    5. It's sad to see that FIFA has gone "all in" in backing Qin (CHN) after her highly unconventional performance.

      IMO, FIFA sends two messages:
      1) If you act poorly enough as a team and threaten to walk off. You can bully the referee into disregarding the LOTG against you.

      2) That it is okay for a referee to stop using the LOTG to appease a team that feels that it is being unfairly treated.

  3. While our male CONCACAF referee's were a major disappointment in Russia last year. I am happy to see our female counterparts killing it in France this year. Well done ladies, keep up the amazing work!

  4. About the choices made by committee: one must mention Ri and also Keighley among the disappointments. Especially the North Korean: given her experience she was surely a candidate for final, but again it seems as she didn't convince committee. For Keighley, it was difficult, or maybe even impossible to repeat the exploit she had 4 years ago, but surely leaving after group stage with only an appearance as fourth official in KO stage is below what she could have expected. Qin confirmed after England - Cameroon, one can discuss about this choice, but very likely she convinced committee.
    CAF officials were the least used there, only one game for both the appointed referee. Disappointing for Africa.
    Staubli maybe among the UEFA officials is the "negative surprise"...
    Very good CONCACAF with two referees.
    A last comment about Steinhaus: hope she can recover soon from her injury.

    *Yes, I know that Steinhaus is injured. But I was not fully convinced by her sole performance.

  6. I'm watching the press conference: among other things, Collina reported that there weren't yellow cards for dissent / protests at all. So this should mean that Yamashita in Germany - Nigeria (33') did an identity mistake but after VAR check she didn't change her decision. We assumed that card had been given for protests, because after a foul worthy of YC, she booked another player...

    1. Reading between "the lines" Collina's words, it is clear why they kept Qin after England - Cameroon. They are very angry with Cameroon for the behavior against the officials and the protests, so in this way they wanted to give a signal. Under this point of view, they have indeed all my support. What Cameroon did there was not acceptable.

    4. Kate Jacewicz in Sweden - Canada (65') returned back to monitor after having left it because she noticed some protests from players about a possible foul (holding) before the handball-penalty, so she asked VAR for checking that and she watched again the monitor.

    5. Collina is excellent in communication :)
      He said that we will have more VAR interventions at this tournament if compared to Russia 2018 because now VAR officials are more expert and so they can see what they maybe did not see in past. A different reason to justify what should be commented more honestly in: "We would have liked to see referees on the pitch making such calls without VAR...". No, now the slogan is "VAR can see more". :)

    6. While Cameroon's action were indeed unacceptable.

      It's a complete lack of professionalism for a FIFA referee to allow himself/herself to be intimidated or bullied into disregarding the LOTG.

      That's fine if the Ref Comm kept her around in a sign of solidarity. But if she is assigned as a main referee in place of a referee who wasn't as controversial as her. That would be the ultimate injustice.

I also admire his great communication skills which he use to tell the truth to the unintelligent media which questions were as ridiculous as always. I was hoping they had finally learned at least something about refereeing but they had not.

  9. I think Liang was just kept around to send a message of support. If she gets another game I'd be shocked.

    No surprises with regards to Staubli, Keighley, Adamkova, or Ri.

    Early guesses for the final? I'm all in on Umpierrez. She's kept her hands really clean with no VAR checks and no cards issued so far either, while still having good control of both her matches. I've also been particularly impressed by Beaudoin and Pustovoitova.

    1. I think so, otherwise I would find strange to keep her without being appointed for any game, not even as fourth official.
      Maybe in this round Frappart had priority because after that she could be out due to France. Normally it is very rare to see a referee directly in semifinal, but the appointment for CL final could allow that.

  17. I did not manage to watch the whole of the Norway - England game, but I had the impression of a good performance by Lucila Venegas (as did the media here who gave her a special focus c. ENG-CMR, for what it's worth). A penalty correctly awarded for a push, correct YC for a reckless tackle at the end.
    It would be interesting to hear from an observer who caught the whole game to give a much better résumé.

    Although it is ostensibly clear that Claudia Umpiérrez is candidate no.1 to handle the Final, I don't think we should forget Venegas in the race, if the United States are eliminated. She was trusted to handle Brazil - Sweden semifinal game spectated by a full Maracanã Stadium in Olympics 2016 by FIFA eg. If they accepted her penalty decision in Italy - Brazil (which they never should IMO; zero foul), then we can say that she got through each of her three games without bigger problems. I would not forget Venegas (and others') names just so quickly, although it appears near certain if Umpiérrez handles Italy - Netherlands well she will officiate the Final.

    I don't see Umpierrez as candidate no.1 to be honest.

    2. Please read the appropriate LotG section and changes in them before asking such simple questions. The kicker's teammates have never been prohibited to be in the penalty area when goal kick is taken. But until the introduction of the 19/20 laws they weren't allowed to play the ball until it leaves the penalty area. Now they are. (Opponent s must still stay outside the area.)

  25. Notice how the players never actually go out on the nearest point on the touchline. Especially on the bench side. They always go to the middle line to high five the substituter. Nearest point means straight out like a straight line not towards the middle line.

  28. By the way I would have preferred an OFR for the handball at 86’. Nearly every handball in this WC resulted in a penalty. At the 86’ minute of such a tensed game, this should have been at least an OFR, and could (should ???) have been a penalty, for the uniformity of refereeing. Cf. Borjas, Netherlands v Japan a few days ago.

    1. That is never a handling offence. Arm tucked in, no matter the new interpretation there is no offence made. Clearly tucked in. If VAR checks it basically they are telling the world ''we think this is punishable'' and obviously the ref would check it and say no penalty and it would lead to even more issues.

    6. NED - JPN vs this is COMPLETELY different. After reviewing that one several times, I accept that the arm was 45 degrees out, the shot came from 5m away, it's borderline ok to call the handball.

      Today, shot is from 1m (intentionally against the arm to win a penalty), arm is down next to the body in natural position, and she can't cut it off.

      If I had it my way, neither would be a penalty, but today it certainly wasn't and didn't require OFR.

  29. Disagree. Lot of minor issues (especially Numbers of throw ins). Misses card with simulation and Morgan’s important foul. And sorry but in thks WC, thks hand is a penalty. The same which assessed as correct PK against Japan...

  30. 3 out of 10 for Monzul in the French newspaper « L’équipe ». It means nothing in terms of refereeing, but it proves that the handball situation was not black/white area. An OFR was the best solution !

    1. Funny, you argue exactly why an OFR was actually NOT required. It was by no means a clear and obvious mistake, and as it wasn’t a missed incident either the protocol gives zero arguments for an OFR to be executed.
      Oh, and I still don’t understand what L’equipe’s grading of Monzul should suggest...

  32. I think that the japan situation as well as the possible handling today were in a grey area with arguments for penalty and for „play on“. Both decisions taken on the field are not wrong and at least supportable. So it is correct for me that VAR doesn‘t intervene and that the decisions stand. (that‘s also the way it was before VAR was implemented...)

  33. Fully agreed with victor, if we are talking about optics the viewers around the world would have been VERY sure that Kateryna Monzul assessed the incident and the handling was not punishable. And it was an objectively correct decision, as it seems everyone here agrees. To compare to Netherlands - Japan is to take the argument to abserdium.

    To be fair, I was really impressed with how Monzul handled the game. She was able to connect with players despite initially presenting herself as a coldly, and a missed YC, FRA#06, for a heavy studs tackle in 1H was a rare mistake. Don't blame her for not cautioning the simulations, conceptually that doesn't exist in FIFA, she should issue verbal warnings though (look at, Mažić and Neymar). She was able to present firmness in the harder moments of the game as well. Good performance: well done.

    Also, an absolutely incredible performance by Maryna Striletska; she has an amazing eagle eye. Many, many offside situations all evaluated correctly, including an unbelievable decision to disallow the 0-3. AT LEAST, she should get 9,0 in UEFA system. Chapeau.

  34. Monzul was really great tonight. Full control and acceptance by the players. Foul distinction was from a high level. Two yellow cards only, and I agree on that. The game didn't ask for more cards. The penalty situation is never a PK and sending the referee for this would be hilarious. First you create a big expectation in the stadium and secondly the VAR would have made himself ridiculous. OFR is only when the decision was wrong or when the referee has missed the incident which is in the grey are (more to PK). The arm was tight to the body and in natural position. Good teamwork between the referee and the VAR. Monzul for the final.

Just to add something, former international referee Joel Quiniou said : "Let’s say that, with the new rule about handballs, the Law is clear concerning players with their arms far from the body. If a player enlarges the surface of his body and impedes the ball, this is a handball offence, and therefore a penalty. I think the VAR considered that the arm was not far enough from the body. But of in doubt, the referee should have gone to see the screen to realize the accuracy of the situation..."

    More reliable than L’équipe ;)

      I’m a referee, not at a very high level, but at a level in which you whistle many handballs, because that’s what modern football expects IMO.
      Quiniou’s quote proves that I’m not 100% wrong, even if I repeat that this was not a penalty, but considering several situations in this WC, it could have been.

  39. 20': AR1 raised the flag (offside was correct), it was a rare case in which AR didn't wait for the end of the action. However, Umpierrez waited for the end of attacking action before stopping the game. Very good management, it is from these details you can understand a referee is focused.

  41. Very strange management in the second half by Umpierrez. She yells at players whenever they (respectfully) ask or say anything to her, rather than staying calm. I don't think a referee earns respect and acceptance by using this tone.

    3. Indeed, very aggressive behavior, this wouldn't be absolutely accepted in UEFA, we can say "South American style" with all the respect, but in my opinion authority must be shown in a different way. Referees must always be calm and composed.

    4. IMO all referees must be as calm as Cakir. He is a great example, not yelling at all. Brych also yelled a lot at Nations League semifinal and it didn't gave gim any confidence or big acceptance. Yelling is a sign of unprofessionalism. Probably another stupid recommendation by FIFA.

    8. To be honest, in my opinion Umpierrez did more than just screaming, at a certain point it seemed she was chasing players. I condemn the overall resulting picture of this behavior. We see also some UEFA referees sometimes screaming, true, but I never saw such similar behavior by one of them.
      It will be interesting to have some clips from second half, I don't remember the exact minutes, but this happened at least twice.

    9. I found one clip on Twitter. This was after a minor foul on the edge of the penalty area, Umpierrez also showed a yellow card a few seconds later to this player.
      Like you said Chefren, it wasn't just screaming, but body language too. Too aggressive behaviour for a referee if you ask me. As the other "Anonymous" said in reaction to my post, this behaviour is a sign of unprofessionalism and maybe even a lack of natural authority.

    10. I can't help but laugh. Mateu Lahoz is a Spanish referee which is in UEFA. He not only yells and berates players. But he takes it a step further and physically engages players. But in his case all I ever read from y'all is, "oh that's just his style and it works for him". And if any of you "lowered" yourselves to watch Pitana yesterday (Colombia v Chile), he used a very similar approach.

    13. You must understand Sheriff that it has nothing to do with "lowering" or whatsoever, but with the fact that most Copa America games are played around 3 AM local time for me. I'd rather sleep then ;)
      I have not seen a lot of Lahoz this year, but you can be right when you say he has a similar style. I must assure you that my comment had nothing to do with any bias/disliking against South-American referees in general.
      What struck me the most this afternoon with Umpierrez, however, is that her behaviour was completely unnecessary. The game wasn't aggressive with a lot of hard fouls, as Nathan said, but she did act as if that was the case. I would even say that Umpierrez's behaviour made the players more irritated and agitated. That is not something that any referee desires, right?

    14. I agree that there were not a lot of "hard" fouls. But there was a lot of tactical fouls by the Italians. After which the Italians complained or dissented. Umpierrez IMO, wasn't reacting to the type of fouls but instead to the dissenting of the Italians

  44. Very negative article the other day about VAR at https://edition.cnn.com/2019/06/23/football/womens-world-cup-referees-spt-intl/index.html. What would everyone's overall grade be of VAR at this tournament? It seems like there have been many more controversies surrounding it than any other time I can remember. The article says that VAR isn't used in any women's domestic leagues and that World Cup refs had about one month of training. If you think VAR could have been handled better in the tournament, is lack of training the main reason why?

  47. IMO there was a foul against Germany that was not called by Frappart. Which led to the ball being turned over and ended in Sweden's 2nd goal. However, I must say that conviniently my TV broadcast has not shown a replay of said possible foul. So that doubt remains.

    1. You've pretty much understood what he said Chefren. She was unable to meet the men's standard on the fitness test as was a French female AR (he didn't mention name). So it's true that male and female fitness standards are different at FIFA level.

It is impossible for Nestor to have seen the handball there and evaluate it as a penalty because of the players obstructing his view and also it's a BALL TO HAND OR HAND TO BALL SITUATION that is a grey area and not what Frappart missed. That was clear as day.

  53. @Sheriff Castrilli what Mateu Lahos does in his games is different from what Umpierrez (at least in my opinion) did yesterday. Mateu has this approach but basically he has a positive attitude in relationship with players, Umpierrez looked very, very angry as she wanted to threaten players. This was never seen before at least from my side, but it seems as also other people agree...

    1. I agree Chefren. Sheriff, you want other people to listen to your opinion but sometimes you forget to listen to others. I think you should "lower" yourself and stop thinking that you are the one who know all better than anyone else (just like D. Trump ;)). Indeed, Mateu is not angry and agresive when interacting with players, he is just strict. Personally I really don't like the style Umpierrez used yesterday. I have seen such behavior at lower levels (but not that insane) but for a potential WWC final referee it is unacceptable IMO. She didn't gain acceptance by doing what she did. Appointing her for the final would be a signal for the refereeing world - "this is how you have to referee - threaten players, be aggressive and angry for small fouls, yell". Just my opinion; if you respect mine, I will respect your.
