UEFA 29th Advanced Course for Top Referees, ONLINE Course

This year the UEFA Winter course for top referees will be held online on 27/01 and 28/01. We are pleased to provide you the list of participants.

  2. So, as it happened one year ago with Mažeika if I remember correctly, this time very likely it will be Peljto, in case of appointment, to make the debut with VAR in EL KO stage.
    About Frappart, I'm curious to see what will happen, I don't know whether there will be another course for Women, but I rather think that this wont take place, so in case no appointments for her in KO stage.

    1. If Collina would give Clattenburg a game in 16/17 despite not attending the winter course (Gladbach - Schalke, EL R16), then I can't see Frappart not 'attending' this course being a real barrier to her getting a game if UEFA so wished.

    6. I am also surprised regarding Frappart. One would assume that she is planned for EL KO stage after her CL debut. And in that case, I don't see why she shouldn't participate in this course.

  3. I would like to ask next question. If one men|women want to be referee instructor of uefa or fifa, must he be ex fifa referee, or at least fotball referee, or he need to be just educated on a good way, and what is minimum age to be a instructor? Thanks in advance.

    1. 1) did Guia give a foul? Very poor mistake if not...

      2) correct non-intervention according to FIFA/IFAB as the referee clearly perceived what happened (even if that's rather confusing for most football and even refereeing people)

      3) a clear DOGSO in my opinion! Red card should be given.

    3. Mikael, you said clear DOGSO, but since Ref saw what happened and assessed this as a play on there is no VAR intervention? Do you see any logic in this? If it's a CLEAR DOGSO, and IF VAR finds clear proof of foul/tripping, isn't it clear and obvious mistake, and therefore VAR intervention?! VAR should intervene for clear and obvious mistakes...and according to your words this is it

    4. Co-existence of wrongly assessed Key Match Incidents and correct non-interventions is a well-accepted fact in UEFA refereeing (as I'm sure you know).

      Just because sth does not 'look' like a "clear and obvious mistake" (VAR consideration) it doesn't mean that it isn't a crucial mistake, ie. a decision that on a LotG level isn't defendable (KMI consideration). A good example of this is the (IMO, clear) DOGSO not given by Stieler in Liverpool - Ajax, supported by VAR.

    5. However there might be "clear and obvious mistakes" even if the referee has the full and correct perception - with a very high barrier for intervention though. Extreme example would be the Gaal handball 2011.
      But of course, in most cases of "clear and obvious mistakes" the referee had a wrong perception or is missing a decisive information due to his angle - even if he has noticed the incident itself.

      On the scene from Italy: I agree, that it is a clear DOGSO I think, one could easily say, that the referee had not the right angle to justify the OFR. However with the foul itself not given, it is indeed more tricky to decide, whether it was a clear and obvious foul. There is the small argument, that the defender just stood there and contact was mostly initiated by the attacker - and the referee surely had a good view on that.

    6. Good arguments by Philipp. In my opinion it is a clear DOGSO as well, nobody would reach the ball before attacker, if not fouled. However, VAR has two steps before the possible intervention:
      1) being sure that the foul is very clear
      2) being sure about the RC
      In case of whistled foul and YC by referee from the pitch, VAR could have intervened "more easily". In this case there can be still maybe a small doubt because referee was in visual control and he saw in a way what happened.
      About that, and to answer to Mikael, there is also in Italy a big question about the fact that when referee sees an incident by himself or he is in clear control of the action, it is difficult to see VAR intervening, but I don't think that watching the incident means always making the correct assessment, the clear and obvious mistake can happen as well. So, first thing in my opinion is communication between referee and VAR. In this case, maybe there wasn't at all, or maybe referee said "I saw it, no foul for me...". But, looking only at the incident, it is a very clear RC for DOGSO.
      Also, lat but not least, in Italy the interventions by VAR for suggesting a RC for DOGSO after a missed foul or a given YC for SPA, are very, very rare. I woul say I can count them on the fingers of two hands, since the introduction of VAR in Italy (4 years and more...). This is mostly because this topic is in almost all cases a grey area.

    1. Really interesting! De report on De Bleeckere made me think of the reports you wrote about in in 2006. They are a bit equal: he came through the matches, without really being excellent. Should we see that as a pattern?

    There is a huge debate (IMO rightly so) about 2 late pk whistled for home team, the first one after OFR.

    1. My views:


      76' - video match officials are surely influenced by the rather disconcerting fall (not a dive or anything) of the Istria player. ZERO actors appeal for a penalty, not an expected, "clear and obvious", call - not a good intervention at all in my eyes.

      Maybe they wanted Pajač to decide for himself, having missed the situation, but in this instance that wasn't a good idea at all IMO - they simply put the ref under undue pressure, and he only really had one option having been called: to give the penalty.

      Despite surely being painful, the strike looks careless to me. However a YC was definitely needed there in order to 'sell' the penalty call.

      Ergo: VAR team lost sight of the bigger picture here; minimum interference, maximum benefit!


      88' - in principle, I actually agree with Pajač, that is a foul by the Slaven Belupo player who impedes his opponent whilst not being interested for the ball.

      HOWEVER, referee looses sight of the bigger picture here - having already given one 'doubtful' penalty, to give another one to the same team at the end of the match which is hardly crystal clear, is not smart / good officiating at all.

      Can you imagine Brych / Kuipers awarding a penalty here? Not a chance. That doesn't make Pajač's call objectively wrong, but should be food for thought.

      According to the protocol, VAR team were correct not to intervene, but if they had acted according to ‘common-sense’ and Pajač rewatched the situation and ordered a dropped ball – I think everyone would have accepted that.

      Ergo: even though in principle, Pajač correctly penalised a foul resulting in a penalty, applying more ‘football understanding’ he could have reached a more satisfying solution (simply playing on at first).


      @Forlan – would be interested to know how Pajač is getting on this season generally, after ‘that’ semifinal last season?

      Pajač does not get too many games this season, and mostly he is delegated for small games that should in general be without much media attention (But we now see what can happen...). He is not treated as elite right now, and will hardly improve his status if he continues to officiate this way. But on the other hand, I watched him in CL qual. this summer and he was excellent, and I remember some of his remarkable performances last few years, so you never know what can happen in the future.

      Regarding the situations, I think that the first pk is definitely not wrong, but the angles and the overall communication with VAR referee Matoc (who I would say is maybe the worst colleague you can have in the VAR room) were really bad. I guess it was more like "come and see if you think it is a penalty", and in this case it should either be called quickly or not called (I guess Bebek would do it that way for sure). But even better would be that VAR takes the responsibility and say come and see a foul or not invite OFR at all. Because it was sooo obvious that Pajač was not convinced at all.

      2nd pk: no foul for me, simply because I cant imagine that contact being whistled in a big game, deciding some derby or finale. But in this case, VAR was correct not to intervene because they had no reason to assess it as a clear and obvious mistake. They could do it maybe, but then again Pajač would be under huge pressure to change the call...

About Pairetto, I think he wont become FIFA referee, he never convinced in serie A for almost three seasons, then in recent times he started to show quite good performances, but it is not enoug and in any case it seems too late for the badge. Also, his style is not the best. He has just a bit "adjusted" himself and he can get some good games in serie A, but nothing more than that. My idea is the same as Ref545.
    About Valeri, indeed there has been a very radical change in his career, a few months about it looked like he was about to leave FIFA list due to age in favor of La Penna, but then he was confirmed (it is difficult to say that this was a technical choice, but I don't want to say more) and he started again to show very good performances. He has had a very strange career so far: FIFA referee at the age of 33 (2011), always Category 2 without any single promotion, EL debut in 2012 but nothing followed. Despite of that, he has been always confirmed. He has a huge experience, a very good referee, but of course sometimes he has also difficult moments. I think that overall he could have got more. Being on the spotlights in these times means also that Rizzoli has troubles with other referees who have disappointed and so he trusts on the experience of the referee from Rome...
