VAR introduction and a new policy in appointing referees: Rosetti's era has started

Three monts have passed since the announcement of Roberto Rosetti as new head of UEFA Referees Committee, on last August, after Collina's resignation. Some things have already changed.

Roberto Rosetti has immediately started his work and after three months we can already notice that some things have changed. The most interesting topics are for sure the new policy in referees appointments and VAR introduction.  Let's start with the latter.

VAR INTRODUCTION 
After having appreciated his work at 2018 WC, it was not so difficult to associate again the figure of Roberto Rosetti with VAR when he was announced as new UEFA Referees Committee. Indeed, as it was expected by many people and football lovers, on last 27 September UEFA has officially confirmed that, starting from next season, the technology will be used also in its competitions.

This was a mandatory step, nowadays referees at top level need this help because it is not easy (sometimes for sure impossible) to spot everything. We talked about this topic many times on the blog during the past. Referees and assistant referees can be the best officials of the world, but the mistake is always ready to happen. In a very important and rich competition like Champions League, it is difficult to accept that, for example, a qualification could be decided by a goal scored in tight offside. This is something objective, so the referees and the assistant referees themselves will be very happy and proud of having this help at their side.

Rosetti has always repeated that "VAR must give the maximum benefit with the minimum interference". We agree: the authority of a referee on the pitch will not be affected, at the same time many big problems will be solved.

In order to achieve this goal, several meetings for UEFA referees with VAR intructors have started. The first one has been held in Netherlands some weeks ago, the second one is now in course in Spain. Referee attending the lessons have been divided into different groups: it is indeed very important to know who has already a certain experience with the technology on the pitch, and the ones who need to lear everything, without any background. We praise the organization of UEFA, in cooperation with the involved federations.

At the same time, on a similar topic, FIFA is working with VAR as well, by organizing several meetings with VAR instructors. It was reported by FIFA sources (Collina, among others) that after World Cup many federations had asked FIFA for learning more about the technology, being ready to import it in their leagues. This is for sure another very good aspect and we wish that many countries will introduce soon this helpful instrument for all referees at major level.

A NEW POLICY IN REFEREE APPOINTMENTS 

Three matchdays of Champions and Europa League have been already played, in addition, there have been also some Nations League assignments. What we can say, reading the appointments so far, is that for sure Rosetti has changed everything.  It will be helpful to report a list of all referees who have already had their debuts in these first matchdays.

In Champions League we saw for the first time: Orel Grinfeld (ISR), Carlos del Cerro Grande (ESP), Andris Treimanis (LVA), Daniel Siebert (GER), Jakob Kehlet (DEN), Bobby Madden (SCO), Paweł Raczkowski (POL). Seven referees in three matchdays. Some of them, after the first appearance, have managed also the second game. This is a very interesting signal. This wouldn't have happened with the previous management by Pierluigi Collina, who allowed some debuts, but rather in the last matchdays and almost never with an immediate second assignment to follow. So for sure a new trend, but also at the same time, in case of (at least) expected level, also an immediate trust.

A similar speech can be made for Europa League, with the following referees appointed for the first time ever in tis phase of the competition: Enea Jorgji (ALB), Irfan Peljto (BIH), Sergey Ivanov (RUS), Marco Guida (ITA), Juan Martínez Munuera (ESP), Roi Reinshreiber (ISR), Manuel Schüttengruber (AUT), Ville Nevalainen (FIN), François Letexier (FRA). Nine referees in three matchdays, we should add also Alan Bieri (SUI) among the debutants, but reporting that he had been a replacement for Sandro Schärer (injured).

For sure, this new trend is something very positive. The biggest problem before Rosetti's nomination, was the very limited number of options in appointing Elite referees for very important and crucial game. The committee now must give trust and create a new reliable pool of officials, who in a not so long period, should be a valid option for crucial games. This is not easy, but for sure the process of testing new names should have already started even years ago. What we can criticize about the previous management by Collina, is surely the policy of appointing always the same referees for big games. This shouldn't happen again. The last clear signal of a bad management had been the appointment of Kuipers for the second time in his career as referee for EL final. As already stated in past on this blog, this is not a speech against the Dutch, but agains the lack of other options. Now it seems as something is changing and some referees are for sure showing good skills.

We can point out another interesting thing as last part of our analysis: for the first time, at least in recent seasons, the pool of Elite referees will meet in the middle of Group Stage phase (on next Thursday, in Spain) with committee. This is for sure a very good signal, the work of committee with UEFA Referees is surely different if compared to the one made by domestic heads of refereeing. They can meet referees almost every week, and therefore they can analyze matches. In UEFA level, this is almost impossible, there are private ways of communications between committee, experts, and referees, but for sure at least an additional meeting could have been added and indeed this will take place on this week, at the end of the second VAR seminary for UEFA officials.

      Some names I can remember: Collum, Treimanis, Vincic...

      It was Russia- Serbia, a friendly game in 2011. He was not a referee observer for that game, he was the boss of russian referee committee at that time (a far as I remember).

    1. I didn't like his disciplinary control, saying it kindly. Many mandatory YC missed, looks that his too lenient approach led to an aggresive attitude from players in the 2nd half.

OT: Dutch KNVB has released a video of how VAR intervened early in the 'Klassieker' Ajax-Feyenoord last weekend where a yellow card was changed to red: https://www.youtube.com/watch?v=rn9QcMIKUd8. You hear the communcation between Kuipers, van Roekel and Makkelie; there are audio subtitles (in Dutch) so you may be able to follow. In short, you can already hear Kuipers ('SR') and his assistant van Roekel ('AS') doubting between red and yellow, before VAR Makkelie intervenes, recommending Kuipers to watch the incident. Makkelie shows two things there: (1) the point of contact and (2) intensity (speed) at which everything occurred.

    1. Very interesting. I am a bit surprised, that Makkelie directly states, that it is a RC in his opinion. My understanding was, that the VAR should only describe the situation and possibly recommend a review - but not recommend a decision.

      On the other hand, Makkelie is the expert and certainly knows better than me. :)

    1. I must say I am amazed by appointments in Saudi Arabia. From Croatian point of view: This is the second time in two weeks that Pajac is appointed as fourth official, but still no match as main referee. Between those two appointment he was active last weekend in Albania in U17 tournament. Since Petrovic and Grgic are there I guess Bebek is also there. They has match in Saudi Arabia last Thursday, then match in Croatian league on Sunday and today they are again in Saudi Arabia. And I expect Bebek, Petrovic, Grgic in Europa League next week. What I want to say is thah they must spend a lot of money on traveling expenses for referees. Moreover, I really don't understand the idea of some referees going to S. Arabia just to serve as fourth official, as Pajac did. But I think he will get a match on Friday or for the weekend. Based on the number of appointments, seems like Lee Evans probably moved to Saudi Arabia, he is regulary appointed every week.

    2. Interesting to see that Manschot got a match. Not the best Dutch referee, IMO no chance to become FiFA referee, but still an appointment. Martens only did 4 or 5 highest level matches.
      Of course, Manschot is a fine referee, but once even those referees go there...

  9. I watched Jens Maae officiate PAOK Thessaloniki - Panathinaïkós.
    Good performance by the Dane in an easy going match. Two YCs were shown, both correct. All penalty appeals rightly rejected. He stayed in the background as the match allowed him to, but knew when his presence was needed; he had a good ability to 'be there' for the hotter moments. Players respected him, he managed them well.
    I am sorry for Greek referees, who watch this game, and from it gain the resonance, "we are not good enough to officiate such games". Surely, they are. Shame.

    Did anyone (Edward?) watch AEK Athens - Aris Saloniki handled by Athanassios Tzilos? Would be interested to hear about his performance.

    2. AEK - Aris was really easy for the referee. Nothing special to report.

      Tzilos is appointed on Saturday for the derby Atromitos Athens - PAOK. He had the same match last year (PAOK won 2-0) and his performance was bad.

      The appointment is definitely wrong. Last year Tzilos handled PAOK 7 times. By logic 7 times is too much in 30 matchdays. Especially when he wasn't FIFA and the list had 24 referees.

  10. Another view on Roman Galimov on whom Mikael reported some days ago. Today he handled the Rostov v Zenit clash in the Last 16 round of Russian Cup.

    He started with a yellow card for kicking the ball into the net when an offside offence had been already whistled. It could have been interpreted as provoking an opponent by Galimov and if that's the case, it's an acceptable call. However, let's say it openly, we are used to see such situations 'managed' by referees, especially if that's the first caution in the game (13'). Strange. Even more that there were two rather reckless tackles in the midfield in 16' and 24' that ended with players being warned.

    Then, in 28', penalty kick was awarded in favour of Zenit. The foul was most likely assessed as DOGSO with an attempt to play the ball by a defender and I agree with such interpretation.

    In 45+2' a huge collision between Zenit's GK and Rostov's player occurred. Galimov assessed it as a foul on goalkeeper and again it was the right call.

    Good onside by AR1 at Rostov's winning goal in 88'.

    I was negatively surprised that neither Dzyuba nor Ivanović were booked for clear dissent in 90+4'. They appealed for a corner kick being awarded.

    Some general remarks:
    - Galimov seems to be a really fit referee what was not so obvious in the past
    - he wants to be close to play and sometimes finds himself too close to players to which the ball is addressed
    - some minor mistakes like missed fouls or falling on simulation in the midfield were rather isolated cases than something alarming
    - he is neither reticent nor talkativ, he finds the right balance when communicating with players; body language could be more 'polished', he looks more like one of the players than the referee, if you know what I mean

  14. the romanian newspaper say that Istvan Kovacs will have a debut in Champions League group stage next week. To be honest, I expected this decision for Istvan Kovacs. So, which game is suitable for him? Maybe, Plzen - Real, Bayern - Aek Athena or Valencia - Young Boys Berna? By the way, I think that Turpin with be at Inter-Barcelona.

    3. Plzen-Real is too big IMO, I expect an Elite referee there (e.g. Makkelie). The other two matches are suitable for a debut and I would add Porto-Lokomotive.
      For Turpin, I predict CSKA-Roma.

I forgot that romanian referees cant`t have a greek team for referee, because Kyros Vassaras is the Romanian chief referee and either referee from Greece are not allowed for romanian teams or national teams. So for Kovacs is remaining Valencia and Porto for debut. We will se tomorow or Monday.

  20. Massive brawl at the end of a hot match between Galatasaray and Fenerbahce.
    Some of blame gors on referee.
    All of this starded when Soldado and Belhanda had their fight.Ref carries on with the play for another 30 seconds and then blows the whistle for the end.
    After that,all players got involved and we had massive brawl and some ugly scenes.
    IMO ref could have prevented that by just stopping the play and to caution both of them,we wouldnt see scenes that we saw after match for sure.

    3. Three RCs in 90' are reported (GAL#17, FEN#32, FEN#9), I wonder when they were issued, as it is not visible in the video.

      The good thing is, that were no aggressions against the referee Firat Aydinus, who did the right thing in just observing and staying calm after the match.

    4. Well, looks like when that massive brawl ended and players were already in their changing rooms, there was an exhaustive review work from VAR to determine "responsibilities" on that brawl. So, players who had a red card reported didn't see it at all.

    1. Wilton Sampaio should be the favourite for the second leg. He will probably be pre-selected for the next WC (see CWC nomination), he has experience with/as VAR and he didn't have a SF (although looking at CONMEBOL appointments, this could speak against him...).

    1. Didn't he intervene and recommended two YCs? The referee didn't show them before the VAR check, so it seems he needed help there.
      Is an OFR not expected in that case?
      Unless the referee only lost track of the players, who he wants to book. Then I suppose, the procedure was correct.

      And yes, it should have been a RC - maybe they did not check that camera angle...

      Of course, we don't know what exactly was the communication between Musiał and Kwiatkowski. The referee should make decision himself at first and that was not the case here. Most likely Musiał waited for confirmation of which players should have been booked or which players started the conflict. Nonetheless, VAR should have spotted that strangling and recommend an on-field review for red card(s) being issued.

      This omission is even more shocking that under the new LoTG VAR intervention regarding violent conduct is possible even after the re-start of the game...

    3:35 Penalty whistled to Al Ahly. In my opinion this is a simulation with the attacker moving the ball and then pretending a contact with keeper. I can't see any touch. Charef, after a long OFR, confirms the penalty. It is for me a crucial mistake (otherwise, Gassama wouldn't have intervened).
    07:45 Second penalty of the game, this time to Esperance: correct decision, no doubts in this case. Attacker kicks the ball and then keeper makes an unfair contact. VAR agrees.
    08:50 it seems as something important happens but video is not clear.
    9:15 Third penalty of the game, referee whistles it and then he is invited to rewatch the incident by VAR. I don't see any evidence of a contact, but penalty is again confirmed, similarly to first situation.

    To be honest, this is more than worrying. Charef should be a perspective WC referee. He confirmed these two penalties after having checked the situations behind the monitor. I can't understand. It should be 7.4 despite of VAR presence, this is quite embarrassing.

    1. @3:35 I assume, that Charef punished the contact of the keeper's hand with the stomach. Maybe he first saw a foul on the ground. This was not existing, therefore Gassama invited for an OFR. There Charef saw the hand against stomach and decided to keep with the penalty. Just speculation, but this might explain it. Still questionable to award a penalty for that.

      @9:15 Not many replays shown - maybe there is something somewhere...

    2. I really admire your attempt to try to explain everything, but sometimes it looks quite impossible for me. To be honest after this performance in my opinion his participation in CWC can be even in danger. For sure, FIFA committee has watched this game. I expected more from a referee at this level.

    3. Charef must not be your cup of tea Chefren. Philipp does what you go out of your way to do with any and every Euro referee in any and every situation he/she may find themselves in. With those referee's you liberally throw around words like acceptable, supportable, grey area, not black and white, ect...............
      Yet here you absolutely dismiss Philipp's attempt to explain Cheref's possible reasoning.
      Great job keeping things fair, balanced and unbiased ;)

    4. I'm not against CAF referees. I would write the same things for every referee there. Why? Because in both situations there isn't a contact at all. I want also to be clear: it is possible to whistle such penalties on the pitch, I don't blame that. All referees can make such mistakes.
      But confirming these decisions after a review? This is not acceptable in all games. I would write the same for a UEFA referee. That's all. I never saw something like that.
