FIFA will hold its second referee media briefing of the 2018 FIFA World Cup™ at Moscow’s Luzhniki Stadium at 3:00pm local time (CET+1 hour) on Friday 29 June, and you can watch it live on FIFA.com.

Video streaming must be watched on youtube because FIFA doesn't allow it on external sites.

  2. PLC: ”only 3 red cards since players show great respect for each other”. Well, to me that is a bit too simple explanation. There have been matches where 2YCs should have been issued. Also, with a very forgiving approach on protesting and diving, there will be less 2YCs.

  5. He criticized that one referee said that he didnt knew why he didnt give penalty. I doubt it is Cakir since he made quite clear gesture why he didnt give penalty

    1. I understood, that he said, the referee indicated the reason with gestures, but told the players "I don't know", when they asked for explanation.

    2. Collina actually talked about the fact that the Nigerian player said Cakir told him "I don't know" which Collina said is incorrect... Cakir made gestures explaining his decisions clearly so the player was wrong!!

  6. Did I get it right; Collina said referees have made correct desisions 95% of all checked incidents, thanks to VAR we have 99.3% correct desicions?

      Conger, NIG-ISL: Foul, correct VAR intervention and OFR
      Geiger, KOR-GER: Offside, correct VAR intervention, OFR not necessary, but acceptable
      Ramos, BRA-SUI: No foul (before the goal), VAR also said "no foul" and therefore correctly did not intervene

  8. Incidents reviewed in media briefing showing audio between referee and VAR:

    -PK after OFR by Conger in ISL-NGA
    -KOR goal against GER allowed by Geiger after OFR.
    -Zuber goal conceded by Ramos in BRA-SUI, remember Brazilian FA asked for those audios.

    2. As i understand Collina he said that was PK for SRB and PK for ENG and crucial mistakes not to award it. Also they "fixed" pushing after those 2 incidents???????

    3. He didn't say that. He avoided the question, commenting that there was fine-tuning that needed doing.

      Having said that, since they didn't praise the decisions as correct, I think that we can INFER that FIFA feels that they were wrong... but they're really carefully avoiding pointing out any decision as outright wrong.

      My point is that they did not DIRECTLY state that they were wrong. Just like they have not praised Brych... but nor have they DIRECTLY criticized him.

  13. Between the lines PLC says that Marciniak did not manage to accept that VAR wanted OFR for Boateng’s tackle on Berg (GER SWE). Marciniak wanted to maintain boss, not acceptans the advice of others.

    1. That was also my understanding. Meaning that it would be hardly acceptable to see Marciniak again in this WC instead of other more deserving refs who did not make similar mistakes.

  15. Where does Joe Machnik fit into this? Is he even a formal part of this FIFA board? I see him on the FS1/FOX broadcasts of the games as a rules interpreter; he's almost always very harsh on the referees in my opinion.

  16. Reading between the lines some, Collina and Busacca had three different opportunities to defend Brych and the call with Serbia. They opted not to do so. I wonder if that is telling or not.

  18. They basically admitted Sweden should have had a penalty vs Germany but didn’t want to answer why Kuipers didn’t send off Neymar for the extreme foul language he made 1 meter away from him.

    3. Could have been a different ref too not only him. The point is FIFA allows this to happen and doesn’t want their referees to punish those things. Collina didn’t answer that question.
      I remember when Pique got a red card in La Liga for foul language against the assistant. That is how it is supposed to be.

    4. Yeah as per FIFA directives referees sometimes deliberately need to turn a deaf year as well, you are right... Basically Collina and Busacca aren't transparent enough to admit that yes this was the direction issued and that's what has been followed!

    8. I was at the stadium when Del Cerro Grande sent off Mascherano vs Eibar for using "OFFensive, INsulting or ABUSive language (acronymised as OFFINABUS here in England)"

      Perfect solution! But in the days of super star players, it seems this is not possible in the modern refereeing...

      Why as a referee would you endanger your WC Final by such a RC by OFFINABUS?

    Who was the referee saying "I don't know"? Collina looked to be absolutely angry, as I never saw, strange also that this was almost the first thing he said. Tournament for this referee should be over, I guess.

      Since Collina knows his (UEFA) referees, they wouldn't do that, it should be (my guess) somebody outside UEFA.
      Maybe Caceres, as he had some situations in the box...

    2. I think you guys misunderstood what Collina said.

      He claimed that a team said a referee told them “I don’t know” but that the video demonstrated the referee clearly showed the ball went from head to arm.

      He was praising Cakir. His disappointment was with the Nigerian staff for apparently making things up.

  20. Also, he is obviously very satisfied how Mazic dealt with VAR, the way he overruled his decision and almost prized him for that. Busacca did the same later, speaking about ability from someone to go against his decision and that it is very tough for every ref, also speaking that on TV it was clear PK. At the same time, that means they are not happy with some refs that refused to go to OFR (I believe Marciniak and Brych).

    3. I believe so. Maybe they decided to show this VAR situation because the decision was fully accepted and was no protests from the players during whole procedure.
      It would be interesting to show communication in Egypt-S. Arabia where the ref refused to annul his PK decision, even he was obviously wrong. There was long discussion then. They should, but is understandable why they didn't, show the communication in Brych's and one of the Marciniak's cases - that would be interesting to hear.

    4. I think there is enough indication that says both Brych and Marciniak got their calls wrong... In case they have avoided the VAR's input, then it shows arrogance... Their upcoming appointments or the lack of it will basically clear it up for us!

  21. Interesting the speech about some referees with the tendency of being "the boss" on the pitch, they were instructed to accept something coming from VAR, in case of need. Names were not said, but surely we can make some guesses...
    Also, very transparent to show the full conversation regarding the penalty annulled in Senegal - Colombia, we can't ask for more than that...

Arbitro Internacional based on what is being reported bt Gazeta Dello Sport is saying that those referee's are Marciniak (Argentina vs Iceland), Brych (Switzerland v Serbia), and Roldan (England v Tunisia). It goes on to say that these trios would be heading home do to them ignoring the recommendations from their VAR's.

      I know it's never good to use a report from a newspaper. However, Arbitro Internacional typically doesn't publish news unless they're pretty sure on the source and credibility.

  23. In the Mazic/Makkelie situation we could hear, that Makkelie suggested "no penalty" and later even told the referee the restart (drop ball, no dive).
    Until now, my understanding was, that the VAR should only describe the facts, but don't give a suggestion for the decision. Then the referee should do the interpretation by himself, especially when he sees it during the OFR.

    So either I am wrong here, or something has changed or Makkelie did not follow the instructions.

    1. In MLS, it’s much more like you describe. Very formal language and commands.

      “Delay delay delay.”

      “Checking...”

      “I recommend an on-field review.”

      The VAR and CR often talk about which angle. And the VAR will often ask the CR what he saw. But never do they tell the CR what to do.

    2. If Mazic has no problem with Makkelie repeating certain things in his ears, what's the issue?? It's all recommendation, if Mazic wants to he can overrule any of the suggestions! The correct decision was made and we can't be complaining about the communication!

    4. How often have you used comms, Soham?

      There is a lot going on. The point is that clear language with specific commands makes things more streamlined and easier for referees.

      There is no problem in this situation because the referees got it right. That doesn’t mean it’s best practices. Just like we teach ARs certain things about comms (for example, never say “no penalty” because if the referee doesn’t hear “no,” it’s a big problem), there are instructions for VARs to follow.

      Also, do you have to post and defend everything? No one was “complaining,” just pointing out there was a deviation from standards practice.

    5. There wasn't any deviation as there is no standard in communication between referee and VAR at least in this World Cup! The referee and the VAR fixes before the match the language and the way they will be communicating throughout and that's entirely their discretion... There is no protocol there and my using or not using the communication system cannot change facts! We simply can't decide the way Mazic and Makkelie chooses to communicate, it's entirely their discretion!

  24. Interesting to hear the English voice of AR1 in the Nigeria v Iceland game say "No, no, not for me" when asked if he had anything by the referee - shows just how crucial the VAR was in that situation.

    As for ref mic - even if it wasn't broadcast live in the WC like in rugby it would still be great to have available at half-time and full-time for broadcasters to use, and so they have time to get it translated.
