UEFA Category Revisions for the second half of 2019-20 season - Orel Grinfeeld (ISR), István Kovács (ROU) and Slavko Vinčić (SVN) promoted to Elite

UEFA Referees Committee have computed the promotions and demotions in their category revisions of Winter 2019. 


MEN:
Only changes are three promotions to Elite Category for Orel Grinfeeld (ISR), István Kovács (ROU) and Slavko Vinčić (SVN).  No other promotions / demotions, apart from the new FIFA referees joining the list. 

WOMEN:
No promotions / demotions, only new FIFA referees have been added.

FUTSAL:
No promotions / demotions, only new FIFA referees have been added.

    Orel Grinfeld is on an Elite level but were his performances this season enough to promote?

    István Kovács was behind some other names, I mean you can justify his promotion, but why not eg. Georgi Kabakov instead (he performed well in Tottenham - Olympiakós as I remember)? Vassáras?...

    Stieler should go up in a swap in the summer, Treimanis et al. need a little more time.

  8. Congratulations for István Kovács, had an excellent 2019 with very good performances in Liga 1 throught the year.

    Himself and Hațegan are miles ahead of the other Romanian first division ref's. Nothing seems to come from behind either, with only 4 ref's under 35 yrs appointed for first division games this season. The only one who looks somewhat promising IMO is Horațiu Feșnic (30 yrs old), who has the potential to become an Elite ref.

    Another younger ref. heavily pushed by CCA is Iulian Calin (32 yrs old), with 10 games this season already (2nd after Marius Avram, who was appointed at 11 games). Calin made unfortunately a crucial mistake in tonight's game between Dinamo Bucharest vs Sepsi OSK - missed penalty and RC at the score of 0-0 - so a suspension should be expected.

    1. Let's say that fog didn't help referee in this case... but well, to be serious, this was not easy. I was 100% sure about the handball only thank to last replay. It could be easily misread as header. On paper still a clear mistake, though.

    2. Also for me, this is a big surprise with Kovacs promoted to Elite, after 4 years in First Class. I think the Comitee was satisfied with Istvan Kovacs at Euro 2019 and WC Under 17. So, this was the reason why Bo Karlson was in Paris to watch Kovacs. Also, Radu Petrescu who is first class could be in Elite in few years. Marius Avram had a great season with 11 games, but is almost at end of his career, he is 40. Fesnic and Coltescu had more controversial games in this season.

  12. Hello, I would like to report a name error on the list of group 1 futsal referees. It says Victor Chaix ?? I do not know for my part Victor Chaix, but Victor BERG AUDIC yes. International Futsal since 2015.

    1. You are right about that, on previous PDF he was reported as "Berg Audic" but now "Chaix". I don't know the reasons, this is written by UEFA, however I think it is him because the date of birth is always the same.

  13. Does someone has more informations about Jarred Gillett (Australian referee) ?
    He was FIFA referee in Australia and now he is referee in Championship?
    Today, he is VAR in Premier league (SHU-AVL).

    2. Gillett moved to England this year and was given a place in the Select Group 2, which mostly does Championship games. 5 of those referees are also used as PL VARs. He was an obvious choice for that role, because he had VAR experience from Australia.
      Robinson is also among this group and has indeed his debut today. (But don't confuse him with the new Northern Irish FIFA referee.)

    2. Question about observers. Evaluator means that observer is confidetent information, why is there no name?

    3. Observers don't attend the matches - they watch the games on full match record and determine every decision either correct or incorrect. Even internally, the referees do not know who each observer is. The referees get a computerised mark based on a formula (IIRC - throw ins 1; 'Key Match Incidents' crucial decisions 15) from those decisions evaluated as right or wrong.

      Delegates do attend the matches and report how the referee 'managed' the match from a football perspective. They are former football people - managers, players - and most (all?) of them never refereed a match. Delegates evaluate KMIs and their marks contribute to the referees' overall ranking.

  17. Does anyone know the Bundesliga's policy on stoppage time? I just watched the highlights for Bayern Munich v Werder Bremen and there was 0 minutes of time added on. I repeat Zero minutes of stoppage time!

    1. If a result is so clear, there is usually no stoppage time. Accepted by players, fans, media. Happens on a regular basis.

    2. I totally disagree with this mentality - what if tight goal difference decides a position in the final standings? That is totally unfair.

      Forgive me, but that is very typical of the general officiating 'ideology' of the country in which that takes place.

    3. What if teams agree with no added time as they fear injury? No sense in adding 3 or 4 minutes. Danger of an injury out of frustration is higher than probability that goal difference decides championship... common sense.

    5. I can add, that it's not only done in professional football, but also (maybe even more often) on grassroot level in Germany. Many referees like to keep the added time minimal to avoid difficulties.
      Part of the explanation is a DFB instruction to distinguish between lost time and squandered time. Lost time (e.g. injuries) has to be added on, while squandered time should be ignored, if that gives an advantage to the team, which did not squander it.

    6. I really disagree with the apparent truism that it is "common sense". Even talking about injuries, it unfair to 'punish' the team who is 1-0 up rather than the team who is 6-1, in your example.

      I'm sure it is universally agreeable that one less injury is always better, but I don't find this line of argument against playing normal additional time.

      And talking about "fear" is pretty hyperbolic; if one conducted a study on the amount of serious injuries occuring in such circumstances vs. matches that are 'close', at least based on my feeling it seems that the number would be fairly minute.

Cheren...someone said that he can't believe how Jesus gil manzano is a uefa elite referee....I saw that because of his miss red card in the game dinamo Zagreb vs Manchester city....He was also in charge of var yesterday in the game real sociedad vs Barcelona... A strong penalty miss for Barcelona... What's your take on that Cheren?

    3. I think that it was OK decision by Gil Manzano to support Alberola in yesterday game, never a clear penalty there, mutual hodling. From the pitch, Alberola could have whistled it, and in that case he would have been supported as well. Barça must accept this decision without complaining too much.
      But... the red card in CL game missed by del Cerro was very clear, here I can't defend Gil Manzano.

  20. Big fuss here in Spain about the penalty Jaf was comment about, Barcelona's president will send a letter to Rubiales (head of Spanish FA) asking for a explanation about why VAR did not intervene.
    Here is the incident (https://streamable.com/notbp), I think the problem here is consistency, Alberola gave a penalty to Real Sociedad in the first half for a very similar action (https://streamja.com/Vglw), so in my opinion is that fact which have made Barcelona's fans and board very angry.
    If you watch both clips you can see very clearly that Alberola had a clear view of the first penalty and a very bad one of the second incident (Llorente's body obstructed his vision), so I think that is the reason why he did not concede the second one, do you think VAR should have intervened? In my opinion not a clear and obvious mistake, as both players are pulling their shirts at the same time.
    Bear in mind that the Clásico is next Wednesday, so basically the objective of Bartomeu for sending this letter is, undoubtedly, to put pressure on Hernández Hernández, who already has a lot of it, as Real Madrid has stated (via some of the journalists who cover Real Madrid) that they do not like his designation for the match.
    Very very difficult task for the canarian referee on Wednesday, if you ask me his designation for this match is quite a bad one, he had a terrible Clásico game 2 season ago (the Camp Nou one), so I think CTA should have designated someone else (Martínez Munuera for example, he has never whistled a Clásico match, having been one of the best referees in the past seasons).

    2. I agree. Busquets' penalty is completely stupid: you hold an opponent right in front of the referee in a such blatant way that, even if the player doesn't fall, can't be ignored. Piqué's is not as clear.

      Regarding Hernández Hernández's appointment, I also think it should have been avoided, and the amount of Clásicos he has handled is undeserved in comparison to other referees. However, Martínez Munuera is in the CWC this time (something I forgot about when I predicted him in UEL last week). Maybe he would have had it had it been played on its original date, but I'm not really confident about that.

    3. Never a clear and obvious mistake in my opinion. Barcelona must accept this decision without questioning. I don't see a 100% clear penalty there. Of course, possible that in case of better view, Alberola would have whistled it. But absolutely, no VAR stuff.

    Young Dutch referee Joey Kooij made a poor performance. Especially this red card is criticized "scandalous judgment".
    Kooij said after the match: "When I look at the images you can see the elbow coming into the face of the player. The health of the opponent is endangered. 100% RC".

    2. Of course this is a blatant mistake from the side of the VAR as well as from the referee. This is a textbook example of a reckless use of the arm, and never ever as using the arm as a weapon. When you have played the game you understand that when trying to head a ball like this your arms simply move along. No harm intended, just an unlucky - reckless - use of the arm, hence yellow card would be appropriate. VAR should have stayed away, and Ref should have recognized this at the monitor.

      Groningen player was cognisant of his opponent and loaded his elbow to strike his face - I saw more brutal elbows, sure, but no way was this the normal movement of the player trying to reach the ball (clue - player's jump is targeted at the point of his elbow, not heading the ball).

      I am also not interested in lectures from people who qualify themselves by "having played the game" (I have, by the way), to be honest.

      To be fair I guess we agree that Groningen player wasn't aiming to break his opponent's nose with that elbow, but a RC none the less in my opinion (quite similar to RC given by Óscar Ruiz in FRARSA in WC 2010 - assessed as correct by pre-Busacca FIFA).

    5. Watching carefully you should see that the Groningen player moved both of his arms simultaneously, which is a clue of a player keeping/seeking for balance when trying to head a ball.
      I don’t remember the particular WC2010 situation, but in more recent UEFA RAP’s similar ‘using arms incidents’ are classified as reckless, illegal use of arm, and hence a yellow card.

      About your statement “not being interested in people qualifying themselves by having played the game” the idea rises that you consider your refereeing opinion as carrying higher value than the opinion of other members of the football community. This phenomenon is seen more often in our refereeing community, but in the end the game of football is not invented and played for us referees. In my opinion decision making should include understanding of the game in the basic framework of the LotG.

      Having said that I for me am not interested in certain blog administrators lecturing me on several topics, but hey, after all this is a blog and we’re all free to present our opinions in the way we chose, when not exceeding the bounds of decency of course. So I will try not to complain on your ‘lecturing lectures’ from now on :)

Ok, Forlan, but real-world refereeing is about applying shared guidelines that are instructed across various FAs and on which different stakeholders of football agreed upon (I'm thinking on players, media, clubs, referees). And referencing to these shared guidelines, this is quite far away from a violent conduct. Considering high bars for VAR interventions, I also come to the conclusion that a red card is potentially acceptable but clearly the worse decision. The discussion above would be more helpful if administrators of the blog act like Chefren usually does - integrative and polite - and thereby be a rolemodel for other users.

    1. This amount of force has to lead to a red card if you ask me. However the hitting point could justify a yellow card as well but I‘m really happy with this decision

    2. According to me never a red card. It is a fair attempt of playing the ball. The only contact is a knee vs knee - nothing dangerous, no studs. Despite that I am against the so called 'lenient refereeing', in this particular situation according to me the yellow card is the absolute maximum.

    1. I will give my predictions but with some explanations... I hope it is not too long :)

      Dortmund - Paris: Oliver (ENG)/Taylor (ENG) - a high speed game, very suitable for an English referee who is used to this tempo in the Premier league;
      Real Madrid - Man. City: Skomina (SVN) / Çakır (TUR) - I expect a pretty much tactical battle which is perfect for this type of UEFA referee - a lenient refereeing with a maximum of 3 yellow cards;
      Atalanta - Valencia: Hațegan (ROU) - the two underdogs will get a very strict referee and will accomulate a lot of cards - a theory of conspiracy here:) ;
      Atlético - Liverpool: Brych (GER)/Turpin (FRA) - a possible football masterpiece; two very hard working football teams with very different styles - LIV direct and honest and ATM with some dirty tricks; an extremely difficult game which a referee like Turpin can only destroy with his inconsistent decisions - he also has history with ATM - the red card in 10th minute vs Arsenal;
      Chelsea - Bayern: Makkelie (NED)/Kuipers (NED)/Marciniak (POL) - as usual for Bayern a referee form Netherlands or Poland;
      Lyon - Juventus: Soares Dias (POR)/Del Cerro Grande (ESP) - another conspirative theory here - after the incident with Oliver vs Real, UEFA are very careful with Juventus and appoints only 'lenient referees';
      Tottenham - Leipzig: Orsato (ITA)/Mateu (ESP) - a game between two not so prominent sides, with all my respect - perfect for these referee who actually understand footbal and can handle Mourinho :) ;
      Napoli - Barcelona: Skomina (SVN)/Çakır (TUR)/Makkelie (NED)/Kuipers (NED) - see above for Real - City - so here we get who is not already appointed...

    4. For me, Atalanta -Valencia is an option for the new Elite referee. Because Kovacs had Valencia last year in group stage and he know how they play. And this year, Kovacs had Napoli, an italian team. I think the game will be played at San Siro and the stadium will not be full, so it can't be pressure by the fans.

  28. Gianpaolo Calvarese (NO FIFA) will officiate Italian Supercup between Juventus and Lazio, to be played on next Sunday in Riyadh, Saudi Arabia.
    A reward for a referee who showed good performance in recent times and was liked by Rizzoli. He is about to retire at the end of the season.
    Also, to be reported that, according to recent appointments, Guida should be injured. Very likely he got injured after Verona - Roma, last game he officiated in serie A. He would have been candidate for this Supercup, but also, this explains why no third appointment for him in UEFA competitions (and indeed this looked to be strange).

    3. And Adrián Cordero Vega (1984, LaLiga referee since 2018) appointed again for an important match, CTA-RFEF is clearly 'testing' him, maybe looking for a future FIFA badge.

      IMO he lacks the skills and decision-making to be international, just an okayish referee for ordinary LaLiga games (although, he's not the worst referee to my taste).

    4. Must mention, CTA-RFEF is looking 'desperately' for two fresh candidates to become international in the short-mid term as both Del Cerro Grande and Estrada Fernández will retire after 2020-21 season due to age limit.

      I guess Alberola Rojas (1991) will be one of them after Cuadra Fernández (1984) won the battle for Undiano's badge, the two remaining and only possible candidates are Medié Jiménez and Cordero Vega, both also 1984-born. Unless a youngster referee from 2nd division gets promoted next June and he gets the badge after just 1'5 seasons like Cuadra Fernández.

    6. Same here. Alberola is too inconsistent re. foul detection and disciplinary control. He often forgives clear cautions.

    Referee appointments for 1st Round of Spanish Copa del Rey, I will post only those refereeing LaLiga teams, there are many more matches but the referee must be from the category of the best currently placed team (so, lots of referees from 2nd and 3rd Division).

    There's no VAR on this round. Real Madrid, Barcelona, Valencia and Atlético de Madrid pass directy to 3rd Round as they play the Spanish Supercup in January (that's why the delayed Clásico will be played simultaneously with some Copa matches). Since this year, matches are in a single match (thank God!)

  32. In last period I saw some unacceptable mistakes from Anthony Taylor (like the one from Spurs- Chelsea, when he whistled foul against Gazzaniga !!!). Some of his mistakes were corrected by VAR, that's true, but a mistake remain a mistake. Honestly, I don't understand why he is rated so high by UEFA. All these mistakes reinforced my opinion that he's not a top referee. He was pushed forward after the retirements of Webb, Clattenburg and Atkinson, but he's not same material. Sorry for these words, but some mistakes are too big.
