UEFA Referee of the Year

2019  is coming to an end. Time has come to vote for the best referee of the year. This time we have decided to focus on UEFA refereeing,  by voting the best of our confederation in 2019. This will be very easy, and we will announce the winner soon!

All Elite referees have been included, unless those who got promoted a few days ago. If you have a different name (Category 1 and below) select "Other" and then mention the name in this post as comment. We will count it.

There are reports that Terje Hauge (Norwegian referee boss), after coming under fire by dropped elite referee Trond Ivar Døvle, decided not to promote two referees from Døvle's county FA, where he is also the referee boss (Akershus) - Jørgen Haugen and Anders Bodding - despite these referees being at the top of the ranking and the referee coaches and managers of the 2nd division nominating them as promotion candidates.

    Hauge then changed this all by himself after Døvle's statements, most likely as a punishment against Døvle.

  20. Voting for candidates is in doubt, but "not voting" for candidates is also interesting. I noticed that among outsiders (near 1%) were Kralovec, Gil Manzano, Bastien, Aytekin, Zwayer, Collum. It is a pity that the results are hidden, there is no way to clarify the percent for another 1-2 candidates.

  21. Drama at Wolves. Red card for DOGSO given to city goalkeeper by Martin Atkinson. Then VAR gives a penalty to Man City (I think correctly) that took absolutely forever. No OFR of course. But seriously the Premier League claim that no OFR's is about saving time but it would honestly be quicker to send the referee to the screen, that's how long this review took. Penalty was then retaken for encroachment by defender spotted by VAR.

    1. Now seven minutes of time added on. By my calculation there should have been more. 3 minutes of stoppage for head clash. Another 3 minutes for the red card and substitute (at least). 2-3 minutes for VAR to give the penalty. Another minute for them to order the retake. Should be at least 10 minutes added on for me.

    2. All three crucial decisions (RC, Penalty, Retake) are fully correct IMO, too.

      Anyone who understands refereeing knows that having On-Field Reviews is 1) clearly advantageous for the decision-making process 2) relatively time-efficient.

      Michael Riley knows that too. But these decisions are not taken by refereeing people.

    4. For me this retaken penalty is absolutely a joke. Hello, stepping on the line is now punishable, and in the situation that City player was half step inside already. That doesnt make any sense. GK on the line is ok, but for the players criterium as in athletics is ridiculous.
      In that case stepping over the line should result in disallowed goal in case the goal is scored...

    7. The retaken penalty is more than a joke... but for another reason. Both players of Wolves and City entered simultaneously in the penalty area and it was absolutely obvious. Thus in accordance with the rules the penalty shouldn't be retaken. UNBELIEVABLE MISTAKE in such a high level like Premier league - another example how far are the referees from the level of football nowadays. It is unthinkable that referees, including here in the blog, don't know simple rules...

    8. Get it clear. The penalty was only retaken because the player that cleared the ball had encroached. IF the man city player who also encroached had scored the rebound the goal will be chalked off and an indirect free kick to wolves. Punishment of encroachments only takes place when there is a second phase after a missed penalty

    10. Ok, so i did a research on this and the newest VAR protocol by IFAB says:
      "offence by goalkeeper and/or kicker at the taking of a penalty kick or encroachment by an attacker or defender who becomes directly involved in play if the penalty kick rebounds from the goalpost, crossbar or goalkeeper"

      So, other encroachments are not suspectible for VAR interventions, regardless of lotg.

      Interestingly, before this change there was another formulation, which said:

      Encroachment can only be reviewed if an attacker who encroached scores or is directly involved in a goal being scored

      a defender who encroached prevents an attacker playing or being able to play the ball
      in a situation where a goal might be scored

      In that case, at least in my interpretation, it wouldnt be right to retake the pk as the man city player who was running towards the ball also encroached.

    11. Chiagozie. Thanks for your comment, I didnt know exactly what stays in protocol at first (tv commentary didnt help of course :)) and this clears the whole thing. Its not the problem of encroachment in general, but only for the player who plays the ball after the post/gk save.

    07:50 Red card for DOGSO to keeper outside the box and free kick.
    08:55 Red card for DOGSO, deliberate handball stopping a shot on goal, decision confirmed after OFR.
    About the latter red card, I'm not sure this was a clear DOGSO. With keeper behind, it is very rare to see RC. Maybe referee was convinced that ball would have entered the net. You can see how much difficult is to manage Saudi players, I think that referee was forced to go to monitor.

    1. The red card in 8:55 is for making a contact with the referee. Maybe even a headbutt. You can see it immediately after whistle in live sequence. Great that Artur Soares Dias decided in this way. Also his serious look afterward was great.

    2. Re. 70' - Soares Dias probably issued a Red Card for a Violent Conduct by Al Feyha No.6 against him (fully correct if you ask me).

      Procedure there was also really weird, penalty + RC seemed fully confirmed, and then - at least this was the optic - he signaled an OFR ostensibly to 'appease' Al Feyha (initially it seemed he was going over there to reprimand their bench). As you said Chefren, very difficult to manage players there, but hardly ideal procedure...

      Red Cards at 41' and 65' correct too, in my opinion.

    3. Thanks for this correction, indeed great if he sent off the player for violent conduct against him, but in this case there is a mistake in proceedings! Since this is a mandatory YC, he had at first to book player for the previous infringment, then to send off him for that. Once sent off, a player can't be booked. So in any case this was a rather clear mistake by Dias, can't whistle this penalty without booking.

    1. 1000% onside. I can't understand how on Earth this can be offside?! We are coming to this if the shirt is ironed than no offside, but if it is wrinkled - it makes offside (or opposite). Rubbish.

  28. Again, this English VAR is total CRAP! It destroys football in the arguably best league on the world. Today two CLOOOOSE offside calls from the room. First one in Brighton-Bournemouth where offside is probably one micrometer. And now in Norwich-Tottenham where if it was offside - it was one nanometer. But I am 100% sure that VAR made mistake. Several times picture was shown and there was no offside. Important thing here is do we know what is shoulder and where arm starts??? Referees could be wrong when draw the line - one millimeter left and it is offside, one mm right and no offside. This is killing football. For me regular goal for Norwich has been annulled , and I would go the same with the goal for Brighton (that offside is questionable also because the player that was "offside" didn't play the goal firstly, but defender did, and later he scored the goal). So, total mess in England, this is far from normal.

    1. I have this article saved since Round 2, when there was the first "nanometric" offside decision taken by VAR, in Premier League. It explains why it is impossible to know for certain if a player is offside or not:

      In my opinion, if the offside call is extremely close even after watching the replays, the Ref should give credit to Assistant Referree and stick to the original decision, instead of waiting 2-3 minutes for the VAR to draw those ridiculous lines one on top of the other.

      There are many, many problems with VAR in England but evaluation of offside is not one of them (and with passing years the process should get more time-efficient).

      How is this not a problem? They measured that it was 0.12 inches, 3mm offside.
      1) in this techology and screen picture we cant even see on the screen if it is offside
      2) how are they able with 3 mm precision to decide what is shoulder and what is arm?
      3)How are they able with 3mm precision to stop the video at the EXACT moment when player touches the ball? Because in this case some smaaaall part of the second could be absolutely decisive.

      I absolutely agree that its great techology, but I dont really see who can guarantee all those crucial above elements to be 100% accurate...

  29. Some very transparent refereeing/VAR coming once again out of Australia which is again receiving praise from the football community around the World. Australian professional FIFA referee Chris Beath had a challenging A-League match in Adelaide (See my A-League appointments post above) where there were 3 big incidents involving VAR. He was interviewed after the game for his thought process leading to those decisions.

  32. I always adored to watch Premier league, even some refs were bad (more appropriate word is catastrophic, but I will stick with bad). But this VAR and still numerous bad decisions on the pitch from day to day make me feel disgusting watching Premier league matches. Arsenal-Chelsea, ref Pawson. He missed absolutely clear second YC for Chealsea player. Several minutes later that player scored equalizing goal, probably after made foul. VAR didn't rewatch that incident at all, they didn't look if there was foul, but they were again drawing some lines on the screen for potential offside. And it was crystal clear by naked eye that there was no offside. Not evean close. Instead of checking foul they checked offside. Ridiculous.

    1. VAR checked the potential foul of Jorginho against Torreira. On the screen is was written "checking potential foul". Honestly, for the british standards this is not a foul.

      About the possible 2nf yellow for Jorginho: yes, it could be. But the protocol doesn't allow VAR to intervene for a yellow card (even if it's the second one).

      About the level of refereeing in England, I must agree with you, it's preety low. But even in these circumstances Premier League still remain the most spectacular league in the world.

    2. On the TV screen was written: "CHECKING POTENTIAL OFFSIDE". I watched the game. And lines were drawn on the TV in order to see whether there was offside. They didn't show on the TV if there was foul, no replays whatsoever. So I don't know where did you see that.

      I know about the protocol about potential second YC. I meant about Pawson - he had to give that YC, not tough decision at all. Instead, he gave YC for dissent.

  35. What a mistake, in City vs Shefield. Manchester score a goal after the ref interfere the game. Mike Reilly should be sacked, he is awfull with his VAR protocols, to not allowed referee for OFR. Chris Kavanagh a Uefa referee doesn't know the new rules?

    1. Ichigo. Please update yourself on the laws of the game. The referee never touched the ball. He can't stop play for a dropped ball even though he clearly ''interfered'' with the play. There is nothing he can do there. He never touched it. He just stood in the way.
