  1. How is this? Belgium was supposed to play against France on Sunday, not Monday. The first leg was on Thursday and the second leg was on Sunday, not Monday.

    1. Category 2 must get games as well. Once demoted, the game in Kazakstan is a classic one for a referee belonging to this category. While I think Attwell in Armenia, for such a clash, must be absolutely watched. A totally different concept of football between th two national teams, if compared to Premier League games... hopefully he will be aware about which kind of game he will officiate.

  4. Maybe its a goodbye game for Attwell. Maybe he's stepping down as FIFA ref at end of the year and just staying on as a VAR specialist. Think Tierney got his only World Cup qualifying game as a goodbye gesture for stepping down early. Attwell has never had a NL or WCQ game before so could be that?

  6. I continue to find Vinčič' journey as a referee “intriguing”.

    In 2022 Vinčič was assigned to the Europa League final, while a bald Polish referee was better. This was planned after a committee member observed the Slovenian in the quarter-final.

    What followed was a terrible European season in 22/23. In June 2023, he was all of a sudden appointed to the semi’s of the Nations League (Spain vs Italy) under observation by Kuipers. On paper a nice appointment; in practice a semi-friendly. Players were tired after a long season.

    In August 2023, at the start of the new season, Vinčič was observed by Rizzoli. The big test followed in MD3 (PSG-AC Milan). After that, Vinčič was a bit hidden, kept away from the brightest spotlights, in order to whistle the UCL final at the end of the season. That deal was settled before the winter break (just like Soares Dias was given the Conference League final). Vinčič’ biggest highlight of 2024 was obviously Poland-Estonia ;-)

    After the UCL final 2024, two early appearances followed at the EURO 2024 (MD1 and MD2). At least the Slovenian crew finally started to see some big teams again like Italy and Spain, but still early at the tournament hence not decisive for qualification thus “safe”. After that problematic MD2 game, team Vinčič could put their feet up and relax, in anticipation of an already booked semi-final.

    And now, after the UCL final and European Championship, Vinčič is officially “settled” as one of the top names within UEFA refereeing.

    This journey shows how politically driven UEFA’s motivations and policy are. UEFA can (carefully!) guide a referee to the top, by avoiding the most risky appointments, as long as they want to — or if there are powers or other “influences" that require Rosetti to do so.

  7. Sylwetrzak's intensive autumn. Nations League League C Slovakia Azerbaijan, Europa League Olympiakos - Braga (observer Sajn), now Nations League league B Iceland Turkey. With a satisfactory level of refereeing in this match, he has a chance to debut in the Champions League in my opinion

    2. You're wrong. Marciniak refereed last week in the Polish Ekstraklasa. Besides, Marciniak and Sylwestrzak are on another level.

    3. It was reported here that Marciniak didn’t pass the fitness test at the summer course. Poland needs more representation/referees at the highest level, therefore Sylwestrzak is monitored closely and pushed towards a debut.

Well, it's true that Marciniak failed the tests and is closer to the end of his career than the beginning, Raczkowski and Frankowski ... we all know what they did, Stefański is ending his career, Kos and Kuźma are rookies. So Sylwestrzak is on a straight way to being number 1 in Poland and Marciniak's natural successor in the elite.

    1. Yes, correct what you say. At moment, given the demotion, this is on paper something more than what he could have got (see other referees, like Pawson, in the same situation). So I think it's possible it will be a farewell, for a very experienced Category 1. Even if today committee doesn't use anymore to do so, for a Nations League game, it seems still possible.

  11. Question: Why will the match between Belgium 🇧🇪 and France 🇫🇷 be played on Monday and not today, Sunday? The match was supposed to be played on Sunday night, as far as I know. Previously, during international breaks, teams played Euro qualifiers, World Cup qualifiers, or European Nations League matches. Two rounds were played in each international break. The matches were played on Thursday, Friday, Saturday / Sunday, Monday, and Tuesday. For example, the teams that played their matches on Thursday get a 3-day break and play their matches again on Sunday. The teams that played their matches on Friday do the same thing. They play again on Monday. The teams that played their matches on Saturday play again on Tuesday, and the international break ends. But now, during this break, France played on Thursday. They were supposed to play on Sunday. Why did UEFA decide to play on Monday and get an additional 4-day break?

    3. Sorry, but finding one case of not brandishing a YC without assessing the whole performance might be misleading the readers. As for the penalty decision - it was a very sensible detection of a player (Hanche-Olsen) deliberately fralling to the ground in order to impede an opponent (Baumgartner) and prevent him from shooting at goal. There were many cases of applying the advantage rule, hence assisting the fluidity and flow of of the game. One perfect example was the booking of Berge following a perfect advantage to the Austrian team after a nasty foul committed by the Norwegian player. Excellent piece of refereeing.

    That's deliberate because Bulgarian player aware of the opponent.
    One must say that the VAR Alen Borošak decided to leave the referee alone, in all the situations in which he could have intervened. Let's include also the very possible RC for SFP in 64'.

    Maybe a "physical" intervention by AR2, who had clearly noticed the altercation between players, would have prevented what then happened later. I think assistant referees shouldn't be afraid to step in and working for the referee, if needed. In this case an observer could give him some faults for the missed alertness, even if he warned the players by words (not enough).

    The observer in Leipzig-Liverpool has been released after a pretty long delay; Milorad Mažic it is. I thought the Serbian is well-known for observing young talent and involved in the Talent and Mentor program, hence a younger referee seems possible. The game itself is too big for a debut, isn’t it? With Leipzig-Real Madrid still fresh in our mind. The game in Leipzig could be an open tie imo. Will be interesting to find out the referee; I think the delay might be caused by a Nations League game — e.g. the referee was appointed to a bigger game in Nations League / or the Refcom wasn’t sure about his form, hence used the Nations League game as a form check.

    1. Yes it's possible that the delay was for Nations League game, but well, at the same time one should wonder why only for that game with so many to be apppointed?
      Milorad Mazic very often observed regular and experienced Elite referees as well, so we can't be sure there will be a young referee in Leipzig. The game wouldn't allow 100% this choice, I agree, but looking at the recent way of appointing by committee, one shouldn't be surprised in case of such a choice. German teams are always seen in a very different way, and here we have an English club against a German, the best tie, on paper, to avoid risks that a referee can face in games involving Spanish, Italian, Portuguese teams.. you know. So I'm very curious as well.
      Also, interesting to notice that after a certain time of break, Mazic and Cakir seem to be again active as UEFA observers, I think they still work for Russian federation, but I thought that they were not appointed anymore for this reason...

      Some thoughts:
      Eskås had a game that involved Italy. Possible that Rosetti wanted to see his performance first. Moreover, a couple of Italian referees made an early appearance in Nations League. Perhaps it will be one of them (the best one?). We know how Rosetti works :)
      Another prediction could be Kovács who has been out for an entire month. I think the observer was released after his game in Croatia.

A certain communication with players was ensured, but rather not a hard affair in this game.

  19. I watched Gibraltar-San Marino today: well done Felix Zwayer. This was absolutely a good performance by the German no1 in a game where he had little to gain and much to lose. Despite a number of yellow cards issued (eleven) comparable to Tohver's (fourteen) in his D1 fixture last month, Zwayer did a far (far) better job than the Estonian and always had the game under his grasp.

    And once again, with Vincic, to be honest, I see Kajtazovic very rarely intervening if not for offside issues...differently from Obrenovic games. This was a red card for me.

    3´ For me very big doubts if it was offside. Not about the deliberate play but the line looks to be simply wrong (not even close from what I have seen)
    30´ missed RC for SFP. Studs above the ankle and high speed. No words. Vincic himself didnt even see the foul and gave a YC in the next stop after info from AR1. Kajtazovic should honestly be suspended for missing that, given he had over 1 minute from the action to the resume of play after the next stop.
    43´ missed YC GER19 reckless
    45+1´ foul given the wrong way and bad management of unsporting behavior from the dutch side.
    Added time: 2 minutes with a OFR of 3 and a half minutes, a possible RC situation and Verbruggen time-wasting for the last 30 minutes.

    If this would be Italy or Spain, and not Germany Vincic would be in huge trouble. Really interested how the 2nd half goes and if we see consequences.

  39. De Burgos in Udine is difficult to watch, terrible with his endless discussions and explanations, often surrounded by 5-6 Italians, even when it was easy to avoid it, as with the Israel goal.

    If discussions and protests have to be avoided and not tolerated, then it has to be with all the referees, and not arbitrary. In national leagues even it csn be s bit flexible, but internationally nk.

  40. Just watched crucial incidents in Peljto game and I must say very good display by him so far in challenging context, with big troubles by AR1 who made two crucial mistkes.
    23' Penalty whistled by referee live but wrong offside call, Peljto changed in offside, but VAR had to correct assistant referee. Good that the Bosnian didn't need VAR to check again the situation, but one could blame the missed teamwork inside the team (waiting for AR signals, before deciding).
    In 35' a correct penalty for handball, player lying down on the ground but committing for sure a deliberate action.
    To follow, in 45'+3 another wrong decision by AR1, and VAR intervention to allow the goal (wrong offside).
    59' great handball detection by referee before a goal scored, and he also waited the end of action for VAR purposes (you can see that in a replay, making a gesture like he was aware, but then letting game go for a while).
    This was outstanding for me, because he had to face also AR mistakes.

  45. UKR - CZE: correctly disallowed goal by AR1 Porras Ayuso in 45'+3.
    She will be also busy on Wednesday in Women's CL: two games in 48 hours, a classic standard for Spanish officials, but maybe in this case also UEFA fault. BTW she confirms to be among the best women assistant referees to officiate in men's competitions.
    Then to follow at the beginning of second half, 53', great handball penalty call by Cuadra Fernandez, I think he couldn't see in detail this incident, either he added a bit of intuition to the call, or it was again a report by AR1 Porras, in a better position to see it.

    Well, at the end a UEFA night that we will remember, I think that so many incidents never happened in recent times :)

    3. Tonight good old Visser in action, in a not spectacular game of course, beit that the country names (SCO-POR) in itself are attractive. By the way, he is not litterally "good old" since he is not 35y yet. We have, besides Lambrechts (who will beat Visser in number of UCL leagues is my guess : it is 2/2 now), two very young and promising internationals of which one (you have to be lucky as well, that's why I cannot "make a choice") could perhaps obtain Elite status within let's say 5 years : Lothar D'hondt and Jasper Vergoote. Finally, Frank De Bleeckere has completely disappeared from Belgian referee scene (he was once observer in a UEL game some weeks ago in Budapest, that's all).

    Vincic yesterday not with the best ending of the match. After the amount of extra time (4min) was shown there was a mass confrontation after a harsh foul by a german player in min '92. The YC was issued but was borderline to red in terms of harshness.

    After 4.08 mins Vincic ended the match. The time of the mass confrontation wasn't added to the 4 minutes. In the last minutes the Netherlands were pushing for a equalizer. So an extra 30 sec was fully justified here. The match was stopped to calm everybody down for 1.15 min.

    1. Tchouameni had indeed already committed offences at 4' and 9' (both on the borderline to reckless) before being cautioned. Peljto generally was quite outstanding. The only mistake by him (noticed by me) was a missed grappling foul on the edge of the box at 85'. Very, very good performance!

      One can criticise Rosetti in some aspects, but the bringing through and development of the Bosnian referee by him has been a huge success and for that he (and Peljto!) deserves big credit.

  53. I don't know if this has been discussed before, but I noticed that some countries' local VARs were not trusted before, but now they are. That's something to keep an eye on. I suspect that this could increase the chances to be considered for UEFA finals, in particular the Champions League final. The fact is, as of 2020 the VAR in a UCL final always had the same nationality as the CR.

    Example: Vincic used to work with foreign VARs, also in his UEL final. Until at some point the Slovenian VAR was "trusted" and then they he had a quick run to the UCL final.

    Kruzliak now works with a Slovakian VAR. Since when? This is one to keep an eye on, Kruzliak has been under a certain focus by the Refcom for some time now. Not everyone agrees with that (Mikael ;-)). I have to admit, he changed his style by 180 degrees. Given the focus of the Refcom and now the Slovakian VAR addition, I wouldn't be surprised if Kruzliak will get one of the smaller finals this season.

    Another name to keep an eye on is Peljto; although he doesn't have a Bosnian VAR, but cooperated a lot with Bebek (Croatia). I think that could be a fruitful collaboration, after all, the Croatians don't have an Elite.

    I noticed that Nyberg, Eskås and Meler still work with foreign VARs. That could be a disadvantage. Kovacs as well. Perhaps, the latter will have to cooperate with a Romanian VAR (Popa?) at some point, to be considered for the UCL final.

    1. It's an interesting topic and one which Chefren seems well-placed to comment on.

      As it got a mention, I want to clarify my view about Kruzliak. I am not anti-Kruzliak. I watched every game of the Euro and my opinion was that two referees showed a considerably lower level of officiating in their matches than the others: Guida, and then with a fairly significant gap below him, the Slovakian. In detail, I explaned the reasons for that on posts at the time. While personally I would have deemed his Euro performance(s) as a kind of 'caesura' for Kruzliak (a la Ekberg/21, Moen/16, Batista/04 and so on), UEFA instead seem to have read it the other way and have pushed the Slovak official on.

      I can understand why they have acted like this, but in their stead, I would have done it differently. That's it. To be clear, I wish him -- and indeed all referees generally -- well for the future.

    2. Well, I wrote many times about this topic on the blog and it's absolutely fascinating for me because I could never find a logic in what committee did about the trust to be given or not to VAR from certain countries! It would be a very, very long speech.
      Let me say the first thing: basically my opinion is that committee has a big attention regarding the domestic use and development of VAR, and that's of course something we can easily understand, BUT.... I also think if they want to give to a certain referee a final or a big game, they don't damn themselves :) Thery just appoint VARs from other nations, in case. Indeed we have many examples in past about that, the early Champions League finals with VAR, Skomina for sure couldn't rely on a VAR from his country at that time, and if we want to stay at today era, some of the names you mentioned, have clearly a full trust even without a VAR from their country. Nyberg before all the others, and the situation in Sweden is even worse because, don't know if you heard that, Sweden is the only country that has officially abolished the VAR, after having used it for a while. But I can't imagine Nyberg being rejected for that, impossible. Same for Eskas, Norway at moment is tarting with VAR, a very big delay, but they are on the good way. Still, committee doesn't trust Norwegian VAR and they will need time, but no troubles for this reason on Eskas assignments.
      So I think they are happy if a country offers a certain development, but they have their trusted VAR and referees, so not a big trouble if some of them gets a foreign assignment as VAR.
      At moment there is a certain trust on many countries, but after many changes of opinions (of course I can't know in detail and I can only think that), it seems as Turkey stays as the least trusted country. You can see that even Karaoglan for a game like Belarus - Luxembourg gets VARs from Germany. We haven't seen Turkish VAR anymore in recent times in UEFA games, after a period full of controversy before Cakir retirement.
      About the rest of the nations, Romania must be mentioned, they were very late in adding the technology and Hategan surely paid for that, indeed he didn't have VAR in domestic games, and at a certain point somee years ago, he was almost the only Elite referee with this issue (maybe together with Collum). So basically something that for sure goes against the same referees, but if they show good performances, the committee doesn't make a big problem of it.
      Kovacs was reported to have some issues with his countrymen, some Romanian readers told us that he doesn't want to work with Hategan, maybe he doesn't want to work with other Romanian VARs, I don't know, but since his start of the excellent path in UEFA, he has been assigned to foreign VAR, and in that case I don't see a problem, for a CL final assignment, he could get the regular VARs.
      Because, at the end, the last thing I want to say, we have this pool of "Elite" VARs in UEFA, not reported on paper, but existing in reality. So, we see, they are used also for the mentioned big names, who can't rely on VAR from the same country. Committee would be more content with VARs from same country because also no troubles in language, but again, I don't think they are in trouble for that. Nevertheless, how they make some VAR choices is still beyond my understanding.

    Excellent approach by the English who was clearly aware about the game he had been assigned to. I also think that the firm decisions he took with the mandatory cards calmed down players for the rest of the game, but surely this wasn't the only factor. Also a good luck, because in such a clash if players decide to make fouls and not to play, it's a totally different story for the referee. Well done to English crew, but one should have expected definitely a more challenging match.

    1. I watched this game as well. A very good display, indeed! Such a pity that PGMOL demoted him back then - he was a very talented UEFA first group referee with a really big future ahead of him. He was the most 'European' referee England had and, without doubts, he would've reached the top...

    2. Demoted is correct but the nuance is important: Attwell himself asked PGMOL to recategorise him during the season to the 'National List' (at that time, Tier II-IV leagues), telling them that if he remained in the 'Select Group' (PL refs), he would quit refereeing altogether.

    Despite of the final score and the "nordic" clash, this was in reality a challenging game for the Albanian referee, in my opinion more than Armenia - North Macedonia for some aspects, and maybe one can't believe that if not watching it. The tone of fouls was always high, let's clarify, not a battle, but surely something more than a normal difficulty match. There were many contacts, of course this happened by far more in first half, when score was still open. Then, Sweden started to score and the game turned into an "easier" one for referee.

      - The arm moves towards the (path of the) ball, so he might have assessed as deliberate (and then, the arm position is irrelevant)
      - Technically, the arm increases the body surface, because without it, the ball would probably have passed

For the broader picture: Mr. Stefanski performed quite well and dealt sensibly with the agent provocateur Mitrovic who was thinking he would be shielded by his captain armband (see minutes 36 and 53).

    2. The issue with the decision imo is that the interpretation doesnt take into account that the gk was first on the ball, it wasnt 50-50 and a dangerous play. The force is not uncontrolled velocity but simply because of the intention to kick the ball far away. So I dont think its fair to punish the gk with a RC.

      But I understand no VAR intervention because there are elements that can support a RC.

Visser wasn't thaaat bad, but not really a convincing performance either: not much authority over the game/players (Ronaldo very blatantly abused the captains rule to undermine the ref's authority and, contrary to Scharer vs. Georgia, Visser didn't defend himself at all), many dubious foul rulings and generally a bit shaky impression.

      If one could say this was partly a set of League A appointments for 'forgotten names' this month, I don't think the Belgian ref did much tonight to disabuse the decision made to 'drop' him for Lambrechts.

I've been reading the analysis of observers and they're all saying the same thing and I agree, Visser was very insecure, always relying on the ARs to make decisions but I agree with yall, there were no gross errors but it seemed like he was whistling everything. And that's what bothers me when I see supposedly category A games and I see that they're refereed by “random” Mens First referees who got appointed to these type of games and they simply dont take decisions and whistle everything just to protect themselfs, this needs to stop, let them ref the C games then B games first to gain security...

    VAR confirmed the decision, the check was not really long. I think we can't be sure but the second video can suggest us rather about a correct decision.

    It wasn't a very challenging game for the Turkish, I think that we can say it was overall an expected level performance. Correct calls in crucial incidents (one must only support for the situation in 74'), some words can be said about the disciplinary control, especially regarding SPA.
    As general remark, I think that the concept of SPA in modern refereeing has clearly changed. After many observations, I noticed that referees tend to punish these fouls when they are really blatant and noticed by people in the context of the game, very often this happens regardless of the zone in which they are committed (close or far to penalty areas). Also, how much quick is (or, can be) an attack, seems to be a very strong factor.
    Indeed, if you take the possible YC not given by the Turkish in this game in the second minute (player about to enter penalty area), yu should then assess all the rest of cards for SPA in the midfieled and so on, as rather wrong or not consistent, but, as said, some criteria are really different. It is also a question of perception of the foul, and maybe reporting that a referee had missed a card just because the attack was very close to the net, can be a wrong argument.
    Having said that, for me no issues by Turkish referee in this game and he kept everything under control. Also, a good performance by AR2, I remember from my previous observation there had been issues (he was new to the team). In this case, definitely better, with also cooperation with referee.

    1. +1 about the SPA analysis. I like that referees punish these more cynical fouls to stop quick attacks even when they are super far from goal. I do wish they would also caution SPA fouls where the attacks arent as quick but happen when the fouled player is about to enter a dangerous area. I think referees in those situation are scared to give a caution, especially if the foul itself was on the softer side, for management reasons. But that should not be a consideration for SPA YC.

While one can say that indeed it wasn't a bad performance regarding some aspects, and the game was never challenging, there are for sure some issues in being accepted by Portuguese players for his style of refereeing, and, more generally, the management of Cristiano Ronaldo.

Of course the first thing to say is that the Portuguese is not new to such shows, but going beyond the criticized decisions I think that really having such reactions is very excessive, and therefore the first person to condemen is the player, for sure. Among other things now, with the advanced age, he seems to me to be someone who wants to become more and more a protagonist on the pitch. Staying on the topic of Portugal, a behavior similar to his compatriot Mourinho.

      Having said that, unfortunately Visser has shown himself weak in managing these complaints from the well-known Portuguese champion. He should have shown to be tougher and not friendly. The Belgian in my opinion is a referee who is too friendly on the pitch and does not show a hard hand when necessary, unfortunately in my opinion he does not even have the face of a bad guy :) (sometimes you need that as referee) but these are personal considerations.

    2. I'm going to analyze in detail:

      in the first case at 19' the Belgian does everything to close the altercation by ingratiating himself with the Portuguese and doesn't think for a moment that he will be able to caution him, in my opinion the protests are considerable even within the limits but it is the referee's approach too soft, not adequate. Let's say that in the end Visser managed to close the temporary situation with an OK, trying to make that gesture of relax towards the Portuguese, but in the end he didn't manage to resolve anything in terms of how the match will continue.

      Afterwards, I perfectly support the whistle for the dangerous play at 31', a situation that however almost all referees would have let go today, because by now we are in a world of refereeing where the rules are put aside to favor the spectacle. You will remember the controversial Zwayer goal disallowed for Roma in that EL match, well, these are very rare decisions, but for me here the Belgian was very good, nevertheless obviously Ronaldo got even more angry and at that point the referee could have thought more about at least cautioning him.

      In the situation in the 83rd minute, while Ronaldo goes back to protesting in Visser's face, the referee is worried about cautioning someone else, this makes us understand that the Belgian took the concept of not cautioning the captain of a team in a very rigorous way, therefore he authorized everything to the Portuguese because he had the armband, while the other player, clearly having done less, got the yellow card only because not entitled to speak to the referee. So I say that this situation of the captain-referee protocol can sometimes, if applied to the letter, lead to misunderstandings.

      It ends with the last situation, where Ronaldo openly exploded at the final whistle against the referee, here once again Visser could have easily done things better he whistled at 4:15 before the corner, he could have finished the game at 4:00 exactly in midfield, since these 15 seconds at the end were not that much (if they had been at least 30, one could have discussed...). So there would have been no controversy, but, once again, obviously there would be no problem in whistling at that point, but then those who protest should be punished. Now, during the show with the Portuguese fans I don't know where Visser with his teammates were. Certainly if he saw and continued to ignore it, he made situation much worse, if he didn't see anyway, what he caused was certainly his fault in part, having allowed the Portuguese too much. But from a technical point of view, as said, he wasn't bad. His problem, unfortunately, in my opinion, is being too lenient, we have seen it many times, and Rosetti certainly can't like Ronaldo's management of this kind, just becaus in line with the captains' protocol. The Belgian interpreted everything the wrong way. It's sad, but it is certainly understandable why UEFA set him aside at one point, he is not strong in some decisive aspects. However, I still don't know Lambrechts well enough to say that it is much better, eh, we'll see.

    A player like Ronaldo senses this immediately and Visser starts losing some authority very early in the match as a result.
    Further direct confrontations between and Visser and Ronaldo prove this.
    I always learned 'Never touch a player'!
