  1. So, Velasco Carballo directly to CL Group stage. Debut for Jovanovic, very good match. Hategan with Tuesday top clash, deserved.

    1. Forgot to comment, German VARs bussiest on Tuesday. Probably Italians will be the bussiest on Wednesday....

  2. As expected, Jovanovic gets his CL debut already from MD1. Top clash for Hategan (not so thrilled about his observer).

Normal appointments for Cakir and Brych.

  3. Congratulations to Jovanović, a very deserved debut in Champions League under the eyes of Velasco Carballo, new UEFA observer.
Hațegan with an excellent game in Dortmund.
Two German appointments and three German VARs: that's for sure a record. However, I would have appointed a FIFA referee, if possible, also as fourth official in Naples. Maybe Martin Petersen could have been assigned as AVAR in another game.
Buquet in Inter - Slavia is not a good signal for Bastien because I think that this game could have been for him. We will see the first appointment for the French Elite. Also, to be checked Turpin's situation after having worked as VAR in Super Cup.
Irrati and Di Bello VARs for Sidiropoulos, quite sure that Guida has a game, I think in Europa League on Thursday, if not CL on Wednesday, but I don't think so.
My focus on this set of game is on Sidiropoulos and Jovanović, we need for sure observations for such games.

  4. Apperently, fourth official does not need to be FIFA anymore? Strange.

    1. In UEFA matches, AR2, AAR2 and fourth official never had to be FIFA referee, that is not something new ( e.g. Jon Moss, Lee Mason used to he regulary appointed as AARs with English referees) . In some matches even second league referees were appointed as fourth officials.

      Delete
    2. Regarding that, I think Andre Marriner, being 48 is the oldest referee appointed in Champions League, ...

    3. Yes, but never in CL...

  5. Do you think Var will be used in the Uel on Thursday also

    1. No. In the Europa League VAR will only be used in the final (just like last season). Here's the source: https://www.mirror.co.uk/sport/football/news/uefa-score-another-var-goal-18944240

    2. Ok thanks but i think it's a heartbreak for the competition not using the technology until the final....

I should have prefer from the knockout round...

Since the Europe top 5 leagues are now using var...
So i expect much referee with the system....

  6. Wait,so it s mean that AAR will be in El until final?

    1. No, additional assistant referees era has ended with EL semifinals on last season. Now UEFA is working for developing VAR, it is a period of transition. It will be for sure tougher task for referees appointed in Europa League in group stage and KO stage to work without any further help.

      Delete
    2. To be honest is quite strange when as example in Slovenia we could see 5 referees on the field in normal league match and when we watch important match at national qualification teams for Euro 2020 with only 3 referees and no help from var or additional referees

      Delete
  7. By the way, Viitor Manuelo Pereira is not Hategan mentor? It is allowed to be a referee observer for the referee he trained?

    ReplyDelete
  8. It seems that UEFA find it more important for the VAR and even the AVAR to be FIFA badged over the 4th official. So when a injury happens, and they can happen, we would have a non FIFA badged referee in the middle of a champions league game!

    ReplyDelete
  9. Good point, its ridiculous.

Besides, 4th referee can have an important role in many situations, from fouls that main referee doesnt see well to mass confrontations between players.

    ReplyDelete

    1. Fully agree !! 4th official is much more important on the pitch respect to AVAR !

    Torino-Lecce,around 18th minute.

    Great example of new rules.
Lecce player makes a foul worthy of a YC.
Torino player takes free kick quickly, ref allows that action to continue and after another break ref shows YC.

    1. But not the best end of game in 99' with that OFR... Giua was in trouble before deciding for penalty or play on. He even forgot to make VAR gesture after having watched monitor. Big pressure on him, he needs time to develop.

    3. any video of Torino-Lecce 18th minute??

      Delete
    4. It took too long but correct decision was made. Attacker clearly exaggerated the fall. The initial holding had no impact on attacker as the ball was far away and never reachable for that pair of players. The subsequent fall was initiated by attacker only. VAR put Giua under enormous pressure by calling him to review the incident.

    6. Thanks Dutch Ref! Then I can add another interesting incident: disallowed goal by AR2 - confirmed by VAR.
No further and closer replay but it was assessed as deflection by defender. Some room for considering it as deliberate play?
VAR confirmation was quite quick there.

    7. Mhmd: Your argument ''the ball was far away'' is not a good argument. That has nothing to do with a foul being a foul or not. If you think the attacker initiated the foul, then okay. But where tha ball is makes no sense.

  11. Some informations about Turpin. He was not appointed since last season because he missed the theoritical tests (about LOTG) during pre-season UEFA course. Apparently, he will be appointed again in October.

    ReplyDelete

    1. To be clear, missed the theoreticak tests or failes teoretical tests. I am shocked if the later is the case. If so, I would not consider Turpin for any of this season finals.

      Delete
    2. He failed at the téoritical tests.

      Delete
    3. Oh dear, I dont know how elite referee, expected to be one of the UEFA's top officials and is top candidate for one of the finals can fail teoretical tests, I am shocked. And all that in the period when the list for EURO should be created... :/

    1. Italy with all 10 FIFA referees busy in three days:

      Di Bello AVAR
      Doveri Fourth Official
      Fabbri AVAR
      Guida Referee
      Irrati VAR
      Mariani AVAR
      Massa Referee
      Orsato VAR
      Rocchi Referee
      Valeri VAR
      For sure a record.
Then, it is mandatory that some fourth officials must be NO FIFA. However, it is true that UEFA prefers FIFA officials as VAR, while FIFA has no problems with that (you remember Alan Kelly for example).

      Delete
    2. I guess the VAR or the AVAR might be the replacement referee, if needed, where the 4th is not FIFA.

      Delete
    3. I think you could be right, this would be the best option in my opinion.

      Delete
  13. It is also interesting that UEFA wants AVARs to be FIFA officials.
Maybe I would have changed Harm Osmers and Marco Fritz (but maybe Osmers will become FIFA referee next year).
And I would have appointed Tobias Stieler as 4th official instead of Martin Petersen in such a game.

  14. OT: About incident of Lecce-Torino in 18th minute.

For me, Giua is wrong there. He already pulled out the YC from his short pocket so he shouldn't have allowed the quick restart of the game

    From IFAB document:

"However, if the referee has distracted the offending team by starting the card procedure, the quick free kick is not allowed".

I assume that referee already started card showing procedure as the YC was out of the pocket already, I don't know where IFAB considers the start is.

    ReplyDelete

    1. That's Italy, their way of showing cards is really a quick trigger.
      In this situation, too fast.

      Delete
    2. Indeed in Italy referees can't wait before showing cards!
More than natural and impulsive gesture. I think it is almost impossible to respect this statement you reported, Quilava.
Most of the times, referee will be ready to show card.

  15. 49:00 penalty by Oliver to Lyon.
I disagree with this decision, I think it was rather attacker against defender, but of course VAR must back that.

  16. OFR in Milan for a possible RC but to be honest I really don't understand, never a clear mistake there.

    ReplyDelete
    Replies
    1. I agree, no way a clear and obvious error. Mistake by Letexier to recommend an OFR. YC in this case is the better decison for me.

      Delete
    2. I agree. Wrong OFR. Buquet with a lot of personality not to show a RC after the review. This, however, might be a worrying sign in terms of consistency in OFR recommendation in the GS. Let's hope it's not.

      Delete
  17. Now I think that Buquet missed some minor fouls in favor of Inter, then he whistled a free kick to Slavia and a player from home-team was booked for protests. Challenging game.

    ReplyDelete
  18. Superb by Buquet. YC ist supportable, RC would not habe been wrong, but no situation for a VAR-intervention. Strong personality indeed to keep calm and not correct himself.

    ReplyDelete
  19. 8 minutes of added time in Milan, well, maybe a bit exaggerated, I think 6 or 7 would have been enough. I'm sure committee urged referees to recover the time used for OFR, but in this case 8 minutes seems to be definitely too much.

    4. The player was injured and had to be substituted.

    6. Clear Red Card...Kalkavan is sleeping ?

      Delete
    7. And not the best position for Cakir. Lack of anticipation and angle research here. So he didn’t see correctly the scene IMO.

      Delete
    8. Cakir has a very good perspective on that challenge. Therefore it would be hard to find pictures that would convince him in an OFR.

Personally, I don't like Red Cards for such actions at all. Coquelin plays the ball in a natural way and the contact is caused by Mount, who can see where his opponent's leg is going and therefore endangers his own safety.

      Delete
    9. OMG Philipp. This is kind of speech i have to denounce. Where on earth can you tell that was Mount who provoked this contact ? It’s an obvious serious foul play with clear integrity danger. Sorry but strongly disagree with your philosophy here.

      Delete
    10. To be honest, I agree with Philipp. Of course the contact shows nasty, but Coquelin just plays the ball in a not that extraordinary way. The result is just very very unlucky.
I believe to have seen a situation like this in one of UEFA’s RAP’s (in a match concerning Ajax), where it is assessed as a reckless tackle. So for me it’s totally understandable that VAR does not intervene.

      Delete
    11. I am the first person to criticise relativism of SFP, but I fully agree with Philipp and Dutch Ref.

Of course such a contact is SFP, even in UEFA nowadays I would expect an OFR to give a RC for such impacts in tackles.

But this is just pure bad luck, for sure very painful bad luck for the opponent, but the tackle is fully fair and opponent's leg just happens to be there after VAL player cleanly takes it.

In an objective reality even that should be no foul / careless foul - of course in the real world, freekick and YC is the common-sensical solution.

Though if CHE player's leg was broken, even taking into account RAP, UEFA would want a RC there.

      Delete
    12. I disagree that CHE player endangered his own safety though, just bad luck.

      Delete
  22. IMO missed PK by Jovanovic for Lille. For holding. Minute 2.

    ReplyDelete
    Replies
    1. And missed penalty by Jovanovic. But in particular seemed a clear lack of braveness to not decide PK here...Poor personality.

      Delete
    2. Borderline situation. Supportable decision

      Delete
    3. Why VAR didn't intervened if it is a wrong decision?

      Delete
    4. There was pulling, definitely, but very short and low intensity.
I dont want to defend Jovanovic, this is only my opinion.

      Delete
    5. Good first half for Jovanovic, ARs with few very good play on decisions. Points for improvement:
Positioning (first 15' when Ajax was attacking)

      Delete
    6. DrMr, i like this young ref and hope the same career than Milorad ;) but my feeling was this action should be a good signal for a promising ref to show his caracter and charisma and it’s a little bit « comfortable » play on. Do you understand?

      Delete
    7. I agree, it would definitely be very brave decision. But there is difference between brave and correct :)

      Delete
  23. Napoli - Liverpool: 21 minutes 0 fouls. Only offside calls.
That's a record. Correctly disallowed goal by AR1.

    ReplyDelete
  24. 19' | Borussia Dortmund VS Barcelona | Hategan. AR didn't delay the flag in a very tight offside / no offside situation. It was a very promising counter-attack but luckily he got it right. A very possible reason is the small experience with VAR as there isn't any in Romania.

    ReplyDelete
    Replies
    1. And Hategan whistled without delay. I hope (and think) it isn't some kind of recommendation by UEFA.

      Delete
    2. In Inter - Slvia Praha there was a similar situation with AR2 raising offside flag (90'+5) without waiting for the end of the action, it was a very promising one. Offside was correct, but it was a very tight situation. I just hope that there wont be mistakes for this reason, VAR must be always allowed to intervene. However, French assistant referees should be experienced with that.

      Delete
  25. What about Sidiropoulos so far???

    ReplyDelete
  26. Brych with an expected level first half, he decided to allow a certain physical play, indeed some fouls could have been whistled. Both coaches made complaints with FO Petersen, they didn't like this choice, but for sure the game is more than fair. No problems at all.
AR1 with a correct crucial decision, as I already reported.
Felix Brych wants to stay totally in the background this evening.

  27. This comment has been removed by a blog administrator.

  28. Jovanović lost control already in the first half. He let the game flow at the beginning, then changed his approach and was whistling all contacts (mostly in favour of Ajax what made Lille players upset). Players don't respect him at all, questioning his foul detection after almost every free kick given. The moment of whistle for half time made Ajax player really furious. Sorry, but poor performance so far. :/

    ReplyDelete

    1. We are watching the same match, right?
"The moment of whistle for half time made Ajax player really furious"
I can agree only with this part, little bit naive momment to whistle.

      Delete
  29. Now the game starts to be challenging for Brych, he is forced to whistle and to book players. Many complaints from both teams, some helps by assistant referees in foul detection.

    ReplyDelete
  30. Missed encroachment by Marciniak.

    ReplyDelete
  31. Very clear encroachment missed by Marciniak. Is UEFA enforcing this rule or not because the goalie was almost a "meter" off his line.

    ReplyDelete
  32. So what about this penalty in Dortmund? No VAR intervention following keeper's infringment?

    ReplyDelete
    Replies
    1. Since this now is not a first time VAR did not intervene after keeper's infringement, I am now convinced that referees were instructed by UEFA not to intervene in situations like this. If this happened in only one match I would say ok, VAR made a mistake, but now, I don't think this is just a mistake made by VAR.

      Delete
    2. Yes. Looks like that the instructions given are only to intervene if keeper's infringement is more than 'minimal'.

      Delete
    3. Then why didn't Marciniak intervene? That infringement was more the significant!!

      Delete
    4. That's ridiculous by UEFA Referees Committee. I have no other words than stupidity of those who invented such instruction to keep both eyes closed despite the clear Law that makes applying it much easier, especially in the VAR era.

      Delete
    5. It looked like most of the goalkeepers were on their line for the rest of the penalties (which were all scored) so it's not like it's impossible for goalkeepers to follow the LOTG.

Adrian got a hand to the Napoli penalty whilst staying on his line - he'll see the Ter Stegen save and think why didn't he come off his line as VAR wouldn't intervene.

      Delete
  33. 80' penalty whistled by Brych but no contact.
VAR will intervene there and penalty annulled after OFR.

    ReplyDelete
    Replies
    1. Well I was wrong. Minimal contact. Must be rewatched, penalty confirmed.

      Delete
    2. The attacker already starts falling before there is any contact. Anticipating a contact, very clearly shown in two replays. For me this is no penalty, rather a (succesful) attempt to deceive the referee.

      Delete
    3. Agree fully, Dutch Ref. I cannot believe that penalty is upheld. If we are not using VAR to combat simulation, what's the point? We can't just say "check complete" because there was very minimal contact. It is clear that penalty was the wrong decision.

      Delete
  34. Needs to be rewatched yes. First thought was that the contact was so minimal and simulation would have been better option in my opinion.

    ReplyDelete
  35. Now missed handball by Çakir. VAR intervened and penalty was given for Chelsea.

    ReplyDelete
    Replies
    1. Many doubts for me. It was clearly undeliberate, but not completely close to the body. Natural or unnatural, I don't know. Who does? IMO, this could never be a punishable handball, but current rules allow this to be considered so.

      Delete
  36. Justice done with that Chelsea penalty - the ball is headed directly onto the Valencia player's hand. Seemed like the replays were only shown to the referee in slow motion which probably made it look worse.

    ReplyDelete
  37. Not much to report on Jovanović in the calm second half.

    In overall:

    +
    body language, verbal warnings

    -
foul selection / consistency, missed YC for foul that led to conflict (39'), not the best anticipation/prevention skills

    ReplyDelete
  38. In Lisbon, it seems as VAR had to correct AR2 who had wrongly disallowed 0-2.

    ReplyDelete
  39. Correct but a very tight call. I would not consider it as a crucial mistake.

    RC according to UEFA.
The only possible argument against RC is that this happened after having played ball so accidental situation, but for me it doesn't matter. He clearly endagered opponent's safety.

    3. Yes SFP. Just look at the reaction of the player who did the foul. He is not sorry, he is not saying ''ohhh sorry'' He is not really even surprised about getting a yellow. He felt lucky.

The contact is caused by attacker who was already falling before.

    1. I agree, clear simulation for me. He try to deceive the referee.

    2. No penalty for me. I agree

      Delete
    3. Guys, sometimes you overcomplicate things. Keep in mind, that watching the reply in slow motion is changing the perspective a lot. Also VAR is advised to check such situations in real pace.

The attacker touches the ball first, the defender makes a body movement towards his opponent and there is a contact between them, even if it's a small one. But in normal pace, on high speed, even such small contact is enough. And yes, the attacker was "smart" to use that contact, but still for me it doesn't change the whole outcome.

  42. For me, support decision Cakir. Very close to the situation and difficult to see the picture. Cakir is a great Referee like Kuipers and Skomina.

  43. I watched some bits of three games last night, so don't draw any scientific conclusions from them, but perhaps they are useful somehow.

I watched the 1H of the Borussia Dortmund - Barcelona game handled by Ovidiu Alin Hațegan. To be honest - I didn't see a top Elite in that time. Sure, his decisions were generally okay-good, but I was missing sth more in softer skills / finer management. The comparison between the Roumanian and Makkelie / Taylor, who handle the top clashes tomorrow is not favourable for the former, considering they should ostensibly be at around a similar level. By the way, the relativism of penalty kicks not being retaken after goalkeepers leaving the goal-line before the ball is kicked did not go missed by the blog either...

I also watched the 2H of Felix Brych's Neapolitan game. As we can be used to - very good refereeing by the German. Optimal disciplinary control, crowd / player pressure is an irrelevance for him. I also think he got the penalty correct - if you look at the replay from 16s to 18s on Chefren's clip, you can see that LIV player's left leg clips NAP player's right leg (of course, if we look at NAP player's left leg only as all other replays, it looks like a clear simulation). Fairly tricky situation, but I agree with Brych and Dankert here.

I also 'second-screened' the 2H of the Benfica - RB Leipzig game. I was even really impressed by Anastásios Sidirópoulos - he has got his confidence back for this season it would seem. Much better, stronger mimics make him a genuine leader on the pitch and - as far as I could see - he got each decision right. Polychrónis Kostarás AR1 got a fairly tight offside wrong for the 0-2, though. In this shape he should be safe in Elite as a 'safe pair of hands' and perhaps there is even a back door ajar for EURO 2020?

  44. Another situation from Brych game:

Minute 3' - was offside materialized (challenging for the ball) before foul by defender on attacker? Otherwise, penalty to be whistled.

    1. Correct offside for me. I think challenge for the ball from attacker comes before the foul.
