  4. There is no clip of it from what I've seen so far, but there is a similar situation where the ball deflects and hits an outstretched arm. Explanation said that regardless of whether the ball rebounds, if the arm was in an unnatural position it was still a foul. So following that logic, Skomina's call was correct.

    1. Exactly it's how we should read the laws of the game: only the ball deliberately played at own or teammate's hand is deemed as accident. All actions in which a player expects the ball and touches that by an unnaturally positioned arm are an offence, even if the ball rebounds from other part of his body.

    A comment after going through the challenges section.
    I find that UEFA is becoming very lax with "free" kick outs at opponents. In one clip, a player kicks a ball at an opponent after the whistle goes, and this is deemed as borderline between yellow and red.

    Another clip has a player lightly kick another player off the ball, and this is deemed YC for USB because there was not enough intensity in the kick. I think that sends a wrong message and creates problems for the referee. If free violence (even with mild intensity) is tolerated, how can we justify this to the players?

    What do you guys think about this?

    1. I strongly disagree with how such actions are seen by the powers that be nowadays. Kicking (the ball at) an opponent while not challenging for the ball should always be deemed as violent conduct (unless the force used is really, really negligible or just a friendly gesture) because that's something extra and such acts shouldn't happen at all. Therefore, each amount of force used is excessive in such cases.

      Also my feeling that you are entitled to do what you want if you are doing that 'accidentally' are confirmed by A8 clip. Studs in the head (but also in the chest, for example, of course) should always be deemed as serious foul play...

  6. Penalty whistled in Champions League final is not mentioned.
    Some interesting reports: penalty by Skomina after OFR in Manchester United - PSG was assessed as correct (and so OK that VAR intervened), Salah committed a SFP in Liverpool - Porto, missed by Mateu Lahoz (we discussed about that on the blog). This was a very crucial miss, VAR had to intervene.
    The handball situation in the last stages of Juventus - Ajax has been assessed as not punishable, so correct NO VAR intervention there. In this case I had some doubts.
    Also, penalty by Kuipers in Juventus - Atlético Madrid correct as well (decisive for qualification).
    Not good performance by Marciniak in Barcelona - Lyon: as we had guessed, penalty confirmed to Spanish team was indeed wrong (RAP says foul by attacker, stepping on opponent). This was another significant mistake by VAR. Later, Lyon goal had to be disallowed due to a previous foul. However, in this case I can't say how much this was stuff for VAR or not enough for an interventiom despite of being crucial.
    Holding punished by Cakir in Porto - Roma was OK, no mentions about the other incident in the last minutes of the game for which Roma made some protests.

  7. The first semi-final of Supercopa de España was a very easy-going game for Jesús Gil Manzano. The match was more friendly than a typical pre-season friendly in United States. The only yellow card was for SPA by trip in 88'.

    Three penalty incidents:
    26' small charge on VAL player, correct play-on call
    44' illegal use of arm on VAL player, VAR confirmed the play-on call, I have some doubts here
    90' penalty for handball in favour of VAL awarded after OFR, correct intervention by González Fuertes

    2. To me, 44' is a punishable offence. It would have been a foul + YC in any other position outside the penalty area. Thing is this is not the first time a situation like this doesn't result in a OFR, so maybe it is an instruction from CTA. However, this would be wrong, IMO (and I'm not talking now about this specific incident, but in general terms). It is not the same situation as mutual holding or slight charges. Illegal use of arm offences can very easily hurt the opponent, so if they are called outside the box, they must be called inside as well.

    1. In the meantime, please find below the link to refereeing highlights of the Aris - PAOK game handled by Anastasios Papapetrou (UEFA Second Group, born 1985).

      In my opinion, he allowed definitely too dirty way of play and didn't care much for safety of the players. A couple of reckless tackles assessed as fair. In addition, he chose a too laidback approach by not using public warnings or serious talks after cynical or persistent (#03 PAOK) fouls.

    1. Interesting situation, VAR indeed intervened for a possible RC in my opinion. In this case if referee assessed that foul had been committed by defender then RC for DOGSO because it was not a genuine attempt to play ball. If referee wanted to punish keeper, then YC because genuine (but late) attempt to play ball. However, it looks like there wasn't any contact with keeper and the foul was only made by defender withthat touch from behind. Studs also quite up on opponent's leg so maybe even small chances for RC for SFP. Referee was in my opinion wrong in giving YC after OFR.
      Everything is said assuming that we are discussing about a clear DOGSO, of course.

    2. It would make more sense IMHO if he spotted a step on the backheel of the Suadi player. The push would be a DOGSO not aimed at the ball, therefore RC. The reckless step on the backheel though - seen in the first image Beath is shown during the OFR - would however fit the bill. The scream of the Saudi player and the YC that was issued would make sense then. That would be my impression at least.

  16. Wow! Totally different second semi-final of Supercopa de España. We can say that was all about refereeing. ;)

    At first, let me say that José Luis González González couldn't take the lead in the first half. Whistling and carding, no management, no verbal warnings. Missed mandatory YC to de Jong (BAR) for reckless tackle in 45'. Due to that laidback approach he had to face many conflicts and it all end up in a mass confrontation after the half-time whistle.

    Second half was calmer because players were off the rhythm by many controversies and they focused more on scoring goals.

    Let's list up all the key match incidents:
    27' - clear jumping at an opponent in the ATM penalty area, no intervention, should be a penalty imo
    35' - YC #05 ATM for off-the-ball push in his penalty area but REF and VAR decided it happened before a corner-kick execution
    59' - Barcelona's goal disallowed after OFR -> handball, correct
    69' - follow-through tackle in Atlético's penalty area, strong studs contact with an opponent's leg -> deemed as an accident, no intervention...
    74' - Barcelona's goal disallowed by VAR -> tight offside
    80' - Penalty in favour of Atlético and YC to GK BAR for DOGSO with attempt to play the ball, correct
    83' - Massive Atlético's penalty appeal after handball -> expected, not so short distance but according to referees natural arm position (running parallel to action); I expected penalty to be honest but perhaps play-on was not a clear and obvious mistake

    1. It was a super clear red card for SFP when it was shown on replay. The referee doesn't need to watch that by himself. THe issue is it takes way too long. Should be solved in 10 seconds. And the mobbing after is not okay either.

    1. 09' - a very tricky situation; I guess Guida whistled the leg contact and in such case I think it's difficult for VAR to intervene; otherwise it's a clear RC for DOGSO by holding

      50' - the only explanation is that the referees deemed that as a deliberate play by Roma player and therefore the subsequent ball contact with hand is not punishable even though the arm position is unnatural; difficult to say whether it was a deliberate play or a deflection (in case of the latter, it had to be a penalty)

      65' - correct outcome: penalty (deliberate handling) and no card (no SPA, no DOGSO, just an unfair help in controlling the ball)

    2. Wow - very big appointment for Tony Harrington (look at his ARs!). Also, he will be observed by BOTH the FA and PGMOL - really important game in his career tomorrow. I would still count his promotion chances as lower than the four SG2 List referees who handled games with VAR in operation in the 3R, though.

      Nice games for NL referee Darren Handley and Kevin Friend; I have the strong feeling the FA are pushing Anthony Backhouse, who is only in his third season as NL referee and already handled the Rotherham - Hull match in the 3R.

  37. PGMOL has had many problems this year mainly due to VAR. On a more positive note, it is good to see them using the likes of Tierney, Kavanagh and Attwell in the bigger games. Last year these games would always go to the 'older' refs (Dean, Moss, Marriner). They have also handed debuts to Tim Robinson and Robert Jones, Darren England will join this list next week too.

    1. Missing RC was no clear and obvious error, at most the OFR ist justified by a "missed" incidents. More slow-motions or still pictures would then have been helpful, I think. It seems, the contact is mainly on the foot, then a RC would be very harsh.

      I am also not convinced by the penalty. The Japanese player seems to be first at the ball and then kicked from behind. If the referee saw it exactly right, no OFR can be accepted, but IMO the penalty is a wrong decision.

      Looks like a RC for me. Foul was not given initially, so definitely a missed incident.

      As for the penalty, it would not call it right or wrong. Japanese player only tries to prevent the shot, not play the ball and initiates the contact. Depending on how Taqi saw it, a review could have been possible.
