  3. Congratulations to Jovanović, a very deserved debut in Champions League under the eyes of Velasco Carballo, new UEFA observer.
    Hațegan with an excellent game in Dortmund.
    Two German appointments and three German VARs: that's for sure a record. However, I would have appointed a FIFA referee, if possible, also as fourth official in Naples. Maybe Martin Petersen could have been assigned as AVAR in another game.
    Buquet in Inter - Slavia is not a good signal for Bastien because I think that this game could have been for him. We will see the first appointment for the French Elite. Also, to be checked Turpin's situation after having worked as VAR in Super Cup.
    Irrati and Di Bello VARs for Sidiropoulos, quite sure that Guida has a game, I think in Europa League on Thursday, if not CL on Wednesday, but I don't think so.
    My focus on this set of game is on Sidiropoulos and Jovanović, we need for sure observations for such games.

    1. In UEFA matches, AR2, AAR2 and fourth official never had to be FIFA referee, that is not something new ( e.g. Jon Moss, Lee Mason used to he regulary appointed as AARs with English referees) . In some matches even second league referees were appointed as fourth officials.

    1. No, additional assistant referees era has ended with EL semifinals on last season. Now UEFA is working for developing VAR, it is a period of transition. It will be for sure tougher task for referees appointed in Europa League in group stage and KO stage to work without any further help.

    2. To be honest is quite strange when as example in Slovenia we could see 5 referees on the field in normal league match and when we watch important match at national qualification teams for Euro 2020 with only 3 referees and no help from var or additional referees

  8. It seems that UEFA find it more important for the VAR and even the AVAR to be FIFA badged over the 4th official. So when a injury happens, and they can happen, we would have a non FIFA badged referee in the middle of a champions league game!

    Besides, 4th referee can have an important role in many situations, from fouls that main referee doesnt see well to mass confrontations between players.

    Torino-Lecce,around 18th minute.

    Great example of new rules.
    Lecce player makes a foul worthy of a YC.
    Torino player takes free kick quickly,ref allows that action to continue and after another break ref shows YC.

    1. But not the best end of game in 99' with that OFR... Giua was in trouble before deciding for penalty or play on. He even forgot to make VAR gesture after having watched monitor. Big pressure on him, he needs time to develop.

    4. It took too long but correct decision was made. Attacker clearly exaggerated the fall. The initial holding had no impact on attacker as the ball was far away and never reachable for that pair of players. The subsequent fall was initiated by attacker only. VAR put Giua under enormous pressure by calling him to review the incident.

      No further and closer replay but it was assessed as deflection by defender. Some room for considering it as deliberate play?

    7. Mhmd: Your argument ''the ball was far away'' is not a good argument. That has nothing to do with a foul being a foul or not. If you think the attacker initiated the foul, then okay. But where tha ball is makes no sense.

  11. Some informations about Turpin. He was not appointed since last season because he missed the theoritical tests (about LOTG) during pre-season UEFA course. Apparently, he will be appointed again in October.

  13. It is also interesting that UEFA wants AVARs to be FIFA officials.
    Maybe I would have changed Harm Osmers and Marco Fritz (but maybe Osmers will become FIFA referee next year).
    And I would have appointed Tobias Stieler as 4th official instead of Martin Petersen in such a game.

  14. OT: About incident of Lecce-Torino in 18th minute.

    For me, Giua is wrong there. He already pulled out the YC from his short pocket so he shouldn't have allowed the quick restart of the game

    From IFAB document:

    "However, if the referee has distracted the offending team by starting the card procedure, the quick free kick is not allowed".

    I assume that referee already started card showing procedure as the YC was out of the pocket already, I don't know where IFAB considers the start is.

    I disagree with this decision, I think it was rather attacker against defender, but of course VAR must back that.

  19. 8 minutes of added time in Milan, well, maybe a bit exaggerated, I think 6 or 7 would have been enough. I'm sure committee urged referees to recover the time used for OFR, but in this case 8 minutes seems to be definitely too much.

    8. Cakir has a very good perspective on that challenge. Therefore it would be hard to find pictures that would convince him in an OFR.

      Personally, I don't like Red Cards for such actions at all. Coquelin plays the ball in a natural way and the contact is caused by Mount, who can see where his opponent's leg is going and therefore endangers his own safety.

    10. To be honest, I agree with Philipp. Of course the contact shows nasty, but Coquelin just plays the ball in a not that extraordinary way. The result is just very very unlucky.
      I believe to have seen a situation like this in one of UEFA’s RAP’s (in a match concerning Ajax), where it is assessed as a reckless tackle. So for me it’s totally understandable that VAR does not intervene.

    11. I am the first person to criticise relativism of SFP, but I fully agree with Philipp and Dutch Ref.

      Of course such a contact is SFP, even in UEFA nowadays I would expect an OFR to give a RC for such impacts in tackles.

      But this is just pure bad luck, for sure very painful bad luck for the opponent, but the tackle is fully fair and opponent's leg just happens to be there after VAL player cleanly takes it.

      In an objective reality even that should be no foul / careless foul - of course in the real world, freekick and YC is the common-sensical solution.

      Though if CHE player's leg was broken, even taking into account RAP, UEFA would want a RC there.

  25. 19' | Borussia Dortmund VS Barcelona | Hategan. AR didn't delay the flag in a very tight offside / no offside situation. It was a very promising counter-attack but luckily he got it right. A very possible reason is the small experience with VAR as there isn't any in Romania.

    2. In Inter - Slvia Praha there was a similar situation with AR2 raising offside flag (90'+5) without waiting for the end of the action, it was a very promising one. Offside was correct, but it was a very tight situation. I just hope that there wont be mistakes for this reason, VAR must be always allowed to intervene. However, French assistant referees should be experienced with that.

  27. Brych with an expected level first half, he decided to allow a certain physical play, indeed some fouls could have been whistled. Both coaches made complaints with FO Petersen, they didn't like this choice, but for sure the game is more than fair. No problems at all.
    AR1 with a correct crucial decision, as I already reported.
    Felix Brych wants to stay totally in the background this evening.

  28. Jovanović lost control already in the first half. He let the game flow at the beginning, then changed his approach and was whistling all contacts (mostly in favour of Ajax what made Lille players upset). Players don't respect him at all, questioning his foul detection after almost every free kick given. The moment of whistle for half time made Ajax player really furious. Sorry, but poor performance so far. :/

    1. Since this now is not a first time VAR did not intervene after keeper's infringement, I am now convinced that referees were instructed by UEFA not to intervene in situations like this. If this happened in only one match I would say ok, VAR made a mistake, but now, I don't think this is just a mistake made by VAR.

    5. It looked like most of the goalkeepers were on their line for the rest of the penalties (which were all scored) so it's not like it's impossible for goalkeepers to follow the LOTG.

      Adrian got a hand to the Napoli penalty whilst staying on his line - he'll see the Ter Stegen save and think why didn't he come off his line as VAR wouldn't intervene.

    2. The attacker already starts falling before there is any contact. Anticipating a contact, very clearly shown in two replays. For me this is no penalty, rather a (succesful) attempt to deceive the referee.

    3. Agree fully, Dutch Ref. I cannot believe that penalty is upheld. If we are not using VAR to combat simulation, what's the point? We can't just say "check complete" because there was very minimal contact. It is clear that penalty was the wrong decision.

    1. Many doubts for me. It was clearly undeliberate, but not completely close to the body. Natural or unnatural, I don't know. Who does? IMO, this could never be a punishable handball, but current rules allow this to be considered so.

  36. Justice done with that Chelsea penalty - the ball is headed directly onto the Valencia player's hand. Seemed like the replays were only shown to the referee in slow motion which probably made it look worse.

    RC according to UEFA.
    The only possible argument against RC is that this happened after having played ball so accidental situation, but for me it doesn't matter. He clearly endagered opponent's safety.

    3. Guys, sometimes you overcomplicate things. Keep in mind, that watching the reply in slow motion is changing the perspective a lot. Also VAR is advised to check such situations in real pace.

      The attacker touches the ball first, the defender makes a body movement towards his opponent and there is a contact between them, even if it's a small one. But in normal pace, on high speed, even such small contact is enough. And yes, the attacker was "smart" to use that contact, but still for me it doesn't change the whole outcome.

  42. I watched some bits of three games last night, so don't draw any scientific conclusions from them, but perhaps they are useful somehow.

    I watched the 1H of the Borussia Dortmund - Barcelona game handled by Ovidiu Alin Hațegan. To be honest - I didn't see a top Elite in that time. Sure, his decisions were generally okay-good, but I was missing sth more in softer skills / finer management. The comparison between the Roumanian and Makkelie / Taylor, who handle the top clashes tomorrow is not favourable for the former, considering they should ostensibly be at around a similar level. By the way, the relativism of penalty kicks not being retaken after goalkeepers leaving the goal-line before the ball is kicked did not go missed by the blog either...

    I also watched the 2H of Felix Brych's Neapolitan game. As we can be used to - very good refereeing by the German. Optimal disciplinary control, crowd / player pressure is an irrelevance for him. I also think he got the penalty correct - if you look at the replay from 16s to 18s on Chefren's clip, you can see that LIV player's left leg clips NAP player's right leg (of course, if we look at NAP player's left leg only as all other replays, it looks like a clear simulation). Fairly tricky situation, but I agree with Brych and Dankert here.

    I also 'second-screened' the 2H of the Benfica - RB Leipzig game. I was even really impressed by Anastásios Sidirópoulos - he has got his confidence back for this season it would seem. Much better, stronger mimics make him a genuine leader on the pitch and - as far as I could see - he got each decision right. Polychrónis Kostarás AR1 got a fairly tight offside wrong for the 0-2, though. In this shape he should be safe in Elite as a 'safe pair of hands' and perhaps there is even a back door ajar for EURO 2020?
