  1. Very surprising appointment for Jorgji after his not so good performance in Bern vs Leipzip with his wrong decision after OFR. In this very important game for Turkiye we could have expected a more experienced referee honestly.

  3. I was surprised that Kosovo - Israel was still confirmed as game and indeed it has been officially postponed by UEFA a few minutes ago.
    Too late to remove the appointment, and we know that Kruzliak with an important observer would have been in charge. Particular to note that the fourth official, Kralovic, had been assigned to Israel as well in the postponed under 21 game against Estonia, originally planned for today.
    About the rest, we have EURO observation for Massa, with Velasco, that's very clear, he is fightging for a spot, it was difficult to understand before today, due to rather regular assignment, but I think the Spanish head will assess him in this regard. I know that many people will disagree if he will be called, but after working as fourth official at previous EURO, this could have been expected.
    Some below expectations games for Dias since his return, but I think this depends on the moment, he will get more later in case of good performance in Poland.
    Very important game for Stieler and you can even more draw the conclusion that he has replaced Siebert in recent games, reaching a similar status to Zwayer and maybe trying to understand whether he can get more. Nevertheless, the management of German Elite referees by UEFA, stays as the most crazy thing we saw by years...

  4. Soares Dias indeed a lower profile game, but this could be a hint that he will get sth like PSG-Milan or reversed.
    Obviously a very sensitive game - the losing side will have a difficult time to qualify for the knock-outs. It will be two experienced heads for sure. Soares Dias, Vincic or they repeat one of the Spaniards again. I can’t think of many other names.

  7. It is not really such a bad game for Dias. After all, 4 out of 5 teams in group E are in direct fight for qualification. So except the games involving Faroe Islands, only Elite referees expected there (see Makkelie in today's game).

In my opinion, Soares Dias got an extremely high-profile match: Moldova is currently two points ahead of Poland but has to play abroad and can only qualify directly by reaching at least the second position - but they can not advance to the play-offs. Both Poland (currently 4th) and Moldova (currently 3rd) have to win this game in order to have a chance to overtake the Czech Republic with 8 points (as many as Moldova but one match less).

    2. It is a crucial game for qualification, and certainly not to be underestimated, but this is not a high profile imo. In case of any controversy, it won’t be on the frontpages in, for instance, England, Germany, Spain, Italy etc., which is different for play-offs, UCL, knock-outs, or when a top5 country is involved.

      But I repeat, definitely not an easy game to referee.

But if we talk about the rules/procedure it’s as follow: after the OFR (why OFR? the offside is factual because of the contact with the goalkeeper) the referee makes the VAR gesture and direct his decision. Gozubuyuk indicated a foul or something else but didn’t raise his hand for offside. Let’s wait for the outcome of the audio

    3. Yes, there might have been procedural mistakes when communicating the final decision.
      But the outcome "no goal" is clearly correct, so it seems quite unreasonable to react in a "worried and furious" manner.

      And no, the offside is not factual due to the contact. There is nothing like that in the LotG. It still remains a subjective decision here, whether that is interference with play or not.

To be honest, and I have big respect for Scottish federation, this is something that shows that they just don't accept the loss, because the reason for disallowing the goal is evident, offside. They want to use a detail to change reality, there can be mayba a procedure mistake by referee making wrong signal, but if they are fair they must say goal was correctly disallowed.... so?

    1. I think that a replay showed a very soft touch by head but it existed, nevertheless, given VAR decision, I can be wrong. Such cases are almost impossible to assess, better to stay with pitch decision.

    1. I think you have to distinguish between tackling (eg. famous Faghani/Al-Marri penalty at the WC) and blocking (acting like a goalkeeper) motions when considering the supporting arm clause. The aim of the defender's action here by going to ground is making his body surface bigger to block the centred ball; he succeeds, by stopping it directly with his arm. I'd back up Saggi's decision of a penalty here personally.

      (watching most of the 2H: Saggi showed very good soft skills but I wasn't completely convinced by disciplinary actions; in general it was an easy task for the Norwegian as there were few duels to assess, owing to the weak technical ability of the away side).

      However, I am not so convinced by the general distinction between tackling and blocking in this context, because I think, there are many blocking actions, where the arm is in a supporting position, which is a natural consequence of the body movement - and then it should be considered as no penalty.

      Another case where the 'Mbappé Nations League final' rule just complicates matters, and it would be better to go back to the interpretation of ≈15yrs ago.     Was Morata offside from the shot. Difficult angle to tell definitively. Was the other player in the keepers line of vision, and was he offside?

    All in all, looks like the correct decision

    3. Yes, too long, but they needed to check at least three things
      1) Was Morata in an offside position, when he touched the ball - probably very tight and needed some time
      2) Was Gavi active (influencing an opponent's ability to play the ball) in the same situation - probably needed several angles to exclude it
      3) Was Morata active for the final shot - the easiest one of the three to deny, but still relevant and to be checked
      Plus the rest of the APP needed to be checked as well, of course.

  24. I think that today Stieler has taken a big step towards being in the Euros. Being in Germany, I think there will be two German referees: Zwayer and probably Stieler.

    The referees who have not performed in these two qualifying matchdays are: Hategan, Karasev, Kulbakov, Scharer, Collum, Bastien, Siebert, Greenfeld and Jovanovic. The referee for Israel-Switzerland remains to be known, perhaps the Serbian. Bad sign for Bastien, Siebert, Collum and Greenfeld.

  25. Decent performance from Soares Dias in POLMDA.

    No big KMIs to assess - some minor penalty appeals (no replays), brilliantly spotted simulation by 19POL (46') and potential handball (impossible to be sure from the only replay shown by broadcaster, 90+3').

    He was too lenient against blatant DtR by Moldovans at the beginning (12', 19', 37' should've been all YCs, especially the first two) but then he finally cautioned 17MDA in 42'. In the second half, the Moldovan GK was testing Portuguese's patience (59', 61') and he was indeed booked in 84'. Also the substitution in 79' lasted too long - the player should've been ordered to leave the field of play at goalline and not to be allowed to walk slowly for almost a minute.

    One can question some play-on calls but other than that everything was fine. Maybe it's just me but Soares Dias looked slightly fatigued and maybe his fitness level is not optimal.

    1. Thanks, while for the simulation I think that most of referees would have just played on (you can see a softh touch by defender), so excellent decision by Portuguese, the rest doesn't convince me.
      12' and 19' are too evident behaviors to be ignored. Better management of the third situation, when Dias started to be aware against them, and then in the fourth (42') he booked. I really don't understand why an Elite referee should have such approach, even appearing just stronger, without booking player, would have been better, but if you allow that in the beginning, game can become complicate. I have the feeling that sometimes referee are too lazy to take actions (then later in the game they still have to do that), so can't find other explanations. But all in all, seems an OK performance by him and he can now get more on MD3 or 4.

    2. Indeed, I was really disappointed to see such blatant DtRs ignored yesterday. The beginning of the season looked promising in this aspect. We will see whether UEFA have already relaxed their approach or it was lack of awareness by the Portuguese.

  26. Tohver with an OK performance in Romania vs Andorra. 7 YC and 1 RC, all correctly given, 3 of them in the first 15 minutes.

    The most interesting situation of the game was the penalty for Romania in min 42', for an off-the-ball foul. It took 12 seconds from the moment when the foul occurred until Tohver whistled it, and from his gesture it seems like he totally missed it and it was communicated to him by the 4th official.

    Also some words about the Andorra national team, a filthy, disgusting squad, whose players' only goal was to provoke, simulate, hit their opponents and waste time. Their game has nothing to do with football, even when they were down 4-0 they were simply staying in their own half without any attempt to play any constructive football. They're like Getafe's evil cousin, but with zero talent.

  27. The problem with the issue deliberate play - deflection according to the current LotG and also guidelines is that some deliberate plays, at least in the intention, are assessed as deflections. This makes things complicated to understand to fans, but also to referees themselves and experts. Because if a player puts his leag to play ball and he does that, but he makes a wrong play, then you have still to say deflection, despite of the clear intention to play ball and movement toward it that should be enough if we stay to the real meaning of the term. But that's indeed not enough, we saw several incidents in serie A and all were assessed as deflections, with offside confirmed decisions. Many people, also referees, had different ideas.
    Orsato released an interview in which he stated, among other things, that for this matter he just relies on his assistant referees (one can read his words in the meaning that even he himself confesses to be unable to make this distinction).
    So for having a deliberate play I think we must see a player, mostly controlling without problems the ball on the ground, stopping it, having time to think about where to play it... and then making his action. On the contrary, all head actions could be discussed with current regulation. I think it is very complicated and should be solved in a different way.

    Difficult to spot by Tohver, given the delayed whistle and signal afterwards, it was probably communicated by the 4th official.

    1. Thanks, interesting to point out how Tohver was taking a look at penalty area every now and then, while following the action, but he missed the incident, definitely impossible to see for referee.
      I think the call was rather made by AR1, with a better view on the incident, but the communication to referee was not immediate.
      Correct foul and YC, good spot by officials but it wouldn't have been VAR stuff.

Similar case to the (in)famous red card issued by Fandel on the advice of his linesman in Denmark vs. Sweden - actually the correct restart would be defensive freekick, because the defender was initially provoked by the attacker into the retaliation. However, I don't think you can really fault the 'trailing eye' official for not picking everything up, and better to praise them for the alertness in the first place. A VAR intervention in this case to reverse the penalty for a freekick to Andorra would definitely be exaggerated imo.
