    "A leopard can't change it's spots". Rosetti's UEFA can issue all the positive guidelines about match control (of the players actions) they like, but fundamentally this remains the same administration headed by the same well-intended but weak man - BELPOR results in a consecutive QF, SF appmnts at EURO; Treimanis is back in Champions after the mess he made in Cardiff (7,5 - 7,7 mark).

    Even if committee couldn't be bothered to watch the game, there was the four-and-a-half minute video compiled by our anonymous friend...

    1. Also: I'm not completely convinced by Eskås's debut tbh. He had a really good style when I watched him Norway's cup final (2019?), but since he rather retreated to 'classic 1st Cat. level'. You can decide for yourself if this is *really* a deserved debut to a prospective Elite-class referee, or rather an offering to NFF as a medium-sized association with the Rosetti 'giving everyone a chance' (-> keeping the associations happy) policy.

      That being said, of course: good luck to Eskås and his crew (+ Latvians!).

      Small sidenote: the observers of the MD3 UCL games were already posted on this blog prior to the Nations League games. Hence we can draw the conclusion that Treimanis was already appointed to this UCL game prior to his Nations League game? if so, it is obviously not a reward for his NL display. But still... :)

    1. On the other hand: Leipzig - Celtic is the game between the teams in positions 4 and 3 in that group with both remaining there after that match (and just maybe swap places). From this point of view, one could also argue that Eskas' Champions League debut assignment is (currently) less "important" than for example Monaco - Trabzonspor in the Europa League (positions 3 and 2 with three points each) would be.

  5. If we go on a long term discussion, indeed the debut of Eskas is too early, compared to other referees, but the feeling is that with the committee of Rosetti it is hard to find some logic. Some referees get immediately debuts in CL just because they are from a certain country. In Norway's case, we can easily say that main reason is Norway without a CL referees since a too long time, after Moen troubles. Basically he can be good, but he was not tested in a deep way like other names. Having said that, good luck to him, it will be not difficult to be better than the last Moen (said with respect).
    The latter gets assignment as fourth official and this shows us in my opinion how much Norwegian federation likes him and I would say that they are very angry with UEFA for the treatment he got, otherwise they would have started to selected other names. In my opinion Moen got by far more than he really deserved, so they just have to accept that.
    About the rest, very important game for Rumsas with Velasco, after having made his CL debut with Rosetti one year ago.
    Glad to see again Treimanis in CL, but his performances are widely discussed. I think at moment this is his target, can't do more than some appearances in CL a few times.
    Schaerer in Turin is a choice due to Juventus situation, this was a game for Category 1, they appointed an Elite and I must say a trusted one, according to the last good performances. Juventus must win and committee has always this special eye on italian teams.. really sorry to say that, but in front of Juventus - Maccabi one must be honest, no stuff for an Elite.. definitely..
    Benfica again with Spanish teams, somebody will be angry on this blog, and I must partially agree, this choice is too much frequent, with so many referees this could be avoided. Nevertheless, a very big game for Gil Manzano, with the Portuguese team that can win against the French side, if you ask me.
    "Normal" big game for Makkelie, he will be in the middle after the game in Nations League and I'm sure this will be a better performance.
    Mariani with a second CL assignment, this means that he got good assessment on previous match, but he easily gets game thank also to Guida extremely long injury (free Italian spot for a third name in CL).
    Last but not least, Kruzliak: Rosetti and committee worked on him, being a reliable referee for CL standard assignments, so far, seems to be already a success for the Slovakian.

    1. Eskas at least is in his fourth season in European competitions and has done 4 EL matches, which is more than other recent CL debutants. Still a surprise at this point after no other remarkable appointments in this year.
      Good to see that they follow up with Rumsas and Treimanis and not let them fall after few CL games. You shouldn't just always put new referees in the competition without trusting them for a longer period, I think. Maybe e.g. Frankowski and Kabakov will get the same treatment in the next weeks.
      I completely agree with your words regarding Schärer and Juventus.
      Spanish referees for Portuguese teams is not a problem in my opinion. I think, it's even the first time this happens this season. So if e.g. dCG would get Sporting-Marseille next week, it would be perfectly normal.
      Mariani again with Spain vs Germany and for the second time in a match where an Elite referee was expected. So if he doesn't mess it up, he should be promoted in winter. BTW, all three Italians used already in group G, meaning some repetitions there.
      Quite good game for Kruzliak, if we look at the first results in the group. Could equally become a one-sided affair or a tight match, I think. He doesn't seem to be at the lower end of the Elite group anymore. Given his age, he still has the chance to reach the top in the coming years.

    2. I disagree. Moen was a good referee who was penalised very hard by Collina, after for many years being one of his favorites. In particular for one situation where he was pulled by the shirt in Iceland-Finland and only gave a yellow card: It was from behind and in a very tense moment so we can understand that he did not fully understood; however for the TV audience it looked very bad.

      Immediately after this, total chaos caused by the Norwegian FA's reaction to Moen's demotion: AR2 Andås was replaced, AAR1 Johnsen retired, and AAR2 Edvartsen was also replaced due to internal issues that resulted from him (at that time, Norway's number 2 referee) expecting to now overtake Moen.

      Of course, UEFA noticed and reacted with total distrust of Norwegian refereeing: Moen demoted again almost immediately to Cat 2 and for years, no Norwegian referees anywhere close to above Cat 2/3. They tried with Ola Nilsen who did not pass the mark, then Kai Erik Steen who was the same, before the generation of Eskas, Saggi and step by step Hagenes now are bringing Norway back to where they used to be with Pedersen, Hauge, Øvrebø and Moen.

Excluding Makkelie in London who is normal to me, the other two most important games went To Gil Manzano e Mariani; best congratulation to them very good achievement especially for the italian who is just at his second appointment. Happy to see new names like as Treimanis, Rumsas and the debut of Eksas even if I agree that it's too early respect to somebody else. Just a little but surprised by Treimanis' observer; for his return back I would expected somebody belonging to the committee. Last bit not least I'm very glad to see Moen acting as 4 official in a CL match. IMO he has been too much punished respect to somebody else. Really to harsh for him the treatment reserved in the latest 5 years

  7. On the VAR side of things, double appointments for Dankert, Irrati and Kwiatkowksi, while Millot and San are not chosen for referees from their country.
    Clearly some favourite VARs for UEFA, including Higler and Martins, who are not going to the WC. On the other hand, still no CL VAR appointment for de Burgos and only one for Millot.

    5. Yes, but that is hardly enough to call it "sometimes", especially as it was a game between two UK teams. Games with only one team from the UK are never done by an UK referee in major competitions. Therefore it is a justified remark regarding this AVAR appointment. So either UEFA overlooked this fact or they decided, that it is not a problem.

    4. It doesn't make sense to judge, who is missing in MD3 appointments without knowing the MD4 appointment, because referees often only work in one of the two weeks. So at the moment, we surely can expect Marciniak, Soares Dias etc. next week. Only if that doesn't happen, we should start looking for reasons.

  11. Good for Schärer with his third appointment and probably a challenging game with Juventus involved even if strong favourite. Is it normal that the UEFA observer is from the same country as the VAR? That is the case in this game with Fröhlich observing Marco Fritz...

    4. Anthony is correct. The only person from the referee team who doesn't get a mark is the AVAR. The observer marks the referee, both ARs, the fourth official and the VAR.

  12. Agree with Quilava that not many challenging game this round. Marciniak has been great lately and he will have huge game next week I am sure.

    Now about only hot game this round. Sevilla-Dortmund, very very strange to put Mariani here. This is his first really hot game in tough atmosphere in Europe. I have been in many stadiums but pressure on referee in Sanchez Pizijuan has to be most challenging . Stands are very close and everyone is involved in game. Dortmund this year plays very dirty, second in bundesliga with 21 cards. Sevilla has worst time in the club for last 15 years and fans want resigns. Classic direct game for second place. This is old school stadium where atmosphere is much more hot then in this new stadium where 50% of tickets are for companies or tourist. We have observer De Bleckere who always wanted to keep control with cards and hated to miss on any mandatory card. Mariani has huge game in Seria A but this is different when he has to speak english with players,when he referee this players for first time etc. He seems to changed his style a lot in last year, in his last 15 games he avg almost 6 cards per game, but if you check 30 games before that he had only 4 cards per game which is huge difference in approach. Now I don't know if it is just coincidence and 15 games are small sample but still. He will have tough time here I feel it and this game can make problem for him but his future elite status is not in jeopardy only because Italy has no other choice then him and Massa.

  13. Do you think it is possible that Kovacs`s and Kruzliak`s crews were swapped? I can see very well Kovacs working with Iratti and Hategan and the Slovakian with Germans VARs. I think for whatever reasons, the swap was made after the Nations League games. I went back on the blog to check about Kruzliak`s performance and it was only one dry comment saying "fine performance by Kruzliak", nothing more. Fairly speaking, Club Brugge - Atletico Madrid is a hotter, harder to manage game than Real Marid-Shakhtar, despite the latter being more attractive for televisions. The odd thing is, why would you appoint on purpose Hategan AVAR at a game with Kruzliak when it would have been easier to give it to another Italian ref (e.g. Valeri, who is VAR on Tuesday)? This is the question I don`t find an answer. However, if my guess is correct, I still do not have an explanation for the reason they didn`t swapped also the VARs, as both groups B and F have a German team involved in.

    Good games for Rumsas, Mariani and, of course Eskas, all with important observers. I am suprised to see Treimanis in UCL, the reasons already were written above. Gil Manzano and Scharer with good appointments given the current situation in standings. At the end, Makkelie with the game of the day, I want to underline the observer: Konrad Plautz is an important name. The Dutch didn`t have the best game in UNL, we should expect a better performance from him this time.
    Oh, about Marciniak, don`t worry, we'll see him soon. I think he is the referee in the best form so far in Europe, definitely it was not the case of a bad performance for him.

    1. No, I don't think that appointments of Kovacs and Kruzliak were swapped, main reason for being sure about that is the management of referees in group F so far, and especially with Shakhatar. Even more at Real Madrid home, this game 100% suits with Kruzliak, Kovacs would have been not a logical choice, based on how committee considers him.

    So far,ref who has impressed me most in La Liga is definitely Figueroa Vasquez...

    He had all challenging matches this season and so far he has dealt with them great.
    What I like most about him is how he deals with players confrontations,calmly and with total authority.

    Also,something refreshing from him is that he has English style of booking GK's whenever they are wasting time.

    Today in 65 min.,and some other week in 24th min.!!

    Refreshing to see ,and hope ti see him like that for rest of the season.

  15. I'm happy to see Kruzliak back. He was a referee with potential for a long time, had some struggles, also nationally, but he seems to be back on track, with reliable performances and now good and interesting matches. He can be proud to himself I think.

    2. There is a clear reckless challenge, good advantage leading to a goal, but indeed no signal by referee. Looks like he didn't realize at all, otherwise he would have booked player. Despite of a good management in terms of reading the game, one can't be sure about his awareness.

    No the same criterium,not counting many fouls by same player and just not being consistent enough,not having clear line.

    Someone on this site mentioned that he leads refs in terms of booking pla,ers last 30 mins.,wont be surprised if we see that case in this match,cause he clearly is doing his best to iritate the players.

    1. I have to agree, unfortunately. Penalty was correct, however I agree with you about a prior foul not given to Dinamo, it was pretty clear IMO. A performance without a clear line in foul detection, not enough consistency in his decisions. I would say just an average performance from Treimanis.

    2. Just to avoid unclarity: The possible foul before the penalty was not connected to the penalty situation at all - Dinamo even had possession in between. So at most a normal missed foul in midfield.

  24. Very positive debut of Espen Eskas. Not very consistent in foul calls at the first half, missed some of them, one was clear YC we mentioned earlier. Very good on second half he was much confident. Good no PK for handball around 60'. Also good decision in front of monitor to disallow Leipzig goal for offside ( line of vision + impact by movement)
    Unfortunately 2 goals disallowed by VAR. 1 for each AR, very difficult to detect on FoP

  25. The truth has to be said. UEFA Referees Committee with so many games being played in UEFA competitions combined with poor quality of observers reports (I read many and, believe me, they are really not detailed, focused on big incidents only) is simply unable to carefully monitor referees' performances anymore. It's impossible to properly assess 48 games per week + 54 UNL games played withing a week. That's why we are sometimes angry seeing something the committee members were most likely unable to see. For example, Treimanis' performance in WALPOL 'rewarded' with a UCL game or Letexier's insecurity and weakly controlled game in Dortmund - Copenhagen leading to big UCL game in next set of appointments. There were no big mistakes that would be included in observers' reports, right. But were the significant points for improvement detected by the observers? If yes, then the RefCom to be blamed. If not, observers are at fault.

    In my opinion, the key factor to be improved is the quality of reports written by referee observers (I don't know how Treimanis' UNL and Letexier's UCL games have been assessed, it's just an overall remark based on reading some reports about other games). I still believe that Rosetti and Co. actually care for performances but, as explained above, there is no possibility for the four persons in charge to cover everything. That's why the detailed analysis should be expected from those who are paid for exactly this.

  26. Foul before a RC for DOGSO issued by Mariani, correct VAR intervention in my opinion. This has annulled the DOGSO.
    I think the red card by itself would have been just supportable but rather wrong (for me SPA).

    3. I agree with Philipp, for me "no foul" is even the better or correct decision. Ball is played by the #SEV player and then it comes to a normal contact because the #DOR player does not stop his movement and his opponent was still moving. For me, a normal "accident".
      Even if we say it was a correct OFR, let me say that the RC procedure and Mariani's body language before, while and after giving the RC was far from convincing to me...

    4. Also for me not a black and white foul,SEV makes a lot out of the contact. Therefore not VAR Stuff. Also considering the "line" of Mariani. Generally speaking not a good performance from him in the 1st half

    5. Awful body language, Navas takes him 2,3 times at his shirt no yellow card. He looked lost to me and just waited for VAR to save him. Miss in minute 43 mandatory yellow card for Corona on foul on Bellington. More or less same as Letexier yesterday and will be saved by result again. Committe could swap Turpin and Letexier and for Seville was optimal referee Marciniak.

    6. Let me be clear, the free kick is supportable, as there is movement by the DOR player‘s foot, a bit like he wanted to kick the ball. But I am not really sure about the VAR intervention.

  28. This small things makes Makkelie best referee. He calms both Milan,Chelsea players,coaches ,atmosphere on stadium with 2 very early cards for Milan players, both mandatory ofc but many elite referees like Kulbakov,Triemanis etc would skipped this cards and bring then huge tension in the game.

    1. I wouldn't call these "small things" but rather "big things" because very important skills for a referee. Indeed, understanding when cards are needed even in the early minutes of the game, without trying to go on at all cost saving them, seems nowadays difficult for most of the referees. Having a flexible approach, related to the understanding of the game is extremely important to ensure a control. Most of the issues for many and many referees in the years have been just because they didn't want to issue cards.

    3. I would just add that even Turpin has that same problem with his waiting,but some other Elites like Makkelie,Orsato,Mateu,Brych when he was there,even Cakir have as Chefren would say,flexible approach

    4. One thing I would add: not only is Makkelie flexible in this regard, but also in terms of management. During the years I've been watching him, I've seen a "player-friendly, chatty" Makkelie, "cold, distant authority" Makkelie, "strict police officer" Makkelie, "no-emotions diplomat" Makkelie, whatever a specific game needs (sometimes even in a single game). I would dare to describe this approach as a "chameleon-like" and it fascinates me sometimes. IIRC, he holds a degree in psychology which, paired with his profession as a police officer, has helped him greatly in developing this skill, IMO.

  30. It seems like Mariani is heavily criticised by the German commentator, he was pointing out that it is his second match and that it would not be sad if it was his last one in CL. Of course, German commentators support Dortmund but it does not happen very often that a referee is criticised in such a harsh manner. I cannot evaluate the full performance because I am watching all matches and not only SEV-DOR, but from what I see one cannot speak of a performance on an expected level. Crystal clear free kick + YC on the edge of the penalty area missed in 90' for DOR for a reckless tackle with high speed.

  31. He support Dormund but when you team leads 3-0 and you are not happy with the referee something is wrong. Committee want so badly to push Italian referees now when they know Orsato will retire but you can not give them big games. Mariani should get games like City or Real today nothing more.

    3. It was for a possible handball, in second half, IIRC.
      As for the rest, one point for improvement was more alertness needed for stopping the game when necessary. He did that, with a player injured, with a certain delay, when an attack was in course. I notice very often that referees are unsure / they don't detect immediately such situations.

    1. The most important observer in Champions League for next week is Kuipers, in group D, Sporting - Marseille.
      Given that it is an open group and everything can happen, it will be very interesting to see the referee appointed.
      Also, I think that committee will give a big game to Jovanovic, maybe even Barcelona - Inter (Portuguese observer), but after what has happened in Milan I'm not 100% sure. For sure he will get a very important assignment in all cases.

    About the second incident, missed YC, clearly Mariani wasn't looking at all at the challenge (see very last replay where you have frontal view of his face). Otherwise, he would have surely booked, nevertheless, very clear mistake and hard to see at CL level.

    About the red card, indeed I think that Mariani was already very unsure, with the card in his hand, he was "defeated" by players behavior, mobbing and trying to convince him to change idea. I also think that in that confusion, he missed for a while the player to be booked. Very poor body language, referee unsure about the circumstances. Calling foul was just supportable, the red card as well. But differently from other opinions here on the blog, I see the previous foul as very clear, with a contact on the leg of opponent that you can assess at the same level of a step on foot, if you ask me. The yellow card was missing. For calling back a crucial decision, there must be something strong before, also for this reason, detecting the previous foul without booking player, sounds quite soft.

      b) also not convinced about the alleged foul in the build up; it's a 50/50 ball, players momentum leads to the clash but I see one/two big factor(s) pointing to a foul: DOR player jumping into this challenge what makes his action more dangerous and doesn't play the ball; if called to the monitor, I would be in big doubt about the decision, therefore, is it clear and obvious?; but for me, if foul, only careless, no YC needed

      IMO, the DOGSO foul is more foul than not, although not completely clear, so I would support the referee here. Then, if the foul is whistled, I fully agree with Euro Soccer Ref that it has to be a RC, it's a clear DOGSO situation for me at the exact moment of the foul (many thanks for the snapshots).
      However, I'm really not sure about the VAR intervention for the foul in the build up. I just cannot see a foul that is clear and obvious here. I tend to agree that it is more foul than not, however it should have been whistled by the referee on the FoP, if anything. Also, not a reckless foul for me here either.

      Second situation:
      Very clear YC for reckless tackle missed. A bad mistake from Mariani here, really not nice to see.
