage.

    1. It was reported just as info, I think it is even possible that these additional names are not written, so sorry I can't help you on that... however I think that basically, regarding KO appointments, all the officials involved are the ones written down. We will see.

  14. Interesting situation for Michael Oliver in EFL Carabao Cup semifinal between Tottenham and Chelsea tonight. (Sorry, there's no sound in the clip).

    Attacker goes down after a clear foul by keeper however the assistant raises the flag for an offside position. VAR checks the incident and reports that the attacker was tightly ONSIDE, as you can see in the screenshot here.

    The correct decision (Penalty) was in the end taken and in this situation, I even agree on the fact that no OFR was made. I'm pretty sure Oliver knew that the foul was clear so the question was only whether there was an offside position or not (a classic "black-or-white" decision).

    3. Well, one must trust VAR about offside, then penalty is a fully correct decision and Oliver had seen it by himself, so no need to make a review. This time fully correct procedure. However, offside must be analyzed...

    I personally like the way they used VAR here. I thought it was very well done. It helps that Michael Oliver is a very good referee.

    1. You're right, Oliver handled the situation quite well in terms of communication. I also liked his overall performance in the game, which was physically quite demanding. Good relation with players (he found even some moments to smile with them), excellent fitness and positioning, cautions were all good. In UEFA standards, this would have been an 8.5 level performance, surely.

    2. This was exactly my point when I used Taylor's match and said the whole VAR issues wasn't handled well... thought was England but Oliver just showed referees to can implement VAR better irrespective of the protocol

    3. Olivers communication (verbal and non-verbal) was quit good this situation. Nevertheless, I'm not convinced about onside. The shown line (IMO also used by the VAR) was at the feet. But a player can als be in a offside situation with other body parts (except hands en arms). Kanes body (f.e. his shoulder) was not right above his leg. I think it was off side. Not clear and very very difficult to spot (live it is impossible to spot) but it was. I think not a good dicision of the VAR. As a ref I can understand that Oliver and his assistant didn't spot this. But why th VAR didn't see this? Or: am I wrong?

    4. That was exactly my point.
      Oliver overall did very well in that game and handle that incident expertly.
      However in my opinion he was let down by the system used (VERY POOR ANGLE TO JUDGE OFFSIDE) or maybe VAR assistant should seek different ANGLE to get the correct decision.
      From what I have seen ,I could not be 100% sure weather he was off or on, but due to leaning forward in my opinion rather OFFSIDE

    1. In my view, it's either the referee or the AR who helped him to make the decision here. Once the YC is given, the referee deems it as unsporting behaviour and not as violent conduct. It's a question of interpretation (and personally I would have liked to see a RC here), and not a clear and obvious error that would justify a VAR intervention.

  17. I got an updated list.
    There have been several changes.
    You can find the new names in bold.
    It seems as some referees, originally called, have been removed.
    For Spain, Martínez Munuera has been called as replacement.
    It is also confirmed that all Category 2 (+ Gil and Gocek among the Category 1) have been specifically called as VAR. Two NO FIFA referees (respectively from Netherlands and Turkey have been added to this list). There will be two guests from China.

  18. Thanks Chefren. Really surprise to see so many Category 2 while some Category 1, like for example Bebek, Zelinka, Schorghenofer, are missed. And really surprised to see two NO FIFA referees; probably they are very experts as VAR in their country.
    Probably referees replaced respect to 1st call, have declined the invitation for personal constrains. I don't see the reason to have Fritz and not Millot or Ardelanu
