The situation is very complex, and I think it will be difficult to turn things around quickly. More than help or support, what is really needed, in my opinion, is genuine quality. Unfortunately, that quality doesn't seem to be there at the moment.
DeleteBehind the names that are currently regarded as the leading referees, I believe that Colombo is the only truly noteworthy representative who can realistically aspire to achieve something major. Apart from him, the situation looks rather poor. I think we simply have to wait and go through a transitional period.
Italian referees, in the end, are still receiving UEFA appointments in one way or another, setting Mariani's World Cup call-up aside for a moment. The referees who are considered Elite are still appointed by UEFA, but it is undeniable that the main reason is that they represent Italy. In my view, this actually works against the long-term development of Italian refereeing, because at some point it is necessary to accept reality.
The Italian Referees' Association has, in my opinion, made the same mistake throughout its history: it has been too proud and has never been willing to admit when the overall level of quality was not high enough. It has always praised itself, just as it continues to do today, believing and hoping that everything is fine. I think real change has to start from within the Association itself, beginning with a healthy dose of humility.
Domenico Messina has now been appointed as a sort of technical director to help revive Italian refereeing. With all due respect to him, who, in my opinion, is one of the most outstanding figures in Italian refereeing, both because of his humanity and his insight, we are ultimately still in the same place. What is needed is a genuine positive event, a sudden change of direction. Though, I don't see that happening at the moment. Time will tell; we wll see what the future brings.
In the meantime, it will be interesting to see what happens with Mariani now that he has returned from the World Cup, and whether he will completely overtake Guida in the rangking. Guida has not retired, but at this stage he could be approaching the end of his career. In fact, he is currently the active referees' representative, a role that traditionally goes to Italy's leading active referee, and he also finished at the top of the domestic rankings for the season that has just ended. AIA has already published its annual national awards.
There will therefore be an interesting "duel" between them, maybe. I see Massa, as UEFA third Italian Elite referee, still some way behind.
As for Doveri, I would rather not even discuss about him, because if AIA and Italian refereeing have a problem, allowing Doveri and how he officiates games, it makes the problem even worse, in my opinion.
For the time being, this is a period of stagnation. It is difficult to make firm predictions, but one thing seems clear: these are hard times for Italian refereeing.

ReplyDeleteIt had already come out that Vincic had a connection to the Fenerbahce Vice President Acun ilicali through Maribor, and even though UEFA knew this, they appointed Vincic to the Benfica-Fenerbahçe playoff game last year. In that match, Vincic disallowed two clear goals for Benfica.

Vincic officiated the derby brilliantly. His biggest mistake was not giving Fenerbahce 1 clear penalty. i consider it normal that he didn't give it because of the pressure created before the match. Galatasaray's head coach always cries; he only likes Turkish referees.

To me, that is not at all what the text says:
The use of the mistaken identity clause to deal with simulation during the FIFA World Cup 2026™ was well received and will be included in the detailed review of the VAR protocol announced in circular no. 32. However, it may not be used as such until that review is concluded.
In any case, there is a serious issue with IFAB's communication skills. If only they had explained how this rule would be applied before the tournament...

Following the recent IFAB amendments to the VAR protocol, instructions were shared about the correct interpretation of "mistaken identity" situations, exactly in line with the welcome explanations offered by IFAB with their circular letter no. 34. More generally, it was reiterated that, in accordance with the protocol, VAR must only intervene in situations of "clear and obvious" error.
CIRCULAR 34:
"VAR protocol – mistaken identity A yellow card (caution) which is not a second yellow card can only be reviewed to identify the player who committed the offence that was penalised; the offence itself cannot be reviewed/changed. The use of the mistaken identity clause to deal with simulation during the FIFA World Cup 2026™ was well received and will be included in the detailed review of the VAR protocol announced in circular no. 32. However, it may not be used as such until that review is concluded. "
So if I get it correctly, it was well received but it's suspended. We must wait for a next update in case, as for now the mistaken identity is back to what we knew, just giving a card to a wrong player, but not making a technicl assessment between a simulation and a foul.
What's more strange is that they say players must leave for 1 minute after play is stopped for a head injury. This was never followed in the WC. They never waited 1 minute.

DeleteVAR simply followed the interpretation that the RefCom communicated to the referees during the clinic held in Miami in the days leading up to the start of the World Cup.
This is just ridiculous, we are now a month away from the new season and we don’t even know the rules, every competition can have different rules for covering his mouth for example and even the keeper gaining time in PL and now this circular. IFAB must stop this nonsense with the circular this is horrible for every referees. Hope everything will be clear soon.

DeleteDisagree @YK all the rules changes were taken by IFAB and not only by FIFA (even if it was pushed by Collina), so this is a change for everyone and because some people think this new rule wasn't great we are changing it or postponing it. If there is a change, then they should do it in march like every year not after 2 months especially when the biggest tournament used it.

My opinion: it is now clear that while FIFA and Collina would like to keep this one, UEFA and especially Rosetti are fully against the decision. My point of view is close to UEFA, I admit, because how it was applied during WC it was just made to allow an intervention on a technical issue, it was not a mistaken identity, a referee knows very well that if a player commits simulation, he must be booked, so what is the sense of thinking about a mistaken identity? They should have made it more immediate: we will intervene after all simulation costing a wrong YC to opponent, but that's not about a mistaken identity, I repeat, this can be just a mistake by referee, so VAR wouild re officiate the game.
How far we will go?
However, it's very sad if the two main governing bodies of world football, FIFA and UEFA, have ended up taking different positions on the interpretation of the Laws of the Game. The people who will ultimately pay the price are the thousands of referees around the world, who, from the very start of the new season, will have to adapt to whichever approach their national association decides to follow. Such a lack of uniformity on the Laws of the Game is unacceptable, it creates unnecessary confusion, and undermines one of the fundamental principles of refereeing: applying the same rules in the same way, everywhere.
Not that the situation was better before, of course. However, if the division has become evident even among those who are supposed to provide guidance about rules, then we are in an even worse position.

I was quite surprised... It turns out Vincic is originally Bosniac. His family lives in the village of prnjavor in Bosnia. Before the final match, they interviewed his uncle and the mayor of prnjavor.

Indeed the Belgian referee can see and realizes what happens.
It's unacceptable and UEFA will not be happy.
Red card should have been given.
We can remember Moen and the famous incident, that's less blatant for me, but still at a very clear level to be punished.
It's not FIFA here, but maybe a situation like this woulod have had a red card as consequence even during WC.
A problem can be that such situations are not written in detail in LotG and a referee tries to use always common sense, but one should realize that he has been attacked here.
