    1. You never expect referee to get injured, but I really never understood appointment of third league fourth official. The same with UEFA and non-FIFA referees appointed as fourth official. There is always a slight posibility that fourth official will have to replace referee.

  9. Interesting situation in Croatian league game Gorica-Varazdin, pk was given after OFR. Referee was young and unexperienced Ivan Zupan.

    The situation has 2 aspects.
    1)advantage given but not used, then the ref. whistles the initial foul and after OFR gives a pk for another handball

    2)Did he actually whistle and stop the game before the handball in the box? In that case VAR didnt have right to call for OFR. We remember Kulbakov at EURO U21...

    2. I agree.
      Another disadvantage of keeping the whistle in your mouth and not in your hand. Otherwise might have seen in the video, when the hand was led towards the mouth.
      Do you know, whether the VAR has sound available in Croatia?
      IIRC, this wasn't the case in Germany at the beginning and only introduced after a similar incident.

      Actually there is some discussion, but nothing so far in mainstream media. Also a funny thing, there was someone at the stadium close to the microphone who shouted to referee that he whistled before handball so everyone heard it on tv.

  13. Media coverage in Germany about Spanish refereeing:
    Real Madrid are on the brink of their first championship since 2017, partly due to conspicuous decisions by the video referee, which have been accumulating lately. Real's opponents smell a conspiracy.
    Real Madrid have played eight games in the Primera División since the Corona break. Real has won all eight of them, six of them also because of debatable decisions.
    There were ten situations that took place in the grey zone, so they can be interpreted in both directions. Ten were decided in favour of Reals, zero against Real. Can this still be a coincidence? Spain has been debating this at least since Josep Maria Bartomeu, president of rival FC Barcelona, complained after the seventh game: "The VAR always favours the same team."
    If the technology was initially well received after its introduction last season, most Spaniards are now feeling the same with the VAR as with the coronavirus due to unclear criteria, lengthy interruptions and debatable decisions also on other fields: they just want to get rid of it.

    Spain's referees are so severely thrashed that their boss Carlos Velasco Carballo even felt compelled to make a linguistic guest appearance in Madrid's "As" to refute the suspicion of a translation error from the English Laws.
    Five points from their last three games are still missing for the title, but outside the realm of Real and the media favouring them, few would confine themselves to the solid defence, the regained competitive edge, the rotations of coach Zinédine Zidane and the better performances in the duels with Barcelona.

    Admittedly, captain Sergio Ramos, on behalf of the team, says: "We're not going to win this league because of the referees." But even in the club's own Marca, a columnist ironized in the face of persistent assurances from the Real family that there was no refereeing issue at all: "The most important characteristic of the decisions in Real Madrid's favour is that they do not exist."
    In detail, the following cases are concerned:

    28th matchday, the first after the Corona break: Real - Eibar. Before the 1-0 by Kroos, referee and VAR overlook an offside position of passing player Benzema. Final score 3-1.

    29th matchday: Real - Valencia. At the score of 0-0 the referee cancels a goal of Valencias Rodrigo after a long video study, because a teammate is offside. Final score 3-0.

    Matchday 30: Real Sociedad - Real. The referee gives a penalty kick for the 0-1 because of minimal contact between Llorente and Madrid's Vinícius. The VAR confirms it. Sociedad's supposed equaliser by Januzaj is cancelled by the VAR because of passive offside by Merino. Before Real's second goal Benzema controls the ball in the border area between shoulder and upper arm, the goal is valid. Final score: 1-2.

    Matchday 31: Real - Mallorca. Carvajal conquers the ball with a foul before Real's leading goal by Vinícius. The goal counts. Final score 2-0.

    Matchday 33: Real - Getafe. At the score of 0-0 Getafe's Olivera claims a penalty after a foul by Carvajal. No penalty kick. In the second half Olivera then fouls Carvajal. Penalty kick, Ramos scores. Final score, 1-0.

    34th matchday: Athletic Bilbao - Real. Bilbao's Garcia steps on Marcelo's foot. The VAR intervenes, penalty kick is awarded, Ramos scores. Shortly afterwards Ramos steps on García's foot. The VAR does not intervene. Final score 0-1.

    1. Even league leader Javier Tebas recently admitted: "The VAR makes glaring errors." There are several theories about the origin of this deterioration. One cites the complaint by Real's club director Emilio Butragueño after the Clásico in Barcelona last December (0-0) that the VAR missed two "crystal-clear penalties" for his team.

      Tebas, for his part, is fond of mentioning a phone call from Real president Florentino Pérez to association boss Luis Rubiales last season, in which Pérez also complained about the VAR's failure to make corrections. This phone call marked "a before and after", said the league boss, the influence was "not conducive to the refereeing", which is under the control of the association: "It probably led to greater tension among the referees.

      And ex-Fifa referee Eduardo Iturralde González said during the Corona break: "90% of the referees are Real fans, 10% Barcelona fans."

      The supposedly systemic preference for Real is an integral part of Spanish football folklore. "Así, así, así gana el Madrí" - this is how Madrid comes to its victories - has been sung by opposing fans for decades, when once again a controversial decision favours the capital's club. There is no scream from the corner at the moment; for some observers another reason why the empty stands were accompanied by increasingly selective whistles.

      In Barcelona, on the other hand, old discourses of victims have long since been revived. "One day we were shown that we have to do much more, otherwise it won't be enough for us," ex-club professional Dani Alves wrote in the social networks.

      Yet Barça is not usually one of the underprivileged. But this season the statistics are surprising. Barcelona, for example, received fewer penalties in their favour (six) than against themselves (seven) - unusual for a team that has more possession and attacks more frequently than their opponents. The score for Madrid is 9-2.

      On this evening, Real would like to take the next step towards their first championship since 2017 against Alavés. On the whistle: Jesús Gil Manzano - the man responsible for the controversial handling of the video evidence in Bilbao on Sunday. A thankless starting point for the Fifa referee, especially since he is not very popular with Real's opponents anyway - since he was seen walking out of the stadium in Villarreal with a Real gift bag after an away game of Madrid a few years ago.

    3. It is interesting sequence of decisions that go in favour of Real Madrid.

      Good thing in this story is that the most of them are at least supportable. For me only blatant mistake was Carvajal foul before the 1st goal vs Mallorca, but the referee had a perfect view and in that situation it is difficult to change his perception.

      Before VAR, Barca and most team complained that refs are making decisions in favor of Real Madrid.

      And now with VAR,where you have apsolute proof on referees decisions they are saying exactly the same thing.

      So looks like you cant make them happy either way.

      Even Diego Simeone who hates Real said that there is no oroblem with VAR and referees, that it's logical that Real gets most penalties because they attack most of the time and that all this talk about VAR is nonsense.

      So looks like they have a complex problem against Real, they cant stand their success and btw Barca needs to blame noone but themselves because they didnt play weel enough after corona break.

    2. We have a lot of sports here in Australia and I have many friends who don't follow football and prefer other sports and this situation here is why. The referee and assistant very bravely and correctly made the right decision but the reaction of the players towards the referees for making the correct decision and following the laws of the game is ridiculous. This is one of the main reasons my friends say they will never follow football, because of scenes like this.

    3. The ref should have already sent off the GK after the retake call because of the total animalistic dissents. The goalkeeper acted totally out of control and shamefully but got away with it. The other players too. The decisions by the AR are correct and it's very clear on replay. But this is what makes the sport entertaining. When chaos happens.

  21. Your thoughts on two penalties for handball in Juventus-Atalanta?

    For me rather debatable!
    1st one I would even say is mistake, really small distance and as far as I can see, the ball hits the right hand which is completely adjacent to body.

    2nd pk is supportable, but given the circumstance that it was close distance and unexpected change of direction, and not a shot towards goal, I think it is a bit harsh.

    2. Close distance and unexpected ball are not considered anymore in Italy for handballs if arm is an open position and it increases body's volume, in all cases ALWAYS penalty. This also to find consistency. In the first case, the ball hits the left arm, that is a bit open, wouldn't have been penalty if ball had hit the other arm. However, it is clear that such situations until a few seasons ago were never whistled...

      At least the referee didnt make mistakes if that is the rule.

      IMO if you whistle for every hand, you wont get fair situation regardless of consistency. For me it makes sense to set those rules when the ball goes towards goal, but not for crosses or other situations. And with VAR there shouldnt be a problem to follow those. This seems a bit like they have only 4 referees and no VAR so they want to make their life easier...

    Due to relatively many people from the Latvian football society contracting Covid-19 in the recent days (5 cases), all Latvian Higher League club players and staff members are being tested for the new coronavirus. So far 7 clubs' members have been tested - all results negative. The last 3 clubs' people will be tested until Tuesday. In addition, all the league's match officials, referee observers and delegates are also being tested with an aim to finish the testing till the beginning of the next (8th) matchday (16th July).

  31. Marius Hansen Grøtta, promoted before this season to Eliteserien, hasn't had the best of starts to his top flight career.

    Game 1: Wrong penalty
    Game 2: Missed RC (SFP)
    Game 3: Wrong RC (very clear genuine attempt to play the ball - DOGSO).

    And it All culminated yesterday, with a very poor performance in Mjøndalen-Vålerenga. He was very insecure and hesitant, and only gave a clear red card to Vålerenga's keeper for handling inside the box following advice from AR1 (Bashevkin) or 4th (Børresen).

    After this red card, Mjøndalen took full control of the game, which Vålerenga was leading 0-1, and constantly tried to overpower Vålerenga in the box with their bigger and stronger players. Vålerenga realised that the only way to survive the pressure was to go for fouls, and on 3 occasions Mjøndalen had goals disallowed by referee Grøtta for very soft or inexistent fouls where Vålerenga players threw themselves down. Plus 3-4 more occasions of soft or wrong whistles in the box. The worst incident was when Vålerenga's keeper collides with his own player in the box, goes down, gets back up again when he sees he's out of position, at the same time a Mjøndalen player shoots the ball into the goal, but Grøtta whistles just when the ball is entering the goal. The goalkeeper was obviously not injured.

    This has caused major reactions in Norwegian football, former referee Edvartsen has publicly stated that Grøtta is not good enough for this level of football, and (former) lower level players from Grøtta's area have spoken out and said that they can't understand why Grøtta has reached this level: He was a poor referee already at those levels, but was pushed through the system because of his excellent fitness (he's a PE teacher).

    Time will show when Grøtta will be seen in Eliteserien again, it would probably be best to give him some 2nd level games to regain confidence first.

    1. Interesting. My first idea was, that it should be a defensive FK, because the blue player steps onto his opponents foot. But the orange player actually sticks his leg out and doesn't continue running towards the ball. Therefore can also be seen as tripping by the defender. So both decisions are supportable IMO and it's up to the referee's interpretation.

      According to the info, there will be a few promotions/demotions. It is said that only 2 of the SL referees will leave the list. There are 7-8 candidates (3 FIFA referees).

    7. Pereira should have left last year but his contract was renewed by UEFA's intervention. HFF said that he would stay for another year. Due to the Corona pandemic his contract will end on 30 July 2020.

      It is said that the new Head of Refereeing will choose his colleagues (one of them will be a VAR expert). Lindberg will definitely leave. Marin has some chances of staying but I find it difficult.

      Koukoulakis (VAR expert) will also leave. It is said that he is going to Cyprus. The big ? is Tritsonis. HFF favors him but honestly education of referees here is too weak.

    2. Referees in Spain are promoted to 2ªB (3rd category) quite early, actually there's an age limit of 30 to be promoted. The idea of CTA-RFEF is that talented referees are pushed from regional categories and promoted quite young, to spend some years developing on a semi-professional level. E.g. the 4 promoted referees last year to Segunda spent 10, 8, 8 and 5 years in 2ªB, while 2 of them were born in 1990 or later.

      The process to select referees to promote to 2ªB is known as 'Talents and Mentors' program and is directed by former FIFA referee Antonio Rubinos Pérez. In this process, each regional federation of Spain selects in March four under-30 referees (6 in the case of Andalusia). From March to May, each referee is appointed for two games on its local league in which he will be observed by a professional CTA observer, whose reports will be decisive to eliminate 1 of the 4 pre-selected referees.

      The 3 referees by region having passed to the next phase go to Madrid and do physical tests and technical tests (LOTG test, RFEF regulations test, match reports writing test, English test and psychologic test) in which they get points based on their marks.

      Finally, the referees are appointed for one or two Tercera to 2ªB promotion matches, observed by CTA-RFEF national observers directly appointed from Madrid, whose report and mark of the game will be decisive, because the 20 best referees (nationally) based on the sum of the marks of observers' reports and Madrid physical and technical tests are promoted to 2ªB category.

      Due to Covid-19 and cancellation of the rest of regular season, this season CTA-RFEF and regional federation had to 'skip' the March-May matches and reports phase and the eliminated referee from each region came from physical and technical tests.

      Technically there was only one disallowed goal because in the 2nd and the 3rd situation the whistle was before the goal.

      My general opinion is that this guy was lost and lacks basic talent to officiate the game. The 3 situations are completely different: The first and the second situation are managed ok, especially the 2nd in which i would praise his fast reaction. Whether it was a foul or not is a different question, for me it seems maybe there was pulling hand in the first situation, but I dont know. Seems harsh definitely.

      The RC and the third situation are just a complete mess!!! Terrible management, and in the last situation unexplainably bad timing and positioning (he almost blocked the shot) and strange gesture at first like he was telling the gk to get up (?). He had a good moment to stop the game, but he missed it and then caused a chaos.
      7.6 at most IMO

      Crucial mistakes that I assign should more be viewed as 'there are no grounds to support this decision in 2020' as opposed to anything else. I hope in the reports I successfully stress the 'nature' of the crucial mistakes, and how trivial or otherwise they would have been eighteen years ago.

      I would stress that people should focus on the report and not just the mark!

    3. My guess is that in Champions League we will see only those referees who officiated regularly in the past months, and those who did not eventualy in Europa League. My guess for CL: Lahoz, Marciniak, Taylor and Orsato in QF (those four are candidates for the final), Brcyh and Cakir for semi finals. In EL I expect: Makkelie, Turpin, Del Cerro, Olover (candidates for the final), Hategan/Skomina/Kuipers for semi finals.

Since many days I was thinking about the opportunity to gather a small number of referees in Portugal and in Germany respectively for Cl and El to manage final stage, like it happens for Euro Cup or FIFA world cup. I had in mind that this possibility was cancelled due to COVID rules which deny to collect many people together, but I like it so much. I think that referees can work together in the same rooms and field and prepare carefully final phase, like it happens at FIFA world cup. Good choice.
      I would expect 10-12 referees considering central referee, IV official and VAR and 12 assistant referees, 8 on the field and 4 as AVAR.

    4. Yes, indirect free kick should be correct, although the intuitive decision is dropped ball.
      But there is no change of possession, so the conditions for the dropped ball are not fulfilled and it remains the double contact by the corner taker.
      DFB has answered that question and confirmed it is a indirect free kick.

      BTW, it should be the same for a goal kick: If the goal kick hits the referee and returns towards goal, the goalkeeper should not stop it. If he touches the ball, it's indirect free kick - if he lets it pass and it goes into the goal, the game continues with a dropped ball.

    Big trouble for Makkelie.

    Last night at the AEK-PAOK match the FO (Diamantopoulos) found out that 12 players of PAOK were ineligible to play because their health cards had expired. The referee decided to start the match despite the Greek regulations said otherwise.

    AEK has the right to object to the match and win it.

    According to the regulations if the referee starts the match he can be suspended for at least 3 months.

    5. According to the Greek regulations that referee is solely at fault if he starts a match that shouldn't. At that spesific case a match can't start with so many expired health cards. PAOK had 18 players listed. That means that they only had 6 eligible players. A match cannot start with less than 9 players.

      A match not allowed to start with less than 9 players, where the LOTG require a minimum of 7 to start or continue a match.

      Furthermore, in UEFA matches (with UEFA Delegates being appointed), it’s not the referee who is ultimately responsible for allowing the match to start when it concerns matters related to the regulations (contrary to matters related to the LOTG), but the UEFA Delegate.

      I can hardly imagine this case has any negative consequences for Makkelie, and if so, he’ll be out for Greek competition appointments for three months :)

      Apparently before yesterday’s match PAOK already played two matches (against Panathinaikos and Olympiakos) without the required valid medical certificates. As the Greek FA didn’t intervene in any way (referees before as well as, afterwards, the FA itself) they apparently allow the absence of valid certificates...?

Referee is responsible for implementing the Laws of the game. Correct me if I am wrong but there is no a single sentence in the LOTG that sais that referee is responsible for health cards, this is something ruled by each federation (in Croatia delegate is responsible for health cards, referee only in case that delegate is not appointed or did not come to the match).

      All in all, UEFAs solution that referees and delegates are not responsible but clubs is probably the best one.

  50. Referees for Final 8 of CL in Lisboa in my view: Kuipers, Cakir, Orsato, Skomina, Lahoz, Brych, Taylor, Marciniak. Biggest chances if Spanish team advance to final have Orsato/Taylor. If Spanish no in final, Lahoz.
    For final 8 in Germany, EL i predict: Hategan, Oliver, Del Cerro, Collum, Soares Dias, Zwayer, Turpin, Makiellie. Instead of Greek situation, I think that main candidate for EL final here is Danny.
