  2. One cannot look past Nikola Dabanović being observed by Roberto Rosetti as the biggest appointment of the round. I wonder if him (and Irfan Peljto) will be given a VAR education 'crash-course' to handle a CL game this year - on a technical level they are both ready for that IMO. José María Sánchez Martínez is also ready to handle CL games, especially with his VAR experience.

    EL débuts for Dumitru Muntean and Donatas Rumšas. I watched the Lithuanian handle the Ludogorets - Ferencvárosi game, and it is not surprising that Frank de Bleeckere observes him; he is a big talent (though his team-mates were not so good that evening). His way of refereeing is very similar to Carlos del Cerro Grande - not the worst constellation in these times given Rosetti's overt appreciation for such style (mine too!).

    Ivan Kružliak, Viktor Kassai and especially Andris Treimanis can be disappointed that they don't have CL insets - the Latvian got even big Arsenal - Stade Rennais game last season and attended U21 EURO, but perhaps UEFA had a 'reality check' about him. Latvian should improve his talks WITH (rather than, AT) players to go further.

    2. @Chefren I did quite a lot of research and with 99% confidence I can confirm that you're right (all seasons (also UEFA Cup era), all matches (group stages and knockout stages) included). So biggest achievement ever for refereeing in Moldova.

    3. The remaining UEFA countries without a referee in UEFA Cup / EL group stage are:
      Andorra
      Armenia
      Faroe Islands
      Gibraltar
      Kosovo
      Liechtenstein* (no referees there)
      San Marino
      Maybe something in Armenia could happen, but very difficult if not impossible for the other countries.
      Rosetti has contributed to accelerate this process, before that, with Collina it was different.

    4. Good analysis. Yes I fully agree on the fact that Rosetti is giving much more chances to referees coming from country in which football is not strongly developed. And now we can see new names, while with Collina we had always the same 8 /10 elite ones.
      Why Liechtenstein doesn't have FIFA referee in the latest years ? I remember Roland Beck in the past; he was FIFA referee from that country. It seems not fare to be the only country without an official

    2. In case committee wanted to do that, Kassai would have been already demoted, especially after that mistake in Manchester - Shakhtar.
      It is very rare to get a demotion from Elite Category, we have only few cases in recent times, the most known Moen...

  10. 2-1 by Cluj allowed by Polish crew (AR2) is a very interesting case of offside. The player in offside positoon disturbs keeper while a temmate is scoring the goal, after having hit the crossbar before.
    VAR would have detected that but I don't think it was impossible for AR2. Crucial mistake for me, I will try to post a video soon.

A referee (UEFA first category) makes a mistake (I haven't seen the situation yet so can't comfirm if it even was one) and you say he shouldn't have a FIFA license because of that. That's not how it works. A referee who 'should not have a FIFA license' would never be UEFA 1st category. Your comment is unreasonable, unintelligent and truly ridiculous.

  14. Watched José María Sánchez Martínez in Rennes (as a Celtic fan).

    He didn't have a bad game, though some weird decisions when players were battling close and after giving a YC for simulation early on to a Celtic player in the penalty area didn't do the same to a Rennes player later on.

    Both both penalties were correct, but there was a missed penalty for Celtic in 54 minutes just before their penalty.

    He lost control at the end though. Celtic's LB slid in winning the ball but collected a Rennes player's who had stuck his leg in to challenge, correct play-on but the Rennes players weren't happy.

    Then Celtic's sub forward caught an opponent with an elbow as he jumped higher, correct YC but the Rennes player had to go off (all subs used).

    The Rennes GK spilled the ball from a shot and the Celtic player followed in, minimal contact if any. Don't think the referee even gave a foul, but eventually showed a second YC after checking the GK: https://streamja.com/jzR7

  30. APOEL - F91 Dudelange Dumitru Muntean (MDA)

    EL debut for the Moldovan referee in a seemingly easy match. However, I wasn't impressed by his performance.

    The whistled penalty at 54' is a correct decision. N24 of DUD tackles his opponent N11 APO and commits a foul. Referee is very close and decides correctly.

    There is another penalty appeal at 79' but the holding is mutual and the APOEL player N20 exaggerates the fall.

    Muntean had a quite good foul detection (good no-foul at min. 23' right outside DUD penalty area as APOEL player tries to take advantage of a slight contact). Good decision to bring back play and caution N6 APOEL since the advantage wasn't successfull (87').

    However, his management of the match was poor. During the first half was had several cases of P.I. with DUD players (N28, N8) committing a number of fouls without any action taken by the referee. Dudelange committed 22 fouls and had only 2 cautions. The only warning (min. 14') was really passive and the player ignored the referee. Muntean seemed to not communicate with the players. He just whistled and went backwards.

    Moreover he seemed to have lost his concentration after 80'. There are 2 scenes which indicate that. At min. 84' the referee whistles for a foul and the APOEL defender tries to play fast. The referee stops play and orders the free-kick to be retaken due to incorrect placement of the ball. The free-kick is retaken 3 times in total. The referee is quite meticulous at the spesific scene, creating some tension.

    Finally at min. 89' he stops a corner-kick before being executed probably to make a warning for pulling/pushing. But he does nothing while the APOEL player waits shouting to execute the corner-kick. After 15'' he allows the execution. I can't understand what was he thinking at the time.

    Muntean showed that he lacks experience for that level. He is not completely ready and needs more time before another possible EL GS appointment.

    1. Forgot to add about his positioning and movement. He was, most of the time, very close to the ball (10', 20') and there was a high risk that he would get caught into play. At 80' he was hit by the ball outside DUD Penalty area and APOEL gained possession. The referee restarted with drop-ball (correct decision).

    2. I disagree. Muntean showed actually a very good performance, 8.4, even 8.5 possible. Apoel is a difficult atmosphere and them losing disappointingly at home and not being unhappy with the referee despite a penalty against them shows that.

      The situation in 84' the ball was rolling twice, nothing wrong with retaking. In 89' AR2 (who was poor, and also NO FIFA, why a NO FIFA AR in Moldova's first EL group stage game?) seems to indicate to Muntean that there were two balls on the field of play, however, it was nowhere close to the corner kick and a ballboy was retrieving the ball.

    1. Forgot about AR's: Good job by them, althought everyone made an offside mistake, but they were both so close that you can detect the offside/no offside only with a standing picture. But they happened in not so important situations, so no big problem. Good performance by thd whole team

    1. In the 79' situation, at the last UEFA RAP there is a similar situation and the committee wanted a PK. IMO the defender wins fairly the ball and he trailing leg catches the attacker with the force of his sliding tackle. Never a pen for me.

      Excelent match to watch and excelent Cakir in my eyes - fast and secure, the penalty situation is hard to spot and exactly for VAR, because the question is did the defender reach the ball first or blocked the attacker before that.

    I have a question about EC qualification match Finland-Italy.

    As we all know the referee of this match was Bobby Madden who gave a penalty favor of Italy. Unfortunately, that was an incorrect decision. There has been a lot of discussion about the penalty in Finland.

    Finnish FA’s head of refereeing Jouni Hyytia (also UEFA referee observer according to this blog) disrespected Madden’s performance and decision making in that match and penalty situation. He has publicly given following statements in Finnish newspaper:

    1. A bit similiar situation happened here in Latvia in August. It was regarding a penalty awarded by Bas Nijhuis (NED; FIFA; UEFA 1st Category) in FC København (DEN) 3:1 Riga FC (LVA) (Europa League play-offs, first leg). Also a lot of discussions about that incident. Vadims Direktorenko (head of the Latvian Football Federation's Referees Committee, also UEFA Referee Observer) didn't give so many statements as Hyytia but he did give one in a TV broadcast (a weekly one; nearly in each episode he or another refereeing related person talks about the most controversial decisions in Latvian football).

      He said the following (translated from Latvian): [Journalist: ' Shoulder...'] 'And again, from this angle I look at the referee's body language. He was thinking a bit about this situation, what he should do... [Journalist: 'And was listening...?'] I don't think he was listening because the AR's body language doesn't show that he made any decision regarding this situation or helped the referee in making the decision. I think the referee saw the moment very good from his point of view, and thought a bit, and awarded a penalty for handball, but, again, from this replay, first of all, I am surpised that in this stage [of the competition] we see the replay from only one camera - I was expecting minimum 3 or 4; even LTV7 [one of the two Latvian national TV channel, it is the one focusing on sport; starting with this season it also broadcasts some Latvian Higher League matches] has cameras behind the goals and so on, and in this case, in my opinion, it was shoulder, but of course the referee was confused by the fact that the player made unnatural movements and made his body bigger with his hand, but if we look at this replay again, I don't see handball here, I see only shoulder here.'

    1. My stream blacked out a couple of times so missed some minutes, but I had the impression of a very good performance by Srđan Jovanović.

      Serbian had strong disciplinary control including verbal warnings and a great 'feeling' for the game that allowed him to always have the control. He never lost his concentration from the first whistle and was always alert. His mimics presented a top-down authority that reminded me on his compatriot Milorad Mažić. His team-mates executed their roles well.

      Important step for Srđan Jovanović in his career - he passed it well.

    Today the 'FIFA FOOTBALL CONFERENCE - ANALYSIS ON THE FIFA WOMEN'S WORLD CUP 2019' event happened. It was broadcasted live on YouTube in 2 parts (each several hours long) (the live streams have now been published as videos). At the end of the second part Pierluigi Collina and Kari Seitz talked.     Deadline is 01/10/2019. About the rest, nothing has changed if compared to previous years. A minimum age of 25 yers for referees and 23 for assistant referee is required. No maximum limits but the referees born before 1975 (45 years old and more) could be obliged to pass specific tests.

    I can’t remember in which game exactly, but I’m sure that some premier league referees do not allow defenders to sit/laydown behind defensive walls (to prevent low driven shots).

    But in other leagues/games, other referees allow it.

  54. From the highlights, a busy match in Greece for Stegemann and his VAR. Three penalty situations in the 2nd half. One of it not given after an OFR, two awarded to Panathinaikos. After the first a retake was rescinded after an OFR (AR thought, GK left the line early - VAR disagreed).
    Maybe someone will deliver a more extended report.

  56. Yesterday, I watched Sandro Schärer in the most important Swiss game for many years (1st place vs 2nd place only differed by one point, which hasn‘t been the case for a long time in Switzerland because one team has always been leader by 10+ points)
    It was a heated match especially in the first half. Schärer managed to keep a lenient approach as far as possible. He strechted out the leniency but began to whistle fouls when necessary. In terms of penalty situations or possible red cards there is nothing to report. However, an outstanding performance that was appreciated by TV Experts in the aftermatch report as well as by fans of both sides. I will watch the progression of the young Swiss nationally and internationally with pleasure over the next years.
