  1. Good match for Vinciç! Interesting that committee uses ELITE refs for not too big matches, like Makkelie (Kosovo) and Bastien (Armenia).

    1. UEFA looks beyond the names. Both matches could be very decisive for the fight for second place in both these groups and we can aspect tough crowds as well. Very good choices therefore.

    2. I can see that. It's a change, however.

    3. Well not exactly. In 2016, Rizzoli was appointed for Greece-Faroe Islands. Although everybody was shocked at the end Faroe Islands won. Earlier, in 2014 Brych was appointed for San Marino-Estonia.

    4. I remember, at that time on the blog these appointments were described as "jokes by Collina". :D

      Delete
    5. But it seems like Collina had a hunch at that time ;).
I think it is wise to sometimes appoint elite referees to low profile teams if their match can decide something. Moreover, Makkelie will be observed by Trentalange which I guess means that committee do consider that match as important.

  2. will the referees for the matches of 9/09 for Euro 2020 qualifiers be known today or another day?

    1. Unexpected since he has talked about Sweden and been to Sweden before. Plus his brother is a referee in Sweden too.

    2. Not unexpected if you know the right people.

  4. England - Bulgaria (Marco Guida)

17' Possible penalty situation but very likely outside the box
    https://streamable.com/qifdt
    https://streamable.com/lfjjj (replay)
The challenge by defender was risky, however PLAY ON is in my opinion an absolutely supportable choice. Replay shows that situation maybe occurred outside the box.

    19' Disallowd goal AR1

    30' YC for reckless challenge

    36' YC for blatant holding

    48' Penalty for England
    https://streamable.com/49mta
At first glance it looks like very correct decision, however watching the last replay one can have doubts about the real effect of the contact made by opponent.
This argument in any case in my opinion can't be enough for assessing the situation as crucial mistake because it is impossible for referee to detect that.
In such scenario a whistle is the expected (and I think accepted in this case) decision by referee: absolutely zero chances to play the ball, as I commented yesterday live.

    72' Penalty for England
    https://streamable.com/hkncn
A very interesting situation. I think it is impossible to come to a final judgement about what happened. The contact can't be seen live, replay doesn't help us as well.
One must only support referee because he is in the best position (a replay from his point of view would have been excellent for us) to stop even a minimum touch from behind, that can be enough.
I don't see reason for seeing the attacker falling down after his sprint in penalty area. The evidence of this penalty is missing, but without proofs one can't question referee.
It would be interesting to see VAR decision in this case: I think referee would be supported, without replays from further cameras.

    76' Penalty appeal by Bulgaria
    https://streamable.com/k9wxl
Absolutely no penalty and referee was right but simulation would have been better decision than PLAY ON. Despite of a touch by defender (arm on the back), this was a clear attempt to deceive the officials.
Interesting to see that referee makes some gestures, it seems as he wants to whistle something in favor of defending team (either simulation or a possible handball committeed by attacker once on the grounf).
At the end he decides to play on.

    90'+2 YC reckless challenge
    https://streamable.com/8f7ta
Absolutely correct decision and this is very interesting because despite of having played the ball, the nature of this tackle was definitely reckless, if you watch the live sequence you have the feeling of a certain unnecessary force used.
Well done by referee, in the last second of the game, with a YC for home-team, when they were winning 4-0. Always expect the unexpected before making final whistle, one could say.

To sum up, I think that this performance was rather a good one. Absolutely no problems about disciplinary control, but under this point of view one must say game was very fair.
You can argue about the choices made by referee regarding the crucial incidents in penalty areas, but I don't think that you will find very clear mistakes. When there are such tricky situations to be assessed, if you can support referee, this is always the best option.
It will be interesting to see how Guida will continue his "advanture" as Category 1 referee in this group stage. CL debut could be possible, but I would wait and I would appoint him maybe in a sonorous EL game before that, to make a final test.

    1. Thanks for the videos and comments. But at 76' the referee's decision wasn't 'play on', he awarded a direct free kick to England (it's hard to hear the whistle but he makes the hand signal and you can as well see an ENG player stopping the ball from rolling by touching it with his hand and then taking a quick free kick). Based on Guida's gesture it was for handball by the falling player.

    2. Thank you so much, indeed he whistled the hanabdall.

  5. Bastien so far with a good performance management-wise, but with a rather obvious missed foul and now a very debatable YC for diving - there was a contact, so penalty for Bosnia would have the correct call for me.

Not easy situation to judge from Bastien's position, but it is indeed penalty.

  7. I would like clarify some points after some small 'controversy' regarding my words on Danny Makkelie's performance in the Kosovo - Czechia game.

=> As I said, his performance was overall decent, even I wrote it is a pleasure to watch Makkelie handle his matches! For sure my report was not (aiming to be) critical of him.

=> I still believe that the tackle in the 34' should be assessed as SFP, this makes it a formal crucial mistake. But again, as I said, it was rather unlucky for the referee team and there was no expectation to sort out a RC. In his position, I too would not have given a RC there; I wouldn't blame anyone for not doing that. But, if we talk about an objective reality of evaluating such tackles isolatedly - that is a case of Serious Foul Play. Furthermore, the quality of replays plays no part in evaluating where a tackle is on the continuum of careless-SFP; on an objective level. At least some people can rest assured that this will never be assessed as SFP in UEFA.

=> My feeling was that Makkelie took some decisions against Czechia that were incorrect - users would be absolutely correct to point out that he was always accepted by them. My feeling was that they were very 'flat' in this match for whatever reason and did not 'contest' such decisions; I can only speak for myself in my matches but when that was the case I also took some incorrect decisions against them - somehow, reaching 'expected' decisions in the atmosphere of the match. Probably this seems like a nonsense :-D - but that is what I was trying to hit on with 'pseudo-balancing' (in reality there was no need for that!). I agree that it sounded too pejorative and no blames for Makkelie - just an observation on my part.

=> Such styles of writing including aiming to inform me how "top level referees recognise" some things are quite condescending and I do not like this tone.

=> Of course, sometimes I can be wrong in my observations, I just try to provide an insight for readers who didn't watch the games :)

I hope that is a sufficient explanation for the readers.

    1. About the clips:
      1) contact is clear and no falling before the contact, i.e. correct penalty
      2) I think, he signals advantage. But the previous foul is at least unclear.
      3) Hard to really detect a contact, but the situation rather looks like a penalty than a dive
      4) Surely no dive, and a possible, but not clear penalty IMO
      5) Clearly correct IMO
      6) That player actually was clearly onside, would be even more challenging, if the ball came to one of the players in a tighter onside position. But yes, very complex situation for the AR.

    2. Regarding the advantage gesture made by Gil Manzano in the second situation, to be honest the previous foul had been made by attacker... so in my opinion irregular goal and in case of VAR, it would have intervened there.

    3. I will only react on the phrase regarding the tone of my message you apparently dislike. On the other topics I expressed my opinion and you expressed yours. We didn’t agree and we still don’t. No problem.
Concerning the tone of my message I would like to point out it’s hardly any different from the tone you use to ‘educate’ us, the blog’s readers, on for example matters you call “the bigger and bigger grey area of relativisation”. In the specific article you present your opinion as the holy truth and people who do not condemn FIFA and UEFA policy “have been indoctrinated by pseudo-intellectual ideologies”. Talking about condescending...
So no need to be oversensitive as long as you present your opinion in the same way as I presented mine. If you dislike it, reconsider your style of writing, maybe I reconsider mine. I don’t like to be ‘educated’ of your ‘truth’ just as much as you don’t prefer to be ‘informed’ of mine.

  8. 17' rather a YC missed by Madden for a very reckless challenge, I think warning was not enough there

    1. Nothing special in Finland - Italy first half, after the situation I mentioned in 17', Madden booked a player from Italy in 21', it was an OK decision.

  9. TWO possible missed offsides before Spain's 1-0.

  10. In 53' there was a penalty appeal by Italy, I think that decision to PLAY ON by Madden was supportable (not very clear foul / contact) but it should be rewatched.
57': absolutely mandatory and correct YC for reckless challenge at the edge of penalty area.

  13. 71': penalty to Finland whistled by Madden. Contact from behind, correct decision.
A few seconds later Italian GK was booked very likely for something made against the penalty taker, unluckily I missed the moment. Should be rewatched for understanding the exact reason, but I like when referees are strict in such occasions.

Now 74' a very clear YC, a dark one, correctly issued.

  14. 78' poor decision by Madden, wrong penalty for handball to Italy. Arm was close to body and I'm not even sure that ball touched the arm.
Also, Madden very far away and from his position it was impossible to see this handball, to be honest. I think he decided by intuition and he decided in a wrong manner.

  17. One could have talked about a good performance by Madden in Finland - Italy but this penalty to Italy was for sure a wrong decision. I didn't like that Madden decided so quickly being in a position from which he couldn't have detected the possible handball in any case. No help by AR because he whistled immediately.
About the rest, I think the penalty for Finland was correct choice (minimum contact from behind but enough), disciplinary control was rather good, however not very good. Some YCs could have been issued, and another one was possible for Belotti in the last stages of the game before the one for Kauko (FIN), fully justified.

    1. Like the Hategan incident in Northern Ireland, from where Madden is standing he cannot actually see the contact with the arm. As Chefren says, surely the decision is made too quickly and without confirmation from his AR.
