FIFA is already working for World Cup 2022. On next months there will be two seminars in Doha, Qatar. Just click the link to read the names of the selected officials.

  1. Wow, only 3 Elite referees among the chosen ones in UEFA. Out of 12.

    1. The situation is particular. You have also Makkelie and Soares Dias but called as VAR. About them, especially the Dutch, I think that they are also candidates for being main referees at WC, but given their experience behind the monitor, at moment they will work as VAR for instructing the new referees.
      Then, the "big names" who were already in Russia, with chances for Qatar 2022 are: Skomina (if he wont retire, he will be 46 in 2022), Marciniak, Turpin, Mateu Lahoz (the duel is indeed with Gil Manzano). All the rest of Elite referees should be out, for Italy Orsato will retire after EURO 2020.
      The important news about England is that FIFA seems to have made a choice between Oliver and Taylor.
      Among others, interesting to read Jovanović and Treimanis names. The first one presents himself as the new Mazić, Treimanis has for sure a very big chance coming from a so small (of course in terms of refereeing) country.
      It will be very interesting to follow this preselection.

    3. I don't know if there is a duel between Mateu Lahoz and Gil Manzano. Qatar 2022 will happen in the 2022/2023 season for the first time, instead of the 2021/2022. Thing is, Mateu Lahoz turns 45 before July 2022, and with the current rules in Spain, he should retire after 2021/2022 season. It is somehow "unfair" because the delay of the tournament for a few months rules him out, so maybe he could get a permission to keep going until 2023, or maybe even to push back the retirement age as it was suggested a while ago.

      That is, of course, if FIFA prefers Mateu over Gil Manzano. At the moment, I think they would, but let's see if Gil Manzano improves with the years. It's still too far away to make predictions.

    4. You are right about that. I forgot that WC 2022 will be played on November and December, so 2022/2023 season. So, very likely, Mateu Lahoz must be already considered as retired for that date.
      No competition with Gil Manzano...

  2. I told everyone that there would be a big surprise in the CONCACAF VAR list!

    Chefren is right about Makkelie and Soares Dias; they have to be there for instruction purposes.

    In addition to the obvious UEFA names, recall that Marrufo and Ramos will return from CONCACAF. This list does not include any potential returnees (except when they are called to train as VARs or instruct). Marrufo will be the American representative--not Villarreal or Elfath. This list is about giving younger referees a chance to work the U20s and U17s this year, gain experience with VARs, and either have an outside shot at 2022 or prepare for 2026.

    At 2.16 you can see a very interesting situation. Surely a very difficult one. First of all, was the ball outside the penalty area when the GK touched the ball? And second, was RD the right decision?

    1. I think it's a mistake from AR as ball seems not to be completely outside the area. RC in case of previous correct decision is OK.

    2. Look at the AR's position when the GK handles that ball on the penalty area line... he's 4-5m ahead of the play, and sidesteps backwards to get in line with the penalty area line, where he signals for an offence.

I think that Gozubuyuk didn't like to whistle a penalty for the attitude by attacker, who was clever in making that move, removing the ball and finding himself in contact with keeper who was trying to complete the save. This is the only argument for PLAY ON, but merely looking at what happened, it is a clear penalty of course. Penalty is the easy and expected decision there.

    2. Gozubuyuk explained that from his point of view, both on pitch and after review on monitor, that it was a soccer duel. The ball was to far way; to easy fall of the attacker. So no penalty.

      Later that evening Dick van Egmond, Head of dutch refereeing, stated that it was clear penalty. He did that before Gozubuyuk explained tho the press and he stood by his decision and and dis agreed with van Egmond.

      After this failure media are very much critism the VAR and the level of all referees in the Netherlands. Mario van der Ende as the main Leader with Some big newspapers .

    4. For me, it is a foul. However, there is controversy and difference of opinions, so IMO, no VAR intervention is OK.

      However, by listening to some players and Leganés coach I am astonished. How is it possible that there are professionals who still think that touching the goalkeeper inside the goal area is always a foul? Does that happen in other countries too?

  8. This weekend during the Liverpool v Crystal Palace fixture James Milner was sent off for a second bookable offence by his former PE teacher Jon Moss. In doing this he has made premier league history 😂😂

    3. Clear penalty. There is nothing difficult about this situation in any way. He sees replays from good angles and still says no penalty. There is nothing that can justify how he thought about the situation.

Well, considering this previous post (https://law5-theref.blogspot.com/2019/01/uefa-27th-advanced-course-for-top.html) and Chefren's comments regarding Elite officials arriving to Portugal, it seems Gil Manzano has got a permission to get there on Monday, because he has been appointed for RCD Espanyol de Barcelona - Real Madrid on Sunday evening (Kick-off 20:45).

    1. Indeed, I can confirm that UEFA in the official invitation has asked referees to arrive on Sunday evening because on Monday morning the activities will start very early.
      However, one must also add that Spain and Portugal are not so much distant. Maybe Gil Manzano will travel during the night.
      I'm curious about Italy as well, on Sunday evening we have Lazio - Juventus, very important game, at least 7 refeerees should be out because busy with UEFA, maybe Rizzoli will ask for a special permission as well...

  13. An interesting story has just come out on one of the referees mentioned in the above seminar list, Jarred Gillett. Jarred is one of 3 full time referees in Australia and has refereed the last 4 A-League grand finals in a row. He has resigned from FFA and will be moving to the UK where he will join PGMOL select group 2 and will referee in the English Championship next season.
    A big loss for Australian refereeing but also something that could open up whole new pathways.
