    3. Thank to RFEF-CTA I can confirm:
      Florence Guillemin (FRA)
      Petra Pavlikova (SVK)
      Lucie Ratajova (Zadinova's AR)
      María Dolores Martínez Madrona (ESP)
They are reporting appointments, so other names will follow as they will publish them.
Interesting that there are also official observers for the games, in the case of Spain - Belgium (02/03) Michael Argyrou (CYP) is appointed.

  2. To be honest, other than Monika Mularczyk none of the other names look too likely to be selected for the World Cup

    1. There's been an American at every WWC since 1995. Koroleva is a lot better than Domka, whose entire trio was relatively weak in 2015. Koroleva will get selected. We had a lull after Seitz, as we saw in 2015, but that will change for 2019.

    2. How many spots for CONCACAF??

      Delete
    3. @usaref a question if you can answer, I wonder whether Elizabeth Aguilar is Joel's sister?

      Delete
    4. @Soham

I would imagine four, USA (Koroleva), MEX (Venagas, who showed the best women's refereeing I ever saw at a full Maracana, BRA-SWE), CAN (probably Chenard she has too many credits to be ignored but Beaudoin isn't far behind), and a Central American referee (probably Borjas but Araya Cruz seems to have made a good development).
CONCACAF is very strong at women's refereeing!

    5. @Chefren: I do not know. I also guess that she might be a sister, but have no direct knowledge.

  3. Missing RC:SFP for Chiellini 13mins?

    ReplyDelete
    Replies
    1. Possible RC, indeed. But I think still chances to support referee's decision, at least not a clear mistake, so OK no VAR intervention. Do you agree? In any case, Chiellini very lucky to receive only YC.

      Delete
    2. Agreed, I prefer RC over YC there. I wouldn't so criticise an observer that categorised that as a crucial mistake.
But I don't think VAR has enough arguments to change the YC, so good solution by the referees on the pitch and behind the screen.
And now good no penalty for handball.

      Delete
    3. Excellent decision a few seconds before half time whistled: simulation and indirect free kick. Very good officiating in this first half.

      Delete
    4. The penalty awarded (74'), I have doubts...

      Delete
    5. I agree, more than soft. Not a clear mistake, however (so no VAR intervention), but I think a wrong decision by referee there.

    1. Not the best season for Rocchi so far, as I already wrote there. His performances are still OK, but we expect more. Even yesterday, it was the same. No crucial mistakes, but definitely many minor issues.

      Delete
    2. Fully agreed here, on last night for Rocchi.

      Delete
    3. If that's how his season has been he shouldn't go past the group stage in the World Cup... As far as European matches go this season Rocchi has been okayish at best!!

  5. Polemic first half for VAR in London (Tottenham - Rochdale, Referee Tierney, VAR Scott). A goal has been cancelled and a penalty awarded. I'll try to find some videos.

    1. https://youtu.be/MMssUJEAkig

This should cover it. Chris Foy, former PL referee of many years, is part of the coverage (and the only voice worth listening to...).

      Delete
    2. I don't know why but Paul Tierney is taking an absolute pounding on Twitter and also had his Wikipedia page vandalised... What went so wrong?? Or is it just overreaction from fans as is often the case??

      Delete
    3. From what i have read and seen(pictures) all the VAR decision were made right but it was unckear of what they were doing and it took time. Sometimes fans think that it’s normal to criticize the referees even when they are right

      Delete
    4. By the LOTG feinting is permitted in the run-up to the ball. So how is it correct?

      Delete
    5. So Tierney must have adjudged that the run-up was completed when he stopped??

      Delete
    6. https://www.youtube.com/watch?v=M-OGaXe8W1g
Definitely a technical mistake there. Penalty execution was regular.

      Delete
    7. Was the decision taken by Tierney himself? Or did the VAR advise him to do it?

      Delete
    8. I don't know, I didn't watch the game. In any case, at least one official had to know that this execution was regular. It is an irregular action when the player feints to kick the ball, not before.

      Delete
    9. This should be disallowed even if player didnt make anything coz TOT players was inside penalty area. IFK is correct decision no YC.

      Delete
    10. @Jovan Stojiljkovic of course :) that's however another argument.

      Delete
    11. Chefren, it's not regular execution IMO... The player didn't stutter and completely stopped which means his run up ends there... Feinting and completely stopping are surely different?? I'm pretty convinced his run up ended the moment he completely stopped so no goal + YC correct 🤔🤔

      Delete
    12. Jovan: NO NO NO.

You can NEVER give an IFK for teammate infringement. In that case the penalty is retaken.

      Delete
    13. Norwegianreferee: You are clearly wrong. If your teammates make an infringement (ex enroachment) and you miss the penalty it’s an indirect free kick. If your teammate is not the identified kicker but shoots the penalty then it’s also an indirect free kick.

      Delete
    14. The penalty is a goal. feinting is allowed. The run up is completely stopped when you have taken your last step. Which clearly wasn’t the case. Easy situation that should have been a goal.

      Delete
    15. @Soham I talked to a former Italian FIFA official at very high level and he confirmed that this penalty was regular. The thing that a penalty taker can't do is to pretend to kick the ball, when he has finished the run-up. This action in TOT - ROC was still regular.

      Delete
    16. I can add, to make it hopefully clearer: the run-up is considered as finished when the player makes the last step and then with the other foot he has only to kick the ball.
If in this case he doesn't do that, just pretending the shot, penalty is not regular.

      Delete
    17. Ok so that clears it up 😎

  6. There is a scandal after yesterday's decision to disallow Jagiellonia's goal. Stefański decided to review the incident after the game has been restarted! Fortunately, Jagiellonia won, so the game most likely won't be replayed. Full scene:

    1. Who did the pass even come from because t looks like the white team touched it not the attacker. Very unclear in the video. Therefore goal not offside. If the defender was the one who touched it.

      Delete
    2. White player played the ball, but the last touch was from Jagiellonia player. It was a deflection, but as we know, it doesn't matter if it's an attacking team's player.

    3. Thank you yes that cleared it up. Offside.

      Delete
    4. I disagree #26 of red/yellow interfered with the opponent. He did not challenge. He did not make a clear action that impacted the white player.

I do not think this is offside.

At the very least, it is not clearly and obviously offside so VAR shouldn't have intervened.

    2. I had no doubts he was a candidate for Barcelona - Chelsea, I think he will be surely there...

      Delete
    3. Would be a good challenge for him in Camp Nou... Not his best season by any means till now to be honest!!

      Delete
    4. NAP-NCE 8,4
      FEY-MNC 8,4
      RLM-TOT 8,3
      LIV-SPA 7,9(?)

Not his best, but hardly a bad season for the Polish.

      Delete
    5. Never saying it's a bad season by any means but at the same time not the absolute best form which he was in the past couple of years... Camp Nou challenge will be a good one for him to roar back into that very form!!

P.S. : I had thought that he missed a RC or something like that in FEY-MNC and RMA-TOT was filled with lots of small errors and also a missed penalty to Tottenham it was a far from polished performance whatever be the marks... I want to see him better than that like last season!!

      Delete
    6. Yeah I can agree with that, but that is also a compliment that since 14/15 he's been close to perfect.

He managed FEY-MNC well, he made some small mistakes in Madrid but still without bigger problems. He made a crucial mistake in Liverpool, but that was de facto irrelevant (7-0).

He would be a good name for Barcelona, strong manager of top players yet unimpressed by big names, with the ability to whistle a strict match in case of the necessity to; actually I think one can be fairly sure to read his name for BAR-CHE.

      Delete
    7. I also expect Milorad Mažić for PSG - Real.

    8. Skomina in Wembley and Mateu in Rome?

    9. @Mikael Absolutely agreed... He has set very high standards for himself and credit to him for that level of performances!!

      Delete
    10. Yes possible, but, as already written here, given the domestic appointments reported by George, Mateu could get the game in Wembley on next week...

  8. David Fernández Borbalán with a game in Saudi Arabia on Monday 05/03. So no Champions League for him on next week, he never got any single KO game.

Deliberate (I would prefer to say "punishable") handball and a clear foul. Ball was played only after having irregularly challenged the opponent.

    1. Yes we can say it is the first big match for the new FIFA referee Di Bello. Appointment was not expected there, a big surprise by Rizzoli. He shows that he is not afraid of making certain appointments. Very good attitude.
AC Milan won all the last games, they are in an excellent form and they have very likely the last chance to reach the fourth place (7 points from FC Internazionale). In addition, this is of course the most famous "City of Milan's derby".
Another excellent appointment for Massa, with a big match as well.
Banti will officiate again SS Lazio in this matchday, after having been in the middle for Napoli - Lazio in his last appearance. This is a bit forced appointment, but there weren't many other options and in this week we had many top games in a few days (including Coppa Italia's semifinals yesterday).
Rizzoli as serie A referees head is definitely working for the future, without any "external influence" or something like that, differently from his predecessor who was not so willing in taking even "some risks".

  13. No game for Mazic this week in JSL. We'll see him in PSG-Real?

    1. I expect Mazic in Wembley, Skomina in Paris?!

    2. Skomina's style would IMO suit TOT v JUV and likewise Mazic's style would suit PSG v RMA more I think

    3. Can you write the difference between their styles?

    4. Also Mažić AAR1 Danilo Grujic didnt get game. He posted on instagram photo from Saudi Arabia, maybe he got game there..

      Delete
    5. Skomina is more passive and leniant and in a very hot match I won't put him in... Mazic can be more strict and firm when necessary which might be needed in Paris...

      Delete
    6. Don't forget Atletico - Real with Mazic. He is not suitable for such difficult matches.

      Delete
    7. One match can't mean he won't get anymore big games... At the forefront if Kuipers was available then we wouldn't be discussing these other names really... But out of Mazic and Skomina I'll personally put Mazic in charge!!

      Delete
    8. In my opinion, Mazic is more suited to TOT-JUV, his style of top-down authority and being unimpressed by big names is better in London which could become a combatted clash.
Damir Skomina with a laissez-faire approach that is more co-operative and arouses more respect (especially with players like Neymar, Ronaldo et al), is better suited to Paris - Real Madrid, imo anyway.
I would worry about the acceptance players like Neymar would offer Mazic, and the same to Skomina who would have to manage a 'battle' missing some prevention and needing very many cards.
Of course both are absolutely excellent referees, that could deservedly whistle CL Final this year.

      Delete
    9. Neymar is out of the game due to injury... So that's one thing the referee for that game won't need to sweat on :D

    9. Indeed Zoran Petrović got a game on 15/02 in EL. He should be there.

    10. Yeah, there can be one or two names missing. I just started to make a list of all games, but I stopped it on October 2017. Those are the names involved at that time.

    15. Croatian football federation published the list of all international officials: Dragutin Karlo Poljak is alson a list of Uefa observers. Great job with observers Ray:).
It is obvious, based on appointments, that UEFA has some kind of categorisation for UEFA observers. It would ve great if UEFA would provide such list to us. I remember sone years ago when I was more active, I did send some requests about observers to UEFA but never got an answer, maybe data about observers are 'top secret' ;)

Thanks to the snow, I am stuck inside for the next days. If anyone has any suggestions of excellent refereeing performances in their domestic competition, eg

AS Varese - Hellas Verona, Irrati (if anyone has this match, in full it would be great!)
    OGC Nice - Saint-Etienne, Millot
    Crvena Zvezda - Partizan, Grujic
Leeds United - Bristol Rovers, Salisbury

Please any nation, any level, any competition (so long as there is a video :-))
Any reply is much appreciated from snowy England!

  17. What a huge mistake by Mateu Lahoz on the Canary Islands. In the game Las Palmas - Fc Barcelona. "45 the GK of las palmas comes out the box it looks he play deliberate with the hand. After that Lahoz blew (too early) for the break.

    4. I agree with Quilava. Replays do not help in this situation. The ball comes from a deflection of his own feet and there is no time for him to react to that. The position of the hand is what makes the situation suspicious, but I think it is not a punishable situation. Does anybody have a video of the PK for Las Palmas?

@RayHD There is some controversy around Mr. Zbigniew Przesmycki who is a referee observer for UEFA from Poland... Can you please let us know what exactly the matter is?? As I don't understand Polish I couldn't exactly understand what was written in the report!!

    1. Oh, it's a big issue.

The referee, Daniel Stefański classified in UEFA First Group, allowed a goal to stand (reasonable no offside call from the assistant referee as the situation was difficult to read in real time). Opponents restarted the game from kick-off and then something weird occurred. The referee received a message from VAR that there most likely was an offside offence and, although the game has been already restarted, stopped the game and decided for an on-field-review. The goal has been disallowed afterwards. We all agree that that was a violation of the Laws of The Game.

      Here the situation:
      https://streamable.com/7tqp7

Today, after media reaction, the Chairman of Polish Referees Department, Mr Zbigniew Przesmycki, sent two mails to Ekstraklasa referees where he states that "if the game will be restarted and the referee will receive a message from VAR that the review process is going on, he should stop the game for a "too quick restart" reason and it will be in line with "spirit of the game" passage from the LoTG".

In the second mail, regrding this incident:
      https://streamable.com/51wvj

Mr Przesmycki rightly states that the whistle sounded after the ball has crossed the line, but also states that in case of too quick whistle, the goal should stand, because the whistle would've had no impact on the goalkeeper and defenders. Again, "spirit of the game" passage is the reason for that, according to Mr Przesmycki.

  19. Two situations from last serie A matchday, game Cagliari - Napoli.
Referee: Piero Giacomelli. VAR: Daniele Doveri.

    Penalty appeal (no VAR intervention)
    https://streamable.com/ul4yd

Penalty for deliberate handball (decision by referee, no VAR intervention, but of course silent check)
    https://streamable.com/4e9wp

I have strong doubts about the first situation, the holding seems blatant but the most important thing is that it has effects on the shot of the player. In case, referee should have assigned a RC for DOGSO, in my opinion.

    1. Clear penalty. VAR should've intervened. Acceptable penalty call for deliberate handling the ball.

    2. In the first situation, the pull will not be enough to prevent the progression of the player. But, the player pulled, soon is a penalty.

    1. 1) No penalty, player was waiting for contact, he could continue and shoot. Play-on for me.
      3) Did Coentrao hit the firemen? In that case RC. Good that Dias sent them out.
      4) Play-on. Small contact but for me not enuff.
