    2. Not impressed by Fabbri and VAR in Lazio - Fiorentina.

      Penalty for Lazio was wrong. Attacker fell down before contact with GK. VAR didn't intervene. Attacker got substituted straight after penalty was scored, because of cramps.
      Lazio defender Radu received YC after stamp on ankle of Fiorentina midfielder Badelj with studs showing. More RC than YC by my taste. VAR did nothing.
      Lazio attacker Immobile struck opponent in the face. Violent Conduct? Hard to see for Fabbri, and VAR didn't call the ref for an OFR.

      Fairly unbalanced performance by Fabbri in my view. Periods of whistling for every single contact, followed by periods of remarkable leniency.

      What do you think? Did referee and VAR directly influence the outcome of this match?

    4. I can understand that, but saying to someone that they have done a good work when they clearly have not doesn't help them at all, nor doesn't help football. Everyone would love that referees didn't make mistakes. But mistakes are part of a referee's life, and not stating clearly when those happen results in people being confused about the Laws of the Game, the VAR protocol and every other technical aspect. Furthermore, poor communication (or non existent) when errors happen result in conspiration theories by many fans. I have trouble trying to remove those ideas from my friends with valid points. And that is because CTA/UEFA/FIFA do not communicate properly with the most important part of football: fans.

      In my opinion, they should release the week after the end of the matchday an analysis of all controversial situations of that MD, and recognizing mistakes as such. If possible, that should be in a press conference format with video explanation of the incidents. It seems like an utopia now, but I really think this is how it should go in the future. Maybe with other timelines (once a month, each week, every 10 MD... whatever), but all polemic situations should be publicly analysed.

Thing is Melero López made yet another mistake and, in the second penalty, showed the YC to the wrong player (Saúl instead of Koke), and VAR had to (finally) intervene to correct that mistaken identity. So my bad, it was not a 2nd YC for Saúl (TV commentators also said it was, so probably my mistake came from there. Sorry nevertheless!). Melero didn't miss a 2nd YC, he just missed a very clear YC.

Sadly, I see more and more clearly Gil Manzano relegated to the role of Daudén Ibáñez or Fernández Borbalán: Lion tail in Elite group, competent referee for top UEL GS/Round of 32 games and these 'troublesome' UCL GS matches in Greece, Ukraine, Turkey etc needing a referee who regularly officiates in front of large and hot crowds

    5. No, making a sliding tackle with no contact with an opponent cannot be punished with a DFK/penalty. It has to involve contact in a careless manner. None of those conditions happen here. The contact is clearly made by Marcos Llorente when he stomps on Duarte's foot. That is not a 50/50 call. The defender does nothing illegal according to the LotG.

      Regarding Gil Manzano, you may remember that I have been saying that for a long while here. He has never shown any development at all. He has always been an athlete, and so he remains. His window is closing, and if it was for me and I had a better candidate (which Spain doesn't really have at the moment in LaLiga), I would remove him from the FIFA list.

      On the other hand, a referee who has positively surprised me lately is De Burgos Bengoetxea. When he was given the FIFA badge I said I felt he wasn't ready for that, it looked to me as not self-confident enough. Today my impression is completely different: he has a personal approach to the game which is closer and honest to the players and has earned respect from most of them. His last match, which involved Getafe and Espanyol (IIRC) was a heated and tough match which he managed quite well and in which that initial impression from some years ago had completely disappeared. What do you think about him?

George, I agree that De Burgos Bengoetxea after becoming sadly famous for his mistakes in the 2017 Supercopa Clásico 1st leg for which he was just not prepared (awful miscalculation by CTA there) has made a impressive development in the last 2-3 years (and I think Mikael will agree on this with us)

      But, despite my anger for Gil Manzano's non-intervention today, I think it would be harsh to remove him from FIFA list, that would be too much. I just think what I said above: Not Elite level, UEFA promoted him too early and he had bad luck in Schalke 04-Porto, with an unfortunate performance in his first post-promotion UCL GS match in front of De Bleeckere, proving he should have stayed more time in First. Del Cerro Grande has clearly surpassed him internationally and if he continues like that, I wouldn't be surprised that Sánchez Martínez also does in the mid-term. I hope Jesús proves me wrong and develops in the upcoming years.

Honestly, it is great that De Burgos Bengoetxea has been able to recover from his performance in what is definitely a too early appointment in El Clasico (only after one season, clearly not enough to handle a top game like this) and has developed an interesting style, expecially in approaching and dealing with players which work very well from him. He is one of the refs who can clearly become a safe pair of hands for top games to referee in La Liga, though I can't really have an idea of what he could reach at UEFA level.

      On Gil Manzano, it is clear that he is again involved in a controversial call as VAR. But what is more preoccupating is that he doesn't seem to improve in the past two years, especially in game managing where I personally have too often the feeling that he can lose control of the game at many times. The fact as he only shows great physical abilities is not worth a spot in Elite IMO. I can only hope than his (in my eyes) too quick push will not affect his career too much, as it seems that he loses trust from RFEF-CTA over other candidates who are simply offering better.

Yes, but with the removal of age limits, the spots that were supposed to be available from Estrada and Del Cerro at the end of next season and Mateu's at the end of the following one will likely not be so. Maybe Estrada's, because he has not progressed at UEFA level, but he is a better referee at the moment than Gil Manzano, IMO. With the removal of age limits, they must make place for new promises, so I think situations like the one with Fernández Borbalán will become uncommon in the future. At the moment there is only one candidate to become FIFA (Alberola Rojas) who is young enough to justify such a move, and I think that his current level doesn't ask for such a change yet, but if a spot is needed, they will need to make room.

  30. It seems that refereeing in the late night matches today was not that smoothly.
    Agreed on the incorrect Atlético-penalty and the missed second yellow card for Saul in the final stages.
    The refereeing team in Lazio-Fiorentina made at least a comparable bad impression. The Lazio penalty (66’) was ridiculous, a clear case of simulation, and also a SFP by Radu was only sanctioned with a yellow card (79. min).

Fabbri had some chances of showing his skills after having been promoted to FIFA list, Rizzoli appointed him in some big matches, but unluckily he didn't manage to convince that he had deserved this nomination. Very often poor performances, yesterday it was not a proper big match but for sure a very important one and he failed. His games look to be too often ready to explode, because he can't find a balance in foul detection (sometimes allowing the game for very clear fouls, other times whistling everything) and the disciplinary measure is not clear. The penalty was a clear simulation in my opinion, but in this case impossible to spot live for referee, the contact was caused only by attacker going again keeper. VAR (Mazzoleni) couldn't intervene due to protocol, but this should be considered as wrong call by referee. Missed one or maybe two RC for SFP, also in this case VAR supported because very borderline. More generally, his gamees, as I already wrote, seem to be always played with the players knowing that referee will allow them everything, that's not good. He should improve under this aspect, but it is also personality and one can wonder whether he could really develop more than he what already did. A pity because until the nomination as FIFA referee, he had shown quite good performance in two / three years since the appointment of Rizzoli as new head of serie A referees (this justified the appointment as FIFA referee). But it is also true that until that time he didn't officiate big games and maybe he was not tested as he should have been before a so important big step...

    3. Because there is a contact with keeper. On the field, Fabbri said: "L'ha preso" (Keeper touched him) so this is the reason why VAR could only allow this call. VAR couldn't demonstrate the contrary. Of course, this is a mere theoretical speech, then we can all agree that this penalty is very controversial. In any case one must also underline that the line of VAR intervention is very difficult to set and some VAR could intervene in other situations, quite impossible to find consistency.

    4. About Fabbri and Mariani, a year and a half ago, when they got the badge, Fabbri was more considered than Mariani. But lately, although I believe that Fabbri is a good referee, the two are not even comparable: Mariani has been developing impressively and I see him much more reliable than Fabbri right now.

      Indeed at that time, when Mariani and Fabbri were appointed as FIFA referees, Fabbri was clearl ahead and also high ranked. Mariani was appointed as FIFA referee after many below-expectations performance. Nowadays we can say that it is the contrary. Mariani is turning to be a very solid referee, with convincing performances, and he has also, in my opinion, matured in decisions making: he looks to be very sure. On the other hand, Fabbri has disappointed in all the big games he has handled. One could discuss about the moments and periods of good form in a career, but the disappointment for Fabbri is really big.

      @Ref Fot yes for sure he wont be demoted, at least in the near future, but if he continues in this way he could be in danger for the next years. AIA doesn't remove referees from the list after a short time because they try always to back in all possible ways the choices they made. I can just wish to Fabbri to recover but he should start to do that soon!

      Then, if you are interested to read still about Italy, the situation of Di Bello, to be honest, is not that so far from Fabbri's situation, at least at moment. Once appointed as FIFA referee, he rarely convinced. He was never so bad, but never so good. In a better situation than Fabbri for sure, but still with many expectations on him, still to be shown... you can understand that by the appointments, very rarely you read their names for big matches... and there should be of course a reason for that.

    Let's take a step back here: that is never (ever) a penalty!

    I understand the arguments that Chefren puts forward, but, what is the point of Video Assistant Refereeing if not to correct clear (and obvious) mistakes such as that one? Insofar as the 'wisdom of the (football) crowd' matters, it is not difficult to understand how some people lose faith in the value of VAR to improve decision-making in crucial situations when VAR confirms an incorrect call such as that.

    I totally understand that it is very tricky to decide what constitutes a clear and obvious mistake and there is not a 100% satisfying answer to that question. (Video Assistant) Refereeing should be careful though not to always look for the most technocratic solution and in doing so actually lose the grip of reality as Mazzoleni did there.

    1. Your arguments are really valid, Mikael. Let me specify that I just explained why VAR didn't intervene, but then, of course, I agree that this is never a penalty, also for me.
      One could add, players maybe are now finding a way to get penalties and to deceive referees even in VAR's era by acting in this way: going deliberately against opponent (especially keepers) and causing a contact. In this way, VAR would be out for protocol's reasons. We should do for sure something, because it is a very dangerous trend, in my opinion a penalty must be assessed as very clear only when the faults are exclusively by defenders, because attackers can be really "clever" in deceiving referees. This should be also a warning for UEFA and VAR use in KO stage, I strongly wish that Rosetti will apply the same criteria we read in the excellent editions of RAPs: simulation nowadays is not only "NO CONTACT" but also "ATTACKER LOOKING FOR / CREATING CONTACT" (in all possible ways...).

    6. Yes at the moment of the first control by attacker the teammate seems to be in a punishable offside, because after that defender is impeded in his action. Maybe he couldn't have reached the ball but still this can be an active offside position. VAR could have invited referee to rewatch it.

    7. IMO clearly no offside. Impeding the opponent is not enough according to the LotG, it has to be:
      - preventing an opponent from playing or being able to play the ball by clearly obstructing the opponent’s line of vision or
      - challenging an opponent for the ball or
      - clearly attempting to play a ball which is close when this action impacts on an opponent or
      - making an obvious action which clearly impacts on the ability of an opponent to play the ball

      None of those points is fulfilled here IMO, because the player is basically only standing still (in the opponent's path). And the defender can see the ball at all times but has nearly no chance to play it anyway.

  45. Question to Spanish readers (and everyone familiar with LaLiga): what do you all think of Adrián Cordero Vega? I’m currently watching the rather important Getafe-Sociedad game and although the performance itself is not problematic, I’m not quite happy with his handling of that game. I don’t see a very proactive referee, there is no real visible management or interaction between players and the referee. The cards as far were all fine (although I think the first one in 10’ for reckless tackle would not been given by other referees, to be honest I was expecting a strong verbal warning, the elbow in 13’ was very reckless). Penalty awarded to Getafe also correct for me (rather a poor pass by the goalie, if I may say this ;-)). However, some things: GET15 has been committing multiple fouls in this first half, always getting away with it, there was no verbal warning yet. And during added time, a Getafe player sarcastically pointed twice (45+1’ and 45+4’) to his arm, asking the referee to blow for half-time: no reaction at all by the referee towards this behaviour.

    What do you people all think, or is this just me being too harsh here?

    1. From the few games I have seen with him on the pitch, he is too much trying to stay in the background for my taste.

      In some games it can do the job without major issues, but overall he is relying on this way often than it should. Especially in this game where Getafe have some clear ideas about stopping their opponents from build their attacks, by committing a lot of small fouls simultaneously, and Cordero Vega, by sticking himself to his style, has no real actions done against persistent infringements, skipped over fouls that were clear or supportable bookings offenses(reckless tackle/use of arms, blatant SPA, etc).

      Not a great fan of this style, but what is annoying me is that he doesn't look interested to change his approach, and in the 1H of this game it would have been much better to intervene more (soft skills?) to deal with players reactions/ multiple fouls from the home side mainly.

    OVERALL PERFORMANCE
    As I already said yesterday, I didn't like Cordero Vega's style of refereeing. Though disciplinary control was overall fine (high number of cards easily explained due to Getafe's dirty way of playing football), I never felt his presence on the pitch. Upstylon has pointed this already out rightly yesterday, Cordero Vega was too much in the background, too passive and too permissive (you can't just let players point sarcastically to the arm several times to blow for half-time and let them get away with it!). He never really interacted with players, he never talked to them (TBH, the first YC in 10' could have been solved with a strong verbal warning, I was surprised when the card came out already). The match was not that difficult to referee despite the context (both teams still with serious chances to reach UEFA competitions), I think Cordero Vega was lucky there. If the game had gotten hotter, that permissive "laissez-faire" approach would not have worked out well there. At 36 y.o. there still might be a small chance to enter FIFA list, but if he wants to get there, he strongly needs to change his approach.

  54. To be honest, there should be some reasons behind this penalty call by De Burgos. I think that the most likely explanation is that there is a very, very short and soft touch but missed by all cameras but seen by referee live. Indeed his positioning, to assess this situation, was excellent. One must believe that, otherwise, if what video shows is everything, that's unacceptable and without any sense.
    I hope CTA will explain this decision soon.

    1. Completely disagree on this comment. All three penalties given by Hernández Hernández are fully correct (the last one is a BRILLIANT spot, there was a careless trip that caused the attacker to fall). Praises also for Mateu Lahoz for checking the incidents that fast. Whether that law with the goalkeeper leaving his line is a good or bad thing, that's not the referee's job to judge, he only applies what the LotG say.

      Overall, I hope that Roberto Rosetti watched this game. I entirely share the enthusiasm of pita falta: faultless foul detection, nearly faultless disciplinary control (he missed a YC for Vidal for a reckless tackle IMO), great positioning (he had an excellent view on all three penalty decisions), and a great athlete. To be honest, I would assess his performance around 8.5-8.6 area, what he has delivered yesterday IMO was a performance on Elite level! I'm curious how far Alejandro Hernández Hernández can go in UEFA, having only made his EL debut last October and being FIFA-listed since 2014.

    3. I'm astonished as well, the action is clearly deliberate, the movement of the leg and also the face of the player aftermath shows that. But for some people this was not deliberate and I guess this was the same reasoning by Pasqua. I think he was not sure. Among the worst missed VAR interentions this season.
      Pasqua is another referee that sometimes offers too many poor performances, in this case one can't excuse him, despite of understanding the reason for which he thought it was correct not to intervene.

    5. If one can defend Sampdoria player, he really didnt see the player and couldnt target the head or nose. However, it was rather nervous and aggresive behaviour and RC would be appropriate.

      Even if the Var room was not completely sure, they should have called for the OFR and let Rocchi assess the situation. Its either nothing or a red card IMO, not a yellow card for sure.

    1. 8.4 is good and expected level of refereeing.
      I don't know what was his mark for EURO final, but as there was no crucial mistakes we can guess that it was around 8.4

      For your information this is FIFA refereeing marking scale with short description of every mark.

      9.0 - 10.0 Excellent performance.
      8.5 - 8.9 Very good, with important decisions correctly taken.
      8.3 - 8.4 Good, expected level.
      8.2 Satisfactory, with small areas for improvement.
      8.0 - 8.1 Satisfactory, with important areas for improvement.
      7.9 One clear and important error; otherwise 8.3 or higher.
      7.8 One clear and important error; otherwise 8.0 - 8.2.
      7.5 - 7.7 Below expectations, with important areas for improvement (match control).
      7.0 - 7.4 Poor performance, with two or more clear and important errors.
      6.0 - 6.9 Very poor, unacceptable performance.

  70. Interesting news from Latvia

    'LATVIJAS FUTBOLA TIESNEŠU ASOCIĀCIJA' ('LATVIAN FOOTBALL REFEREES' ASSOCIATION') has written a letter to the Latvian Football Federation (LFF), to the Latvian Higher League and to the LFF president candidates (election will take place tommorow) in regard to matters that are important to the refereeing environment. The Member of the Board who has signed the letter is Latvian Higher League and FIFA referee Andris Treimanis (UEFA 1st cat.).

    The approximately 757 words long letter contains a prelude, 6 sections and suggestions how to improve the situation as well as 2 charts (one of them claims that the average referee salary in Latvia is 200 euros ('on hand') (that's 230 euros less than the country's minimal salary (although gross)) (but it isn't mention which leagues' referees are considered)) - that's a way too low salary in any case.

    The full letter (with the mentioned charts as well) and a list of referees, assistant referees and observers who ask all the involved sides to a dialogue with a goal to improve the critical situation can be found here - in a news article by one of the top (if not the main) Latvian internet news portals (you can use, for example, Google translate to understand it) (it's the source).

    (It looks like Treimanis has spent his injury recovery time wisely and quite productively. xD Hats off to him for writing this very necessery and important letter!* Hopefully he hasn't become a bit 'rusty' in terms of practical refereeing, but we'll see that tomorrow...)

    * - I suppose that it was him who was the main author of this letter and it's idea, although I can't guarantee it.)

  72. A couple of situations from REAL BETIS v VILLARREAL CF, refereed by Jesús Gil Manzano.

    5' - Penalty for VIL: YC BET5 - SPA or DOGSO
    45+1' / 45+3 - YC BET8 (dissent), followed by 2YC (reckless foul)

    IMO crucial mistake in the first situation: VIL9 was very likely to score, and BET5 pulls him down inside the penalty area. Penalty is correct, but disciplinary sanction should have been RC for DOGSO (zero attempt to play the ball). Crucial mistake both by Gil Manzano and VAR Iglesias Villanueva.
