I think appointments were made as soon as draw was completed, they did not wait the outcome of third QF round. That would mean Cakir was the choice for the possible Zvezda-Dinamo match, which is expected by me. I think Brych or Orsato will have the second leg of this match.
DeleteRegarding Lannoy he has been observer for two years now. If I am not wrong, no one of the new observers have been appointed, I guess they wait some kind of introductory course for them.
Regarding observers, I know for Croatia that Miroslav Vitkovic is taken of the observers list. I have no official confirmation but I think new observer from Croatia is Ante Vucemilovic-Simunovic Jr.
DeleteYes the new observers have to attend a course with an exam to pass, it should take place soon, according to last info I got, it was in September, but still unknown date. Before that, they can't be appointed. Lannoy was already UEFA observer, he had many games in past.
Delete@Referee 12 committee very often make many changes even after original appointments, so we can't be 100% sure about your conclusion, but indeed it is possible.
I never noticed him as observer, haha.

DeleteDamian Sylwestrzak, 29yo, will most likely replace Paweł Gil. He had his Ekstraklasa debut much later than Zbigniew Dobrynin (35yo), Łukasz Szczech (37yo) and Wojciech Myć (31yo) but contrary to his 'opponents' presented great style, cool head and what is most important, very good performances. He is widely praised for good refereeing combined with young age. He was rewarded for that this season with Supercup appointment.
DeleteIn my opinion, he's far more talented version of Frankowski. He has more game and refereeing feeling and balances everything very well (Frankowski initially was typical law-enforcer but now is far too lenient and unkeen to issue RCs for clear SFP or VC).
Myć noted unbelievable quick progress but quite expectedly failed to deliver good performances. Many crucial mistakes, some basic mistakes too. Sorry, but his career was poorly managed by Zbigniew Przesmycki. You can't give someone a top-level game after only three games in second division only because he is an extremely fit body-builder...

Dobrynin and Szczech are decent referees but they lack soft skills and Sylwestrzak is clearly ahead of them at the moment. Damian Kos and Łukasz Kuźma had their debuts at the same time as Sylwestrzak and especially the former is quite a talent too but they need time to stabilize their form and get the needed experience. Maybe Kos will replace Stefański or Musiał in the future?
So we have the following candidates:

Kos (32yo, debut: 19.07.2020) - 9 games
Kuźma (30yo, debut 18.07.2020) - 6 games

DeleteYes. And debut at top tier after only three games at second tier... I forgot to mention he also refereed Supercup (09.10.2020).
DeleteSylwestrzak got the Supercup appointment even quickier, after only 13 games in Ekstraklasa. But here nobody complained as he shown very good performances in contrary to Myć.
Is that a normal appointment in Poland? In, for instance, Netherlands and Germany cup semi-finals are almost exclusively refereed by (ex-)FIFA officials.
DeleteSometimes second division referees are present in games involving lower league teams but that was indeed an exception. However, everybody thought that with away 3-0 in first game, Arka will easily progress. But the second leg unexpectedly turned into a battle with many controversies/mistakes by Myć.
DeleteOT I see that Karasev is allowed to handle teams from his home-city Moscow in Russian Premier League, even against clubs from other cities. This is very particular, can our Russian readers say more about that? At moment he is officiating Lokomotiv - Zenit.
ReplyDeleteI can't talk for Russia but in Romania is a rule that I guess is applied in Russia too. A referee cannot officiate a game involving a team that is in the same city as the referee ( I am almost sure it is both born and home city - of course usually they are the same city) except for the capital, in our case Bucharest. So a referee from Bucharest can handle a FCSB - CFR Cluj for example. But one from Cluj isn't allowed to do that.
DeleteThanks, indeed I think this should be the answer for Russia as well, because it is not the same for all referees. I checked Vladislav Bezborodov who is from St. Petersburg and indeed he never handled Zenit.
DeleteSuch rule was cancelled in Russia, FIFA referees now can handle teams from their own city, they did that, because top referees, who are mostly from Moscow or St. Petersburg, couldn't referee top matches before.
Deletevadim is right. No geographical restrictions for FIFA referees in Russia. Still, they avoid to assign referees from St Petersburg to Zenit games.
DeleteThe Premier league introduced a relaxation of geography many years ago, with the criteria these days for not doing teams being on who you support as opposed to where you live or were born.

Live it looked like quite clear penalty, but replay showed that it was nothing, close to simulation, rather attacker going against defender. VAR supported due to the contact and this is correct in my opinion.

DeleteI can't understand Dankert decision. You can maybe say that the player didn't do that on purpose, but... it was a very clear and blatant handball, for me impossible to play on, even more because missed incident (Cakir didn't see it, I'm sure). Hopefully we will have a video soon.

DeleteIMO, there is no penalty. Because it is totally accidental. The ball touches the player’s arm, because of this, the player couldn't play the ball. The player’s intention is to play the ball and it is a natural movement for that situation.
DeleteI think no penalty is correct. I agree with RedRh here, no intention, small distance, no time for reaction IMO. But we bave a big problem here I think. IFAB thought their explanations on handball will make everything clear about it but I think we have even more problems now. Nobody is sure anymore what is and what is not natural movement of the hand. I really hope referees were shown some videos at the seminar with handball situations to understand what committee eants in doubtful situations.

DeleteI think, Dankert assessed the handball as result of the (fairly bad) attempt to play the ball; the defender's foot is quite high, his arm is there rather accidentally.
Yet, I would say that the expected decision is penalty.
Dankert's non-intervention in acceptable for me and in line with UEFA's VAR approach.
I also think it's not a PK, the defender want to kick the ball and the hand is therefore in a natural position.

DeleteI agree most of you, this is never a penalty considering the new changes for handball. This is a natural body movement and the contact is totally accidental.
DeleteIt's a penalty for me. The player is aware where the ball is and does nothing to avoid the contact with hand, even more, he carelessly moves his hand toward the ball. And even if it's a part of natural movement while trying to play the ball with leg, the action is simply careless enough to punish the player for it.

Found no communication with the players of both teams, didn't stop the time wasting of Brondby (just added four minutes after a heap of substitutions and a lot of provocating time wasting), oversaw some elbowings ...

DeleteWhether it's the shoulder of 28 or the hip of #5, this my best guess at the offside line. Does UEFA have a built in tolerance like the Premier League has been talking about (I think it's ~5cm)?
Because this feels clear enough to be offside.
I certainly see a clear penalty here.
DeleteThe defender impedes the attacker from reaching the ball; without the holding/pushing, the attacker could have jumped for a dangerous header - the defender is in the worse position with no intent to play the ball.
Spot kick and VAR intervention necassary for me.

ReplyDeleteWhat I really don't like about him is sometimes whistling clearly after VAR suggestion. Ghost offensive foul after a wrong corner kick, for example. Or an offensive handball near the corner flag whistled after almost 5 seconds.

DeleteIt’s called clever refereeing. A goal from a wrong corner kick can’t be corrected. Now nobody talks and that’s what counts. And with VAR referee can make better decisions and this is good for football. Whether you like it or not.
