    1. “Good and Expected level for Ghorbal”

Are you sure about to watch the whole match or something different in your eyes!

3 big mistakes at the opening match between Polond and Colombia

1-They missed clear penalty for handball.(Open arm, getting body bigger).Shot on goal also yellow card.minute 37

2-They did another mistake during the corner kick.He stopped (whistled) game after the ball is in play during the corner kick. They warned the players and the game restart with corner kick again. But it must be penalty kick.Because there was holding when the ball was in play.Referee whistled when the ball is play after the holding occured.Minute 44

3-They missed crystal red card for serious faul play.Referee gave yellow card but there was a clear contact with studs/strecth leg to opponnent leg.The ball was on the ground,no intention.Minute 47

All 3 situations there must be VAR intervention but I am very suprise that zero intervention. My humble opinion is that All of them were clear and obvious mistake.Marco Guida (VAR) will be in Baku as AVAR for the Europe Leauge Final next week. But after this performance somebody must re-consider him to appointed for the final

      Delete
    2. 1- it was leg not hand
2- ok, the intervention was too late but never a penalty
3- COL8 tried to kick the ball that was kicked by an opponent in the last moment. The kick movement was already in process and you can see that in the moment of contact Colombian player bends the leg. Never a SFP.

    3. I'm waiting before making official statements, but indeed these are the most interesting situations in Ghorbal's game. There is for sure something to discuss.

    1. For me red card for serious foul play, prior to any DOGSO discussion.

      Delete
    2. I wouldn't consider that SFP. While the tackle does come from behind, the point of contact is on the foot with the shin, and there's no serious scissoring action.

On the DOGSO front though, there's absolutely 0 doubt that this is DOGSO. Distance, Direction, Likelihood of control, and Defenders all have their boxes ticked.

    1. Chefren, how do you make this clips and put them on 'streamable'?

      Delete
    2. I would also support all decisions.
      1) Complex situation: The moment of the foul is important - not the moment of the whistle. Therefore it is very close, whether the foul happened before or after the corner kick.
But no clear foul anyway, I think: For #9 it is mutual holding and pushing. And #15 is pulled, but his fall seems rather unrelated.
      2) The point of contact is not the only condition. The ball is played first, then the foul is the rest of the movement and the intensity of the contact is not very high, therefore no big danger of an injury.
      3) Not completely clear from the pictures but the defender seems to turn away and not increase his body surface.

      Delete
    3. Thanks Philipp, I almost agree on all situations, I think Ghorbal can be backed, despite of that in my opinion his performance has been close to expected level but still a bit below that. More details in the report when it will be ready.

@Max Iva I downloaded the match from a soruce and then I used VLC media player, it is very easy to make clips by cutting the video, you can download it here: https://www.videolan.org/vlc/index.it.html
By opening all the options of the software you will easily understand how to do that.
Then, just open streamable.com and you can directly upload your files 100% free without any registration to site.

  13. I noticed something in the 22nd minute. Maybe tho laws changes have been effected in Qatar vs Nigeria. Goal kick taken and passes to a defender in the box and it wasn't retaken

    1. Yes, the news laws are into effect for this tournament I believe.

    2. Yes, they are. Already some cases of short goal-kicks, forcing players to leave the field of play through the nearest line, etc.

  14. From what I have seen, a classical "FIFA performance" by Guerrero. Background referee, if he gets involved it is talking, clear cut cautions (SPA in 43', Reckless in 54') missed.

    ReplyDelete
    Replies
    1. Subpar performance in my eyes. Missed cautions IMHO at 43', 54', 63', 86'. Little prevention of holding and PI, very happy to just whistle and let it continue. One penalty incident where he and AR decided there had been a handball earlier, a bit confusing management. Not impressed, looked like a less involved Ramos.

      Delete
    2. About penalty incident Qatar vs Nigeria minute 63

In my opinion,Referee whistled for attacking handball is wrong decision.Attacker clearly play the ball with his chest. So After VAR check the situation and see there is no offence from attacker then He has to intervine for possible penalty since there is a clear contact from defender by his foot to attacker’s foot

      Delete
    3. Fully agree here after checking the scene again. Teamwork wasn't good here, on the pitch and off it. Also, play continued far too quickly to intervene.

      Delete
    4. Here's a clip of that incident:

      https://streamable.com/ays0s

I've watched this a bunch of times and two things come to mind here (which is why I didn't really mention it in the observation writeup):

      1) Ramírez called this handball immediately. There was no thought otherwise. It was clearly him, no teamwork issues at all.
      2) Watching the video, the first two angles, look like it catches the arm. The third isn't 100% positive, but it may catch the underarm or sleeve. This isn't clear and obvious.

The foot to foot contact? Yes that's clear, but the potential HB happens first, and if VAR has to spend 30s+ looking at something to see if this is NOT HB, then it's not clear and obvious, and thus, shouldn't be sent down.

      Delete
    5. Note: If this is not handball, then it's an easy penalty kick and should also be a caution for the reckless challenge (neglected to mention that above).

      Delete
  15. Much delayed flag by Corey Parker in the 11th minute of the Uruguay v Norway game. That led to a goal being scored, of course disallowed after the ball entered the net. Cool heads.

    1. Interesting situation, indeed.
      My opinion:
      - soft penalty, but supportable decision
      - fully correct RC to Lens #16
      - wrong YC to Lens #27, as the captain he tried to keep his teammates far from the referee, as expected. The only explanation here can be inappropriate language.

About 87'. The defender touches the ball. If he didn't there is room for a VAR intervention provided that VAR will have a better replay than us.

  21. Here are the two most interesting situations from HONDURAS vs. NEW ZEALAND, refereed by Alexis Herrera.

    80' - YC for NZL3 after OFR.
    => https://streamable.com/96y6k

88' - Disallowed goal for NZL.
    => https://streamable.com/65418

80': I think if Bascuñan recommends an OFR in such a situation, IMO a red card should follow, given the intensity of the contact, which could result in an injury (endangering the safety of the opponent).

88': I think that given the images and replays that we have, that there is a contact by NZL4 on HON16 (careless foul) and given the images that we have, we must trust the referee's perception here. Therefore no VAR intervention was correct. Also good to see that Herrera waited until the ball went into the goal, before whistling the foul.

Not much to report from that game, apart from the VAR situation, I would say an expected level performance by Herrera in an easy game.

    ReplyDelete
    Replies
    1. 80': RC would be justified. The only argument against Red is, that the intention of the player is not completely clear, because the leg of the fouled player moved "under" his foot immediately before. But what else should have been the intention...

88': Indeed not clear. I think, rather no foul, but nothing for VAR, as you described.

      Delete
    2. 80' I agree with Philipp. Everything is about the movement made by defender with his leg, this makes not clear the original intention by opponent. In case of deliberate act, this should have been RC, of course, regardless of the intensity. If not deliberate, then YC not a clear mistake, but surely player should have avoided that.

88': in my opinion rather no foul, but referee must be supported (absolutely correct by VAR to stay silent here).

    1. Thanks. About the RCs after OFR, in my opinion always the most interesting situations, Rapallini had no big faults there. It was very difficult to spot this SFP live. Kruzliak was very far away from the incident as well but AR1 should have helped him, but it is clear from replay that AR1 was looking only at ball and he missed the foul reporting just a goal kick. Cooperation was not efficient because this was something unexpected. This is therefore VAR stuff. The kick against opponent without any intention on the ball is clear, here the intensity is not important.

I'm not buying into your narrative that excuses that AR from lacking conviction to properly report a clear case of VC to his Center Referee. As you can see in the :58 - :59 seconds. His facial expression says it all. He saw exactly what happened yet he willingly chose to take the easy (gutless) way out.

      Delete
    3. I am convinced that the AR also vocalized something after the kick. Listen closely as the incident happens during the run of play. Then match up that sound of a voice with the behind the goal replay that shows the AR'S facial expression and mouth. Shame that this AR was so unwilling to fully assist his teammate and make the hard (but correct) decision.

    4. I considered the decision correct, due to contact on the ball by KSA. Certainly not a "clear and obvious" error.

      Delete
  31. Argentina vs South Africa

Not a good match for whole team including VAR staff.3 incidents to talk about

1-Penalty decision after OFR.I have many questions in my mind.Is this a really clear and obvious mistake! Are we sure about who touched the ball? Is there any clear evidence defender hit the opponent or ball? Can’t decide it in 2 minutes and 17 seconds check don’t tell you no intervention?

But the most important point to mention in that clip they ALLOW substitution during the VAR check.I believe that this group of referees have been training years. How is possible that they allowed the substitution before check over. Can you imagine that if penalty kick taker is going out!!VAR also has to mention that to the referee DO NOT ALLOW substitution

2-Red card after OFR.Very good decision by VAR to intervene.Referee can’t see from his position. But AR must see and help the referee. He has clear view and good position to see.

3-Very soft penalty call by the referee. My opinion is play on could be better decision. But of course referee can be supported easily. There is a very light contact. But for sure It is correct no intervention by VAR

    ReplyDelete
    Replies
    1. 1- I think, it is understandable that the VAR and the OFR took so much time, because it is very difficult to verify, whether the defender played the ball or not. In some perspectives it looked like a clear "yes", in others like a clear "no". The VAR team did a good job in selecting and showing the relevant views to the referee, so that he could make his own decision based on that. After the OFR, both decisions can be supported, I think.
But I share your doubts, whether the OFR should have been done at all, because it is not a clear and obvious foul. Maybe the VAR was convinced, that the ball was not played.

      I agree about 2 and 3.

      Delete
    2. In my opinion the first situation is never a clear mistake and I didn't understand VAR intervention there. The fact that Kruzliak was very unsure while checking the video, gives already the answer we need: never a clear penalty.

    4. @Adler and Chefren

I believe that the OFR incident has to be assessed basing on FACTS. Assuming that VAR had the tools to check whether the defender played the ball or not, it was his obligation to intervene if he sees the contact is made directly with attacker's leg, because in such case it's a clear foul.

      Delete
    5. Exactly my point. It's not clear and obvious. The VAR must have seen contact and invited the referee who made his decision. Imo it will be missed penalty if VAR did not intervene. Referee indicated he won the ball and VAR saw otherwise and according to the laws he must be invited

      Delete
    6. Only because of what he indicated. If he had said he saw the contact and it wasn't worthy of a PEN definitely VAR won't intervene but he indicated ball won and must have said so and with this he should call the ref and say what you saw isn't what is on the monitor

      Delete
  32. The ball struck Micheal Oliver twice and he blew both times for a drop ball. Is that part of the law changes?

    ReplyDelete
    Replies
    1. That's a terrible decision that IFAB in this case. The referee has always been viewed as "part of the field" when struck by the ball.

Getting struck by a ball is already in itself an awkward moment for a referee. Having to stop the game to conduct a drop makes the referee look worse.

      Delete
    2. Disagree with you there Sheriff.

I've been using these new laws for this summer and I like that change. Note that you don't have to stop for a drop ball, only if the opposite team gains control of the ball if the ball hits you. If the ball bounces to the same team, you just play on.

If/when the ball hits you, you no longer have to hope for the ball to bounce to the "correct" team.

3-VAR checked for possible red card at minute 42..There is a contact with studs just close to knee but with only a small part of studs, also no intensity,no speed, not enough for red card.Referee showed yellow card for recklees which was correct for me.VAR confirmation was also fine

  37. Ecuador vs Italy

Difficult and hot match.Four situations to discuss

1-Direct red card shown by the referee which was correct for SFP.There is a high intensity, too much speed and first touch/point of contact was above ankle before finish on foot.very good decision

2-Penalty decision after OFR.After free-kick taken from side there is a clear pulling in the penalty area which was missed by referee (his position was good in the beginning but needed to move left to see clearly).VAR recommended him to see the incident.Referee decided to penalty kick and yellow card for pulling.Well done both referee and VAR

3-Penalty appeal for Ecuador.Clear pulling but The question is “enough for penalty?” Or If you believe that the player could shoot on goal if no pulling. In my opininon this is referee decision so No Intervention here is acceptable

4-Missed incedent end OFR.Referee did not see that Ecuador player hit opponent head when the game stopped.VAR correctly recommended to watch the incident.Referee showed yellow card after OFR.My opininon red card could be better decision for VC

Min. 52'. N3 of NOR fouls on an opponent right outside his penalty area. The referee runs to the spot and takes out his YC to caution the player. Suddenly a player from NZL plays the ball and executes the foul. An attacker receives it and has a shot on goal. 1. It is a technical mistake.

Quote from LotG: "Once the referee has decided to caution or send off a player, play must not be restarted until the sanction has been administered.".

This means that referee has to issue the card once whistled the foul, because after that, at the next stoppage he is not allowed.

      Delete
    2. You're wrong, Chefren. But ref was also wrong if he had taken out the YC before the quick free kick execution.

"If the referee is about to issue a YC/RC but the non-offending team takes the free kick quickly and creates a goal scoring opportunity, the referee can delay the YC/RC until the next stoppage if the offending team was not distracted by the referee"

"Occasionally, an attack is stopped by a cautionable (YC) or sending-off (RC) offence and the attacking team takes a quick free kick which restores the ‘lost’ attack; it is clearly ‘unfair’ if this ‘new’ attack is stopped to issue the YC/RC. However, if the referee has distracted the offending team by starting the YC/RC procedure, the quick free kick is not allowed. For a DOGSO offence, the player will be cautioned (YC) and not sent-off (RC) because the attack was re-started (as when advantage is applied for a DOGSO offence)."

      3. Disciplinary action – Delaying the restart to show a card

      Additional text

Once the referee has decided to caution or send off a player, play must not be restarted until the sanction has been administered, unless the non-offending team takes a quick free kick, has a clear goal-scoring opportunity and the referee has not started the disciplinary sanction procedure. The sanction is administered at the next stoppage; if the offence was denying the opposing team an obvious goal-scoring opportunity, the player is cautioned

      Explanation

Occasionally, an attack is stopped by a cautionable or sending-off offence and the attacking team takes a quick free kick which restores the ‘lost’ attack; it is clearly ‘unfair’ if this ‘new’ attack is stopped to issue the YC/RC. However, if the referee has distracted the offending team by starting the YC/RC procedure, the quick free kick is not allowed. For a DOGSO offence, the player will be cautioned and not sent off because the attack was re-started (as when advantage is applied for a DOGSO offence).

    1. I quote myself from June 3rd, 2018 (after a decisive PK call in last Matchday of 2nd Division) with some changes.

"He was considered one of the great prospects of Spanish refereeing and attended the CORE in 2014, the same year in which he was promoted to LaLiga (as well as Alberola Rojas this year). His first season was quite good, but the 2nd one not at all, in fact he occupied the last "survival" spot (18th place on the official lists). Maybe with another good season he'd have received the FIFA badge left by Velasco Carballo in 2017, given to Sánchez Martínez. But, definitely, his 3rd season on the Spanish elite was terrible and truly disappointing, with many notable mistakes in lots of games -specially in Villarreal-Málaga (https://www.youtube.com/watch?v=BJXUUXzan1Q) and was deservedly relegated along with Ocón Arráiz.

Now, this season (2018 and 2019) has been quite good, I don't remember any bad performance in particular, he's usually considered for hot/decisive games.

I think he's got some chances to re-promote (he's still quite young, 33) this season or in the near future, but maybe after this, his chances to make an international career are already over"

Too much "calm down, calm down" blah blah blah by the referee's. Who are overly permissive and allow games to be played in a manner that resembles rugby and not football. They seem to purposely try to do anything and everything to keep the cards in their pockets. One would think by wtahcing "PRO" referee's, that they're getting docked points for every card they show.

Now, if in International events this style is forced upon them. What are they to do? I've long that the FIFA Ref Comm should allow referee's to officiate in the manner that each referee is used to. Put and end to this ridiculous habit of forcing directives upon the referee's. The Ref Comm should work harder and assign based on teams styles and the style of referee's. 1. It looked as if he whistled a simulation outside the penalty area (sth what we see quite rarely) and he was ready to get out the YC. Very awkward situation, and if you say that he’s got those frequently, then should he really be considered as a potential WC referee? My feeling also is that he’s quite passive today, I don’t feel his presence in this game, but maybe that’s me only.

Now also a (very) long VAR review, allowing Argentina’s second goal (potential offside).

    2. I will always cheer for a countryman in situations like this, but deficiencies in technical knowledge of the Laws have always made me doubt that he is a WC caliber referee. We'll see if he overcomes them or not.

    4. You are beyond tiresome.

First of all, Villarreal is also a WC candidate. So there are three WC candidates from the United States. I believe that's more than Mexico.

Second, I have no problem criticizing American referees, as I just did above. You seem to think all Mexican referees walk on water. You're a cheerleader for your own tribe and a critic of anything outside it. You offer no useful and unbiased critical analysis.

No one should listen to you.

    5. You must have missed my comments on Cesar Ramos in his semi final match of Liga MX. Furthermore, you've made it quite clear with previous comments that you actually don't like Elfath. And I honestly believe that you'd like nothing more than to see him fail. But Villarreal is lacking in many ways when directly compared with Elfath. CONCACAF seems to agree with me based on assignments. The numbers don't lie. Much like how Mexican referee's have achieved more on the international level than any other CONCACAF country.

Lastly, I will never conform and follow the robotic narrative that most here follow. I have my way of seeing and critiquing refereeing. Listen or not, I don't care. I'm not here to make friends.

    1. Video Assistant Referee (VAR) protocol

      Protocol –principles, practicalities and procedures

The categories of decision/incident which may be reviewed in the event of a potential ‘clear and obvious error’ or ‘serious missed incident’ are:

      a. Goal/no goal
      • attacking team offence in the build-up to or scoring of the goal
      (handball, foul, offside etc.)
      • ball out of play prior to the goal
      • goal/no goal decisions
      • offence by goalkeeper and/or kicker at the taking of a penalty kick or encroachment by an attacker or defender who becomes directly involved in play if the penalty kick rebounds from the goalpost, crossbar or goalkeeper

    2. So this incident sets a precedence. We will now see if all PK's in leagues and competitions that use VAR that are not scored and the GK moved ofF his line early have VAR intervention and are retaken. I'm not holding my breath however. Yet another thing that will be inconsistent or completely ignored by VAR operators.

Of course good thing that CAF doesn't look at the name of the referee and if they see a poor performance, they admit that. But the decisions are definitely the worst ones. 6 months, also with a public announcement, is unacceptable. They have no misure, this doesn't help referees, however for sure the fact tat Elite referees must be treated like other ones is something I like and sometimes UEFA doesn't apply that (one must be honest).
The good thing is to find a compromise: poor performance in a very important game, then maybe no further appointment in the following stages, but nothing more than that.
I think the principle can't be critiziced, but surely the management is very bad.

      Delete
    3. UEFA and FIFA could definitely learn a lot from CAF in regards to transparency. What purpose does it serve for Ref Comm's to silently, secretly and behind the scenes discipline referee? The public demands and deserves to be informed. It's time for Ref Comm's to come out from behind that curtain of secrecy. And being fully transparent in all matters is the only way to achieve that.

    Referee: Mustapha Ghorbal (ALG)
Assistant Referee 1: Mahmoud Ahmed Kamel Ahmed (EGY)
Assistant Referee 2: Mokrane Gourari (ALG)
    Fourth Official: Sandro Schärer (SUI)
Video Assistant Referee: Pol van Boekel (NED)
Assistant Video Assistant Referee: Khamis Al-Marri (QAT)

Quiet game for Algerian referee. Both teams were playing nice football but also both were satisfied with a goalless draw.

Mustapha Ghorbal was very alert from the first minute. One can say he was maybe 'overfocused' as he gave some harsh (if not just phantom) free kicks in this game:

    https://streamable.com/pokro

but it also resulted in good prevention at set pieces (let me say that such preventive warnings are frequent picture at this tournament):

    https://streamable.com/3aj7e

wrongly executed throw-in was also well spotted by the referee:

    https://streamable.com/a4lhj

But let's talk about key match incidents. First big call was right - penalty awarded in favour of Japan for a careless tackle in the 8th minute of the game. Although the foul was clear, I can imagine many referees ignoring/missing it on an expectation level.

    https://streamable.com/4hxqv

One can argue there should have been another penalty for handball in the 32nd minute but Pol van Boekel chose to not intervene. The hand was close to body but the ball was expected and the Italian player had enough time to avoid this contact:

    https://streamable.com/xfa7r

Disciplinary control. I believe the first caution was way too harsh (another result of 'overfocused' approach?) but taking into account that there were three similar charges at the beginning, Ghorbal could have had enough of that an tried to stop that by issuing a YC. Another interesting incident was dissent by ITA03 after which the referee issued a verbal warning but it didn't reach the target as the Italian player clearly ignored that.

    https://streamable.com/k4tzi

An interesting incident occured in the 92nd minute. Ghorbal interfered with play by impeding the progress of Japanese player (clear foul :D). He awarded a dropped ball but the new law states that only 'if the BALL touches the referee' that should be a case. Surely commonsensical decision taking into account the new law but not in line with that at the same time (but maybe in line with guidelines? who knows)

    https://streamable.com/h62zg

In a nutshell, some points for improvement (foul detection, too harsh YC, warning for dissent given to the back of the player) that the Algerian referee should work on in order to achieve more in FIFA competitions.

Fourth Official: Joel Alonso Alarcón Limo (PER)
Video Assistant Referee: Wilton Pereira Sampaio (BRA)
Assistant Video Assistant Referee: Artur Manuel Ribeiro Soares Dias (POR)

Not an exciting game to watch, both teams were satisfied with a draw and there weren't many goal scoring opportunities. Raphael Claus, as in his first game, chose to stay in the background as much as possible, but it was 'too much' for my taste. Similarly to the Mexico v Italy game he refereed, prevention was missing. Would be nice to see some verbal warnings instead of just whistling a foul and running forward.

Let's start with the key match incidents though. Unfortunately, the broadcaster didn't show replies of most of them, hence our work has been made more difficult.

06' - Dangerous tackle at the first look and setting the video speed at 1/4 helps in detecting a reckless trailing leg tackle. The referee was well positioned and decided for play-on. Wilton Sampaio didn't change his mind. Crucial mistake(?).

    https://streamable.com/ths6r

20' - VAR checked something, most likely a possible handball, but no replies were shown.

    https://streamable.com/p8js5

45+1' - Polish defender impedes the progress of Senegalese attacking player but makes it legally as he is turning back while changing direction of movement. Nothing unfair, correct play-on call.

    https://streamable.com/k37n1

72' - A tricky handball penalty incident. Ball is expected and Senegalese player has enough time to avoid contact but on the other hand he is fighting for the ball with Polish player, misses it and the ball surprisingly hits him in the hand. An understandable play-on call for my taste.

    https://streamable.com/zxch5

I would like to highlight two incidents with regard to disciplinary control. In the 45th minute, Senegalese #17 committs a careless-reckless kick by follow-through after playing the ball. Claus does nothing - no whistle, no advantage gesture (there wasn't any advantage), simply no reaction. The ball is in play for further two minutes and at the next stoppage SEN #17 is cautioned for that foul. Really strange management.

    https://streamable.com/b52n0

The same player commits a reckless use of arm offence in the 90+2nd minute of the game. Claus whistles a foul but doesn't show a second YC. It was mandatory for my taste.

    https://streamable.com/d3his

You can watch the disciplinary control highlights under the link below. A mandatory YC for reckless stamp missed in the 48th minute. As for the rest, more preventive acting is missing for my taste.

    https://vk.com/video424113568_456239018

In a nutshell, another too passive and permissive performance from Brazilian referee. He should work on keeping the lead of games he handles instead of doing everything to be in the deep shadow at all cost.

    3. My impression was: He was a heartbeat away from whistling the pk (one replay showed that rather clearly), but noticed AR1 having the flag up. Therefore offside. The OFR looked like it was for potential RC (DOGSO). It was a bit more messy (very very close offside/onside) than it could have been, but at least a good decision at the end.

      Delete
    4. Yeah I noticed that also. TBH, during live play. I immediately thought "offside"! Then I figured, okay VAR will intervene and inform the ref trio that there was an offside prior to the foul which led to the PK decision. Referee: Muhammad Taqi bin Jahari (SIN)

    Fourth Official: David Yareboinen (PNG)
Video Assistant Referee: Juan Martínez Munuera (ESP)
Assistant Video Assistant Referee: Fù Míng (CHN)

Again FIFA appointed Muhammad Taqi bin Jahari for a game involving an average-good team (Senegal, Norway) and, with all respect, outsiders (Tahiti, Honduras). The first game went well in overall for the Singaporean who had little to do. The Norway v Honduras game was completely different...

Although the Norwegians who had to win with a big goal difference in order to keep the minimal chance for advance, scored twelve(!) goals, that was a very difficult game for bin Jahari. One can count even thirteen key match incidents he had to assess. Madness!

    Let's start from goal-related incidents:

07' - A very good onside call from AR2 before the 1-0 goal
    https://streamable.com/amovf

09' - Second Norwegian's goal disallowed after an on-field review as there was a little push while gaining possession of the ball. One could argue if that's a clear and obvious mistake to let it go and allow the goal but I can see the reasons for inviting the referee to rewatch the incident. At least bin Jahari had the chance to see it himself what is good in such cases.
    https://streamable.com/9oy89

60' - (Too) quick whistle for an alleged foul on Honduran goalkeeper. However, there was also an offside offence in the build-up, what was signalled by AR1 afterward. Same foul call is disputable though.
    https://streamable.com/1t3df

Let's move on to penalty incidents...

18' - The ball looks like being slightly touched by studs of HON 02's shoe what can be a strong argument against the penalty or at least against an on-field review. However, we should ask ourselves if that intervention is successful and the ball is no longer in NOR 19's possession? In my opinion not.
    https://streamable.com/p5qv6

30' - Let me say that such tackles should be deemed as reckless. It's a flying trailing leg tackle (made with leg further from an opponent), the knee of bent HON 15's leg leads to risk to NOR 20's right leg. Arguments against penalty? It's a last-resort tackle that is always treated differently by referees (it's arguable if rightly or not), both players are not in possession of the ball.
    https://streamable.com/eajq2

33' - Penalty awarded against Honduras. Clear foul by HON goalkeeper. Good evaluation of foul being careless SPA in attempt to play the ball (= no card).
    https://streamable.com/ccwwd

80' - A very tricky penalty incident. It's an example of risky running behind an opponent who controls the ball. Clearly careless behaviour and any contact should result in a free kick (here a penalty kick). There is a contact, so penalty is correct. Another question is about disciplinary sanction. Such running behind an opponent is not an 'attempt to play the ball', so at least a YC for SPA should be issued. There is another Honduran defender who could be assessed as denying DOGSO scenario in this scene. All in all, a card should have been issued before bin Jahari has been invited for an on-field review with regard to handball of Norwegian's attacker who helped himself in controlling the ball before being fouled. That was a great spot by VAR what led to penalty being cancelled. Chapeau bas!

    1. Disciplinary control is another chapter of this performance. Seven yellow cards (one of them was second to HON 04) and direct red card for brutal studs tackle. All of them fully deserved. Hondurans were very frustrated. Let's highlight some incidents:

23' - Rather reckless stamp taking into account that the Norwegian put his leg there in the last moment. I can't see any additional force given by Honduran player.
      https://streamable.com/shirg

40' - Risky behaviour of HON 06. Potential violent conduct (strike in the neck/back). IMO not enough for a RC. The strong warning given by bin Jahari was world class. Most likely even better choice than a possible YC.
      https://streamable.com/n9rg2

45' - HON 04 interested only in hurting an opponent. Another borderline incident and again not missed by the referee who issued a YC after playing a nice advantage.
      https://streamable.com/hf46x

54' - Correct second YC to HON 04 after an on-field review. OK, bin Jahari missed that reckless use of arm but in my opinion the VAR protocol has been broken by inviting the referee to the monitor for a possible second YC incident. Would have the VAR intervened if the YC was shown...? But OK, it seems FIFA prefer more frequent on-field reviews, especially if the incident had been completely missed by the referee.
      https://streamable.com/pws4o

90' - Terrible, brutal tackle by HON 06. Well positioned bin Jahari issued a straight red card immediately. Well done!

It's difficult to make an overall assessment after so eventful game, but I would like to say I see a big potential in Muhammad Taqi bin Jahari and FIFA should focus on him with regard to future tournaments. Unlike many referees from AFC, CONCACAF and CONMEBOL, he is very focused, proactive, able to jump in with a strong warning when necessary, doesn't ignore clear misconducts, is keen to review the incident if VAR questions the call, etc. Basing on previous performances, I can't imagine how the NOR-HON game would have looked like if Claus, Guerrero or Martínez were in charge.

    1. I believe the OFR was for a possible RC due to DOGSO?

    2. My thoughts exactly (see the report as well).

    3. No, this is wrong. It was a play on the ball. Everyone knows this was DOGSO-yellow. You cannot review a missed DOGSO-yellow.

The OFR was because technically the penalty was never called in the first place. Offside was the decision. So when the VAR told Zitouni that the offside was clearly wrong, he CANNOT then award a penalty without conducting an OFR because he never technically awarded a penalty. This has happened in MLS recently. The protocols are pretty clear on this point. They are badly written, but clear.

So Zitouni had to go look at the monitor to call the penalty that he had already seen (but not called). Bad procedure, but it's the way it has to be done right now. He also used the OFR to confirm the yellow card, but he can't conduct the OFR JUST to get the yellow card correct.

    4. Ah, that makes more sense. I was also not meaning to imply there was an OFR for YC, but only in case there were doubts if the tackle was aimed at the ball - for me rather clear that it was. Thank you for the correction.

  71. 25 minutes played in MALI vs. FRANCE and I'm definitely not impressed by the refereeing of Hector Sorto. Already 3 potential missing YC and one missing RC:SFP, where VAR (Hernández Hernández) chose not to intervene...

    1. To sum up this first half:
      => "dangerous" positioning: too close, leading to nearly interfere with play;
      => weak disciplinary control (3 potential YC + 2 potential RC:SFP not given);
=> weak disciplinary control brings in more (unneeded) aggressiveness in the duels between players.

Much much room for improvement for the second half in a for now rather calm match.

    2. Same problems persisted in the second half for Hector Sorto. Detailed report to follow in the next days, but what can be said already now is that this was a performance below expected level and that this should have been the last match for the Honduran crew at this U20 World Cup.

  72. Ndala Ngambo with two missed YCs (reckless elbow, SPA). He warned the PAN in the first incident, who proceeded to come in late seconds later and was booked. He seems not really secure.

  73. I missed the early 10 - 11 minutes (will watch it soon) but for what I saw first half for Herrera in RSA - POR was very easy. No particular situations, calm game... almost nothing to report.

    1. Well, after a calm first half, two VAR reviews in 13 minutes of second half so far and two penalties assigned for deliberate handballs.
