  3. Small correction: AVAR with Juan Martínez Munuera in Athletic - Atlético will be Marcos Cerdán Aguilar. It seems Noval Font won't act as AVAR either (which makes fully sense to me).

  5. What a start at Turin. Orsato with a PK for handball after an OFR. Penalty is missed and at the very next few seconds he issues a RC for a high foot on chest after consulting the 4th official.

    1. The RC incident was similar to 2010 WC final De Jong's. Orsato initially reached in the pocket for the YC but camera cleary showed him talking to the 4th official in the headset who had a better view. Great team cooperation

      IMO correct penalty although one can discuss whether VAR should have intervened (I think, yes). (I see the replay at 1:17 in the video as the best, poor that the video match officials didn't show it to Orsato. Maybe that camera wasn't available to them...? I hope it was.)

    5. @Anonymous just watch the video, Orsato was ready to show YC but then he looked at fourth official and he changed decision. Also, fourth official had the best possible view on this incident. It is easy to guess that this suggestion came from him. Furthermore, a referee can't use VAR like you described. There is a full process to respect. Acting without that would mean a suspension, at least here in Italy. Communication between officials on the pitch and VAR is recorded.

      @The Referee As we were discussing with Bundesliga some days ago, this is how VAR works in Italy. All handballs are deeply analyzed 100%, because it is mostly a kind of objective incident, there isn't any chance to consider a handball, once spotted and punishable "not enough" for a review. Indeed this first half showed how Italian referees work with VAR.

      About the performance, first half was very challenging but in my opinion Orsato was not ready, not a good performance yesterday. He could have at least spotted the straight red card and then immediately after that a clear YC was missed for another player from Milan. He didn't give the idea of being 100% in control. In second half match didn't present any difficulty for referee.

    Alberola Rojas whistled FK for stamp (missed YC) outside the box, maybe even on the penalty area line. But, VAR intervened and either because the holding before the stamp was while both players were still IN the penalty area or the stamp was effectively on the line, PK was conceded.

    Two imporant decisions:
    61' disallowed goal for Başaksehir (minute 01:52). I think referee got the right decision and Cüneyt Cakir correctly did not intervene because never a clear error.

    77' penalty for Başakşehir after an OFR (minute 02:20).Very tricky situation and I would be interested in your thoughts.
    IMO the decision to give the penalty is okay because the player makes a clear wipe against the ball but I think the VAR intervention by Cakir is more questionable.What do you think about this complexe penalty decision.

    1. Correct penalty given after OFR. Hand over shoulder. There can't be an exception just because the defender tried to play the ball at a low level. In my view, VAR intervention was necessary as I hardly doubt that Siebert had a perception on the pitch.

    81’ Reckless vs. Serious Foul Play, Zwickau no.4? Yellow Card given + Yellow Card (dissent) to Zwickau no.8(?*)

    Overall: Benjamin Brand’s first game in 816 days (!!); it was great to see him back on the pitch. Most importantly his movement seemed fine / good. The usual technical analysis is below.

    Not especially challenging but certainly no easy game either, with the league positions in mind too; a handful of clear missed fouls which all the players were fully expecting to be given, this made them more anxious, and led to a card for dissent at the end; referee did well to ensure that no confrontation occurred at 85’ as before the clinching (2-0) goal the Zwickau players were visibly irritated that Bayern II did not put the ball out as one of their players was down injured (clearly no foul, not a serious injury -> correct in the LotG to allow the game to continue); referee decided not to open the cards on a clear SPA at 69’, holding denying a Bayern II player a (proper) shot on the edge of the penalty area, Zwickau players were irritated by the (correct) freekick award so I guess he didn’t want to inflame them anymore, but the caution was mandatory; players frequently tested whether the referee would issue a YC for “delaying the restart” – I think he should have issued one at 50’, foul was a ‘cynical’ tug (no SPA/LoR though) and then Zwickau were denied even a quick restart by a Bayern II player who blatant tried to stop a quick restart, he should have been cautioned really; then, referee did caution the Zwickau GK for placing another ball on the FoP at 83’, to deny Bayern II a quick corner, good; referee’s leadership style worked fine, he had no problem taking the lead in this game; no problems for ARs Tobias Endriß and Jonas Brombacher.

    -> Satisfactory performance – 7,8(2) would be my mark – but it’s easy to understand why Benjamin Brand’s technical accuracy would be lower than expected level. Let’s hope he will be fit enough for further games in time. All the best for the future!

    * this card is a bit of a mystery, it seems that it is shown to Zwickau no.8 who does make a clear dissent against AR Tobias Endriß, but DFB.de hasn’t noted it in the match report; the only explanation that corroborates the DFB report is that it was initially an inexplicable mistaken identity case, but I do not think that is very likely.

      45+5' Referee definitely missed the incident as he was still looking at the sideline players. AR2 should have helped spotting it. Unfortunate moment to blow the HT whistle, he knew instantly that he shouldn't have done it.
      57' Very tricky situation because contact is very soft and debatable if enough to make attacker fall despite coming 'in high speed'. VAR was right to not intervene anyway.

  26. Yesterday in Latvian Higher League match RFS - FK Ventspils the referee Andris Treimanis (FIFA, UEFA 1st cat.) got injured at 12'. After an 8 minutes long (IMO that's too much) break he was replaced by the 4th official Mareks Ķere and the match continued. The incident can be watched here (at 0:18:15).

    1. For Europa League North Rhine-Westphalia (Western Germany) is reported as location with the final in Cologne.

      Referees should be the usual candidates, but maybe not those without domestic matches (e.g. Turpin).

    2. It will be interesting to see what Rosetti will decide for French and Dutch referees, given that their domestic leagues have been officially stopped by federations. For sure not the best way for them to keep form until a so important month, and we are talking for sure about very big names (Makkelie, Kuipers, Turpin...). However, I think that Rosetti will appoint them without caring too much about that.

    3. I'm not sure what the issue would be. By the time those August matches are played, the German, English, Italian referees, etc., will also have stopped officiating domestically. It will be akin to a summer tournament.

      If referees are fit, they'll be used. I think the big question is which referees get sent to Portugal and which to Germany. Because crossover will be impossible. So the UEL Final referee will effectively be done with the UCL now.

  29. The 2020 Latvian Higher League referees' list is located here (1st table - referees; 2nd table - assistant referees). No referees or assistant referees were demoted from the Latvian Higher League after the previous season; 2 referees (Artūrs Vītoliņš and Jevgēnijs Vasjukovs) and 2 assistant referees (Rihards Saulenbergs and Ņikita Ivļevs) were promoted to the Latvian Higher League. (The league's number of teams increased from 9 to 10.)

    Currently all the league's matches are played without spectators in the stadiums.

  31. In first 30 minutes of Istra 1961- Inter Zapresic match in Croatian Prva HNL, Ivan Bebek had two OFRs. In my opinion, in first situation VAR Gabrilo called for OFR because of missed incident (potential handball by Istra player in penalty area). It was hard to see it for Bebek live.
    In second OFR Bebek correctly awarded PK for Istra after handball situation. Two correct decisions, good job by referee team. Btw, this is quite important match for those teams, they are both in relegation battle.

    24' Fenerbahce player on the bench was cautioned after a Trabzonspor player made a gesture to shut down his mouth.This Trabzonspor players was also correctly cautioned.The Fenerbahce player on the bench got more and more angry and was correctly send off.Well done! Good cooperation with FO.

    39' possible penalty for Trabzonspor.Yes,there was a contact between the players legs but in live speed fully okay.No VAR intervention corrct IMO.

    45+1' possible second YC for the Trabzonspor player which had been cautioned by the situation above.I support the referee decision here but some referees could have evaluated this type of foul (a little push and minimal contact) as a tactical foul 20m in front of the goal.

    I have to remark that there were a few very good advantages given especially after offside situation which ended up in counter attacks.

  33. Minute 19' in Werder Bremen - Bayern: a clear violent conduct was assessed as only reckless by Osmers. He was in control of the action but in this case you can never talk about challenging the ball, so YC is never enough. To me, missed intervention by VAR because there isn't any reason to kick the opponent so deliberately without any intent to play ball. Intensity doesn't matter.

    2. Agreed, 100% Violent Conduct in my opinion. To only show a yellow card was a clear error, I'm quite surprsed that Dingert didn't recommend an OFR there.

    3. I agree too. Only reason for Dingert's decision not to invite the referee to an OFR could have been a clear perception by Harm Osmers. However, the incident occured behind his back. Even if he saw half of the incident, for me a YC is a clear and obvious mistake.

    1. Of course it's correct RC. First of all DOGSO holding offence outside the box and then a tackle from behind without genuine attempt to play the ball inside the penalty area.

    2. I am less sure. The foul in the penalty area is a genuine attempt to play the ball IMO. And the initial holding doesn't deny a goal-scoring opportunity, because the fouled player still has the chance to score.
      Therefore I can at least understand the choice for the YC.
      Furthermore in some replays, it seems, there is not much contact inside the box and the player goes down deliberately - so maybe not even a foul? In that case, it should be RC and FK though.

    3. What a funny (and kind of pointless :)) situation!

      I only say pointless because all non-refereeing people have no problem accepting the penalty + RC call, it certainly 'felt' correct, yet theoretically it presents a problem for 'us' as that is not actually technically coherent.

      Both the holding and tripping offences are clear in my opinion. If whistled, the holding offense should be a freekick + DOGSO, but correctly the referee plays an 'advantage', though more subconsciously on a "wait-and-see" level.

      Then, I disagree with both Philipp and Quilava here in part - penalty is correct as the player has won the position and is felled by the tripping offense behind him, but I see the tripping as "attempting to play the ball" (LotG says nothing about having a reasonable chance to play the ball fairly, just an attempt to play the ball at all) and hence a Yellow Card.

      So in my view the technically correct solution is:
      Penalty (tripping) + Second Yellow Card (1: unsuccessful DOGSO, holding; 2: not-deliberate DOGSO penalty, tripping).

      I wouldn't blame the referee too much for having issued a straight RC though :) instinctual decision.

    4. I agree, he could have punished the firsf foul as well and issued 2 yc. But the foul inside the box alone is clear attempt to play the ball, hence YC for that foul would be techically correct.

  35. Interesting OFR now in Freiburg. Disallowed goal following a previous foul, absolutely correct intervention. One can discuss about the chance of giving RC for VC. Stieler assessed that the foul was not deliberate, this can be the reason for giving YC for reckless challenge and not RC for violent conduct. However the incident was difficult to spot live, I wouldn't blame too much referee.

    1. Good intervention by Tobias Welz. Of course, maybe not a very difficult situation, but it's so interesting to see the cooperation between a referee and a VAR who work a lot together. I have the impression that they fully trust each other, the VAR knows when to intervene and the whole procedure is much faster.
      For instance, Stieler had 16 matches so far. 9 (!) times Tobias Welz was his VAR. For comparison: Brych (16 matches, 6x Brand), Aytekin (14 matches, 6x Brand). My feeling says that there have been very few mistakes in case the 'standard' team worked together.
      Back to Freiburg: RC for SFP was within the possible range but a YC is indeed (still) supportable. Good penalty decision some minutes later by Stieler. However, better than the penalty decision itself was his positioning in this situation. You have to watch that.

    4. @Ref Fot At first I thought it would be 100% Estrada Fernández. The Catalan referee hasn't had the chance to handle any Copa del Rey final yet due to Barcelona being present in every final since 2013.

      But now with CTA-RFEF having proposed derogation of age limits for LaLiga referees (if there's no age limit enforced at the end, Estrada will have to retire after 2021 season), there's definitely a chance that González González handles it. Considering also that CTA-RFEF absolutely loves giving Copa del Rey final to retiring referees as a farewell match... (Medina Cantalejo 2009, Mejuto González 2010, Clos Gómez 2017, Undiano Mallenco 2019...)

  40. According to Spanish press Champions League 1/8 second legs are likely to be resumed on the correspondent stadiums behind closed doors as long as those stadiums fulfill the conditions. QF round and so on to be played in Lisbon (Estádio Da Luz and Estádio José Alvalade) from 12 to 23 of August, single match.

    Less info about Europa League, it seems like UEFA is looking to do a similar thing with Germany (?) as a venue for next rounds.

    Fábio Veríssimo returned to training in early June and had four negative tests before being nominated for the first time. This Wednesday, in compliance with the protocol of resumption of competitions, he returned to test positive for covid-19.

    As a precaution and in compliance with the guidelines of the Directorate-General for Health, the FPF Arbitration Council decided to replace Fábio Veríssimo.
