  1. So, Vinčić is back. No doubt that he will be again on the middle for important games as Elite referee. It is very relieving to know that. Very good for him, to be honest I was very worried.
    Then, Obrenovič seems already to be on focus as well, after his promotion. Very positive news for Slovenia.

  2. Very good appointment for Kabakov. Like Ekberg, he probably is only one good season (ideally with 3 CL matches + EL R16) away from promotion.
    Otherwise normal appointments, I think. But interesting, that Treimanis gets the more explosive match compared to Vincic. So a good sign for the Latvian as well, whose status is a bit unclear after no CL last season.

    1. Maybe it also was taken into consideration that Vinčić refereed SVK - CZE during the last Nations League and that wanted to avoid repeating the appointment.

  3. Excellent appointment for Kabakov, he should definitely be a (good) season away from Elite promotion, like Ekberg. Nice 'Czechoslovakian derby' for Treimanis and expected appointment for Sidirópoulos. Vincic could have expected a bit more for an Elite referee, but anyway, considering all things happened in the last few months it's great to have him back in UEFA competitions.

    2 recently promoted to Second referees (Obrenovic and Karlsson) in the spotlight, looking forward to watch them (specially Karlsson because afaik I never watched a match of him)

  5. OFF TOPIC: Italian AR Manganelli (who assisted Orsato during the last CL final) is officially retired.
    I have a question for Chefren: despite the fact that CAN A and CAN B will merge in only one association but on the official document released today by AIA they are still divided with two different chiefs. Do you know why ?
    In addition I saw that Calvarese and Giacomelli announced as under retirement are still in the list as well as the VASR list is still unchanged. I'm surprised that Volpi has not been promoted in Serie A, while it was Fourneau

I wrote on the blog about that a few days ago as well, on paper they had to announce the final decisions of 2019-20 season before applying the new rules regarding the merging of serie A and B referees. Indeed now a further document has been published with the new serie A and B committee, formed by:
      Nicola Rizzoli (head)
      Paolo Calcagno (new member, former FIFA assistant referee)
      Gabriele Gava (confirmed, former serie A referee)
      Antonio Giannoccaro (confirmed, former serie A referee)
      Andrea Stefani (confirmed, former FIFA assistant referee).

      However, the surprising choice is that both Calvarese and Giacomelli got a derogation, but this has not been clearly reported in the document, it seems as they want to hide that because it is absolutely in contradiction with what had been decided on previous seasons). So the only referee leaving is Rocchi due to age.
      About assistant referees, Manganelli (age limits), Gori and Santoro (technical choices) will leave, while Paganessi (NO FIFA) got a (deserved) derogation, but still not mentioned.
      Let's see how Rizzoli will manage the new panel with both serie A and B referees together, but today the choices by AIA have been very unexpected and disappointing.

    2. Why there no former FIFA referees among the Serie A observers? That seems very weird, compared to other countries, especially Germany and Spain.

Because when they retire they are not considered for becoming observers in serie A, given the structure of Italian referees association, they get a position as head or member in a committee (serie A, B, C, D, and so on). This is perceived as more important than being "only" observer in serie A. Other referees make different choice, to leave the association (for example, Tagliavento). Only when the term for their role expires, they can become observers in serie A, but since there is a long time before, some of them can take different decisions. Now we have Rocchi who has been left free, it seems as he has different plans for the future. But maybe one must also add that differently from other countries, in Italy there are former FIFA referees who decide to leave association....

    4. Those that are members of different CAN committees cannot be Serie A observers at the same time? I believe in most countries, the members of the Referees Committee (which, by the way, is only one national committee) are also observers at the highest level. AIA seems so different, buy apparently it makes it successful.

    5. Indeed it is different. One must also add that there is a remarkable technical development for the specific role of the observer. The careeer, once retired from the pitch, can be similar to referee, so that's another argument for which you read less known names as serie A observers. But before all, the fact that there are many committees and also roles inside the association, is first thing to consider. For example, Trefoloni, another former FIFA referee was head of serie D until last season and now became head of Technical Department (replacing Trentalange).

    1. First penalty OK, second penalty (to Macedonia) very doubtful. I don't see a clear foul by keeper there, I think nobody would have whistled that.

      2nd pk: In my opinion, wrong call. Not a clear foul.

    4. 2nd penalty is not a bad decision, but very hard to sell if the attacker who got hit doesn't appeal. Also, it was contact with an open hand, not a punch IMO.

    Overall: expected level performance by the Swedish referee. Not very much challenged in this rather unspectacular game. Disciplinary control was fine, although he missed a caution IMO for SPA in 12'. Little interaction with players, I felt he should have acted against the dissent by SUI9 in the situation posted above (at least verbally!). Expected level performance in an unspectacular game, 8.3 level if you ask me.

    1. Thanks for this report, in my opinion situation in 26' is not punishable, ball is not expected, when it is a teammate (defender) kicking it, it is always different from a shot or pass by attacker. In addition, I think arm is for sure in a quite natural position.
      In 76' he should have stopped the player for booking #9 from Switzerland, too blatant dissenting. Some clips from RAP are very clear about that behavior. This can cost -0,1 in the final mark, if nothing else extra-ordinary happened, I agree with 8.3.

      Letexier with a very strict approach in the 1st half, 21 fouls whistled in a game that is far from being violent, and and a rather soft RC for Northern Ireland, after two elbowing situations.

Checked both cards for NIR player, I think you can support referee in both situations, but at least one of them could have been maybe assessed as careless (maybe the second more than the first). It loooks like Letexier has a very strict approach with both foul detection and disciplinary control.

    1. Allthough the arm is in a quite natural position, there seems to be a small movement with the arm towards the ball. So for me a quite 50-50 situation, there are reasons to not give the penalty, close distance and arm in "normal" position. But I also think that you can give it, because of the movement of the arm.

    2. If you look at the whole picture, Gestranius was in full control during the whole game. 6 yellow cards, all correct. One issued after a very good advantage leading to the goal scored by Norway.
      Very good management of the players, sometimes very strict while on occations friendly and smiling. Hard to say somethong about the penalty, not the best of video and replay in the stream.

  14. 65': first interesting situation in ITA - BIH, correct YC for reckless challenge by Sidiropoulos. The opponent was hit on his head but attacker from Italy couldn't see him while trying to kick ball.

  16. Three yellow cards by Sidiropoulos in a few seconds in minute 79'. Two of them for complaints, the third for an illegal use of arm. This situation was in my opinion rather careless (not a real significant contact with opponent). Foul could have been whistled without card.
    However, not a serious mistake, the perception can suggest to book.
    The second YC for complaints was an excellent decision, player from Italy showed disrespectful behavior against referee.
    So far this was the only "hot" moment of the game, well managed by Greek referee.

  18. After watching NED - POL, I am confident enough to say: Georgi Kabakov is ready for Elite Group! The Bulgarian referee has shown presence until the very end of the game, always in interaction with players, very natural authority. Disciplinary control and foul detection were faultless IMO, some great advantages given throughout the entire game. Cooperation with his assistant referees was also quite good, overall I thought it was a very good performance by the Bulgarian refereeing team. IMO Kabakov should be promoted to Elite Group in January.

    I try to cut highlights of that game in the next days!

  19. BLR-ALB Kristoffer Karlsson. Very good performance by Karlsson. One penalty appeal for Albania at the first half for handball it was very good judgment. Ball came from keeper after a save and touch the defender arm. Good no call.

    2. Position and movement very good
    3. Sanctions very good 2 yellow at second half.
    4. Communication with players disaster,he was not talking to the player's but yelling at them and in the same time moving his had in a very unpleasant way. Never seen before this type of Communication (yelling)

  20. About Treimanis' PK call in Czechoslovakian derby, I think it was 'soft' live but after watching the replays I'd say supportable/correct, there seems to be a tripping, not only a shoulder contact.

    Sidirópoulos: I think the 4 cards are correct, maybe not mandatory but I think Zaniolo's foul was more reckless than careless (unless the force is negligible, a contact like that with the hand on the opponent's face results in a YC in 80-90% of cases). Excellent YC for Bonucci (dissent) + correct YC for Belotti (reckless) and Cimirot (time-wasting, unsporting behaviour)

    Btw, great decision from Letexier to send off NIR21 in the first half for two reckless elbow offences. Well done!

    3. I think that all cards are correct, very active AR1 he reported at least two of them (both for striking). I can't say more because I didn't watch the game, but for sure some situations couldn't have been managed only by a warning (example, first foul, clearly reckless). I'm sure Obrenovic knows how to manage a game, in case of need, in a different way.

      It's a bit nonsensical to say that a game-manager approach is optimal in a Lithuania - Kazakhstan game where the players expect the referee to be a law-enforcer, the clips even show that, minimal complaints after any of the sanctions issued.

      I saw Obrenovič handle other games successfully with a much more discretionate approach; he is an excellent game-reader!

    6. Thanks for the clips, Quilava. I agree that the yellows in 45+1 and 82' were soft yellows. If the offenders already fouled a few times before, it's a good call, otherwise not. The other yellow cards were spot on IMO.
